The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand's marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

The long-term economics of each of the four principal metals in marine manganese nodules (copper, nickel, cobalt and manganese) was evaluated to determine the anticipated viability of a nodule mining venture based on existing studies of the potential profitability of a nodule project. This included assessments of the lifetimes of land-based reserves, and examination and econometric modelling of the economic variables thought to affect nodule metal prices and demand. These analyses demonstrated that a) land-based reserves of the nodule metals were likely to last well into the future (100 400 years); b) average nodule metal paces were likely to stay a low levels for the foreseeable future; and c) the expected revenue stream from a twenty- ear nodule mining venture was substantially (42%) below that required to attract the necessary investment capital for such a high risk venture.

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

"TOML’s ISA Contract comprises six areas (A-F) that span from 118° to 152° W and from 7° to 15° N or over 70% of the CCZ.During a 2015 exploration cruise, TOML scientists found that the a logging system developed by ISA (2010) was able to be adapted and enhanced, to describe in some detail the varied morphology of nodules both within the TOML areas and between them.The shapes and sizes of nodules seen were then found to relate to substrate type and setting, and thus likely thickness and long-term stability of the geochemically active layer. Consideration of the various processes that might influence growth helps constrain nodule formation further. The Central Indian Ridge (CIR), the boundary between the African and Indian plates, forms a SSE trending mid-oceanic accretionary system in the equatorial Indian Ocean (Fig. 1), extending to the northerly Carlsberg Ridge spreading center, and terminating at the Rodrigues Triple Junction (RTJ; 25°30'S, 70°06'E) by intersection with the Southwest Indian Ridge (SWIR) and the Southeast Indian Ridge (SEIR). Crustal divergence of the CIR proceeds at intermediate rates; a progressive increase of ocean floor accretion towards the south is documented: the present half spreading rate and ridge trend change from 1.80 cm/a and N142° at the equator to 2.73 cm/a and N152° north of the triple point. The topography of the central rift zone is rather smooth compared to slow spreading analogues such as the SWIR, but slightly more rugged than the SEIR. The rift valley is 500-800 m deep, 10-15 km wide and usually well defined. The inner floor, 2-4 km in width, is relatively flat along the axis and more variable in cross section, and lies at 2700-3200 m depth. Off set fracture zones striking generally N60° . in southern portions of the CIR and laterally displacing median valleys by as much as 8 km are often bent, uplifting crustal sequences up to several hundred meters. The length of individual spreading segments varies between a few and several tens of kilometers. The vertical displacement on normal faults are larger while lineaments are shorter than those of the faster spreading SEIR. The report is about oceanic ferromanganese crusts ? covers of iron and manganese hydroxides developed over an opened rock of seamounts and rises. Ore bed parameters of crusts are understandable as their thickness and content of main economic components ? manganese, cobalt and nickel. All known results of research activity on ferromanganese manganese crusts point to that crust are characterized by notable variability of thicknesses and composition. It is possible to separate few levels of variability. The most evident is the first level of parameters variability, which is manifested in various regions of the Ocean, and connected first of all, with an age of submarine mountains, a host objects for a crusts. It was proved by many authors, that most powerful crusts are connected with submarine mountains of Cretaceous age. [1]. Crust thickness at the Magellan Seamounts reaches, for example 12-15 cm, sometimes exceeds 20-22 cm. Thicknesses of Hawaii Archipelago or Tuamotu crusts in 3-4 times less. Biostratigraphy studies of crustal sections at the Magellan Seamounts already show, that its main part started to form in the Late Paleocene. Four layers with well expressed features in structure and composition of a layer are separated in the section. From foot to top: Late Paleocene ? Early Eocene layer I-1, Middle-Late-Eocene layer I-2, Miocene layer II and Pliocene ? Quaternary layer III. Relics of more ancient Campanian ? Maastrichtian ore layer [2, 4] were discovered. It is evident for example, that Oligocene mountains could not be a host for two lower layers in the crust section.

Polymetallic sulphide (PMS) deposits have recently been discovered associated with hydrothermal vents on the sea floor off Vancouver Island, B.C. Visual estimates indicate reserves in excess of 1 million tons. Reliable reserve estimates have not yet been made, however, due to the extreme difficulty of drilling cores in 2 km of water. Few geophysical techniques can aid in the exploration of these deposits. There is little or no difference in radioactivity, magnetic susceptibility or electrical resistivity between the deposits and the surrounding sea floor sediments. This precludes radiometric, magnetic, electromagnetic and resistivity methods. There is a density contrast, but the logistics of gravity surveys at such depths are formidable. The physical property which shows the most contrast with the sea floor sediments, and which is perhaps one of the easiest to measure (with modern equipment) is polarizability. The induced polarization (IP) method is one of the major electrical geophysical techniques for exploring for PMS deposits on land.

