The success of a project is defined by meeting the financial performance objectives of the business case within a stipulated timeframe. Early in design, little information is normally available; the uncertainty introduces risk to the project outcome. Using a range of risk management tools and techniques, a project can be developed from front end loading phases 1 through 3 (FEL1–FEL3), and project implementation (FEL4) and then into operations with an optimized probability of success. For every project element, the risk management framework embodies: establishing a context; assessing risk (identify, analyze, and evaluate); and treating risk. Embedded within design activities, this process mitigates or eliminates risks. Monitoring and control, as well as extensive communication and consultation with stakeholders, is integral to the risk management process.

"Prime Resources Group Inc. (Prime) commenced the Eskay Creek Mine operations in 1994 in northern British Columbia. The ore from the underground mine is crushed and shipped to smelters in Japan and Canada. The nominal production rate is 300 tonnes per day.Before commencing the above operations, preliminary evaluations for the high grade gold mine had indicated that an extremely complex metallurgical and chemical process flowsheet would be required to recover the economic metals. Subsequent to the metallurgical testing program, Prime identified markets for the untreated ore and initiated underground mining and ore transportation operations.Prime recently identified lower grade ore zones, which are less economic or uneconomic to mine and ship directly to the smelters. Test programs were initiated to evaluate processes for upgrading the ore to a marketable product. In 1997, Prime will complete the engineering and construction of a 150 tonne per day flotation plant to concentrate the gold and silver values for the NEX and 109 zones. The mine will then, in addition to the direct shipping of the shippable ore, ship concentrate from the millable ore. This paper discusses the development and design of the flotation plant.IntroductionThe Eskay Creek Mine is located in north-western British Columbia approximately 83 km north-west of Stewart, B.C. as shown in the location map Figure 1. Access to the site is provided by a restricted access gravel road from Bob Quinn Lake junction of highway 37, a distance of about 59 km. The work force at the mine is based on a two-week rotation schedule. Employees are flown from as far away as Vancouver to Smithers by commercial airlines and then from Smithers to the Bob Quinn airstrip by local charter. During poor weather conditions, transportation to site is by vans that take about six hours to travel the 450 km road distance."

The promotion of improved coal quality for thermal generation can benefit our national economy. The construction of electric generating facilities in Canada is expanding at a rapid rate to satisfy the demands of a rising population and new uses for electrical energy. With remaining economic water power resources in the process of development, generation from thermal sources continues to grow. The increase in thermal capability has been somewhat arrested by a de-pressed economy, widening of inter-provincial and state transmission networks and decisions to exploit certain water resources before high capital investment is further in-creased by rising construction costs. The introduction of extra high volt-age transmission lines will further delay thermal generation planning, but in due course, when the effects of restrictive factors have been dissipated, steam-electric generation from fossil fuels will rise to considerable proportions. In time, nuclear sources will contribute a growing share to thermal power, but, it is doubtful if nuclear participation will ever displace conventional fuels for steam rising, unless it can be adapted to operate efficiently for variable outputs in peaking service. One hundred thousand miles of flying over the North country without a single air casualty; much of it over virgin territory probably never before visited by white men; some of it over regions that abound with possibilities for minerals; all of it effective, for exploration and the establishment of bases and supply-stations, and for the carrying of men and their tools and provisions- this, briefly, is the record of Northern Aerial Minerals Exploration, Limited, a Canadian company organized Jess than nine months ago, which has been functioning, without interruption, during spring, summer, and now into winter. Our planes have ranged from the Alaskan boundary on the west to the Labrador coast on the east, and from the Transcontinental railway north to the Arctic circle. Our prospectors, carried on trips of hundreds, and occasionally thousands, of miles, have gone over large sections of country which were never before explored, and at the end of the prospecting season the Company finds itself in possession of several groups of important gold claims, which look most promising. In addition to this, we have been in contact with deposits of almost every known mineral.

