"The Highland Uranium Project (HUP) is located approximately sixty miles northeast of Casper, Wyoming and is owned and operated by Power Resources, Inc. (PRI). With an annual production of680 tonnes (1.5 million lbs) U308, HUP is one of the largest uranium producers by in-situ leach (ISL) in the western world. Uranium is currently produced from four wellfields with a total flow rate of approximately 1,135 m3/hr (5,000 gpm). The carbonate leach solutions are processed by anion ion exchange at two satellite facilities located in close proximity to the wellfields. The loaded resin is transported by truck to a central processing facility for elution of the uranium. Uranium in the pregnant eluant is precipitated and washed prior to calcining.Wastewater from the satellite facilities is treated and used for irrigation at a Land Application Facility. The wastewater generated at the central processing facility is injected into a 2,750 m (9,000 ft) deep waste disposal well.When economical mining of the orebodies is complete, restoration of the groundwater is initiated. There are currently two wellfields at HUP undergoing ground water restoration. Phase I restoration consists of removal of the carbonate leach solution from the ore body. Phase II includes treating the withdrawn fluid with reverse osmosis and reinjection of the permeate into perimeter wells.Future plans include construction of additional satellite facilities at the Gas Hills Project and other economical deposits located within 240 km (150 mi) of HUP. The capacity of the central processing facility will be increased to 1,815 tonnes (4 million lbs) U308 per year by late 1999."

"In the context of today's continuously changing world, there are many factors which must be considered when attempting to assess the ability of Canada's primary copper producers to remain competitive in the face of increasing competition in world markets. In this paper, we have attempted to document those factors that will have the greatest impact on the future viability of Canada's copper industry, and to suggest possible strategies to fully utilize whatever inherent advantages Canada may have to enhance its competitive position. Technological factors related to the efficiency of precious and by-product metals recovery, energy type and utilization efficiency, production and sale of sulphur by-products, and control of 502 emissions are given high priority in this evaluation of Canada's future needs to remain competitive. Particular emphasis is placed on assessing the relative viability of hydrometallurgical versus pyrometallurgical processes for copper; to address uniquely Canadian conditions and problems. Due consideration is also given to the economic incentives required to allow Canada's copper producers to compete under anticipated world market conditions and to facilitate the continued development of Canada's copper resources. IntroductionWhen we try to assess the viability or competitiveness of any industry the bottom line is still usually, ""Can we produce a pound of product cheaper than the competition?"" Canada's copper industry is certainly no exception. However, as with most resource-based industries dependent upon exports, there are many factors which have a significant effect on the cost components which make up the total cost of producing and selling a pound of copper. It is desirable therefore to have as clear a picture as possible of the cost components, the major factors affecting them, and how they compare with the competition, particularly the third-world copper producers.In this paper we have attempted to provide a brief outlook for world copper markets and a brief overview of Canada's competitive position. We have also attempted to document those factors which will have the greatest impact on future production costs, and have suggested possible initiatives to utilize inherent Canadian advantages to enhance our competitive position. Special emphasis has been placed on technological initiatives designed to make full use of these ""advantages"", to develop superior beneficiation and extraction! refining technologies. Highland Valley Copper had to make some significant changes in the way it was working in order to counter the effects of ever-increasing costs and decreasing metal prices. A mine/mill optimization plan started in 1997 introduced new technologies and management approaches that resulted in a dramatic drop in cash breakeven costs. The changes involved employee training, added authority and responsibility for staff, better communications, and a consistent approach to setting and achieving property-wide goals. The net effect was to change the culture of the organization from one that was fragmented and focussed on local objectives to one that is cohesive and has common goals. These changes have allowed the mine to remain in business during a protracted period of low metal prices, and have positioned the mine favourably to benefit even more from any future increase in prices.

