The world is getting flatter through internet, mobile phone technology, relatively low cost travel, massive outsourcing of manufacturing to China and the transfer of company backroom operations to India. In the iron and steel industry, however, things will remain relatively the same with slow gradual improvements in technology; only the geographic location of plants may change over time. Or will it? The blast furnace smelting process has remained largely unchanged since 1828 when James Neilson came up with the idea of preheated air being delivered to the tuyeres. Likewise, oxygen steelmaking that takes molten iron from such blast furnaces has remained conceptually unchanged since Sir Henry Bessemer invented an air-based system in 1856. These two processes are the core of integrated steel mills that we know today. Typically such mills consist of coke ovens, sinter plant, blast furnace, oxygen steelmaking, continuous caster, rolling mills and metal coating lines. In the intervening 150 years the only real disruptive technology to the integrated steel mill has been the minimill. Based on the use of the electric arc furnace (EAF), in conjunction with a continuous caster and rolling mill, the term minimill is used because steel products are produced at down to one-tenth the scale required for economic operation of an integrated mill, with the EAF producing molten steel using largely scrap steel as its feed, as against transforming coal to coke (coke ovens), iron ore, coke and limestone into molten iron (blast furnace) and molten iron to steel (oxygen steelmaking). There are, however, a number of technologies in development that may cause a paradigm shift in the way steel products are produced and perhaps push the evolution of the minimill as a disruptive technology. Two examples are direct iron smelting, where iron is produced in a matter of seconds by injection of ironmaking feed materials into a molten bath, and thin strip casting, where molten steel is cast into 2 mm strip or less, in similar time. Both have Australian connections. A leading iron smelting technology is the HIsmelt« process, which has its first commercial application at Kwinana, Western Australia, where a joint venture of international parties, consisting of Rio Tinto and the Nucor, Mitsubishi and Shougang corporations, are in the stage of ramping up commercial production. The leading strip casting technology is the Castrip« process that arose from development work done by then BHP Steel, with IHI of Japan, at Port Kembla, New South Wales in the 1990s. Nucor followed this work up, building the first commercial plant for the technology at its Crawfordsville site in Indiana in 2001 and has recently announced an intention to build a second plant in the USA. While both technologies are only into the early stages of commercialisation they are likely to change the face of iron and steelmaking as we know it over the next 20 years. This paper elaborates on the technology of the two processes, why they could change the face of the iron and steel industry forever, what might drive the rapid change and what the changes may look like.

Properties of the soil profile fundamentally control water-limited ecosystems. Soil water availability affects vegetation dynamics of plant communities, but is also affected by these communities in return. Understanding this eco-hydrological interplay and the role of physical soil restoration is crucial for successful rehabilitation and management of post-mining landscapes in semi-arid areas. However, uncertainties exist in both the mathematical description of plant communities within ecological submodels and the predictability of future rainfall events. This study uses information gap decision theory combined with an ecohydrological system model to investigate how both uncertainties impact decision-making in the context of ecosystem rehabilitation. A range of management strategies are investigated to identify the optimal soil thickness for successful rehabilitation of native plant communities in Central Queensland. The results emphasise that thicker soils can counterbalance uncertainty in mathematical description of plant communities by increasing the simulated survival probability of plant communities. However, the influence of thicker soils on the robustness of plant communities against a change in future rainfall amount is rather marginal. By allocating an economic value for restoring a particular thickness of soil layer, these results can be used to evaluate the costs of ecosystem re-establishment with regard to two target measures - the survival probability of the plant community and their robustness against climate change.CITATION:Arnold, S, 2012. BHP Billiton Iron Ore initiated a program in January 1995 at the Mt Whaleback operation in Newman, Western Australia to develop a closure plan for the overburden storage areas (OSA), which have the potential to generate acid rock drainage. The primary research program includes the development of technology for the long-term performance of OSAs with respect to slope stability, surface run-off, erosion, water infiltration and vegetation. The objective is to control acid rock drainage by preventing moisture movement into and through the OSA material. Infiltration to the underlying OSA material and closure costs are minimised due to the presence of the run-of-mine (ROM) cover material. A summary of the field data is presented to illustrate low percolation rates to the underlying OSA and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable ROM material has good potential as a final cover system at the Mt Whaleback site. The performance of the cover system on a sloped surface was significantly different as compared to placing the cover system on a horizontal surface.

