IT is assumed that the word "college" for the present purpose signifies technical school or technical department of a college or university. About ten or fifteen years ago, and more recently in some instances the contact between the technical school and the industry, as represented by the operating companies, was very limited. The school made no effort to place its graduates in the industry and the graduate's first position was obtained by his own or his friends' efforts; the friend often was a professor. The industries, or the operating companies, seemingly had little interest in the training of the technical graduates they employed or in seeking to discover their personal characteristics and fitness for the work. In the public mind there was little relation between technical training and industry. Such training was in the field of education; industry was in the field of business; and the interrelationship was not a matter of common knowledge or concern.

OWING largely to its value as a toughener and strengthener of steel for both industrial and military purposes, nickel is playing, an important role in the current war. It is fine of the metals in which the Allies enjoy a definite edge over the Axis nations and this time there is no place to which the Germans may send another submarine "Deutsehland" and expect to pick up a cargo of nickel to replenish their exhausted supplies. Total world nickel production thanks almost entirely to the expanded operation of the International Nickel Co. of Canada at Sudbury must now be at the rate of around 175,000 tons a year scarcely more than 5 per cent of which is accounted for by Germany, Italy and Japan. This represents more than four times the world output at the end of the first World War.

The design, operation, and performance of an integrated pilot plant for recovering zinc and copper from a complex sulfide ore are described. Metallurqical processing comprised selective sulfate roasting in a fluid bed, leaching in a weak sulfuric acid solution, recovering copper by cementation with scrap iron, air oxidation to remove soluble iron, more-or-less conventional Purification for removal of impurities deleterious to zinc electrolysis, recovering zinc by electrolyzing solutions, and recycling spent electrolyte to the sulfating roaster. The effects of several feed preparation and roasting variables on the sulfation response of zinc, copper, and iron are set forth, together with the electrolyzing characteristics of the zinc solutions. SEVERAL years ago, St. Joseph Lead Co. undertook a research program to develop procedures for winning values from a complex ore. The deposit was a massive sulfide ore body containing upwards of 65 pct pyrite. Gangue, composed principally of quartz, calcite, dolomite, and alumina, comprised only 10 to 20 pct of the mineralized zones. Zinc, lead, and copper values were variable, but averaged about 6.7 pct Zn, 2.6 pct Pb, and 0.4 pct Cu. Early in the exploratory test work, it was established that the intimate physical association of the minerals in the ore made beneficiation by conventional flotation procedures difficult. Accordingly, in addition to a comprehensive program to investigate physical methods of ore beneficiation, a research program was established to develop a direct metallurgical method for processing the ore. After surveying a number of potential methods for recovery of both metal and sulfur values, effort was concentrated on the development of a sulfate roasting process. It is the pilot-plant development of the sulfate roasting-solution purification—electrolyzing procedures which forms the subject of the present paper. PREPILOT PLANT INVESTIGATIONS From a thermodynamic viewpoint, it is feasible to sulfate selectively a host of metals, including Zn, Cu, Pb, Cd, Ni, and Co, in an iron sulfide ore without sulfating iron. Of course, a number of conditions such as roasting temperature and gas composition must be controlled. In addition, as first disclosed by Hybinette,' an alkali metal salt is frequently beneficial in promoting the sulfation reactions. The application of fluid bed roasting to the sulfate roasting of nonferrous metals was pioneered by Stephens of Battelle Memorial Institute.' Subsequently, Falconbridge Nickel Mines, Ltd. developed an unique process for selectively sulfating and recovering nickel, copper, and cobalt from their nickeliferous pyrrhotite, which recently has been described in an excellent paper by Thornhill.3 One of the unique features of the Falconbridge process is that the feed is introduced into the fluidized roasting furnace in a manner such that the feed slurry is broken up into droplets and the droplets lose their moisture before contacting the surface of the fluidized bed. The dried droplets do not tend to cake or fuse, but rather remain as discrete agglomerates of concentrate particles and roast without significant degradation. This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

