On April 1, 1982, the Bureau of Mines and the Department of Energy entered into an Interagency Agreement to develop an enhanced computer cost model for uranium in situ leach mining. The original computer cost model contained data base information related to two regions; the Wyoming basin region and the South Texas trend area. The enhanced cost model contains additional information on San Juan Basin type deposits. This addition is significant because it expands the model's capabilites to include one of the largest uranium producing areas in the United States and developes costs related to uranium production from in situ leach mining. The data base was expanded and modified to include changes necessary for San Juan basin type deposits. These changes included, but were not limited to, state and local taxes, royalty payments, depth of deposits, drilling costs, and electrical costs. Also site visits were taken to verify many of the base case parameters. Consequently, the data base has been incorporated into the computer program and existing software was modified to provide for the additional data. Information was obtained on drilling coats and therefore the current program more accurately reflects these costs to depths of 2500 feet. This depth parameter has been expanded to include Wyoming Basin and South Texas scenarios also. Verbal communications were held with one operator in the Crownpoint, New Mexico area as well as the state regulatory agencies to help validate the expanded model. As a result of these changes, several tables have been included, summarizing changes in the new default parameters and the overall range of input parameters.

Recent studies indicate that the United States halt substantial reserves of ilmenite, one of the major titanium minerals. However, the studies showed that sources of rutile, another important source of titanium are limited. This paper summarizes and evaluates results and conclusions reached by the various investigations initiated by the Bureau of Mines and others pertaining to the titanium mineral resources of the Nation. Domestic occurrences of ilmenite that are economically exploitable by present-day beneficiation methods are found in Florida, New Jersey, New York, South Carolina, and Virginia. These deposits are estimated to contain 50.3 million tons of titanium dioxide (TiO2). Occurrences of ilmenite that cannot be processed economically under present technological conditions are found in California, Colorado, Minnesota, Montana, Oklahoma, Oregon, Rhode Island, and Wyoming. These reserves amount to 51.1 million tons of TiO2. Reserves of rutile found in the United States are estimated to be 1.8 to 2.1 million tons of TiO2. Other than occurrences in Florida and South Carolina, rutile is found either in small scattered bodies or in deposits where the mineral cannot be recovered economically by present beneficiation methods.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. "INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. "A. larger enrollment and a greater number of man-hours of employment by the enrolled companies were the outstanding features of the National Safety Competition of 1942, an annual safety contest conducted by the Bureau of Mines, United States Department of the Interior, for the promotion of safety among workers in the mines and quarries of the United States. The accident-frequency and accident-severity rates were somewhat higher than in 1941, but the frequency of accidents in relation to the number of man-hours worked was strikingly lower than in the earlier years of the 18-year period during which the contests have been conducted.Companies that enroll in the National Safety Competition compete for a bronze trophy known as the ""Sentinels of Safety."" Six of these trophies are provided by THE EXPLOSIVES ENGINEER annually for award by the Bureau of Mines. The trophies for 1942 wore won by an anthracite mine in Pennsylvania, a lignite mine in North Dakota, an underground metal mine in Tennessee, a limestone mine in Ohio, an open-cut metal mine in Minnesota, and a lime-:tone quarry in Pennsylvania. The trophies are presented to the companies for 1 year and are then transferred to the winners of the succeeding year's contest.The contest rules state that a mine or quarry must have at least 25 men employed underground or in the pit for at least 100 days, and the plant must be in operation 30,000 or more man-hours to be eligible for a trophy. The rank of mines and quarries is determined by accident-severity rates, or, in the case of accident-free records, by the number of man-hours worked."

A reasonably clear and broad definition of occupational disease as originated by the Supreme Court of Ohio is: "A disease contracted in the usual and ordinary course of events which from the common experience of humanity is known to be incident to a particular employment." An ailment does not become an occupational disease simply because it is contracted on the employer's premises. It must be one that is commonly regarded as natural to, inherent in, and concomitant of the work in question. The important distinction between accidental-traumatic injuries and occupational-disease injuries is that accidents occur at specific times, ordinarily are discovered readily, and usually leave no question as to the particular employer it whose development the accident occurred. On the other hand, occupational diseases may develop slowly, unknown to the employer and employee until disability occurs, and the injuries sustained are continuing disabilities over an extended period of time and may be incurred while the employee is working for one of several employers.

A mass spectral scheme of analysis was devised which can be used to identify individually a single compound from a larger group of similar compounds. Mass spectra for 32 alkyl aryl sulfides are provided for future reference work, and analytical correlations used in producing the analytical scheme are discussed. Some of the correlations show that base peaks are either the same mass as the parent peaks or may be derived from cleavage alpha to the sulfur atom with migration of one hydrogen to the sulfur atom. Other spectral consistencies provide means of separating ortho-, meta-, and paratolyl arrangements in an overall analytical scheme. Determinations of chain lengths and separation of isomeric species are also discussed.