"I AM very happy to have this opportunity of speaking to the Montreal Branch of the Canadian Institute of Mining and Metallurgy.I have selected as the subject of my remarks transportation in that area which is at present our only source of uranium -Northwest Canada. Considering the widespread interest in atomic energy, the end-product of uranium, it may be wondered why I have not chosen to speak of a more spectacular aspect of the development. I hope it will be evident from what I have to say that transportation plays a very dominant role in our effort to maintain a continuing supply from Eldorado's producing property at Port Radium on Great Bear lake and from its coming producer at Beaver lodge Lake in Northwest Saskatchewan. Moreover, transportation has such a bearing on the entire mineral development of the Northwest that it cannot help but be of concern to an organization of this kind. Finally, the transportation problem, of which I shall try to tell you something, is quite unique and the story of its solution or partial solution is, I believe, an interesting one.Transportation experience on this continent indicates that the cheapest method of moving freight is still by water -with •rail, highway, and air transportation following, and in that order •of economic significance. Excluding rail transportation, since the area has as yet no railway lines, this order also applies in the Northwest. I shall direct my remarks to the two kinds of transportation which serve our uranium producers -water and air."

"Introductory and GeneralTHE Northwest Territories comprise all that region -of Canada lying between Yukon Territory and Hudson bay and north of the 60th parallel of latitude. For purposes of mine .administration the Territories are divided into three districts: Yellowknife, McKenzie, and Arctic and Hudson Bay. Mining recording offices for the respective districts are maintained at Yellowknife, Fort Smith, and Ottawa. The mine inspection for the entire area, and also for Yukon Territory, comes under the Federal Department of Resources and Development. Two mining inspectors are responsible for these inspections: the Chief Inspector of Mines, with headquarters in Ottawa, who makes trips into the north at least twice a year, and a Resident Inspector, stationed in Yellowknife.The Resident Inspector is constantly making inspections of active properties. This involves a considerable amount of air travel as the region is large and properties are widely scattered.Although there has been prospecting and staking of claims in each of the three districts of the Northwest Territories, actual mining has been conducted only in the Yellowknife district, and for purposes of this paper we are solely concerned with that district."

"Rio Algom's Stanleigh Mine and Mill Operation Was' officially started up in August 1983. In September 1982, Rio Algom contracted Estonix International Inc. from Lively, Ontario, to develop and implement two innovative programs: (1) Work Renovation Planning, and (2) Systems Performance Training. This paper deals with the development and implementation of these two concepts relative to the plants technology from start-up to present and the exceptional results achieved. This paper discusses how a small but motivated workforce resulted in the smooth transition from startup to full production. It also deals with how these concepts were applied elsewhere in the organization which permitted a successful transition and downsizing of the over-all operation.IntroductionRio Algom Limited produces uranium in Elliot Lake, Ontario. In the late 1970s Rio Algom entered a contract with Ontario Hydro to supply uranium from its Stanleigh property, which had been idle since 1960. The mine was subsequently upgraded, and a new modem mill was designed and built, commencing operation in 1983.From then until September 1990,Rio Algom had three producing mines and mills in the Elliot Lake area. Quirke mill, with a capacity of 6350 tonnes per day, operated continuously from 1968. The Panel mill with a 3000 tonnes per day capacity, operated since 1979. Stanleigh mill continues to operate under long-term contracts, although at a production rate about 25070 lower than its rated capacity of 5000 tonnes per day.Both the Quirke and Panel mills, although not entirely similar, were conventional uranium mills utilizing crushing, grinding, leaching and ion exchange. As such, and in keeping with the traditional management style, there was a rather large mill operating workforce, which utilized a line-of-progression job classification system."

With high commodity prices, tightening operating budgets and increasing disposal costs, there is an increasing interest in processing municipal waste streams, such as the ash derived from combustion processes. This paper describes laboratory development work for a process to recover metal values from the finer fractions of these wastes. The work was initially aimed at recovery of copper and the removal of lead and other heavy metals from the ash residue, but results showed gold and silver recovery to be an important objective as well. The process uses gravity and flotation as the principal separation steps, with gold recovery occurring mainly in the flotation stage. The particle size range and chemistry of the ash presented numerous challenges to developing a suitable flotation method, but an effective flowsheet was developed by separating the ash into a fine fraction and a separate slime fraction, each with a unique flotation strategy. Specialized conditioning stages and careful reagent selection have resulted in effective gold and silver recovery from a range of ash types and sources. The work has resulted in a patent being issued for a process based on this novel approach to the treatment of combustion wastes.

