BechtelÆs Mining and Metals projects across the globe are executed in remote arid and semi-arid countries where providing even basic water supplies impose considerable challenges. Opportunities for water conservation measures using a Six Sigma initiative were proactively pursued to address the potential business impacts of limited availability of water resources. The initiative investigated areas driving water-optimisation during concrete operations and camp management. This paper details the water conservation evaluation of alternatives and cost/benefit analysis based on current and predicted water usage for development projects. Optimisation of water consumption through institutionalising more prescriptive standards for camp design and defining water conservation requirements have resulted in a new standard specification. Based on our projected mining project workload across the globe, it is estimated that for the period 2012 - 2015, a potential 5.5 M m3 water savings resulting in US$11 M could be realised for construction camps and savings of 4 M m3 of peripheral concrete process water resulting in potential cost savings of US$8 M could be achieved as a result of these revised standards.CITATION:Haase, T, Hannah, B, Ganapathi, G, Martin, L, Madore, C, Labarca, F and Uriarte, M, 2013. For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Batch flotation tests were conducted on a haematite-bearing Sishen iron ore slimes sample from South Africa using reverse cationic flotation. The effect of grinding on flotation performance, the flotation response of various key impurities in the sample, and the feasibility of increasing metal recovery by refloating tailings in a scavenger flotation step were investigated. The test results indicate that reverse cationic flotation is effective in rejecting impurities from the iron ore sample tested. From a head grade assaying 6.4 per cent SiO2, 2.14 per cent Al2O3, 0.402 per cent K2O, 0.082 per cent P and 0.194 per cent TiO2, the levels of impurities were reduced to 1.83 per cent SiO2, 0.88 per cent Al2O3, 0.095 per cent K2O, 0.066 per cent P and 0.174 per cent TiO2 in the final concentrate at a Fe recovery of 74 per cent. The flotation response of SiO2, Al2O3 and K2O were found to be better than that of P and TiO2. The testwork demonstrated that grinding to 80 per cent passing about 49 microns is essential for upgrading the Sishen iron ore to produce >67 per cent Fe concentrate grade. This grind size corresponds to about 80 per cent liberation of haematite from the gangue minerals. Fe recoveries up to 76 per cent were obtained by refloating the rougher tailings in a scavenger stage, with little effect on the final concentrate grade. Size-by-size Fe recovery data obtained indicated that particles below ten microns were mostly lost in the desliming stage conducted prior to flotation whilst some reported to the froth by entrainment. Some of the coarser haematite-gangue composite particles reported to the froth product by genuine flotation.

Questionnaires were sent to 12 underground metalliferous mines in Queensland to enquire how these mines control diesel emissions from mobile diesel engines used underground. Where responses or controls were absent, discussion has been provided. A significant finding concerns secondary ventilation design rates. Some mines were designing ventilation rates to meet the superseded Mines Regulation Act of 1989 which required 0.04 m3/s/kW. The current Queensland Mining and Quarrying Safety and Health Regulation (2001) is risk based. In line with other jurisdictions, including New South Wales (NSW) and most Provinces in Canada, a minimum ventilation rate of 0.06 m3/s/kW is acceptable. However, this design ventilation rate will vary in practice depending on the diesel engines and controls. Dedicated ventilation engineers and technicians should be appointed to evaluate the effectiveness of the ventilation system. Personal exposure monitoring is required to confirm that exposure standards are not being exceeded. The primary control practice should be to reduce the emission at source. This can be ensured by purchasing low emission (Tier 2, Tier 3) equipment. In addition, the use of ultra low sulfur fuel (et al, 2002). Diesel fuel with a low aromatic content such as Eromanga diesel fuel will also mean employees are exposed to lower levels of poly-cyclic aromatic hydrocarbons. These controls should be carried out in parallel with good maintenance practices. Preventative maintenance should be programmed and emissions be routinely tested, including both gaseous and particulate pollutants and compared against defined criteria. According to McGinn, 2002, there are a number of fundamental tools necessary to carry out preventative maintenance. These are outlined in maintenance guidelines and best practices for diesel engines in underground mining produced for the Diesel Emissions Evaluation Program (DEEP). An effective diesel emission management system needs to be fully integrated within the Safety and Health Management System. These requirements are further discussed in this paper.

