LFE Environmental performed an Industrial Hygiene survey of the Paraho Oil Shale Mining and Processing facility in Anvil Points near Rifle, Colorado, on August 6 and 7, 1975. This survey consisted of an investigation of the underground operations for diesel emission contaminants and of the above ground work areas for all inhalation contaminants other than silica dust. Samples were collected to investigate the following contaminants: respirable dust, total dust, NO2, NO, H2SO4, formaldehyde, CO2, S02 and CO. None of the determinations of contaminants in the underground operations indicate air concentrations exceeding their standards. The results for the samples collected above ground indicate only one operation where the employee's exposure exceeds the standards. It is a welding operation where the standards for total dust and lead are exceeded. Since the survey the employer has installed an exhaust ventilation system which has significantly reduced the welder's exposure.

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of erromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnaoe to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce forromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces Lave been given in previous reports.5 The m$ or part of the experimental work on the second step has been conducted in a half-ton open-hearth furnace. Some preliminary tests showed, however, that the electric furnace has some distinct advantages over the open hearth for producing, from high-phosphorus spiegel, a slag containing from 45 to 55 per cent manganese and phosphorus and iron in amounts required for ferro-grade ore. The electric furnace tests described in this paper were made to get more information as to the possibilities of the electric furnace in connection with this problem and to study the fluxing effect of alumina on high-manganese slags. Herty, Conley, and Royer have reported' results of laboratory tests which showed that slags containing from 60 to 75 per cent MnO, from 8 to 10 per cent S102, and small amounts of CaO MgO, and FeO, were sufficiently fluid at 1,450° to 1,550° C. to pour readily if 12 to 14 per cent alumina was present. Size distributions and concentrations of particulates emitted from diesel engine exhausts were measured with cascade impactors. Samples were taken from the exhaust of two types of engines using three types of fuel and operating under five different engine speed and load conditions. The measured mass median diameters of the diesel particulates were typically about 0.3 um. There was no significant difference in mass median diameter between engines or fuels and only a slight dependence on operating mode. Concentration measurements ranged from 14.2 to 250.9 mg/cu m, and calculated mass outputs, from 64 to 10,000 mg/min. Significant differences in mass output were found between engines, fuels, and especially between different operating modes. The quantity of clean dilution air that would be required to reduce the particulate mass concentration below the 2.0 mg/cu m respirable dust standard for coal mines was greater than the dilution air required to meet the standards for noxious gases for both engines tested.

An economic analysis of underground gasification of coal, based on experimental results obtained by the Bureau of Mines, indicates that a gas suitable for use in a power plant might be produced for approximately $.62 to $.77 per million British thermal units. This estimate does not include cost of land purchase. The gasification experiments were conducted in a 3-ft. seam of high volatile A bituminous coal. The major factors which can influence a change in operating costs are height of overburden, power costs, thermal efficiency, and the gasification air inlet pressure. The following equations show the relationship of these factors to operating costs:

As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

This report, the 22d in a series, gives analytical data showing composition and quality of tipple and delivered samples of coal collected during fiscal year 1972. This coverage lists mines located in 20 States. Ultimate analyses are given for most of the coalbeds listed. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. The deliveries were sampled in accordance with instructions issued by the Bureau of Mines, and the samples were analyzed in the Bureau laboratory at Pittsburgh.

"INTRODUCTION The operation of internal-combustion engines at high altitudes and the general aspects of combustion processes in rarefied atmospheres have created considerable interest in the problem of ignition and flame propagation at low pressures. Nuckolls, Matson, and Dufour 4/ have published results on the effect of low pressures on the propagation of flame in gasoline vapor-air mixtures in vessels of large capacity. The volumes of their test equipment varied in capacity from 0.425 to 125 cubic feet. Various sources of ignition were employed. These authors found that the explosive range of gasoline vapor in air decreases with decreasing pressure at pressures considerably below atmospheric, until a limiting absolute pressure of about 33 mm. mercury at ordinary temperature is reached, at which point no appreciable flame is propagated.Experiments carried out at the Bureau with natural gas-air mixtures at reduced pressures have shown 5/ that the limits of inflammability are but little affected at reduced pressures down to 175 mm. mercury. As the pressures of natural gas-air mixtures are reduced below atmospheric, the mixtures become more difficult to ignite; however, if a suitable source of ignition is employed, the limits of inflammability are as wide at 175 mm. mercury absolute pressure as they are at atmospheric pressure. In view of these observations with natural gas-air mixtures, it appears important to investigate gasoline vapor-air mixtures for possible similar behavior. For this reason the tests herein described were carried-out."