BHP BillitonÆs Cannington operation began production in 1997 and is presently the largest tonnage and lowest cost single mine producer of both lead and silver in the world. The original design capacity was 1.5 Mtpa and this has progressively increased via a series of debottlenecking projects in both the mining and milling operations. In 2003, 2.39 Mt of ore was mined, whilst 2.31 Mt of ore was milled. In February 2003 Cannington received approval to expand the project to a sustainable capacity of 2.4 Mtpa. This resulted in underground development into the northern zone, upgrades to the concentrator, increased accommodation at site and power station capacity. The Cannington project development team implemented a partnership approach to the project. Fraser Osborn Engineering and Outokumpu Technology worked closely together with the Cannington team to meet all of the project constraints.

The Bulli and Wongawilli Seams, the two principal sources of coking coal for the Port KKembla steelworks of Australian Iron and Steel Pty. Ltd., vary in rank and in type over the Southern and -South Western Coalfields. The Bulli Seam, ranging widely in type, produces coke varying from weak to strong. The Wongawilli Seam, more consistent in type, produces coke of more consistent strength, but considerably less strong than that from the best Bulli Seam coal. Plans of seam variation show the regional trends in rank and type for each sear. The strongest coke is derived from coal containing between 45 and 55 per cent vitrinite, m.m.f. This is obtainable from the Bulli Sean in a zone embracing Bulli and Appin Colleries.

Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing æMine to MillÆ or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change û both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT-AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices û so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or æbuy inÆ. Ensuring this buy in continues is the challenge facing every company involved in PIO work û but the benefits are well worth it. This paper will review MMPT-APÆs experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-APÆs involvement with a number of companies will be discussed as examples of what works and what does not.

The seismic velocities of intact rock are dependent on the applied stress. Unfortunately, the low susceptibility of seismic velocity to stress changes mean that changes in seismic velocity have to be measured extremely accurately to infer stress changes from them. Previously, it was thought that measurements of this accuracy could only be made with active sources or repeating earthquakes. In this paper, we show that the noise generated by mining activity can be used to construct virtual seismic signals with which we can measure changes in seismic velocity accurately enough to see the short- and long-term effects of a production blast on the surrounding medium. The time-dependent velocity variations achieved with this method show that the blast caused weakening of the rock mass for the rock within a radius of 200 m of the blast. The weakening is healed by confining stresses over a period of five days, after which permanent changes in the seismic velocity can be seen. The size and spatial distribution of the seismic velocity changes were compared to modelled changes in static volumetric stress, which supported the notion that seismic velocity changes can be used to measure the redistribution of stress after a blast. The results of this study indicate that this method can be a powerful tool to evaluate the evolution of stress in a mine at a relatively low cost as the data that it uses would normally be discarded.CITATION:Olivier, G, Lynch, R A and Brenguier, F, 2016. QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

In a minerals processing context, sustainability is about using natural resources more efficiently to achieve maximum economic benefits with minimal environmental impacts. It embodies five overarching themes, which the paper will illustrate with practical examples from Australian minerals processing plants. These are:resource utilisation and materials efficiency,process waste reduction and enhancement of co-product values,reduction of water use and impacts,reduction of energy requirements and greenhouse gas emissions, andenhanced control of minor elements and toxic materials. Sustainability could be embedded profitably in minerals plant design in three dimensions: 1.technology,2.design, and3.operations. This presentation discusses a set of principles that could be applied to minerals processing technologies and provides an outline of sustainability assessment and opportunities evaluation tools. The application of the tools is illustrated through a case study by analysing a suite of nickel processing technology routes. The analysis reveals that current generation of nickel processing technologies do possess real potential to emerge as sustainability champions in integrated processing of nickel ores and concentrates, if they are designed, engineered, and operated for sustainability and adapted effectively to site specific constraints and opportunities. The paper will address data gaps and uncertainties regarding the impact of scaling up of pilot-plant performance, and provides strategies to overcome them.

