This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

The Bureau of Mines sampled surface exposures of podiform chromite in the Caribou Mountain-Melozitna ultramafic belt in the Kokrines-Hodzana Highlands, central Alaska. Fieldwork began in 1979 as part of an assessment of the mineral potential of lands adjacent to the trans-Alaska pipeline corridor, for the Bureau of Land Management, and continued through 1981 as a Bureau of Mines investigation. The belt comprises six complexes of which the three closest to the pipeline corridor were investigated. Concentrations of chromite disseminated in dunite host rock make up mineralized intervals ranging in thickness from less than an inch to 5 ft and in grade from 3 to 23 pct chromium. The largest occurrence has an exposed strike length of 80 ft. Bulk surface samples were collected from 10 of these exposures, and beneficiation tests on the samples produced concentrates of metallurgical, refractory, and subindustrial grades. The development and operation of "combination wells"5/ have created new and unusual problems, many of which can he solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to know, whether liquid will be formed in the reservoir as a result of isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how pressure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios off gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and. pressure of the system are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the Fluids under reservoir conditions are particularly important at this time, To meet the immediate requirements of the industry for such experimental information, an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. When adequate experimental date have been accumulated, it may be possible to make dependable estimates of the phase relations for high gas-liquid ratio fluids at the pressures anti temperatures characteristic of "combination-well? reservoirs.

The southeastern phosphate industry is investigated to determine its role in supplying the United States and world phosphate demand. The report shows that the southeastern (Florida, Tennessee, and North Carolina) phosphate industry is the leading domestic and world producer of phosphate rock, The report emphasizes size and organization, production capacity, transportation, and marketing of the southeastern phosphate product, Factors affecting the supply- demand relationship of the southeastern phosphate industry and world phosphate production-consumption relationships are analyzed and related to the southeastern phosphate industry. Past trends are projected and the future role of the southeastern phosphate industry is analyzed to determine its ability to supply the United States and rest-of-the-world phosphate requirements in 1985 and 2000. The projections show that southeastern resources are ample to supply domestic and export requirements at the projected rates of consumption well beyond the year 2000.

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

This paper purposes to outline briefly results of seismic measurements made in the vicinity of blasts in a mine and in open-quarry operations. It endeavors to examine the amplitude and frequency of such vibrations as influenced by the loading, geology, and distance from the source and includes comments on factors that may index the destructiveness of a vibration and a method for measuring the stresses produced. There seems to be no simple mathematical analysis of the transmission of seismic energy through the ground, and experimental observations are at present most feasible. SEISMOLOGIC INSTRUMENTS Instruments developed by the Bureau of Mines for recording ground vibrations from quarry blasting comprise a new type of seismometer, oscillators, and a recording oscillograph. The seismometers respond to vibrations reaching them through the earth and transmit their characteristics by electric current to the oscilloglaph, where they are recorded by a beam of light on a moving strip of sensitized photographic paper. The seismometers are so constructed that their sensitivity to earth vibration can be controlled, thus keeping the amplitude of the recorded wave within bounds on the paper. Each instrument has been calibrated against vibrations of known intensity and frequency so that correction factors are known for the idiosyncracies of each unit. Moreover, each seismometer is calibrated in the field for its particular sensitivity setting at each blast. By these controls the actual movement of the earth due to vibrations of one ten-thousandth of an inch can be accurately measured.

In undermined urban areas, new solutions to subsidence problems are being sought. The Bureau of Mines is investigating a hydraulic backfilling technique whereby fill material is pumped as a slurry through a closed system and widely distributed in inaccessible mine workings from a single borehole. A full-scale demonstration was completed in 1973 in Scranton, Pa., which is underlain by abandoned anthracite mines in several coalbeds superposed one above another. A 30-acre residential area was stabilized by injecting about 450,000 cubic yards of crushed mine refuse into two coalbeds through five injection boreholes. Nearly 200,000 cubic yards was injected through one borehole from which the material moved into the mine workings on all sides; the injected material reached a maximum lateral distance of 640 feet and filled mine openings from floor to roof. In the gravity-feed method formerly used to backfill inaccessible mine workings, quantities of fill injected per borehole averaged about 300 cubic yards. The gravity-feed method required many closely spaced injection holes and provided incomplete filling. The new method, designed for inundated mines, proved successful also in mine workings about mine-water pool level. Distribution of slurry through a buried pipeline minimized disturbance to the community.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

Anthracite was used extensively as a fuel in iron metallurgy from 1840 to 1880. In 1874, 226 of the 680 blast furnaces in the United States were operating on anthracite and producing almost one-half of the Nation's pig iron. However, by 1890, railroad expansion, the development of western iron-ore reserves, and the growing use of coke decreased the importance of anthracite as a metallurgical fuel. As a result, the last blast furnace designed exclusively for anthracite use was built in 1891. Because of the increased energy requirements of our expanding national economy, the abnormally high demands during national emergencies, and the proximity of anthracite deposits to eastern steel-producing areas, interest has grown in again using anthracite in iron metallurgy. Estimates of anthracite reserves indicate a 300-yr. supply at a production rate of 30 million tons per year. These large reserves dictate the development of an adequate technology for the use of anthracite by the metallurgical industry.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at 'any of several stages of extraction and processing, the stage of measurement used In this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the product of auxiliary processing at or near the mines.