The Bureau of Mines has under development on a technical scale an electrolytic process for treating oxidized ores of zinc , using caustic soda as an electrolyte . Whereas the Bureau process can alternately make either solid zinc or zinc dust , the following paper , from the Ludwigshafen research laboratory of the well -known I. G. Farbenindustrie , A. G. , of Germany, deals only with production of zinc dust from sodium zincate solutions and may well serve as introduction to the subject for American metallurgists . The Bureau of Mines pioneered in the idea ; a study on laboratory scale by H. J. Morgan and 0. C. Ralston was made early in the First World War, and published in Transactions of the American Electrochemical Society . The Eckardt paper , translation of which follows , goes more thoroughly into the preparation of electrolytic zinc dust , and later publications of the Bureau of Mines will deal with broader details and application of the idea to treatment of lowgrade ores and metallurgical intermediates , which is the point where Eckardt left off . 4 The Eckardt report became available through operations of Field Information Agency , Technical ( FIAT ) of the Office of Military Government for Germany (US ) , which made bibliofilm copies of the files of internal technical reports of many of the German industrial establishments , Eckardt's report is dated April 1939 and was taken on FIAT Microfilm Reel MM 106 , frames 82-101 , which is on file as Publication Board Document 41411 in Office of Technical Services of the U. S. Correct ventilation of underground workings whether in coal or in metal mines consists in establishing such control of air currents that the miners may work in safety, with maximum comfort and efficiency, and without impairment of health; also in controlling the air flow so that the mine workings may at ordinary times be kept reasonably free of harmful gases or dusts, and so that in time of emergency, as when a fire or an explosion occurs, there may with minimum delay be maintained as much or as little air flow as is desired throughout the mine in its entirety or in certain parts of the mine. Control of air flow is the essential point of any mine ventilating system, and is obtained only by the installation of mechanically operated fans, and other ventilating devices such as doors; overcasts, regulators, etc. Every mine, large or small, coal or metal, should from the outset be equipped with a fan. Much has been written about natural ventilation, and many claims have been made that in specific mines or parts of mines there is sufficient natural air flow. As a matter of fact, there are actually very few if any mines, coal or metal, where natural ventilation creates atmospheres anything like adequately safe or healthful for underground workers even at ordinary times or under ordinary. conditions; and at the time of a fire or an explosion mines depending upon natural ventilation are practically helpless, and are decidedly dangerous for the unfortunates forced to be in them either at the time of the disaster or afterwards when trying to handle conditions arising from the emergency.

There are techniques for separating aluminum alloys from mixed scrap, but there are no efficient ways to separate wrought aluminum from cast aluminum. This Bureau of Mines report describes a novel technique for separating mixed aluminum alloy scrap into cast and wrought aluminum alloy fractions. The technique, which uses conventional heating, fragmentizing, and screening equipment, exploits differences in the mechanical properties of cast and wrought aluminum alloys at elevated temperatures. The cast alloys become brittle at high temperatures owing to intergranular melting of regions of eutectic composition. This melting begins to occur as the solidus temperature for each alloy is reached. Solidus temperatures for casting alloys generally range from 520° to 580° C, but are above 600° C for most wrought alloys. Thus, the casting alloys are easily fragmented while the wrought alloys remain ductile in the proper temperature range. Starting with a mixture containing approximately 80 pct cast and 20 pct wrought alloys, fractions of 100 pct cast and 98 pct wrought have been produced.

The Ore Knob mine, in Ashe County, N.C., was one of the largest producers of copper in the eastern states during the 1870's. The ore occurs in a fissure vein, which strikes N. 64° E. and dips nearly vertical. The country rock is granite gneiss. Drilling indicated that the vein structure is approximately 200 feet wide and 1,500 feet long. The vein material shows evidence of replacement of the original gneiss by sulfides. Solution cavities in the vein were noted in some places. The ore minerals and pyrrhotite, chalcopyrite, pyrite, and minor quantities of sphalerite. The gangue contains biotite, magnetite, albite, calcite, and many silicate minerals.

"INTRODUCTION The Copper Flat area of the Central mining district, Grant County, N. Mex., has been visited by numerous engineers 4/ of the Bureau of Mines and geologists 5/ of the Federal Geological Survey. In December 1944 the Bureau. 6/ proposed that geophysical work be done in that area in order to locate favorable sites for future company exploratory and development work. This geo-physical work was begun early in 1945 but never fully completed because of insufficient funds. The engineers who made the survey recommended that more work be done, especially to locate the bottom of the Copper Flat laccolith by resistivity-depth surveys. All known minable zinc-lead ore bodies had been found above this laccolith in the Copper Flat mine, but it was thought that other minable ore deposits should occur in favorable limestones beneath it. The geophysicists also recommended core drilling beneath the laccolith.In the summer of 1946, following some mapping by S. G. Lasky of the Federal Geological Survey, funds were appropriated for a Bureau of Mines project in the Copper Flat area. The project was completed in June 1947. 8/"