Wood preservation may be defined as the art of protecting wood from decay. In its broadest sense, however, it includes a much wider field. It might be more properly de-fined as the art of protecting wood from destructive agents, such as decay, insects, marine borers, mechanical wear, etc. The earliest data on record for the preservation of organic bodies is found in Egyptian manuscripts. The bodies which we call mummies were impregnated with antiseptics, of which the principal were natrum (sodium sesqui-carbonate), sodium chloride, and sodium sulphate. After being steeped in the solution, they were subjected to either a boiling or baking process in a bituminous preparation. The first attempts in Europe to preserve timber were made by the Greeks and Romans. They extracted essential oils from the juniper and cypress trees, and either rubbed these oils into the wood they wished to preserve, or bored thousands of small holes in the wood and poured the preservative oil into the holes. The famous statues of Jupiter and Diana were carved out of wood. The ceremony of pouring in the preservative oil by the High Priests was a religious pageant of great importance, of which there are many records.

An original method is used to obtain stable nanoparticles of gold-based mono- and bimetallic systems supported on an acidic zeolite. This approach has been applied to PtHY (1wt% Pt) and to bimetallic Pt-AuHY containing 1% of platinum to which is added the amount of gold required to give Au/Pt molar ratios of 20,40,60 and 80%. Metal clusters of Au or Pt-AuHY are formed inside the supercages of the zeolite framework by the thermal reduction of cations by the ligands (en = H2N-CH2-CH2-NH2) under inert gas flow at a temperature depending on the metal. The use of acidic zeolites favours the dispersion of the metal and the thermal stability of the particles. This stability is explained by chemical anchoring of metal clusters by the Brønsted sites of the support. Several techniques have proved that for a molar ratio of 20% metal particles of Pt-AuHY are bimetallic. The segregation of Pt and Au starts for molar ratio =?40%. The catalysts tested on the methylcyclopentane hydroconversion reaction reveal that the addition of gold to platinum leads to an increase in the activity and an improvement in the selectivity for isomerization of the skeleton (cyclohexane and benzene) to the detriment of hydrogenolysis. Similar results were obtained for the dodecane isomerisation to isododecane. These catalysts were also tested in CO, propene and propane oxidation. The activity of fresh catalysts is rather low. It increases after their pretreatment in oxygen or hydrogen atmosphere. In propene oxidation in the reaction mixture O2 ? H2, beside total oxidation of propene to CO2, also propene hydrogenation was observed, particularly at low temperatures. The presence of Au enhances the hydrogenation properties: high selectivities (> 90%) to propane and high propane yields on PtAu HY are observed up to ~150oC, whereas for Pt HY catalyst the selectivity and yield to C3H8 decreases rapidly with the temperature beginning from ~100oC.

