Stope control information at the C.S.A. mine is obtained by diamond drilling inclined holes from within the stapes. Practical mining outlines are determined from complicated ore contours by a joint mining engineering and geological study. Production holes to achieve this outline are individually marked up and checked. Stope control also extends to selective mucking of ore mixtures for metallurgical reasons and to marginal ore and waste mixtures for economic reasons.

Victoria has an extensive brown coal resource, 202,000 Mt, of which 43,300 Mt is regarded as readily recoverable. This brown coal is located principally in the Latrobe Valley as thick seams and is being extracted at low cost primarily to support base-load electrical power generation. The high moisture content of the coal is partially off-set in many applications by the high reactivity of the coal and the generally low levels of potential pollutants such as ash, sulphur and nitrogen in the coal. Large scale development of this brown coal resource began in the 1920's. In addition to electricity generation, it is used for briquette production, carbonisation of briquettes to char and was gasified for town gas supply to Melbourne (1956 - 1969). The BCLV coal to oil pilot plant at Morwell is a major new initiative in the use of Victorian brown coal. Many other new developments are in place and emerging in the utilization of low rank coals. Examples of these developments are, the large-scale gasification of lignites in the USA, and value-added products such as bulk chars, solid fuels, activated carbons and coal-water mixtures. The Government of Victoria has created the Coal Corporation of Victoria to promote current sales of briquettes and to encourage further new industrial developments based on the State's brown coal resources, in particular the Loy Yang coalfield. The Coal Corporation also has a vigorous product and process oriented research and development Programme.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

A previous paper (1) indicated that electrowinning of copper at current densities considerably higher than those currently employed in electrowinning operations is technically feasible. It is of interest, therefore, to establish the extent of economic benefits which may be obtained from high current density operation and to determine the value of the optimum current density. Optimization of electrorefining processes has been discussed in considerable detail by Ibl (2) and Schmidt (3) whop from theoretical considerations, derived expressions for the optimum current density. In this work, general equations relating both the capital investment and the production cost for copper electrowinning plants to current density and plant capacity are established. From these equations, the optimum current density can be calculated for any desired plant capacity.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.

In North Vietnam, large ductile shear zones are observed along the Red river fault and the Dienbien fault. Left-lateral sense of the Red river shear zone is related to the direction of shortening E-W. NE dipping foliation planes is subvertical. Stretching lineation is subhorizontal ( 25¦). Left-lateral slip observed in the Oligocene Yansun granites demonstrates the major tectonic phase in Neogene, The stress field established from microfaults observed in triassic limestones, Oligocene granites and Neogene Conglomerates. Measurements of striations on fault mirors are used for calculating the stress tensor and for separating tectonic phases. Two tectonic phases in tertiary are separated : first tectonic phase related to the compressive direction E-W corresponds to the major tectonic phase represented by NW left-lateral shear zone. Second phase having the compressive direction N-S associated with the right-lateral movement of the Red-river fault zone opening of the Eastern sea and the Red-river and the Red-river delta is associated with the left-lateral movement along the Red-river.

This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia.The paper describes technical aspects of successful gold project development including metallurgical testwork, feasibility studies, choice of process flowsheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management.A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

Throughout the Kalgoorlie Field the dominant factors influencing all planned exploratory work are: firstly, the general geology of the district, and, secondly, the lode fracture pattern. Superimposed on these, there are innumerable faulting problems which tend to complicate the search for ore.In this paper it is proposed to deal primarily with the lode fracture pattern and to touch on the general geology only insofar as it affects ore distribution. So much has been written on Kalgoorlie geology that it would be impossible to review the literature adequately in a brief paper such as this. The basic facts of rock types and rock distribution are well established and the broad structure of the field is known in the central portion, though it is less well established towards the northern and southern ends.The latest descriptions of the general geology are those of Stillwell (1), and Gustafson (2), -and these represent the basis of current knowledge.GENERAL GEOLOGY.The field is six miles long and about one mile wide, the long axis trending north-west. The "Golden Mile," or heart of the mining 'area, covers a length of three miles in the southern section, and consists of a central core of quartz dolerite greenstone which merges into uralitic quartz 'dolerite on its western margin. Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. In this way, they will develop it and improve results after the outside help has been withdrawn INTRODUCTION In early 1979, PA proposed a programme to improve engineering availability of the Mt. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). The ore truck workshop was also responsible for 75 tonne trucks used as water trucks and general purpose vehicles. The need for action was clear. Most of the copper deposits in the Lachlan Geosyncline fall within areas having either a common host rock, mineral assemblage, form of ore body or time and method of emplace- ment. On this basis a Cobar-type ore has been recognised in the deposits of the Cobar -- Mt. Hope - Melrose region. The copper ores in the Tottenham-Girilambone area to the east have a different mineral assemblage. In the more rugged Central Highlands nearer the coast copper deposits are generally concentrated either in one of several Ordovician andesite belts, particularly between Wellington and Woodstock, or within Silurian acid volcanics developed in irregular fashion over a considerable portion of this region. In only a few instances is copper known in the granite batholiths which adjoin these volcanic belts. Native copper and magnetite are characteristic of the deposits of the andesite province and it is possible that future mineragraphic studies will indicate significant differences in the base metal sulphides of both the andesitic and the more acid volcanic belts. Ores having similar mineralogy and form to the Captain's Flat deposit are known at various localities in the eastern segment of the latter belt. In the Gundagai area several small copper deposits with associated nickel minerals have been developed in the Coolac Serpentinite belt.