Steels with an alloying addition of depleted uranium were studied to develop successful melting , casting , and fabricating methods ; to obtain data on mechanical properties ; and to determine the effects of this alloying element . Uranium in amounts up to 1.5 percent was added to steel - base compositions containing approximately 0.5 percent carbon , 2 percent nickel , 0.25 to 2.0 percent silicon , and 0.75 percent manganese in both vacuum- melted and air -melted heats . Radiation levels were monitored for all operations . Bureau of Mines research at the Rolla Metallurgy Research Center showed that uranium additions did not increase tensile strength ; that hot - shortness occurred during forging above 1,090 ° C because of the presence of a low melting point constituent of a eutectic type ; and although a measurable amount of radioactive contamination resulted from processing , the quantity was never large enough to require the work area to be identified as a radiation area .

The Bureau of Mines is conducting studies of the slags related to ferrous technology to evaluate acceptable substitutes for the auxiliary flux, mineral fluorspar, in foundry operations. This work is directed toward the Bureau's goal of minimizing the Nation's dependence on scarce and critical minerals Comparative basic practice cupola (18-inch-ID) trials were made to evaluate a waste material called "used potlining," which contains significant levels of fluorine, sodium, and aluminum in various compounds. Used potlining is recovered from alumina reduction cells after its useful life, and was supplied by the Aluminum Co. of America (Alcoa) to the Bureau for evaluation. The material in the lump and pelletized form (with limestone) provided extremely fluid slags based on visual observation during cupola operation. No adverse effects were found on cupola performance, metal and slag chemistry, the environment, or mechanical properties of the castings produced. Fluorine recovery in the slag was equal to, or higher than, that of fluorspar; fluorine losses to the scrubber water and solids were lower. The acidity of the scrubber Hater was somewhat neutralized. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag and visual inspection. The recovery of sodium in the slag, presumably as the oxide, significantly increased slag fluidity, suggesting that less than equivalent fluorine may be required. There was no contamination of the gray iron by the aluminum from the used potlining. Used potlining was completely satisfactory as a substitute for fluorspar in cupola ironmelting.

Beside many other damaging effects of acid mine drainage, corrosion of pipe lines and pumps frequently adds much to mine operating, costs. Not only is it often necessary to install special and relatively costly acid-resistant materials, but even these may require frequent replacements. It is not unusual for ordinary steel pipe to last only a few days in some highly acid waters, while other common materials, though more resistant, frequently cast only a few weeks. In the spring of 1935, local PWA authorities offered to assign a number of persons to various problems under the direction of regular employees of the Bureau of Mines. It was believed that at least some simple tests on as many different kinds of acid-resistant pipes as could readily be obtained might produce interesting; and valuable information for the mining industry. This paper describes the tests and some results that have since been noted.

A picture of the ceramic industrial potential of the Pacific Northwest States is presented by reviewing the present ceramic industries, raw-material resources, and current market demands. A resume is given of the industrial plants manufacturing ceramic ware as well as available information on raw-material resources. No attempt was made to prospect for new deposits but rather to evaluate, insofar as possible, those already known. Since much of the industry is concentrated on the Pacific coast, most of the information available on resources concerns deposits in that area. Large, undeveloped districts in Montana and Idaho, however, offer promise of larger reserves of ceramic raw materials. Average annual production, some operating costs, and annual power consumption are given for each of the plants. Production and some cost figures are listed to show the limited nature of the present industry and to suggest fields open for new development.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-MM-scfd, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 mi 11 ion tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of May 12, 1974, under the terms of the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 and early 1974 indexes . Initial capital investment varies: $45,358,600 for the 4.8-million- ton-per-year (MM tpy) mine in the Eastern province, $54,603,000 for the 6.72 MM tpy mine in the Interior province, and $29,871,000 for the 9.2 MM tpy mine in the Northern Great Plains province. Total capital invest-ments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $61,070,000, $76,753,000, and $56,286,000, respectively. Corresponding selling prices for the coal, per ton, are $4.79, $4.23, and $2.66, assuming a 12-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