Extensive infrastructure construction works were required for the development of the underground and open-cut coal mine at Ulan to a production capacity of 5 million tonnes of steaming coal per annum. The Ulan Mine development project was constructed in a two year period at a cost of $240 million. The infrastructure component included the construction of the mine site building works, civil works and 150km of railway, valued at $105 million. These works were successfully completed under a construction management agreement within two years. The separate elements of the project are described in detail in the paper.

The mining industry has come through a period of major change in community expectations regarding safety and environmental impact and these changes can be expected to continue in the future. These changes are ultimately reflected in Government regulations and industry safety standards and form the basis of the ælicense to operateÆ. Equally, advances in technology have made possible new equipment and processes either available now, or close to completion, that will allow mines to meet these more stringent expectations if properly introduced. Changes in technology provide opportunities for mine management to introduce new systems that will remove people from hazardous areas and lead to improvements in the ætriple bottom lineÆ. In a longer time frame of five to ten years, novel and advanced technologies that are currently being developed will deliver new mining methods and conversion of presently uneconomic resources to ore. This is consistent with the time frame required to develop a new mine from discovery. Strategic decisions can be taken now by mine designers to enable the introduction of these major technology changes. Examples of both practical and strategic opportunities are drawn from the integration of rock cutting/blasting, automation, electronic communications and new mining methods. This paper discusses emerging industry trends, changes to legislative framework and some practical choices for existing and imminent technology.

In a time of changing rainfall patterns and in the light of recent tailings dam failures, there is closer environmental scrutiny for proposed tailings dam construction or expansion. Therefore the elimination of the traditional tailings dam could provide both environmental and cost benefits to an operation. One method to dewater tails is using pressure filtration to achieve lower moistures than what is currently available using other dewatering technologies. Further benefits include a higher rate of filtrate recovery, reuse of waste material and the potential for dry stacking of the filtered tailings cake, thereby minimising both risk and cost. This paper chronicles the replacement of two existing belt filter presses with a single McLanahan recessed plate filter press to dewater a tailings stream at a Bacchus Marsh site. It covers the slurry testing, equipment selection, installation, commissioning and operation of the filter press to achieve the following objectives:• removing the current tailings dam and slimes cells from the existing process to minimise failure risk and reduce the cost of a dam upgrade, as well as operational and maintenance costs• free up the surface area which was previously occupied by tailings dams and slimes cells• recover additional water to be returned to the process• reduce flocculent usage• reduce truck movements and handling.The project’s owner also expects to reduce carbon emissions by over 3000 t over the lifetime of operation as well as substantially reducing operating expenditure. By recognising the carbon reduction benefits, the project owner was able to successfully achieve partial funding through the Voluntary Waste Industry Protocol.An unanticipated, but as yet unquantifiable, bonus for the project was to seek an offtake agreement for the tailings thereby allowing the tailings to be considered a valuable source of beneficiated clay suitable for the construction industry.CITATION:Godwin, P and Williams, R, 2017. A Kellogg type computer model of the slag fuming process is applied in reverse to derive some thermodynamic properties of components in lead blast furnace slag. At 1200¦C, the average activity coefficients calculated were 3.40 (S.D. 0.50) for ZnO referred to the pure solid; 0.657 (S.D. 0.022) for PbO referred to the pure liquid; for the ratios y 3.175 y (referred to the Feo.9450, Fe304 pure solids) 4.19 (S.D. 1.15), and for yCaS/ 1CaO (referred to the pure solids) 5.10 (S.D. 2.96). Statistical relationships were derived for these activity coefficients and ratios as functions of the composition of slag, which contained in molar percentages 1.9 - 12.6% ZnO, 19.8 - 24.9% Fe0.9450, 0.9 - 1.6% Fe304, 0.002 - 1.9% PbO, 16.1 - 18.6% CaO, 25.9 - 31.0% SiO2, 4.8 - 5.5% MnO, 9.2 - 10.3% A101.5, 1.2 - 1.4% CaS, and 5.1 - 9.6% "Mgo" (the balance).