In 1901, the Crow's Nest Pass Coal Company, Limited, began producing industrial coke in 212 beehive ovens at Michel colliery. By 1908, 486 ovens had been installed and in that year 147,623 tons of coke were produced. Coke manufacture has been continuous from 1901 until the present time (1946), with total production of 2,795,402 tons. At present writing, only 100 beehive ovens are operating and production is reduced to 1,800 tons per month, due to the shortage of suitable labour. These ovens are drawn by hand, on contract, and the workmen are exposed to considerable heat. A man draws three ovens in eight hours, thereby producing approximately 1072 tons of coke per day. In addition to the inefficient and costly method of drawing coke in beehive ovens, tremendous losses are experienced in the wastage of gas and tar, which are driven off into the atmosphere. Also, the yield of coke per ton of coal fed to the ovens is low as part 9f the carbon is utilized in producing heat to carbonize the remainder of the coal. A recovery of only 55 per cent of the carbon, as coke, is obtained. The coking process takes place from the top of the charge, which is 21/2 feet deep, downward to the floor. Six and a half tons of coal are charged and 3.6 tons of coke are drawn from the oven after 72 hours' carbonization. The beehive ovens using Michel coal produce a very hard and tough coke, large in size and of silvery appearance, which has served the requirements of both foundry and smelter for many years. In 1938, the Company made a careful study of coking processes with a view to introducing a more economical method than beehive ovens and one that would be less dependent on skilled labour, the supply of which was rapidly diminishing at that time. Various methods of by-product coking were investigated, and it was decided that the Curran-Knowles process offered the greatest possibilities because of the low capital investment in relation to output and also because the horizontal oven design was suitable for an expanding coal. Consequently, a test on Michel B seam coal, supervised by Mr. E. Burrough, of the Fuel Research Department, Ottawa, was run in the Curran-Knowles plant at West Frankfurt, III. The results of this test led to the construction of a ten-oven battery of 32 ft. 6 in. by 8 ft. 3 in. Curran-Knowles ovens at Michel, which were completed in November, 1939. This battery was built as an experimental unit, with provision for an additional ten ovens if the coke proved satisfactory for the market. In 1942, an expanding coke market led to the construction of a second battery of ten ovens, which were completed in April, 1943.

"While the uniaxial compressive strength of rock has been extensively investigated, the relation between the saturation and natural compressive strength is relatively unexplored. This paper studies on 1865 statistical data of Chongqing Rail Transit Line 1 and Line 6, which located in the Middle Jurassic of Shaximiao formation. The research focuses on the relation between the saturation and natural compressive strength. The statistical data are categorized and quantified in order to ascertain the softening properties of sandstone and sandy mudstone. The findings suggest that the saturation compressive strength is significant effected by its natural compressive strength, and an empirical formula is introduced to explain the relation. These findings have implications for researchers and engineer who concerned with Chongqing rail transit construction.INTRODUCTIONIn the engineering construction and surrounding rock classification, the uniaxial compressive strength index (Ministry of Water Conservancy, 1995; Ministry of Railways, 1999) is one of the essential parameters of rock mass. Usually, there are two types of the uniaxial compressive strength index, natural and saturation compressive strength, and the ratio of them is the softening coefficient. Most of the previous studies on rock strength had focused on the influence factors (Liu et al., 2008; Liu et al., 1998; Liu et al., 2013; Wang, 2013; Zhang et al., 2008; Zhang et al., 2010; Zeng & Lin, 2003) with experiment and in-situ tests. But few publications that reports a long and formal research project on the relationship between natural and saturation compressive strength. In order to figure out this issue, this study investigated the distribution of Solidity Classification of Rock Mass and softening coefficient based on the statistical data of Chongqing Rail Transit Line 1 and Line 6. Based on the analysis, an empirical formula was proposed to explain the relationship."

"In light of the recurring spills and failures of conventional tailings disposal pond dams, a brief review of the Thickened Tailings Disposal (TTD) system is presented. It is shown that by the process of thickening the tailings to a heavy slurry prior to disposal, it is possible to create a self-supporting deposit of tailings and to eliminate the typical superimposed settling pond. These features, together with the ability to reclaim the disposal area even as mining continues, preclude an ecological disaster. IntroductionMine tailings spills are really not such rare occurrences. They have been happening on many continents, in many countries. Neither Canada nor the United States have been spared. In Ontario, the most recent spill occurred at a closed-down tailings disposal area in Matachewan, in 1991.Such continuing disasters could be avoided if a different approach were taken to the disposal of tailings wastes. The recent failures at the Los Frailes mine in Spain, the Omai mine in Guyana, and the Marcopper mine in the Philippines, will hopefully shake up the industry to consider other methods of disposal. The reason why the failure of a conventional tailings disposal dam is so environmentally disastrous is not the dam itself, but the fact that the dam retains a mass of very loose unconsolidated tailings and a great deal of water, or process fluid1. If the dam fails, the contents liquefy completely as they flow through the breach. In this liquid state, they can flow many miles downstream. If the dam itself were built of tailings material, as is often the case, it too would liquefy and join the flow.The reason the material is so loose in the first place is that it has been discharged into a pond filled with water. The tailings particles drift down through the water, their weight reduced by 50% due to buoyancy, to form a loose structure, like a “house of cards,” or lakebottom mud. It doesn’t take much of a shock to collapse the material into a liquefied state."

