Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. TO ASSIST users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines bas established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules include 130 for self-contained breathing apparatus, 141F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and .mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pitts- burgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the deice meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines he used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators.

The widespread adoption during the past decade of the dense-medium process for cleaning coal increases the need for technologic studies of the process. Such studies provide information that will insure maximum usefulness of this process in its present form and may well lead to substantial improvements in design and opera¬tion. The Bureau of Mines has published the results of cleaning trials on a wide variety of coals in two dense-medium pilot plants5/ and reported the recovery of coal from waste by dense-medium treatment.6./ The present report deals with the viscosity of magnetite dense medium, an important subject about which virtually nothing has been published. Specifically, the report concerns methods for measuring viscosity, the influence of various medium contaminants on viscosity, the effect of viscosity on cleaning results, and the influence of viscosity on consumption of medium. Cleaning trials on four coals of varied density composition in a pilot plant, using mediums of different viscosities, showed a steady reduction in cleaning efficiency with increasing viscosity in every instance. However, the behavior of each coal in a viscous medium was distinctly individual. With one, an increase of only 1 centipoise in viscosity caused a reduction in recovery efficiency of 7.7 percent, whereas the same increase in viscosity with another reduced recovery efficiency only 2.7 percent.

The Bureau of Mines evaluated 42 composite samples from selected Michigan-Wisconsin iron formations by reductive roasting-magnetic separation and flotation at minus 325 mesh. Samples having poor to marginal response on initial examination by conventional methods were reevaluated by finer grinding, by reagent suite modifications, and by selective flocculation-desliming techniques. Results ranged from excellent on Menominee Range samples to relatively on Gogebic Range ores. Marquette Range samples ranged from responsive to nonresponsive, depending upon grain size and mineral association.

"INTRODUCTION The purpose of the investigation discussed in this article was to evaluate the toxic hazard from gases produced when thermosetting plastic materials used for electrical insulating purposes are burned or thermally decomposed in enclosed spaces. For brevity the term ""toxicity"" is used throughout the article to refer to the nature of gases produced under these conditions. A need for immediate study of the problem was created as a re¬sult of the battle damage reports received from various United States Fleet units. These indicated that the fumes emitted when these materials were burned or thermally decomposed had, in several instances, resulted in toxic atmospheres. In attempting to develop a suitable test method for evaluating toxicity, it was recognized that no single test procedure could be expected to duplicate the variety of conditions that might exist in an actual fire aboard ship. In view of the immediate need, however, it was felt that considerable information could be obtained, at least to classify comparatively the several types of materials as to the toxic effect caused by burning or thermal decomposition, through the development of a sound empirical method which could be applied to all of the materials. On this basis, it was decided to modify the Navy flame resistance test for thermosetting plastics to render it applicable to the determination of the toxic, gases evolved when this test was employed. A wide variety of materials was tested, both molded and laminated, to cover the types commonly used by the Navy in electrical applications. Toxicity determinations were conducted at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Parallel tests, to determine the flame resistance of the materials, were conducted at the Material Laboratory, U. S. Navy Yard, New York, N. Y."

Wustite beds were reduced with carbon monoxide and mixtures of hydrogen and nitrogen in the temperature range 900° to 1,300° C to determine the effect of temperature, gas flow, and surface area on the rate of reduction to iron. The composition of the gas stream as it passed through the wustite bed was continuously measured with infrared absorption cells and heated-wire methods. The change in composition was used to calculate the reaction rates. Arrhenius plots of the data give heats of activation of 34 kcal for particles using CO, 27 kcal for particles using H2, 24 kcal for pellets using C8, and 6 kcal for pellets using H2. The velocity of reduction is dependent on the area of reacting interface and the driving potential of the gas (reducing gas concentration minus equilibrium concentration) as well as the exponential temperature effect. The reaction rate was independent of the gas velocity over the range of conditions studied.

The primary purpose of this paper is to show the appreciable savings that were made by roof-bolting the main west entry of the Kings mine, which was to be the permanent, main haulage road, as compared to the cost of supporting the same roof with peg timbering as first planned. Additional items that might prove valuable to other mine operators are contained in this paper and detailed below. 1. A detailed cost of the system of roof support known locally as the peg-timbering method is given. It consists fundamentally of supporting steel cross bars on pegs inserted into holes drilled in the ribs close to the roof. 2. A method of supporting the roof in caved entries is shown, where such support must endure for an extended period in haulageways and air courses.