Additional testing of two prototype instruments for the discrete detec­tion of submicrometer particles in metal and nonmetal underground mines is described. The detectors are designed to utilize properties of submicrometer particles to distinguish between those produced by fires from mine ambient particles primarily resulting from diesel engine exhaust. One instrument is based on the ability to pyrolyze fire produced parti­cles, but not diesel exhaust particles. An alarm is produced when the ratio of pyrolyzed to unpyrolyzed particles exceeds a preset value. The other detector utilizes a continuous flow ion chamber preceded by a denuder to remove charged particles. Discrimination against diesel produced submicrometer particles results because the diesel particles are naturally more highly charged than fire produced particles. In-mine testing was conducted over a period of several months. Both in­struments exhibited an ability to discriminate against diesel exhaust. However, problems with the recording equipment, and with the instruments themselves, due to large ambient dust particles, prevented enough data from being obtained to choose between the two methods. Recommendations to correct the problems are made.

This report summarizes the research and technologic work of the Bureau of Mines on coal and coal products from July 1, 1947, to July 1, 1948. It is the thirteenth of a series presenting resumes based largely upon publications issued during the year . In some instances , research and testing results , not otherwise available in published form , are presented . The individual publications given as footnote references herein will provide further detail to the interested reader . The period covered by this report was marked by an ever -mounting concern for the adequacy of the Nation's fuel resources and for fuel shortages arising from an increasing demand for fuels at home and abroad . Several reports appeared which delineated the place of synthetic liquid fuels in the future fuel technology and economy of the Nation , emphasized the fact that eventually the principal raw material for the production of such fuels will bet,5,6 coal, and described the progress made by the Bureau of Mines in developing processes for the production of synthetic liquid fuels . heard testimony along similar lines . Increased awareness of the fuels problems confronting the Nation led to an authorization by the 80th Congress for the erection of an anthracite research laboratory at Schuylkill Haven , Pa . , to house expanded Bureau of Mines research on anthracite . Design of the structure was well under way by the end of the fiscal year . ( See fig . 1. ) Looking forward to expansion of Bureau research on lignite , the 80th Congress heard testimony on the problems and programs of lignite research10, 11 as a prelude to authorizing the construction of a lignite research laboratory in North Dakota .

A study was made in the Bureau of Mines experimental coal mine of factors affecting gas ignition by a cutoff explosive charge. Experiments showed that, although gas could be ignited under some circumstances, the probability under normal mining conditions would be low. The use of permissible explosives, relatively short-delay intervals in firing adjacent holes, blasting to a 6-inch kerf, and reasonable care in the placement of the holes favor safe blasting and are current practice in mining. The experiments also showed that the weight of the charge is not a primary factor in the ignition of gas by a cutoff charge. The quenching action of a first charge on the igniting action of a second was verified in a supplementary study. Related experiments have shown that gas at the face may be ignited by a single charge of explosive when fired with a light coal burden. Permissible explosives were less hazardous under these conditions than nonpermissible explosives. The frequency of gas ignition in cutoff and single-charge experiments increased as the linear distance between the sheared face and the opposing mine rib increased.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.

This report is one of a series of reports on the characteristics of commercial aviation gasolines, It presents compilations of inspection test data on their products furnished by 16 manufacturers of commercial grades of aviation and special date obtained in Bureau of Mines laboratories on 66 samples of these gasolines, Data are presented for 19 samples of grade SO, 17 of grade 91/98, 22 of grade 100/130, and 8 of grade 115/145 aviation fuels. These gasolines are designated July 1948 production, although some of the samples may have been produced a month earlier or later.

Caesium, rubidium, and lithium are sometimes described as the minor or rarer alkali metals. They generally occur together in nature, although, lithium is distributed more widely and is far more abundant than either of the other two. The chemical, and even the physical, properties of these three elements can best be considered In conjunction with the more familiar members of the alkali group, sodium and potassium. The five elements lithium, sodium, potassium, rubidium, and caesium show an interesting gradation properties from member to member with the increase in atomic weights. All are silvery white and soft enough to be cut with a knife. They tarnish rapidly in air and decompose water at ordinary temperatures. The lowest temperature at which the action of the several metals on water can be de¬tected is -98°C. for sodium, -105°C, for potassium, 108°C. for rubidium, and -116°C. for caesium. Bauxite was first discovered in Tennessee, at Chattanooga, in 1906, during the construction of' the McCallie Street tunnel through Missionary Ridge. Several years later, bauxite was found in sinking a well on the Perry or Isabella Stewart property. These and other deposits furnished a substantial tonnage for the abrasive and chemical industries during the years 1906 to, 1920. The search for domestic sources of war material prompted by World War II brought the Tennessee bauxite deposits to the attention of the Bureau of Mines. During the summer of 1942, James S. Cullison and E. Godwin, geologists of the United states Geological Survey, made a survey of the bauxite deposits of the area. In August 1942, Harold B. Ewoldt, a Bureau of Mines engineer, accompanied by the Geological Survey party visited the area and a drilling program was prepared. Drilling was started in November 1942 and continued until March 1943. A total of 2,519.5 feet in 38 holes was drilled on three properties.