The silver-lead ores of Yerranderie occur in a series of narrow, flat-dipping lodes in small bodies of quartz porphyry, intrusive into Upper Devonian volcanics, which are exposed in the western flank of the Permo-Triassic Basin of central New South Wales, about 80 miles south-west of Sydney (Harper, 1930; Lawrence, 1953). The lodes strike about E.-W. and are from 1,200ft. to 2,000ft. long. They consist of a series of ore shoots from 3ft. to 100ft. long, and up to 5ft. thick, though commonly under 2ft. thick, interspaced with low grade sections. They dip at from 18°S. to 400 S., and have persisted down the dip for 1,450ft. (693ft. vertical depth) in the Wollondilly mine, for 1,120ft. in the Bartlett's mine, and for 850ft. in the Wonga mine.The grade of ore in the Bartlett's mine was from 32% to 40% lead, from 100 oz. to 130 oz. silver per ton, 0.5 to 4.0% arsenic, with ore ,as rich as 20% arsenic on the No. 6 and No. 7 levels of the Silver Peak mine, the underlay extension of the Bartlett's lode, about 1% copper, and up to 4 dwt. gold per ton. In the Wollondilly mine the average grade was 15% lead, with sections as rich" as 36% lead, from 75 to 165 oz. silver per ton, 0.6 to 3.3% arsenic, 0.2 to 0.7% antimony, 0.8% copper, and up to 7...5. Cl~t. gold per ton. The zinc content of the ores is slight, and has not been recorded.Mining began about 1898, and to date more than 110,000 tons of ore, valued at £1,800,000, has been raised. Large scale mining ceased about 1935. The chief mines operating were the Bartlett's mine (formerly Colon Peak), the Silver Peaks, which is the underlay extension of the Bartlett's, the Wollondilly (or Yerranderie) mine, and the Wonga' (or Tonalli) mine.

Gold was mined from quartz bodies at Ballarat East from the 1850s until closure of the last mine in 1917. The average depth of mines was about 350 m.Ballarat Goldfields Limited (BGL) carried out diamond drilling from surface between 1985 and 1987 which proved the continuation of gold-quartz mineralisation beneath the old mines.During 1989 an underground development program was commenced to access the mineralisation for detailed exploration. The program included two simultaneous shaft developments. These were known as B2 shaft and Llanberris No.1 shaft.

Mine to Mill (MTM) optimisation, a total systems approach to the reduction of energy and cost in mining and mineral processing operations, is well-established technology. However, successful applications of MTM optimisation have been largely confined to gold, copper and lead/zinc semi autogenous grinding (SAG) operations, where the goals of tweaking the blast design to increase fines and hence throughput through the mill have been relatively easy to meet. The application of MTM optimisation in a more demanding environment, like that of a multi-stage crushing and screening aggregate operation, was conceived as part of a Department of Energy (DOE) initiative in 2004, aiming to reduce the energy consumption in the US aggregates industry. Two quarries operated by the Luck Stone Corporation of Richmond, Virginia, were selected for the demonstration sites. Dealing with ore variability and a requirement to maintain a fixed feed size distribution to the tertiary plant, whilst still aiming to increase yields of saleable products, presented some unique challenges. Despite these variables, the implementation of the MTM approach at Luck StoneÆs aggregate plant in Pittsboro, North Carolina, has led to a tangible improvement in productivity, particularly in the primary and secondary plants. The successful outcome was dependent upon several key factors, including reliable blasting and processing models, careful analysis of the rock conditions and plant configuration, understanding and buy-in from the Luck Stone operations staff, excellent collaboration with Virginia Tech staff and students, and long-term monitoring made possible through comprehensive PLC logging. This paper presents a review of the work conducted at the Pittsboro quarry and highlights the key reasons behind the successful implementation of the MTM approach in a complex plant environment.