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

The China Ocean Mineral Resources Research and Development Association (COMRA) conducted a topographic survey in its deep seabed claim area with the SeaBeam system in 19475. After analyzing the data, it was determined that there is a group of living things several hundreds of meters in depth that significantly affect the sound waves in the frequency range of interest. We will attempt to investigate more about such influences. Physical model testing is an important means for studying the theory, and for development of the technology for geophysical prospecting. Because the manganese nodules are distributed over the sea floor in irregular patterns, it is hoped that study of the acoustic properties of manganese nodules by means of physical model testing can improve interpretation of the data of the multi-beam system and the SeaBeam system. This will provide a more reliable basis for delimiting the mineral site and evaluating the reserves in the Pioneer area of China.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Substantial consideration has been given to the implications that the morphology of the Chatham Rise deposit will have on mining operations. The glacio-tectonic processes involved in the distribution of nodules on the rise has in several areas been quite significant. The recent cruises by Chatham Rock Phosphate Limited (CRPL) have collected data which has affirmed the assumptions previously made and catered for in historic resource estimations. The deformation and displacement of the phosphorite during glacial periods and the redistribution of the mobile sand during interglacial periods is interpreted to have produced a highly variable pattern of phosphorite concentration (kg phosphorite/m2) and coverage (% phosphorite/sample weight). The phosphorite resource probably has a significant spatial variability at a scale of tens of metres. Results of recent surveys show phosphorite-rich patches alternating with phosphorite-poor areas at distances of less than 20 m. The high spatial variability of the deposit has had a bearing on how historical information for the project has been regarded and integrated with the recent exploration approach and data collection process. This coupled with the proposed extraction tool has influenced the size, nature, extent and siting of the proposed mining blocks

Within New Zealand?s extended EEZ there exists a vast submarine hydrothermal mineral resource associated with the Kermadec intra-oceanic arc. Along this arc more than thirty submarine volcanoes have been explored by GNS-lead researchers and, of these, c. 60% are known to be hydrothermally active and a site of active seafloor mineralisation. Assessment of whether this mineralisation is economically viable in terms of grade and tonnage is now underway. A key aspect of these investigations is determining the age of the mineralization which will have a direct bearing on its mode of formation, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction. Intact barite-rich ?black-smoker? chimneys similar to that depicted here (86 cm long) have been recovered from Brothers volcano in the southern part of the arc. These and other hydrothermal deposits provide evidence of active volcanic massive sulphide (VMS) mineralisation along the arc, the age of which can be determined from the disequilibrium between isotopes within the thorium or uranium decay chains. A chimney from Mariana arc has also been dated using these radiometric methods. The principle dating technique for chimneys up to 15,000 years old uses the decrease in 226Ra/Ba due to radioactive decay after the VMS was deposited. An initial ratio is obtained from chimneys that are proven to be less than 100 years old and this involves dating with 210Pb, 228Ra and 228Th that have short half-lives compared with 226Ra.

Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson's Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA'IMIKAI-O- KANALOA. All systems are operated from the stern of the KA'IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.

Massive sulfides discovered in 1991 and further explored in 1993 in the eastern Manus back-arc basin, north of Papua New Guinea, represent one of the few modem seafloor occurrences known to he associated solely with highly siliceous volcanic rocks. As such they are very close analogs of ancient volcanogenic massive sulfide (VMS) ore deposits, and hence an excellent natural laboratory for developing new approaches for land-based VMS exploration. The Manus Basin lies between the active New Britain subduction zone and volcanic arc to its south and the opposed inactive Manus subduction trench to its north. It is being extended in a complex pattern of short neovolcanic zones and oblique transform faults. In its western sector, relatively mature back-arc spreading has created predominantly basaltic segments with characteristics and mineralization generally similar to those of mid- ocean ridges. At its far east, however, the basin is distinctly immature. The East Manus Volcanic Zone lies between two members of the Manus transform set, and is an en-echelon series of neovolcanic edifices constructed on extensionally thinned island arc crust formed during the earlier manus subduction episode. Individual edifices range from predominantly basaltic to predominantly dacitic in composition.