The Malheur-Jordan Resource Areas (MJRA?s) is a tract of approximately 6.5 million acres of federal and non-federal land in the southeast corner of Oregon. This study evaluated the Resource Areas' economically recoverable mineral potential based on geological estimates provided in the USGS report (Smith, 1994). The mineral terranes are believed by geologists to contain undiscovered resources. The geological data is probabilistic; with estimates of the possible number of deposits and their grades and tonnages. Possible future development scenarios range from no development to numerous mines. Based on the analysis performed on these terranes, the most likely (in a statistical sense) future scenario for the resource areas would include the potential for two medium sized, predominately gold, mines. These would supply direct and indirect employment of up to about a thousand workers.

This report describes how longitudinal and bending stress waves in' percussive drill rods generate noise. It is shown that in practical drills the largest noise source is the bending waves, which are mainly generated because of imperfections in the piston, chuck, and drill rod alignment. Equations are presented which enable the noise spectra generated by the bending and longitudinal waves to be precisely predicted. Means for reducing the amplitude of the bending waves are discussed.

The Bureau of Mines has installed passive water explosion barriers in two operating mines to determine their usefulness in U.S. coal mines. The primary objective of this field trial was to determine the effect of the explosion barriers on mining operations. Data were also obtained on the ability of the barriers to withstand the mine environment and on the effect of the barriers on belt operation, ventilation, worker travel, and rock dusting. Fifty barriers were installed at three separate beltway locations, and periodic inspections were made. A year after installation, no defects of the barriers or support hardware were detected, nor was any complaint as to the presence of the barriers made by the mine personnel. To date, 2-1/2 years after installation, the barriers have had no detrimental ef-fect on rock dusting, belt operation, or ventilation. Costs of material, fabrication, and installation are reported herein.

Tests of resistance to molten metals , to oxidation at elevated temperatures , and to various chemical reagents were made for a series of compositions in the TiB₂ - CrB₂ subsystem . In reaction with molten metals , there was no noticeable difference in reaction of the various compositions in the ( Ti , Cr ) B₂ series . The oxidation tests were ( 1 ) a rising - temperature test in which the specimen temperature was increased 4° per minute to 1,200 ° C and ( 2 ) a constanttemperature test in which the specimen temperature was held constant at 1,000 ° C. Compositions near Tio.6 Cro.4 B2 had the best oxidation resistance . Ti。.6 The chromium- rich alloys showed marked superiority to the titanium- rich alloys in resistance to corrosion by the chemical agents investigated . The chemical reagents used were sulfuric , nitric , and hydrochloric acids and sodium hydroxide of different concentrations .

The Bureau of Mines equipped a longwall shearer with a water-jet-assisted cutting system and measured dust levels during the cutting of a simulated coal block. The block was cut dry, at a conventional water spray pressure of 190 psi, and with water-jet-assisted cutting pressures ranging from 1,000 to 6,000 psi. At water pressures of 3,000 psi and higher, dust concentrations were reduced by as much as 85 pct via water-jet-assisted cutting in comparison with conventional water sprays. This reduction was achieved without any increase in the water flow rate.

"INTRODUCTION Considerable interest was shown .prior to and during World War II in the winning of metallurgical-grade alumina from anorthosite, kaolin, siliceous bauxites, diasporic clays, and other aluminum-bearing ores. Laboratory and pilot-plant investigations were made on many of these ores by the Bureau of Mines, and a series of reports on them is being prepared. This report covers the tests made on the application of the lime-soda-sinter process to anorthosite, which is a mixture of albite, NaAlS1308, and anorthite, CaAl2Si208. Extensive deposits of anorthosite occur in the Laramie Range in Wyoming and extend into Colorado; other deposits are found in New York, with outcroppings appearing in Vermont, Maine, and Labrador.Anorthosito can not be treated by the Bayer process for the production of metallurgical-grade alumina, because excessive losses of soda and alumina occur from the formation of sodium-aluminum silicate due to the large amount (50 percent) of silica in the ore.RESULTS OF INVESTIGATIONSSmall-scale laboratory tests supplemented by pilot-plant runs have demonstrated that the alunina and soda occurring in the Wyoming anorthosite from the Laramie Range can be extracted and recovered satisfactorily by the lime-soda process. It has been shown that liquors containing approximately 95 gram of A1203 per liter can be consistently produced at Na20:A1203 ratios from 1.75 to 2.27, and that these liquors can readily be desilicated and carbonated to yield high-grade alumina trihydrate of quality comparable to that essential for cell-grade alumina. The optimum results were obtained with Na20:A1203 mol ratio of 1.03 and Ca0:Si02 ratio of 2.14 in the sinter when calcined at an average temperature of 2,444ºF. for 25 minutes."

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. Purification of samarium metal by sublimation and by vaporization from a low-melting metal flux, at the same temperature, were compared. Vaporization proved more effective for removing impurities such as magnesium, calcium, and manganese. Recovery of samarium, however, is more rapid by sublimation because of its constant rate of distillation.