We have read, with great interest, Mr. Crocker's article on "Recent Trends in Autogenous Grinding," published in the October issue of The Canadian Mining and Metallurgical Bulletin. Referring to our paper, "Two-Stage Autogenous Grinding Investigations at Outokumpu," we can now report that last August we changed to this method at the Keretti concentrator. Prior to the conversion, the Keretti plant (see flow-sheet, Figure 1) had two primary rod mills, 6 ft. in diameter and 12ft. in length, in open circuit, followed by four secondary 9-by 12-ft. pebble grate mills in closed circuit with rake classifiers. Last summer, wl1en the Since August, grinding has been successfully carried out autogenously in two stages, with two mills being employed in the primary stage and four in the secondary. The size of the pebbles in the secondary mills is about the same as earlier -l V: i to 3 inches (Figures 4 and 5). "All mine shaft conveyances in Canada and most of the United States that are supported by a single hoist rope or attachment point and used for transporting persons are required by regulation to be equipped with safety catches and mechanisms. These safety mechanisms, commonly called safety dogs, are designed to stop and hold a free falling conveyance, with a full personnel load, in the event of a hoist rope or attachment component failure. The conveyance’s safety mechanism must be tested under dynamic conditions before it is used to transport personnel. This paper will discuss free-fall testing and it’s results on conveyance free-fall tests performed in the test tower at INCO Limited, Sudbury, Ontario.Topics covered will be free-fall tests on various wood types such as B.C. fir, Karri wood and Trusjoist MacMillan Limited Parallamwood (PSL), comparison of deceleration rates versus free-fall velocity and the influence of safety dog tooth design on deceleration rates."

"Many deposits have a geological model developed early in the project stages, which is not always reviewed or modified as the project matures and production commences. Conversely, ongoing pressures, due to a combination of declining head grades, a push for increased revenue and a multitude of other reasons, leads to processing plant modifications, with the primary aim being to increase production. Often, the ore deposit knowledge is not sustained or developed during the operational stages to the level carried out during the prefeasibility and feasibility study phases. This results in the variability within the deposit being poorly understood and a lack of data and knowledge being available to support (and ideally optimise) operations particularly in an environment where the flow sheet has changed and ore feed requirements are complex.INTRODUCTION This paper presents a case study of ore deposit knowledge development and corresponding process plant operating strategy at the Ladolam Gold Deposit, commonly referred to as the Lihir gold deposit in Papua New Guinea. The gold deposit is located in a tropical equatorial climate on the east side of Lihir Island in the New Ireland Province of Papua New Guinea. Gold mineralisation was discovered in 1982, and was followed by a major exploration campaign by a joint venture between Kennecott (Rio Tinto) and Nuigini Mining Limited. The first drillhole was drilled in 1983, and after an extensive period of drilling consisting of 343 holes for 83,500 m, the final Feasibility Study was completed in 1992. The feasibility study was based on a Reserve base of 37.9 Moz in refractory sulphide ore, with gold extraction proposed to occur via whole ore pressure oxidation due to the refractory nature of the mineralisation. The Lihir Special Mining Lease (SML) was granted in 1995 to a new PNG company – Lihir Gold Limited, and Rio Tinto established Lihir Management Company to develop and operate the mine on behalf of LGL. Mining and processing of the deposit commenced in 1997. Newcrest Mining Limited purchased Lihir Gold Limited in August 2010, and subsequently completed a major plant upgrade including the installation of additional grinding, autoclave and carbon-in-leach capacity. Post commissioning of the upgrade, Newcrest has continued to increase throughput and production. A reinvigorated ore body knowledge development program has significantly assisted this process in identifying operating strategies for the process plant and delivering recovery improvement projects to address declining head grade and recovery due to increased stockpile feed and flotation circuit use."