Australia's first offshsore well was spudded in on 27th December 1964 and resulted in the discovery of the Barracouta gas field. Further exploratory drilling led to the discovery of the Marlin gas field in December 1965, the Kingfish oil field in April 1967 and the Hblibut oil field in June. 1967. In September 1968, a small oil reservoir was found in a sand below the main Barracouta'gas reservoir. The Snapper gas field was discovered in May, 1968 Information on exploration activities associated with the discovery of oil and gas in the Bass Strait area may be found in the paper, "Exploration in the Gippsland, Bass and Otway Basins, Australia" by B. M. Hopkins. _ Development of the commercial fields is being undertaken on an equal participation basis by Hematite Petroleum Pty. Ltd. and Esso Exploration and Production Australia Inc. Esso Standard Oil (Australia) Ltd. is responsible for the design, construction and operation of the production facilities.

Coal washery wastes comprise tailings, finer than 0.5 to 0.1 mm depending on the sophistication of the washery, and coarse reject, typically finer than 50 mm. Subaerial disposal of coal tailings slurry at about 30 per cent solids by mass results in the formation of a delta with an average slope of about 1 in 100, representing one extreme. The ravelling of coarse reject on loose-dumping, results in an angle of repose slope with an angle of about 37o (1 in 1.3), representing the other extreme. The pumped co-disposal of coal tailings and coarse reject results in the formation of an upper delta with an average slope of about to one in ten, between the two extremes. The depositional behaviour of these three waste streams is discussed and compared in this paper. The important depositional and material parameters, and a theoretical description of the processes involved, are also presented. Comparisons are made between the depositional behaviour of the various coal washery waste streams, and natural depositional systems, such as rivers, alluvial fans, and scree slopes.

Due to increased production of steel in India, the thrust is now on iron ore producers not only to enhance productivity from existing mines, but to look also into alternative resources, like lean grade iron ores such as banded haematite quartz (BHQ)/banded haematite jasper (BHJ), which are available in abundance but not yet utilised for want of suitable process technology. In this context, BHJ ore from the Bellary-Hospet sector was collected and subjected to detailed physical, chemical and mineralogical characterisation and beneficiation studies. The as-received sample was found to occur physically as alternating layers of haematite and jasper. The chemical analysis of the sample was 41.20 per cent Fe, 39.10 per cent SiO2 and 0.86 per cent Al2O3. Based on the mineralogical observation, haematite was found to be the lone ore mineral and jasper was the major gangue mineral. The microscopic observations revealed that the ore minerals liberate at a top size of 0.150 mm. Guided by the characterisation results, indicative tests were conducted using gravity and magnetic separation equipment, namely, Floatex«, gravity slime table and wet high intensity magnetic separator (WHIMS). The results indicate that it is possible to upgrade the sample by both gravity and magnetic separation techniques. However, the WHIMS results indicate that jasper grains report to the concentrate at higher gauss intensities. Therefore, based on the encouraging gravity separation results and the availability of new design spirals for treating fine particles, the applicability of gravity spirals for beneficiating BHJ in the liberation size range of -0.150 mm was studied. The sample was ground to a top size of 0.150 mm and was subjected to preconcentration using wash waterless spirals. Tests were conducted at different feed rates, pulp densities and splitter positions. The results indicate that it is possible to upgrade the sample from a feed grade of 41.20 per cent Fe to a preconcentrate ranging from 46 per cent to 62 per cent Fe with a yield ranging from 19 per cent to 55 per cent. The obtained preconcentrate was then subjected to a cleaning stage by using a combination of wash water and wash waterless spirals. The test results indicate that it is possible to obtain a final concentrate assaying 65.75 per cent Fe and 4.75 per cent SiO2 with a yield of 25.9 per cent and an iron recovery of 41.31 per cent. It was concluded that further test work is necessary to increase the recovery and improve the product specification.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.