Column flotation cells have been installed in numerous base metal operations around the world. The majority of these cells utilise conventional air-only spargers to introduce air into the bottom of the column. The recent development of instruments to measure the bubble characteristics in these columns has provided a renewed understanding of column behaviour. These new tools provided insight into why the columns at Red Dog Mine had never performed up to expectations. After efforts to optimise the spargers failed to substantially change the bubble size and air efficiency, alternate sparger systems were investigated. The Metso Minerals CISA Microcel sparger system appeared promising and was selected for a full-scale plant trial. The Microcel sparger system was originally developed for the coal industry at the Virginia Centre for Coal and Minerals Processing. In October 2003, a Microcel was retrofitted into one of two 3.66 m diameter flotation columns in the zinc retreat circuit at Red Dog Mine. The operation of the two different sparger systems in parallel allowed a detailed comparison. This paper discusses the performance of the Microcel based on the data collected during several detailed surveys. Bubble size measurements carried out in the pulp zone using the McGill University bubble viewer showed a significant difference in bubble size. The mean Sauter diameter of the bubbles decreased from 3.4 mm for the jetting-type sparger to 1.9 mm for the Microcel sparger. The overall recovery and the recovery by size fraction for both valuable and gangue minerals were compared. Paired t-tests demonstrated that the Microcel column produced a higher concentrate grade (0.6 per cent zinc absolute) and a higher unit recovery (2.8 per cent zinc absolute) than the existing Canadian Process Technologies Inc (CPT) SlamJet column. These improvements provided a payback period of 1.5 months for the $109 000 investment.

Northparkes Mines is a joint venture between Rio Tinto and the Sumitomo group and is operated by Rio Tinto to produce copper concentrate from ore sourced from open cut and underground. Underground ore is mined with an owner operator workforce using the block cave method from the E26 deposit, with the first lift of the cave now completed. Development of the Lift 2 block cave commenced in March 2001 using a contract workforce. The Lift 2 Project required the mining of 14 700 m of decline and lateral development to establish a new mining horizon at the 9450 level and to develop two new conveyor declines. Also included in the scope was the excavation of a Crusher chamber to house the jaw-gyratory crusher. This paper describes the excavation of the hydroset chamber and orepass that sit immediately underneath the Lift 2 Crusher chamber. It includes risk assessment, planning, development of method statements and standard operating procedures, through to the excavation of the orepass and the installation of ground support in seismically active ground. There was a major ground failure in the backs of the conveyor feeder chamber during its excavation, which affected the excavation of the orepass due to its proximity to the breakthrough site.

Today's competitive international commodity markets demand superior efficiency which requires systematic involvement of people in continual improvement of production and commercial processes. True Total Quality of Management (True TQM) principles provide an operating philosophy for maximising productivity and minimising unit costs of output. The presentation will show the practical and successful use of these principles. This paper will introduce the case study and provide background material on True TQM.

The Iron Ore Company (IOC) of Canada Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1 m × 1 m × 1 m) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures.One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion into the blastholes provided more resistance to the forces created by dynamic water and reduced the infi ltration of the emulsion into the cracks and fissures of the rock mass. Blast results showed reduced amounts of oversize and more consistent fragmentation throughout the muck piles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realised.To determine the effectiveness of the oversize reduction project, IOC used shovel based camera technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with global positioning system (GPS) locations. A large population of digital images was analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The Meekatharra mining district lies in the northern pan of the Murchison Province of the Archaean Ynlgam block of Western Australia. Since dis- covery of the Paddy's Flat belt in the district in 1897 total gold production has been 67 tonnes and a further 33 tonnes in resources have been defined by drilling. The Paddy's Flat gold deposits occur within the Gabanintha Formation, a basal formation of the Murchison greenstone sequence containing komatiitic basalts, ultramafics and minor banded iron formations. The regional control on the distribution of deposits is an anastomosing shear belt which extends over 350 km and incorporates the Mt Magnet, Reedys and Meekatharra deposits. The following gold deposit styles may be recognized based on lithological association and alteration: Albite porphyry hosted, Carbonate-fuchsite- quartz alteration hosted deposits, Banded Iron Formation hosted sulphide replacement gold deposits and quartz vein deposits. With the exception of the banded iron formation hosted deposits, the Paddy's Flat alteration zone shows strong similarities to the alteration styles at Kerr-Addison (Ontario).

