Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. In recent years new instrumentation and digital technology have Wrote possible a new facet of goo-physics: broadband seismology. From digitally record-ing networks and arrays. broadband scistnograrns of body waves that are flat to displacement and veloc-ity in at least the frequency range from 0.01 to 5.0 liz can now be routinely obtained for most carthquakes of magnitude greater than about 5.5. In contrast to data from conventional narrowband seismographs, broad-band body waves have sufficient spectral information to nvest,igate the many frequency-dependent eflects that may arise from source finiteness and from wave prop-agat ion phenomenon. Besides the usual parameters of depth. moment and focal mechanism, broadband data have sufficient spectral information to provide estimates of radiated energy, associated stresses and the frequency dependence of source parameters. Moreover. teleseis-mically recorded broadband data and near-field strong motion accelerograms overlap in the frequency band be-tween about 0.1-2.0 Hz. Thus. v it h broadband data it is possible to connect far field and near field data in order to make estimates of acceleration for almost any seismically active region of the circum-Pacific.

The rapid socio-economic growth of Hanoi City coincides with a corresponding growth of the transport demand. Today, the transport in Hanoi is completely dependent on private modes of transport. Because of the lack of an efficient public transport system and the expected rapid increase in traffic volumes, the movement of people and goods in the urban areas of Hanoi will cause congestion in the present city transport network. The solution of the construction of new roads, or the widening of the existing streets, is very expensive in urban areas and usually causes many social problems due to the resettlement of people. From the point of view of the number of inhabitants, Hanoi City is now over one million. Above this number the international experience shows that the public transportation must be a mass transport system with large capacity, commercial speed and also independent as much as possible from the street network. According to the Hanoi Master Plan for 2020, the Hanoi urban population will be over 3.5 million persons. Also, in the next 15 years, the distances between centre-destination points will be doubled by comparison to 1995.

Across the globe, it is a common scenario that tailings storage facilities (TSFs) are being decommissioned; however, their subsequent impact on the local environment and landscape can often be overlooked during the mine planning process. In addition, the requirement of a cover system for a facilities closure may not be a priority until the latter stages of the mine/mill operation when potential cover materials may have been utilised elsewhere or, worse, buried. Developing a conceptual design and closure plan for a TSF early in a mining venture is fundamental to its success once operations have ceased. If a cover system is a planned component for rehabilitation of a TSF, it is vital that its design is appropriate to the facility and any local site constraints, such as climate and cover system material availability. It is also strongly recommended that various cover system options are physically trialled at the site by using performance-monitoring instrumentation. Through this process, an informed decision can be made regarding the most appropriate cover system design to meet any regulatory and stakeholder closure objectives and criteria specific to the site in question; however, in order for the cover system’s performance to be determined through on-site trials, it is essential that an appropriate instrumentation design is utilised. Often, little attention is paid to the data that is being obtained, and its importance may only become apparent after several years of monitoring at an expense to the venture. This should not be the case. RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

"Automation offers the mining industry great potential for improvements in productivity and safety. However, the experience of introducing automation in other industries has been that the full potential of new technology is not always realised. Designers are surprised, for example, to find that automation does not eliminate human errors. Unwanted and unexpected consequences also arise if the introduction of automation fails to consider how people will adapt to the new technology. A focus on the technical aspects of automation is necessary but not sufficient for success. The potential for improvements in productivity and safety promised by automation will only be achieved if the joint cognitive system that emerges from the combination of humans and automation is designed to perform the functions required for system success. Air blasts or wind blasts as they are termed in underground coal mining, occur in a number of types of underground mining where a void develops and the overlying or adjacent rock fails rapidly to allow the development of a high pressure air pulse. The effects of air blast vary widely from very low consequence to high consequence events causing multiple fatalities as occurred at North Parkes mine. The aim of this paper is to examine the phenomena of air blasts and the underlying parameters which determine the severity of the air blast event. A basic model under development is then detailed. The aim of the model is to determine the magnitude of the pressure pulse(s) developed during an air blast event. This, combined with a transient ventilation network analysis model will enable the airflows and associated pressure drops to be determined and allow the pressure pulse around the mine to be evaluated. The overall aim is to allow mining engineers and mine ventilation engineers to undertake a risk assessment of air blasts at individual mine sites, allowing working parameters to be changed to eliminate or reduce air blasts, or engineering controls to be developed to reduce the effects of air blasts.CITATION:Tuck, M A, 2013. The unmanned driving technology in open pit coalmines is an important technology that relies on innovation to drive the development of the open pit coal mining industry in China’s transformation of growth drivers and industrial structure upgrading. It is an important path to solve the shortage of mine truck drivers in the future mining, an important way to improve the working environment of open pit mining personnel, and an important foundation for achieving flexible production capacity in open pit mining to cooperate with the coordinated development of new energy. The communication rules at intersections are key to ensuring the safety and efficiency of unmanned driving in open pit coalmines. This paper proposes a collaborative traffic strategy between unmanned trucks for the single bucket unmanned truck intermittent process system in open pit coalmines. Based on the gap theory, this paper analyses the conflict characteristics and establishes a coordinated traffic strategy for the common intersection and merging conflicts of unmanned truck trucks in open pit coalmines, A multi-agent system simulation platform was built to evaluate the coordinated traffic efficiency under different initial average gap sizes of vehicles, with intersection traffic density, vehicle speed, and gap changes as key indicators. The results show that under the simulation conditions of this article, when the initial average gap of vehicles reaches three (four) times or more of the safe distance, the coordinated traffic performance of intersection conflicts (merging conflicts) is better, and the traffic capacity of intersections is close to the traffic capacity without conflicts.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. The optimum mining of an orebody in an underground mining operation is fundamental to the mine’s ability to operate both sustainably and efficiently. The effective mining of an open stope or a cave is largely reliant on the recovery of the initial void created by conventional drilling and blasting. These initial voids are known by various names such as a Longhole Rise, Slot or Winze and can be mined either as a downhole or as an uphole. Regardless of the underground mining method, the process of the design and implementation of this initial void is largely uniform across many operations with various patterns of slot or winze designs used across these different operations. Diligent design, implementation and review strategies in drilling and blasting of these will facilitate cost-effective mining with minimal disruption to mine schedules and production targets. When an operation struggles in opening the initial void in underground mine blasting, it has a negative impact on productivity, mineral recovery, and the overall economics of mining. Near field blast vibration monitoring is a vital tool to use in analysing slot blasts and will provide additional feedback into the reconciliation part of the drill and blast process. It is one that is often overlooked in the mining industry in many operations due to many factors such as lack of skilled personnel, or a lack of required resources. The data obtained from near field blast vibration monitoring can be used to provide additional feedback into blast reviews and help in any drill and blast optimisation projects. This paper highlights key aspects of underground drill and blast reviews and the use of near field blast vibration monitoring for post blast analysis and shares learnings from various projects that the authors have been involved in within Australia and abroad.