"Abstract - Enigmatic hydrothermal vein/breccia/replacement Cu-Au deposits with magnetite and/or hematite are well-represented in Australian 1850 Ma to 1500 Ma terrains and associated with different-aged synorogenic intrusions in the Tennant Creek Block (ca. 1850 Ma); the Gawler-Curnamona region (1640 Ma to 1590 Ma); and the Cloncurry district (Mount Isa Eastern Fold Belt, 1540 Ma to 1500 Ma with a possible earlier event at ca. 1600 Ma). No deposits are known to be coeval with various 1780 Ma to 1610 Ma anorogenic intrusions. Deposits are hosted by many different rock-types with varying metamorphic grade including granites and various supracrustal rocks. Depth of mineralization varied from many kilometers in semiductile crust (e.g., Cloncurry deposits) to very shallow (e.g., Olympic Dam). Ore deposition near Cloncurry occurred in brittle-ductile shear zones from geochemically variable and complex, CO2-rich, 300°C to 500°C, high salinity fluids with magmatic stable isotopic signatures. Recently published studies of a giant granitoid-hosted magnetite vein complex at the Lightning Creek prospect (>1000 Mt magnetite) suggest it is a product of internal differentiation and endogenous Fe and Cu-rich hydrous-carbonic fluid phase generation within a quartz monzodiorite-monzogranite intrusion. Coupled with other field relationships, this points to a possible genetic relationship with intermediate (55 to 65 wt% SiO2) members of an alkaline and partly shoshonitic granitoid supersuite which appears to have both mantle and crustal source components from ?Nd evidence. In constrast, main-phase mineralization at Olympic Dam in the Gawler Craton is distinguished by hematite-phyllosilicate alteration and chalcopyrite-bornite-chalcocite zoning, reflecting fluid mixing in a high level (<250°C) system with a probable large component of meteoric water. Early high-temperature parageneses and fluid inclusions imply that the extensive hematitic breccias overprinted an older magnetite system which may have had similarities with those at Lightning Creek and Ernest Henry in the Cloncurry district.Deposits of this family are inherently difficult to find and evaluate as even within a single district, there is no reliable relationship between the location of ore and any specific combination of geophysical characteristics. Diverse alteration assemblages, geochemistry and physical characteristics suggest the deposits reflect the interaction of multi-sourced fluids with different host rocks in a wide range of geological environments. Recent discoveries and research in the Cloncurry district have extended the range of deposit models available and aid the development of a rudimentary classification in which economic and exploration characteristics can be linked to variations in the mechanisms and environments of ore formation."

"Abstract -The zone of economic interest at H.J . Joel Gold Mine is the VS5/Beatrix Composite Reef, a quartz-pebble conglomerate of Archean age. The reef occurs at the base of the Eldorado Formation, Central Rand Group, of the Witwatersrand Supergroup. At !east three stratigraphically distinct conglomerates form this economic zone. In order of deposition these are the Footwall, Beatrix, and the VS5/Beatrix reefs. The Footwall and Beatrix reefs are equated with the Aandenk Formation with transport directions toward the northwest, whereas the VS5/Beatrix Reef is of Eldorado age, with transport directions toward the south. The change in the drainage direction was caused by a major basin-wide tectonic event that occurred prior to the deposition of the Eldorado Formation. The Beatrix Reef was formed in a proximal, braided, fluvial environment by a process of aggrading gravel bars between channelways. The VS5/Beatrix Reef was formed by the desegregation of pre-existing Beatrix Reef with the introduction of new material containing much shale detritus and is seen to have been deposited in a more ·distal, braided, fluvial environment, similar to the Beatrix Reef.The average gold concentrations are different for each conglomerate; the Beatrix at 32.1 ppm Au, the Footwall at 24.4 ppm Au, and the VS5/Beatrix at only 12.4 ppm Au. A sedimentary gold concentrating process related to higher energy braid channels was primarily responsible for these high gold grades. Not only the basal unconformity surface, but also, internal degredation surfaces, were prime sites for concentration. An understanding of the spatial distribution of these differing conglomerates and their braid channels forming the economic reef zone is necessary in predicting ore grades for future mining."

"In our increasingly competitive market, attempts to improve productivity by increasing axle loads have placed more severe demands on rails. CP Rail thus requires stronger, tougher, and more wear-resistant rails from steel manufacturers. The choice of any rail steel is always a compromise between technical and economic factors. The technical assessment of a candidate rail consists of laboratory and field testing. Laboratory evaluation of rail steels cannot adequately model many service conditions and must, therefore, be supplemented by long-term field testing. The field testing conducted on CP Rail is the subject of this paper.Long-term, in-track, assessment of candidate rail steels begins with the selection and re-laying of a test curve representative of the intended service with both the candidate rail and a control rail steel (i.e. the present intermediate or premium rail standard). The wear performance of the candidate rail is evaluated, in relation to that of the control rail, using data obtained with a rail profilometer developed by the Research and Development Department of CP Rail. Qualitative observations are also periodically made to evaluate the relative susceptibilities of the two rail types to surface defect formation. Testing continues until stable metal loss patterns are achieved. Relative life predictions are then made and detailed monitoring of the test site is discontinued.CP Rail&apos;s in-track assessment program for premium rails has resulted in the establishment of a new CP Rail premium rail standard - low-alloy, head-hardened, rails have replaced high alloy rails. The wear/fatigue lives of these new premium rails exceed those of our previous standard by more than 50%, and they also exhibit excellent weldability. CP Rail will continue to evaluate new premium and intermediate strength rail products."