"Establishing ventilation in the early stages of a new mine is an essential step to achieve scheduled outcomes that ultimately drive the financial success of an operation. If the primary ventilation is not in place in time to support a contractorÆs work output, then the ore delivery is likely to be severely impacted. Options to increase ventilation in order to address shortfalls are limited. This in turn can lead to reduced revenue generation at a time when a mine is at its highest capital outlay. This can have implications for any company, but even more for an explorer moving to producer. The ventilation put in place to cover the start-up period is also unlikely to cover any extended or increased load required to meet schedule delays.The following paper examines two issues in relation to ventilation with a focus on small to medium projects where the company is establishing a mine using a mining contractor. The issues being: potential impacts on the contract and tender process when using a mining contractor key mine design considerations, such as æcrunch timeÆ, as they interact with ventilation achieving a successful ramp up.A recommendation is made for higher levels of detail around secondary ventilation leading up to the primary fan installation. The information should be included as part of the tendering process and preliminary project execution planning. Understanding the æcrunch timeÆ concept can lead to strategies, as well as back up plans, to minimise any negative impact.By understanding key risks around primary ventilation establishment for a new mine, detailed design work can be completed where it is needed most. Value is added by reducing uncertainty and a payback with better contract terms and a more robust ramp up plan. Although generation of environmentally harmful hydrogen sulfide is considered to be related to sour gas fields, sweet gas reservoirs and waste fluids, travertine springs and geothermal fields may also produce acid gas (H2S and CO2) under certain conditions. The potential parameters influencing such a possibility need to be fully investigated to evaluate the extent of the consequences and predict hydrogen sulfide generation accordingly. Reports on hydrogen sulfide production at different regions and fields were gathered worldwide for the cases when some of them did not have such a problem previously. In order to inspect different aspects of these case studies, some other regions with no hydrogen sulfide content were selected as control. In all cases water samples were taken carefully for chemical analysis in the laboratory. Besides, mineral compositions were characterised in some cases for better evaluation. In order to give a thorough prospect of hydrogen sulfide production, a geochemical model was prepared. In situ engineering geological conditions, especially pressure and temperature, were assigned in the model to investigate the possibility of H2S generation using PHREEQC software. The results of modelling revealed that although many similarities existed between mineral compositions of the cases, certain formations were particularly prone to hydrogen sulfide generation. For better evaluation, important exchangeable cation ratios such as potassium/sodium, calcium/magnesium and ion proportions like sulfate and chloride were calculated as trends of the formations. As expected, the model could successfully monitor a higher ratio of SO42- and Cl- in potential H2S generator formations. Wide variation in percentage of HCO3- was considered as a secondary observatory parameter for better estimation. In addition, it was noticed that higher anion content created an environment ready to absorb any cations and this makes H2S generation easier. Finally, using correlations between predictors and estimators for low depth and deep samples defined the degree of effectiveness for every sample.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. The Project Hobson tunnel excavation was the first use in New Zealand of an earth pressure balance (EPB) tunnel boring machine (TBM). The tunnelling on the project was very successful and break-through was achieved three weeks ahead of program, demonstrating that tunnelling can be undertaken in Auckland with a high degree of cost certainty.Project Hobson involved the replacement of an existing 90 year old above ground sewer that crosses Hobson Bay in Auckland, New Zealand, and which had reached the end of its economic life, with a 3 km long, 3.7 m internal diameter segmentally lined bored tunnel. The NZD$ 118 M project has provided several environmental benefi ts to the Owner, Watercare Services Ltd and the local community:· provide capacity to meet projected growth in the region,· virtually eliminate wastewater overflows into Hobson Bay and the Waitemata Harbour, and· remove an obtrusive visual feature and open up the bay for recreational purposes.Auckland’s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20 km of the city centre.The paper describes the design and construction challenges for the projects, including TBM performance, ‘sticky spoil’ management, and risks associated with basalt lava flows and two paleovalleys. The paper also highlights the reasons for the success of the project, including a rigorous approach to risk management during design, and effective planning during construction. Other useful data such as the effect on the watertable caused by closed face tunnelling, and ‘faceloss’ estimates derived from settlement arrays are included in the paper.Project Hobson also saw the successful implementation of a Geotechnical Baseline Report – one of the first uses of this type of document in Australasia.

In 2011 the forecasted world demand for iron ore continues to grow, and during this time Australia is looked upon as a reliable supplier of high quality ore. The expansion of the current Australian mines is unlikely to meet the forecast demand. New mines are therefore being actively explored for and when discovered, are quickly being developed into mines in order to meet the world’s hunger for steel.The Solomon Project area is a large new iron ore discovery, located in the central Hamersley Ranges of the Pilbara province in Western Australia. The first Fortescue exploration drill holes commenced on the project in 2007 and to date three billion tonnes (Bt) of iron ore have been defi ned within the project area. Fortescue is fast-tracking the development of the ‘Solomon Stage 1’ project, with rail and mine construction commencing during 2011, and ore to be railed to Fortescue’s existing shipping operations at Port Hedland commencing in 2012. At a designed production rate of 60 Mt/a, the Solomon operation will be one of the biggest production centres of iron ore in the Pilbara.Deposit types include the three dominant mineralisation styles of the Pilbara province, being bedded iron deposits (BID), Channel iron deposits (CID) and detrital iron deposits (DID). All these mineralisation styles are present in large concentrations within the Solomon project area, and when mined will produce two product streams. These are a single product of CID, and a combined product from a blend of BID and DID material.This paper defines the geological characteristics of the Solomon iron deposits as recognised through the exploration and development of this vast resource over the three years since exploration commenced on the project.

