The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Although small scale mining is regarded by many as of historical value only, this kind of mining activity is still much more widespread than is usually assumed. It has been estimated that it produces as much as ten per cent of the global mineral output. More significantly this figure is often much higher for many of the developing countries of Africa, Asia and South America, signifying the relatively greater contribution of small scale mining to the economies of those countries. It is also noted that small scale mining has always been a feature of mineral production in New Zealand and Australia. An attempt is made to define small scale mining, and the factors determining the suitability of small scale mining operations are discussed. The state of the art in small scale mining is reviewed and the author endeavours to rationalise the important parameters which contribute to successful small scale mining operations and discusses how these parameters may be optimised. The benefits of small scale mining to the mining industry as a whole and to the community at large are outlined. The paper concludes by emphasising the necessity to maintain small scale mining and 'explores' its future 'prospects'.

Permitting, engineering and evaluation, detailed design and construction aspects of the Golden Cross goldmining project in New Zealand are briefly reviewed. The extremely lengthy and complicated governmental approval process together with the delaying tactics of opponents of the project are outlined and comment is made on aspects of the draft legislation proposed as part of the overhaul of New Zealand's resource management laws.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

A series of in situ pull tests has been conducted to determine the holding capacity of the standard SS46 Split Set Stabilisers. The experiments have been conducted in a wide range of geological conditions ranging from bedded rock to blocky ground. The results presented in this paper indicate that cement grouted split sets bolts are likely to provide up to three times the initial bond strength per metre of embedment length provided by the ungrouted bolts. The increased load transfer capacity of the grouted bolts provides an alternative for permanent excavation support using split set stabilisers.

Management of information systems for data collection is essential to maintain data integrity and continuity, and manage loss control on a large world-class mine such as Telfer Gold Mine. This paper aims to describe the individual systems and protocols of geological data capture at Telfer, then focus on Quality Assurance Quality Control data as an example of loss control in practice. Loss control systems are required to provide capacity, flexibility, structure and management tools to enhance data interrogation. The data that have been collected can then provide geological, financial, environmental, and contractual information to optimise management of business best practice. Telfer Gold Mine is a wholly owned and operated subsidiary of Newcrest Mining Limited. The mine is located in a remote area of NW Western Australia, and has been operating for 20 years. Geological data have been collected at Telfer since 1973. The data include drilling, assay, geological, survey, structural and geophysical data. Data management has evolved through many systems with data stored on many different hardware and software platforms. Commencing in 1995, collation, standardisation and validation of the historic data was completed. This has resulted in the first Access based drill hole database incorporating all available drilling data. This drill hole database, now hosted in SQL Server, is the hub for all geology related data management systems. The Telfer Gold Mine Geology Department has developed a series of inter-related database systems in order to manage the core geology business issues. Databases relating to drill hole planning, drill contract management, geological logging, accounting (standard costing, forecasting, invoice reconciliation), quality control (QAQC), and environment rehabilitation have all been developed to manage loss control. Management effort to provide adequate data systems and protocols has driven the system from concept to utilisation. The improved productivity, data integrity and data analysis capabilities provided by the new database systems at Telfer have allowed for greater confidence in decision making. Systems such as the drill hole and QAQC databases, when utilised in the proper manner provide up-to-date data analysis for resource audits and contract negotiations. The loss control systems are essential to maintain confidence in data integrity and hence directly effect the future of mining at Telfer.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

The Julius Kruttschnitt semi-autogenous grinding (SAG) mill model was developed by Leung in the 1980s and extensively updated to the variable rates model by Morrell and Morrison in 1996. Since then only minor upgrades have been incorporated in the version distributed in the JKSimMet simulator. A number of improvements, developed over the course of the AMIRA P9 project and in recent independent work, have now been incorporated. These improvements are based on a power-based model that directly relates the degree of breakage with energy consumption. The new size-dependent breakage function has been incorporated. The upgrades include more accurate predictions for a wide range of mill fillings (ten - 40 per cent), slurry hold-up in the mill, pebble discharge rate and the influence of changes in feed size and ball load.The paper presents the status of progress in the model development. Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements. Higher values of gold-correlated elements or elemental ratios, in samples with low gold grades, may increase confidence that gold is under reporting due to its highly nuggetty nature.CITATION:Krokowski de Vickerod, J and Ebsworth, G B, 2012. Within CRLÆs lifetime there have been a number of products that have proceeded through their life cycles. In each case market forces and technological advances have forced the cessation of the product. The company has then had to develop alternative outlets for its copper. Sometimes it has produced a similar product to fill the same market. In other cases the extra copper is sold as cathode. Today, CRL produces no semi-fabricated copper products and all cathode is sold. More recently, CRL has ventured into the sale of technology and manufacture of cathode motherplates. This area, whilst it is not what had been a traditional area of core business, has been found to be profitable.

This paper discusses the methods used in the design of flotation plants, including benchscale batch and locked cycle tests and pilot plant trials. Two case studies are presented, one for the Cadia Hill Gold Mine and the other for the Hellyer copper, zinc and lead plant. These case studies present different problems with widely different target grind sizes, liberation characteristics and HellyerÆs sequential flotation circuit versus CadiaÆs æsimpleÆ copper/gold flotation circuit. They have a common theme in that pyrite forms the principal floatable concentrate diluent. Hellyer ore contains finely disseminated chalcopyrite, sphalerite, galena, and tetrahedrite. The flotation plant design was based on extensive benchscale testwork (including locked cycle tests) on drill core and many months of operation of a 30 tonne per hour æpilot plantÆ, using the old Cleveland Tin Mine process plant suitably modified for the duty. The Cadia concentrator was designed on an extensive benchscale variability testwork program, approximately a dozen locked cycle tests conducted on drill core and two weeks of continuous pilot plant trials on three separate samples obtained from an adit into the orebody. The orebody is a monzonite porphyry with disseminated chalcopyrite/bornite/pyrite of very low grade (0.17 per cent Cu, 0.73 g/t Au). Methods used to establish the appropriate flotation circuits for the treatment of the Hellyer and Cadia ores, as well as the interpretation of the testwork data, are discussed in this paper. Plant performance is reviewed in the context of predicted versus operational performance.

The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.