"Contact-angle and flotation techniques were used to evaluate the influence of oxygen - both that inherent in the coal and that introduced by ambient temperature, aqueous oxidation - on a wide range of coal ranks. Oxidation was found to decrease the hydrophobicity and floatability of coal; with the effect being minor for coals of high rank but becoming increasingly important as the rank of coal is reduced. As an approximation, oxidation makes a coal behave as if it were one of lower rank. Frother only flotation' of coal· correlates with the captive-bubble contact angle whereas when oil is used as a collector, the flotation appears to follow the pattern shown by the water sessile drop on a fresh, un-reagentized coal surface. Coal recovery lost through oxidation may often be recovered by use of a variety of collectors, of which No. 2 foe! oil is among the best of those reagents tested. A simple alkali-extraction test may be used to estimate the influence of oxidation on coal preparation processes and use.INTRODUCTIONThe hydrophobicity of coal is not only a function of its rank but also of the extent of oxidation of the coal during and subsequent to its formation. Weathering and oxidation processes may proceed in-situ for coal deposits that outcrop near the earth's surface, or the oxidation of the coal particles may occur during mining, stockpiling or processing. Such oxidation, whether it affects the bulk-coal sample or on1y a thin outer layer on the coal surface, can dramatically influence the wettability of the particle and hence such processes as flotation, filtration, flocculation and dispersion.Many of the studies made on the oxidation of coals ·were designed to study its effect on flotation, coking or pyrolysis. The. present study 'is directed exclusively toward the effect of oxidation on the hydrophobicity and floatability of the coal. One of the first studies of the effect of oxidation on coal flotation was that of Sun [l] who found that as oxidation proceeds, coal becomes progressively more hydrophilic. Low-temperature oxidation (100-150°C for 250 h) generally lowered the coal floatability with an oily collector only slightly, but more extensive oxidation (200- 3500 C for 250 h) reduced coal floatability seriously. Sun also found that cationic amines were effective collectors for the oxidized coal which infers that oxidation makes the coal more negative in solution. He attributed the loss of floatability to be due to the accumulation of water-insoluble oxidation products at the coal surface. Gayle et al. [2] found that oxidation adversely affected coal flotation when an aliphatic-alcohol frother was used, though a small amount of oxidation appeared to improve the floatability of some coals using a kerosene-pine oil, collector-frother mixture in pilot-plant testing. Prolonged oxidation adversely affected the flotation recovery of the coals tested, the effect being more pronounced when an alcoholic-type frother only was used. They also noted that the reduction in floatability of lower rank bituminous coals was more affected by oxidation than was that of higher rank bituminous coals."

The Mine Safety and Health Administration (MSHA) and the West Virginia Office of Miners? Health, Safety, and Training (WVOMHS&T) investigated the explosion at the Sago Mine in West Virginia, which occurred on January 2, 2006, and resulted in 12 fatalities. As part of the investigation, the agencies requested that the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory evaluate the effects of explosions on specific mine ventilation seals and other structures and objects at its Lake Lynn Experimental Mine (LLEM). The results of the LLEM study would assist MSHA and WVOMHS&T in a more thorough understanding of the various questions that arose during their investigations of the explosion. Six large-scale explosion tests were conducted in the LLEM from April to October 2006. The protocols for these tests, and in particular the procedures for constructing various Omega block seals, were developed mainly by MSHA and WVOMHS&T. NIOSH developed the experimental procedures at the LLEM that would provide the required range of explosion pressures against the seals. Three 40-in-thick seal designs using Omega 384 low-density block were constructed in the LLEM and exposed to various explosion pressures. These seal designs are referred to in this report as the ?2001 design,? the ?hybrid design,? and the ?Sago design.? The 2001-design Omega block seal (80 in high) located in crosscut 2 of the LLEM survived all six explosions, with pressure loadings up to 51 psi. The 2001-design Omega block seal (88 in high) in C-drift was destroyed during Test 2, which subjected the seal to a head-on explosion that resulted in a pressure loading of 51 psi. The height difference between the two seals and the orientation of each seal to the explosion were contributing factors. The higher seal would be weaker for the same seal thickness. The hybrid Omega block seal in crosscut 3 survived an explosion at a pressure loading of 25 psi and failed during another explosion at a pressure loading of 39 psi at the seal. Based on these tests, it seems that the hybrid seal design is weaker than the 2001 seal design. The Sago Omega block seals were constructed in crosscut 3 and C-drift before Test 3. The crosscut 3 seal survived a pressure loading of 18 psi and was destroyed during an explosion at a pressure loading of 35 psi at the seal. The C-drift seal survived a head-on explosion that resulted in a pressure loading of 21 psi and was destroyed during an explosion with a pressure loading of 57 psi at the seal. Based on these LLEM tests, it seems that the Sago seal design is weaker than the 2001 seal design, yet it still complied with the requirements of 30 CFR 75.335(a)(2) that were in effect at the time of the mine disaster. During these LLEM explosion tests, the distance of seal debris travel was also measured. In Test 5, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 57 psi, and the seal debris was thrown over 500 ft. In Test 6, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 93 psi, and the Omega block debris was thrown over 900 ft. During these tests, the explosion pressure effects on other structures and objects were also documented. Unless otherwise specified, all of the pressure data listed in this report represent the highest recorded smoothed (averaged over 10 ms) explosion pressure loadings. The information in this report was used by MSHA and WVOMHS&T as supporting data in their analyses and investigative reports of the Sago Mine explosion.