During the latter part of 1936, conditions encountered in sinking the Main Ore shaft made it impractical and uneconomical to continue deepening it to serve haulage levels below the present No. 5 level. Plans were therefore made for an interior shaft, to serve new lower levels, that terminated above No. 5 level so that ore hoisted could be drawn off on this level and transported to the Main Ore shaft for final conveyance to the mill crude ore bin. The No. 2 interior ore shaft was only developed below No. 4 level and borehole ropeways with a winder located on the surface were installed in preference to an underground winder installation. No. 2 ore shaft with borehole ropeways commenced lead ore hoisting operations in September 1938. Apart from the copper ore hoisted in the war years of 1943-46, lead ore was hoisted to No. 5 level until September, 1951.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

When the mining and milling of 1100 Copper Orebody commenced, difficulties were experienced in producing a satisfactory grade of copper concentrate. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 Orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in an inherently flotable fine pyrite and silica fraction. The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to'the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. While South Africa is well endowed with mineral resources, it is generally accepted that its future will be determined more by the development of its human resources than its mineral wealth. The country has throughout its modern history suffered from an over-supply of unskilled labour and a shortage of skilled and professional manpower. There has furthermore always been an over-reliance on Whites as an internal source of professional manpower, supplemented by immigration wherever possible. Better utilisation of other population groups in professional positions has been hampered by the general lack of education and training among such groups. Although many problems still remain, there are emerging trends which are likely to positively affect the training of professional manpower in the future. The direct and indirect influences that are likely to affect professional training at the macro level include 1. government policy and objectives in respect of manpower education and training, 2. the emergence of technikons as fully- fledged tertiary education institutions, 3. demographic trends in South Africa as they pertain to education, 4. political and statutory developments in the country, 5. industry involvement in tertiary education, and 6. professional registration.

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

Copper-gold ores have been technically difficult and uneconomical to process due to high consumptions of cyanide. Many copper oxide and sulphide minerals react with cyanide to form copper cyanide complexes, partly contributing to the high level of weak-acid dissociable cyanide in the tailings which is normally experienced during the processing of copper-gold ores. The cost for detoxification, if required for treating these tailings, would further inhibit the development of these copper-gold resources unless the cyanide used for leaching was recovered. Several technologies have been proposed to process copper-gold ores, aiming to recover copper as a co-product and cyanide for recycling in conjunction with the leaching process. A critical review of these processes reveals that a pre-concentration stage (solvent extraction or resin ion exchange) is required. Cyanide is recovered by the conventional Acidification-Volatilisation-Regeneration technique in most cases. A critical evaluation is also provided on technical aspects related to the use of Vitrokele Technology and a newly developed Elutech process in processing copper-gold ores, in particular with its application at May Day Mine.

The development, design, construction and operation of the new Solvent Extraction/BCA process plant at Copper Refineries Pty. Ltd., Townsville is described.The process offers substantial savings in electrical power costs, improvements in plant hygiene, and a lowering of materials handling costs compared with conventional electrowinning technology.The solvent extraction process extracts arsenic from copper Tank House electrolyte using a tributyl phosphate (TBP) - kerosene solvent. The plant incorporates fourextraction stages, two scrub stages, and three stripping stages to produce an arsenic-bearing low-acid strip liquor. This strip liquor is mixed with copper sulphate, and neutralized with ammonia to form a copper (II) arsenic (V) crystalline product, bicupric arsenate (BCA). This product is then used in the manufacture of chromated copper arsenate timber preservatives (Royston 1982).