"Canada became the world&apos;s largest uranium producer in 1984. That leadership position is likely to be maintained for many years into the future because of a firm production base, many undeveloped known deposits with commercial promise, and a large geologicalpotential for new discoveries.There are some uncertainties on the horizon, principally because of restrictive actions in process within the U.S.A., which are aimed at preserving a deteriorating domestic uranium industry. Should such actions result in import restrictions, for example, there would be a negative effect on foreign producers at least in the short term. Canada may avoid such difficulties under a tentative U.S.-Canada free-trade agreement where restrictions on the import of Canadian uranium into the United States would be eliminated. Over the longer term, demand for Canada&apos;s uranium resources will grow because of the foreseen growth in the world&apos;s installed nuclear power capacity. IntroductionSince the phenomenon of nuclear fission was discovered in 1938, the utilization of uranium has grown substantially. Initially, the principal use for uranium was in the production of nuclear weapons. However, once civilian nuclear power reactors began to be built in the 1950s, an increasing fraction of uranium output was directed to the production of fuel elements for use in electricity generating stations.The cumulative uranium production by those countries in the World Outside Centrally-Planned-Economies Areas, WOCA, during the period 1938 to 1985 exceeded 800 000 tonnes of uranium. Some 60% of that was mined in the United States and Canada, as indicated in Figure 1. In 1986, nearly 80% of WOCA output came from five countries, Canada, United States, South Africa, Australia, and Namibia, as indicated in Table 1 and illustrated in Figure 2.During the past decade the world annual consumption of nuclear energy has more than tripled (Fig. 3). As of December 31, 1986, the world total of nuclear power reactors had reached 394 with a total net capacity of 270 GWe. The thermal output from nuclear power plants in 1985 exceeded 60% of the energy contained in all of the oil produced that year in the Middle East. Thus, nuclear power has already become an important component in the world energy supply picture."

"Biotechnological approaches to decommissioning of mine waste management areas are presented in the context of sustainable environmental management. Improved design of waste sites and environmental management paves the way for the application of new technological approaches. Mining wastes are better confined, effluent quantity is reduced and the quality is expected to improve in the future. The biologically mediated treatments focus on the creation of conditions inside the waste management area which lead to the confinement of the contaminants in the inactive tailings ponds and seepage collection ponds, as well as pits or other disturbed areas which were part of the operating conditions.Biogeochemical reactions lead to three fundamental water treatment steps mediated biogeochemically , alterations in chemistry which lead to formation of particles, which then have to flocculate and be assisted to collect in the bottom of the ponds. Microbially active sediments are installed to assist particulate formation and serve as sinks for metals. In deeper sediment strata, stable forms of metals are created. Biological polishing is used to collect the particulates and relegate them to the sediment. Examples will be given of the application of these processes, to waste rock piles, open pits and tailings ponds. This paper attempts to show that, through the integration of applied biotechnological advances and the application of new approaches to decommissioning, reductions of environmental impacts by mining are possible. * Note: this paper has been presented at the 13th Annual Meeting of BIOMINETIntroductionThe role of biotechnology in decommissioning of mining waste management areas should be placed in the context of sustainable development. "Although diamond mining is a relative newcomer to the Canadian mining industry, with the first diamond mine coming on stream in 1998, Canada is already a significant producer of high quality diamonds. This paper will review diamond production trends and highlight some of the projects currently under development, which have the potential to enhance Canada’s role as a significant diamond producer.Diamond recovery plants generally incorporate well-established mineral processing and recovery techniques, with issues such as product security, cut-off sizes, and diamond preservation becoming important considerations when developing process flowsheets. A diamond processing plant must achieve three key objectives, namely:• Liberation of the diamonds from the host rock;• Separation of the heavy minerals, which include the diamonds, from the host rock;• Recovery of the diamonds from the heavy mineral concentrates.Processing technologies and equipment commonly utilized in diamond processing plants will be reviewed and some of the significant issues associated with each option briefly discussed.Typical process flowsheets will be presented.Finally, an overview of De Beers’ Victor diamond project, located in northern Ontario, will be provided. This potentially significant diamond producer is currently at a pre-feasibility stage of development.DIAMONDS IN CANADAWorld Diamond ProductionCommercial diamond mining commenced in earnest with the discovery of the Kimberley diamondfields in South Africa in the late 1800s, and this resulted in a dramatic increase in the supply of diamonds. As can be seen from figure 1, world diamond production, mainly from South Africa, Angola, Congo, and Namibia, remained relatively constant through the early 1900s until the development of the large Russian kimberlite pipes in the 1950s. Production increased again in the 1960s and 70s with the development of the Botswana mines, but the most significant increase in global production came from the Argyle mine in Australia, which came on stream in 1983 and produced a peak of almost 43 million carats in 1994, representing approximately 40% of the world market. Production from Argyle has since fallen-off as grades have declined and the strip ratio has increased with the deepening of the open pit."

Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways&apos; development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.

"Comminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and liner /charge wear. As such, developing the ability of predicting mill wear will allow a more accurate estimation of wear costs and therefore their control. In this paper and based on the possibility of estimating energy dissipated in impact and abrasion by using a discrete element charge motion model for mill charge motion simulation, media wear will be investigated principally as a function of three wear mechanisms : impact, abrasion and corrosion. Experimental results will be used to identify a total media wear model. Model results will be compared with real mill data from three operating Australian mines. These preliminary results show for the cases tested that the overall average error, as compared with the observed cases, is 0 % with a standard deviation of 66.1 %. Results from the Bond abrasion index tests, for the same cases investigated, give an overall error of 73 % and a standard deviation of 192.5 %. Further work is in progress to improve test procedure, validity and confidence.INTRODUCTIONComminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and line / charge wear. In Greenfield situations where the estimation of operating costs is critical in determining project feasibility, the level of confidence in such estimates becomes quite important. With regards to media wear, the Bond abrasion test currently serves as the standard media wear prediction device. However, as shown [l, 21 test results once compared with actual wear rates can vary greatly. Figure 1 shows test results as compared with 15 cases. Average error over this data is 73 % with a standard deviation of 192.5 %. As such, developing the ability of more accurately predicting mill wear will allow greater confidence in wear cost estimation and therefore their control."

"A unique deposit of barite exists near Brookfield, Nova Scotia. The crystals are extremely fine and the whole deposit virtually free of heavy metals. The deposit size was not large enough for conventional uses, such as the production of barium carbonate and drilling mud. In an effort to obtain maximum utilization, a program was begun to determine if U.S.P.-grade pharmaceutical barium sulphate for X-ray diagnosis could be produced. Early work was sufficiently encouraging to institute a development program under the federal Program for Advancement of Industrial Technology. This has been very successfully completed. Canadian and U.S. process patents have been issued, clinical trials have been successful, a production plant has been designed and the plant’s production sold. The processing plant will include magnetic separation for the removal of iron minerals, fine grinding by paddle milling to minus one micron and acid leaching. The process is unique in that at no time is the barium taken into solution.Information is given on the deposit, process, markets, use, plant capital and operating costs, and projected profits. The initial production plant will have an annual capacity of 2,000 tons per year of end product. Capital cost is $850,000 and annual turnover more than $1.5 million. As this capacity only represents approximately 15% of the North American market, rapid plant expansion is foreseen."

Experimental Mine, Val d&apos;Or, Quebec, Experiments on the ignition of sulphide dust clouds by explosives have been conducted in a 1 m3 explosion chamber. The explosives tested are ANFO, emulsion, aluminized emulsion and Detasheet. By controlling the composition of the ANFO and the emulsion explosive the oxygen balance could be changed in order to identify the dominant factors in the ignition of sulphide dust clouds by explosives. Experimental results, combined with theoretical calculations, show that the temperature of the detonation products is the most important parameter in the ignition of the dust cloud while the combustible detonation products are of secondary importance in the case of non-aluminized mining explosives. In the case of aluminized explosives and explosives having very negative oxygen balance the ignition of the dust cloud is assisted by the large amount of combustible detonation products.

"The Texada Mill is a unique iron operation producing High Grade sinter iron concentrate and a by-product copper, gold, silver concentrate. The plant is complex and extremely flexible to handle the many varieties of ore. Two iron concentrates are made and blended. A coarse iron concentrate from primary grinding and a fine concentrate after rougher flotation to remove all the sulphides.All the tailings from iron processing are collected, dewatered, reground and floated for additional copper recovery.The entire milling operation has been carried out in all sea water for seven years and mixtures of sea, fresh, and reclaimed water for ten years prior to that.A very stable float results from the use of sea water at the natural pH8. "The stress equilibrium is disturbed in a body of rock by a mine opening and is restored by a redistribution of the stresses around the opening. The pattern of the redistribution of unilateral stress around an opening has been established by mathematical analysis and photoelastic measurements. The pattern for multilateral stress is found by superimposition of unilateral fields. The mathematical analysts do not use the elastic moduli as parameters and they are not significant in photoelastic work. The medium is isotropic. The concept of unilateral stress from vertical loading and the classical pattern of its stress distribution around openings does not explain commonly observed failures around the perimeters of mine openings. They show evidence of compression where tension is postulated.When it is recognized that few minerals and perhaps no rocks are Hooke Solids, most rocks must be St. Venant Solids. The components have varying degrees of elasticity and viscosity. The assembly will be-have elastically to rupture under shock loading, but when loaded short of rupture will adjust viscously to equilibrium. Similarly, the highly elastic components may initiate rupture before equilibrium can be established when stress is instantaneously relieved.