"AS I begin my remarks this morning, please let me say how honoured and gratified I was to receive your invitation to address you here during your deliberations in historic Quebec City. The high esteem in which your Institute is held is reflected in the respect and deference accorded to it by industry across Canada. I feel privileged to be here with you today.I would like to discuss with you some applications of natural gas in the mining industry and suggest to you, in closing, some possible avenues of future development.Natural gas first became avail-able for industrial purposes in Northern Ontario in late 1958. Acceptance of natural gas, as a source of energy by the industry of that area, has been both widespread and gratifying. The mining industry of Northern Ontario has in-creased its annual use of natural gas by approximately 35 per cent each year since 1958. We believe that this trend will continue, al-though we will probably have to accept a more modest 10 per cent annual gain as the market approaches saturation. I would like to explain how we were able to do this and where all this gas is used. Our first sales were largely a matter of price-and the savings we offered were substantial."

Most systematic studies carried out on passive treatment systems incorporating the use of limestone drains, under aerobic or anaerobic conditions, essentially deal with the treatment of effluents from mines in the USA. A limestone drain typically comprises a trench filled with crushed limestone rocks surrounded by impervious materials. In the case of anoxic drains, the trench is generally isolated under a geomembrane liner covered with soil. Contaminated mine effluents flow by gravity towards these limestone drains where the passive treatment consists in bringing the carbonates into solution, thus increasing the pH and alkalinity. Factors to be considered in the design are: chemistry of the contaminated mining effluent ([metals, [Al], [sulfates], dissolved oxygen, acidity, pH), desired residence time, nature of the rock, grain size, density, void ratio and mass of the limestone rock used, alkalinity, life span and hydraulic behaviour of the drain. Certain secondary effects (saturation by sulfates, co-precipitation, adsorption) may either be beneficial (lowering the sulphate and metal load) or harmful (armoring the limestone rock and clogging of the drain). This paper gives a brief status report on the available knowledge on the use of limestone drains for passive treatment of mining effluents heavily loaded with metals. Examples given include the old Lorraine mine (Ni-Cu), Témiscamingue, where limestone and dolomite rock drains were installed in 1998 when a cover with capillary barrier effects was placed over the tailings site.

"The property of Sladen Malartic Mines, Limited, is in the northern half of Fourniere township, Abitibi county, Quebec. The group is large, but the part so far found to be of economic interest is a strip 3,200 feet long between the Canadian Malartic property to the west and the East Malartic and National Malartic properties to the east ( Fig. 1).The original claims were staked in 1923 and 1924 by St. B. Sladen and H. S. Kennedy because gold was known to occur on claims nearby. In 1928, detailed mapping of the Malartic Gold Mines property (now Canadian Malartic) showed the presence of an east-west gold-bearing zone traceable almost to the Sladen boundary. During the winter of 1929, a hand-driven drill was used to secure short sections of core through casing pipe sunk to bed-rock. This proved the existence of the main Sladen ore zone, but it was not until the price of gold was increased, in 1934, that serious work was attempted.Underground work was started in 1935 and milling in January, 1938. Except where disturbed locally by drag folds or faults, tops face north. Intrusive rocks that range in composition from diorite to granite cut the sediments and volcanics. The basic types, generally quartz diorite and diorite, form dykes or sills in the volcanic rocks. The more acidic types, mainly quartz syenite and related porphyries, intrude the volcanics and the sediments in the form of dykes, sills, and larger, stock-like bodies.The orebodies are parts of slightly shattered or brecciated zones, mainly in greywacke, but partly in syenite, diorite, and volcanics, that have been more or less replaced by fine-grained quartz, pyrite, and minor amounts of sphalerite, galena, sylvanite, petzite, and gold."