Water recovery from tailings for reuse in mineral processing is essential to operation of mines in the Atacama Desert of Chile. With annual rainfall of 5 mm, the prudent and efficient use of available water resources is a major issue for the Escondida Mine and other mines in the area. The Escondida Mine is located at an altitude of 3100 m, in a very arid, seismically active part of the Atacama Desert of northern Chile. The site is located about 170 km from the coastal city of Antofagasta. From 1994 to 2002, tailings were discharged into the Hamburgo Tailings Facility, which comprises a series of æpaddiesÆ located near the open pit and mill. Because water in the region is only obtainable from groundwater sources, the paddy system incorporated a number of design features with the aim to maximise water recovery from the tailings. As part of the recent mill expansion to 237 500 metric tonnes per day, a new tailings facility, the Laguna Seca Tailings Facility, projected to be one of the largest tailings facilities in the world, was commissioned in 2002. Extensive studies were conducted for the design of the new facility to predict water recovery from the conventional wet disposal of tailings. The predictions were calibrated against the performance of the Hamburgo Tailings Facility and subsequently re-calibrated against actual performance during the first year of operation at the Laguna Seca Tailings Facility. Initial operation of the Laguna Seca Facility was marked by a coincidental change in tailings characteristics from design, which highlighted the need for thoroughly understanding tailings behaviour during deposition, and the parameters and deposition techniques that could enhance water recovery. Systems have been put in place to manage the tailings deposition and respond to changes in key parameters such that water recovery targets can be reliably achieved. This paper describes the background studies that were conducted to evaluate evaporation and tailings behaviour, summarises the water balance and then presents some observations from the commissioning and start-up of the facility.

With staff productivity and retention a crucial factor in the longevity of AustraliaÆs mining industry, some mining companies are increasing their focus on the health and well-being of their people, to minimise the risks of deteriorating health in an ageing workforce. Many of AustraliaÆs mining operations rely heavily on long distance commuter (LDC) rosters, which are argued to have a significant impact upon worker health, wellbeing and lifestyle choices. The potential impact of workforce health on mine safety performance, efficiency and operating practice is an interesting additional line of enquiry. Food choice, exercise and recreation initiatives offer living and working conditions that æempower healthy choicesÆ in the shift worker community, but do not guarantee improved worker wellbeing. This paper explores first-hand the experiences of one individual over two and a half years of employment at different mine sites, under different shift conditions and across different operating crews. The Caval Ridge Mine is an open cut coalmine and located within the Bowen Basin region in Central Queensland, and commenced mining and processing operations in 2014. A number of geotechnical challenges for managing dragline bench and lowwall stabilities have been encountered in both southern and northern pits over the years. Southern Pits contain steep seam dips of up to 15° (27 per cent) whilst the northern pits also have shears below pit floors. Geotechnical guidelines to manage the risk of dragline bench failure and lowwall instability have been developed and improved since these geotechnical challenges were identified. The dragline guidelines include dragline tub offset distances from the 60° Line (SDL) or buttressing thickness for different seam dips greater than or equal to 8°. The low wall stabilisation guideline established floor disruption widths and depths depending on seam dips and presence of floor shears to known depths of up to 3 m. As mining operations advance, lowwalls have remained stable until floor disruptions were fired, then returned to stable soon after the shot. The maximum distance of lowwall cracking with blasting has been as far back as the second spoil peak (the prestrip truck dumps construction limit). These failures need to be eliminated to allow the operational flexibility and haulage benefit of constructing the prestrip truck dumps behind the first spoil peak, while maintaining no risk to personnel or equipment. The floor shear depth was verified by collaborating with the exploration teams and taking advantage of the already planned 8-inch coal quality core holes, drilling them an extra 5–10 m past the coal seam floor and locating the shear presence. With this continuous improvement effort, no lowwall failures have occurred during floor disruption firing from the second strip after the new floor disruption depth guidance have been applied. This paper documents the processes for developing these geotechnical guidelines, operational implementation, and outcomes. Operational applications over the years confirmed that these guidelines have effectively managed the dragline bench and lowwall failure risks related with the steep seam dips and floor shears in this open cut coalmine.