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

Goonyella-Riverside mine is an open cut coal mine in Central Queensland. One component of the mining operations at this site is an uncompacted spoil dump some 50 m above the natural ground surface and over 300 ha in extent formed as a result of bucket wheel excavator operations. The grinding circuit at PT Newmont Nusa Tenggara (PTNNT) – Batu Hijau mine consists of two SABC (semi-autogenous milling, ball milling, pebble crushing) trains, including four 20'?×?33'6? ball mills that have been lined with steel liners since the commissioning of the plant in 1999. During 2011 and 2012 an industrial trial was conducted to evaluate Poly-Met liners (a combination of rubber and steel liners). These new liners were installed in two of the ball mills (ball mills 1 and 2) and operated in parallel with ball mills 3 and 4 with steel liners.The objective of the trial was to compare the plant performance with the Poly-Met and steel ball?mill liners with regards to wear life, mill throughput, grind size and total unit costs. The trial was conducted over the entire life of the liners. The evaluation methodology implemented consisted of frequent spot sampling around the ball mill circuits, complete surveys/audits in both ball mills, and detailed analysis of process data. "The Olympic Dam geometallurgy program has generated a large quantity of data that has been used to create a geometallurgically enabled block model. An ongoing challenge is to convert data into usable information and embed geometallurgical practices into resource model development and mine planning to assist with the identification of opportunities to maximise value.This paper will discuss the methods used to disseminate geometallurgical information throughout the planning life cycle including data extraction methods from the geometallurgy acQuire database, and the inclusion of a geometallurgy module in the Olympic Dam Stope Reserves database. The use of geometallurgical information in short-, medium- and long-term mine design and scheduling, including its use in grade descriptor development and stope value assessment tools will also be presented. Fragmentation in sublevel caving (SLC) is vitally important. Both gravity flow and any downstream processes are affected. Reasonably coarse fragmentation may lead to larger draw bodies (isolated extraction zones) and hence potentially higher primary ore recovery and depressed/delayed waste rock inflow from above. Fewer flow disturbances are expected by mitigating oversize. In addition, it requires less boulder handling and reduces wear and possible hang-up problems in orepasses. To assess the present-day functionality of large-scale SLC, a multiyear, comprehensive measurement program was initiated. It covers the main elements for SLC, namely blast function, fragmentation and gravity flow. The present paper focuses on fragmentation measurements. An image acquisition system was used to document the drawpoint and the load-haul-dump (LHD) bucket for each mucking cycle. At the beginning, four buckets (about 70 t total) were sieved to validate the results of both 2D and 3D image analysis techniques. The fundamental and specific problems are discussed herein. At the moment, fragmentation of the SLC rings is evaluated using a quick rating system and a 2D fragment delineation software. The results enable a description of fragmentation and its variation during mucking but also – combined with the gravity flow measurements – conclusions on the fragmentation for different parts of the SLC ring. Possible influences on flow disturbances and ore recovery/dilution are investigated. An Australian Working Group has been compiling a guide for operators to use in order to improve the efficacy of their routine and non-routine sampling tasks within their coal preparation process. The guide focuses on unit operations within the process, and not conveyor belts or transfer stations that are adequately covered by the existing Standard ISO 13909.Representative sampling of unit operations is generally an after-thought following plant construction, whether that be a result of oversight, or more commonly, capital cost minimisation during initial construction. Minimising capital cost by avoiding adequate sampling systems is generally a poor decision, since the result is a process that cannot be adequately measured, meaning that it cannot be adequately managed and optimised.The use of the term ‘guide’ rather than ‘standard’ is intentional. Practical means of sampling unit operations within existing plants generally relies on a compromise between sample representativity (minimisation of bias) and sampling feasibility. The guide does not endorse poor sampling practice, but instead offers practical guidance to overcome, to the extent reasonably possible, real-life limitations.When it comes to sampling any particular process, it is almost always necessary to make a professional judgement as to whether or not the proposed samples are likely to be sufficiently representative such that the sampling will be worthwhile. Such judgement needs to be exercised by personnel who understand the principles of sampling, as they apply to the stream being sampled. There are many circumstances where available methods for sampling of a particular stream will be meaningless, and in such circumstances analytical data from that sampling will only serve to propagate poor decision-making.This paper outlines the approach for the guide, the areas it covers and the approaches adopted for different types of unit operations and associated equipment configurations.CITATION:Atkinson, B W and Docherty, J, 2017.