During a research program to develop improved methods for recovering elemental sulfur and useful sulfur compounds from secondary source materials, the technical literature was searched for pertinent articles on processing methods. This report summarizes results of the literature survey and describes the more important processes that have been used or suggested for recovering sulfur and sulfur compounds from all non-Frasch sources. The bibliography presented represents a survey of the available English language literature on the subject through 1958, with particular attention focused on the period 1950 through 1958. Engineering Index and Industrial Arts Index were the principal guides used in the survey of this period. Chemical Abstracts was used to a limited extent to identify a few key foreign articles and patents. The Sulfur Symposium (4)4 published in November 1950 by Industrial and Engineering Chemistry includes a broadly representative selection of the literature up to 1949. Therefore, this reference was used extensively to locate and list pertinent articles on processing methods reported in the period prior to 1950.

This is one of a series of publications by the Bureau of Mines dealing with mining methods and costs at representative operations in the United States. The report describes all phases of the mining methods for the open-pit operation and milling practices employed at the Vermont Asbestos Mines in Lamoille and Orleans counties, Vermont. A brief history of discovery and development of these asbestos deposits is given, and the ore deposits are described. Methods employed in exploration, sampling, and estimation of tonnage and grade are outlined. A breakdown of available cost figures is summarized in the last section. All asbestos ore produced in this area has been won by the use of surface-mining methods. Two quarries, the Lowell and the "C" Area, are in operation. The quarries combined are producing and the mill is processing approximately 3,500 tons of ore per 3-shift day The average 40,000 tons of crysotile asbestos fiber produced at this plant annually accounted for 96 to 98 percent of the total fiber produced in the United States in 1958. The mine is located (fig. 1) approximately 4 miles north of Eden Mills village on the southeastern flank of Belvidere Mountain (fig. 2).

The majority of fatalities that occur in road construction work zones in the United States involve a worker being struck by a piece of construction equipment or other vehicle. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these accidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers on foot or other objects. Several cameras and sensor systems are available for this application, and a study was conducted to evaluate these systems on various trucks used in road construction and maintenance. Tests were conducted using sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted using dump trucks during the warmer months to study the effectiveness of the systems in highway work zones. Results show that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in crowded work areas.

Ever-increasing demands for information on the chemical and physical properties of coals, their proper classification rind adaptability for various uses, their economic evaluation in the complex relationships between the costs of production, distribution, and selling, and their beneficiation and amenability to conversion to more valuable and. new products of commerce have necessitated an appropriate and flexible program. To most these requirements, initiation of new projects and new physical facilities has been made.

Laboratory test results are presented for the determination of elastic modulus made with the NX borehole jack. Determinations were made in massive pieces of aluminum so as to satisfy conditions of linear elasticity, homogeneity, and isotropy. Results indicate a large discrepancy (approximately 200 percent) betwen material modulus as determined by laboratory block-loading tests and that indicated by the jack under relatively ideal circumstances. Effects due to interface friction, finite block size, incomplete plate-bore contact, and other factors were examined and found not to be significant. Finite element results indicate that assumed loading conditions for the jack differ from those actually occurring, at least in materials of high elastic modulus (approximately 10 million psi), such as quartzite.

The Bureau of Mines investigated molten-salt electrorefining as a practical method for reclaiming vanadium from vanadium scrap. An electrolytic process utilizing a KC1-LiC1-VC12 electrolyte at 615° C was developed for producing ductile vanadium with a purity over 99.9 percent. The recovery of the vanadium in the cell feed ranged from 88 to 93 percent with a current efficiency from 83 to 95 percent.

This report describes a Bureau of Mines study undertaken to determine the applications and limitations of solution techniques as a general method of fluorescent X-ray spectrographic analysis. Systematic errors due to variations in particle size, surface preparation, and sample inhomogeneity are eliminated by the use of solutions. The range of applicability of fluorescent X-ray spectrography is increased in two ways: (1) Samples in the form of wire, filings, turnings, etc., can be analyzed as solutions, and (2) samples submitted as solutions can be analyzed as received 0 The lower limit of detectability varies from 0.14 gram per liter for sulfur, atomic number 16, to 0.0015 gram per liter for strontium, atomic number 38. Most elements have limits of detectability between 0.02 and 0.002 gram per liter.