The Bureau of Mines investigated technologies for testing the integrity of in situ leach mining wells, as required by environmental regulations. To test for leaks, inflatable packers were used to seal the well casing. Laboratory testing determined that the packers could contain a casing pressure up to 50 to 60 psi (345 to 414 kPa) less than the packer inflation pressure. Single-and double-packer configurations were successfully field-tested in 32 wells ranging from 500 to 530 ft (153 to 162 m) in depth. A rigid pipeline and a hoist truck were used to run the packers in and out of the wells for the double-packer tests, which averaged 2-1/4 h each. In an effort to decrease the time of the rigid-pipe double-packer test. a self-contained trailer-mounted test system was designed and built. It utilizes a winch and steel cable to run the packers in and out of the well and high-pressure nylon tubing for packer inflation. This system was successfully field-tested in eight wells averaging 650 ft (198 m) in depth and resulted in a time savings of 13 pct and an operator-hour reduction of 42 pct.

The Petrographic Section of the Bureau of Mines, Northwest Electrodevelopment Laboratory, Albany, Oreg., annually examines thousands of minerals and rocks. Samples are received from mining, engineers, prospectors, and government agencies, both State and Federal. During the past 2 years certain uncommon minerals have been identified in the samples submitted. Eleven occurrences have been selected for reporting in detail. These selections were made because in most cases a new locality is involved. The data reported are the result of application of the latest techniques, and widely disseminated references concerning each mineral have been added for completeness. Several occurrences have been described by other investigators; in those cases new data have been supplied to supplement the already published information on these occurrences. No uranium-bearing minerals have been included; they will be treated in another paper. The Bureau of Mines does not make chemical analyses or assays for individuals or firms In direct competition with private laboratories. Mineral¬ogical examinations, however, are made for prospectors and the general public. Such examinations a call surface to determine whether the sample in question has possible commercial value. If it has apparent value, the sender is so informed, and suggestions as to its .Arc, development and marketing are offered. The latest scientific apparatus is available to aid in identification. The apparatus includes microscopes, both wide-field and polarizing, a Bunsen-type spectroscope for visual observation of the Zinc and band spectra of many elements, differential thermal apparatus for the examination of hydrous material, apparatus for cutting and mounting either thin sections for study in transmitted or polished surfaces for reflected-light studies, and a high-intensity magnetic separator for concentrating minerals according to their magnetic susceptibility. Also, available, but not an integral part of the Section, are several laboratory-type Geiger counters, a grating spectrograph, and X-ray diffraction apparatus. If need be, all of these tools may be employed to identify a mineral or rock.

The vanadiferous deposits of the Sublette Ridge and Salt River Range, 2 miles east of Raymond, Idaho, in western Lincoln County, Wyo., were examined August 24 to August 30, 1942, by an engineer of the Bureau of Mines, who was shown these properties by W. W. Rubey of the Geological Survey, Washington, D. C. The Sublette Ridge deposits are owned by the former U. S. Phosphate Co. H. F. Chaney, Portland, Oreg., is the representative for the company. The following report covers the history of the district, outlines the physical features and communications, mentions the property, and notes the ownership. The deposits and ore are described, and work performed by the Bureau of Mines is explained in detail. Ore-dressing tests and methods are explained.

The U.S. Bureau of Mines investigated mines, prospects, and mineralized areas in the Owlshead Mountains Wilderness Study Area (WSA) in 1982. Within the WSA, subeconomic manganese, iron, zinc, and lead resources were identified at two mines; sample analyses indicate five other mines and prospects may have gold, silver, iron, manganese, and copper resources. Three mines examined adjacent to the WSA have identified manganese and iron resources; and sample analyses indicate manganese, iron, and gypsum resources may exist at two prospects. Greatest likelihood for future identification of mineral reserves is for manganese at the Black Magic Mine in the southeast part of the WSA. The southern half of the WSA contains nearly all identified mineral resources, and properties at which sample analyses indicate additional resources. The most significant are manganese and iron resources at the Black Magic Mine in the southeastern part of the WSA; and the Ellie, New Deal, and Owl Hole Mines adjacent to that part of the area. Manganese and iron minerals filled fractures and replaced limestone in brecciated and faulted contacts with intrusive granitic rocks. In the southwest corner of the WSA, sample analyses indicate four prospects may have gold and silver resources. These precious metals are in gouge zones along contacts where diorite has intruded volcanic rocks. A small identified resource at the Kennedy Boys Lead Mine in the western part of the WSA consists of quartz veins with zinc and lead minerals along a brecciated contact between granite and limestone roof pendants.
