Grindability or resistance to fine comminution is the fundamental issue involved in the application and sizing of grinding mills. Over the years, many theories for determining the amount of energy required for size reduction to a specified fineness have been proposed. The first published theory, introduced by P. R. von Rittinger in 1867, stated that the energy required for crushing or grinding is proportional to the increase in surface area produced. The surface area of a ton of particles of diameter (d) is proportional to (1/d), therefore the work input per ton for particles of diameter (d) would be proportional to (1/d). The second significant theory is that of F. Kick published in 1885. Kick said that the work required is proportional to the reduction in volume of the particles concerned. If (f) is the diameter of the feed particles and (p) is the diameter of the product particles, the work input relationship would be: [W =Ioq(f/p) 9] The "Third Theory" of F.C. Bond, introduced in 1951, states that the work required is proportional to the length of the new crack tips produced in particle breakage during crushing or grinding and equals work represented by the product minus that represented by the feed. FROM almost every point of view, petroleum was "strategic mineral number one" during the World War that ended in 1945. Even the spectacular advent of the atomic bomb in the final days of the conflict did not displace it from its position of prime importance, although within a few years uranium will almost certainly be the "number one" material in the minds of military strategists, if it is not even now in that position. But both as fuel and as raw material for chemical industries, petroleum will hold the center of the stage for many years to come. Hardly any other substance illustrates so fully the manner in which science and technology may be combined to achieve the utmost success in contributing to human efficiency and comfort. IN ITS capacity for service to the public the oil industry is truly gargantuan. But it is only in this respect that the industry is the voracious, many-headed, many-armed and many-handed creature it has been so often painted by those who know it not too intimately and only from the outside. Contrasted sharply with the immensity of the service rendered is the relatively modest share of the national income which has gone to those who provided the tools and the mental and manual labor with which the service was performed. No doubt the relative meagreness of the re- ward was the result of a combination of fortuitous circumstances respecting the nature and accessibility of the industry's raw material and the extensive development and application of the most advanced technology, spurred by an intense competition.

C. W. MERRILL*-Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably, a matter of vital interest.

BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

The entire production of oil in Ecuador so far has come from the Santa Elens Peninsula, Province of Guayas. Both the shallow fields of the northern and the deeper fields of the southern part of the peninsula have been in constant exploitation, though the former are of doubtful economic value. In Table I herewith, which commences with the total amounts produced by the various companies up to 1940, annual company totals are given for the succeeding years. The figures for 1944 have been partly estimated. Table 2 gives figures on casinghead gasoline. Shell Company of Ecuador (formerly known as Anglo-Saxon) has continued active exploration in the Oriente region east of the Andes, and during 1944 the Company's first wildcat well was spudded in. International Ecuadorean Petroleum Co. (formerly International Petroleum Co., Limited) has pursued an active exploration campaign since the latter part of 1939, and a drilling string was placed in operation about a year later. A second string of tools was added during 1943 and a third a few months ago. Ten wildcats, all dry, have been completed in this period, two wells are drilling at the present time and other locations are on the program. Seven of the wells thus far drilled are in the area between Guayaquil and the Santa Elena Peninsula, one up the Daule River beyond Balzar, one on Puna Island in the Guayas Estuary and one in the northern province of Esmeraldas. Both the present drilling wells are in the Guayaquil-Santa Elena zone. The situation in regard to concessions has changed during the past four years because I.E.P.C. has made its selections from the extensive Daule-Guayas Study Concession, as a result of which large tracts were returned to the Government; because of the expropriation of the holdings of the "Ecuapetrol," a German concern whose acreage has passed into other hands; the Peruvian-Ecuadorean boundary settlement, which has reduced Shell's holdings somewhat; and the transfer of most of the holdings of the Cia. SUPPLYING as it does a necessity for healthy animal and vegetable phosphate production is a most important industry. We human beings also are animal as this war so surely proves. Unlike many other elements no substitnite is available for phosphorus or its compounds. Marvelous as are modern plastics none can lake the place of phosphorus in making hone structures. As meassured in these times the phosphate industry is not a large industry. Output of phosphate rock, the original source of our agricultural and ,chemical phophates amounts to only some twelve million long tons per annum in the entire world. Phosphates are compounds of phosphorus, which is always found in nature combined with other elements. It never occurs in nature as such. The first choice of the element phosphorus is tie itself strongly to oxygen and then to water moisture - thus becomeing phosphlic acid. This phosphoric acid in turn hunts around for a base such as lime for instance and together they make phosphate of lime.

THE transformation, in a sample of levitation melted iodide titanium, has been studied with a Leitz hot-stage microscope. The specimen was etched in HF:HNO3: glycerine, (1:1:2) giving a structure shown in Fig. 1, and was then heated at approximately 5OC per min. At 870°C (±5OC) the etching product disappeared, the a-grain boundaries showed in relief, and some new grain boundaries (presumably of ß) appeared (Fig. 2, see arrow). Some evidence of ß-grain growth is indicated by the apparent longitudinal movement of a ß-grain boundary shown in Figs. 2 and 3 (see arrows). The specimen was later heated to 1000°C and then cooled at 2°C per min. At 845°C rumpling of the surface was first noticed, Fig. 4, and continued at constant temperature. The photomicrograph reproduced in Fig. 5 was taken 6 sec after Fig. 4, at 845°C. Fig. 6 shows the structure after cooling to room temperature. The room-temperature structure, showing a rumpled surface has been observed by previous investigators.' These structures presumably indicate a sheer transformation ß - a, athermally nucleated, but capable of isothermal progression.