THE effects of tin on steel have become increasingly important because of the necessity of using poorly detinned scrap, tin cans, and terne plate, in the open hearth. Since a tin can contains about 1.5 per cent tin, it would be possible to have up to 0.75 per cent tin in steel made with a 50 per cent scrap charge. In order to use tin-containing scrap, it is necessary to know the effect of tin on various grades of steel. The following investigation is by no means comprehensive but covers a number of steels in which tin content is important. PUBLISHED WORK A number of investigations of the effects of tin on rolling quality and physical properties have been published. It has been found that tin increases strength and hardness and reduces ductility and notched impact resistance. The decrease in ductility and notched impact resistance becomes more marked as the carbon decreases. McKimm1 found no change in Olsen ductility, Rockwell hardness, yield strength, tensile strength or elongation in cold-reduced strip containing up to 0.124 per cent tin. A tin content of 0.15 per cent gave difficulties in rolling and increased the hardness but 0.21 per cent tin showed no change in properties from material containing very little tin. No explanation of this contradiction is offered. Andrew and Peile2 investigated steels containing 0.10 to 0.25 per cent carbon and up to 0.63 per cent tin. They found an increase in tensile strength 0f from 100 t0 200 lb. per sq. in. for each 0.01 per cent tin on normalized samples. The elongation and reduction of area were decreased and the notched impact resistance was reduced markedly. Quenched and drawn samples did not show embrittling if water-quenched from the draw temperature of 1148°F. (620°C.). They could find no evidence of tin under the microscope. Whitely and Braithwaite3 investigated the effect of tin on rail steel containing 0.55 to 0.60 per cent carbon. They found that 0.08 per cent tin caused a marked decrease in elongation, notched impact resistance and the degree of bend. The tensile strength was increased in some tests and not in others. Bolsover and Barraclough4 investigated the effect of tin up to 0.50 per cent on a 0.35 per cent carbon steel and on several alloy steels with from 0.30 to 0.40 per cent carbon. They found a comparatively uniform decrease in notched impact resistance with increasing tin on quenched and drawn samples. If the samples were quenched from the drawing temperature or reheated to the drawing temperature and quenched, the embrittling was much less severe. Steels containing molybdenum suffered much less embrittlement than other steels. EXPERIMENTAL WORK Effect of Tin on Low-carbon Rimmed Steel Increasing quantities of tin were added to four ingots of a heat of the following ladle analysis: carbon, 0.08 per cent; manganese, 0.39; phosphorus, 0.009; sulphur, 0.025.

This article gives an account of the latest developments in the use of TBE for sink-float separation of silicate minerals. A number of minerals for which the process has been tested and found suitable are reviewed. Specific examples are discussed in relation to the particular problems of sink-float separation and recovery of TBE as compared with non-silicate minerals. The economic aspects are outlined. Silica and silicates comprise the most common and abundant group of minerals, and since they are present in variable amounts in most ores, they constitute an appropriate subject for the review and discussion of the recent developments in the use of TBE for mineral concentration. The silicates considered as a group have an extremely wide range of chemical and physical properties. Some of these properties, which are common to all minerals, are of importance to concentration by TBE and are discussed in some detail in this paper, as well as the development of methods and apparatus for concentration and recovery of TBE and several examples of concentration of silicates. PROPERTIES OF MINERALS WITH RESPECT TO CONCENTRATION BY TBE The properties considered as most important to concentration by TBE are specific gravity, structure, surface and shape. The specific gravity of a mineral is a fundamental property and is constant between very close limits for the same species of different sources if particles are pure and free from cavities or cracks. In many species, however, solid inclusions and changes in chemical composition due to replacement of elements cause variations in the specific gravity. The plagio-clase series of feldspars between albite and anorthite illustrate this point (specific gravity from 2.60 to 2.77). Fig. 1 shows the specific gravity distribution of some of the common silicate minerals.' The highest specific gravity is about 4.7 (zircon) and the lowest is 2.0 (sepiolite), with most of them ranging between 2.6 and 3.5. Although most of the silicates given in Fig. 1 are found as constituents of rocks, those generally considered as rock making minerals are comparatively few. They include quartz, feldspars, nephelite, sodalite, leucite, mica, pyroxenes, amphiboles, chrysolite, kaolin, talc and serpentine. These minerals may appear in igneous rocks as coarse crystals in granites, syenites and diorites or as very fine grained dispersions in basalt and felsite. When the latter rocks occur in an ore, their specific gravities depend on the minerals present and structure. The same is true for the sedimentary and metamorphic rocks (sandstones, shales, gneiss, slate, schists). A comparison of specific gravities for the minerals listed in Fig. 1 with that of TBE (see Table I) shows that the important rock-forming minerals, with the exception of pyroxenes, amphiboles and chrysolite (olivine), lie in the specific gravity range of less than 2.96 and can therefore be separated by TBE. The ore structure is important both in determining the apparent specific gravity and the efficiency of TBE recovery. The structure can be compact (as in

It is well known that hydrogen is introduced into iron or steel as a result of many chemical processes (acid pickling, electrolytic cleaning, plating, etc.). One of the reactions that has been of recent interest1 is the reaction between an iron surface and water vapor. It was shown a few years ago2-4 that hydrogen can be introduced into steel at an accelerated rate during abrasion as a result of this reaction. Grun-berg and Scott have also observed that water in mineral oil lubricants increases pitting failure in ball bearings5 and they have suggested that hydrogen from the water is the primary cause of this effect.' In this laboratory, the question was raised as to whether or not hydrogen is also introduced into the metal surface of a bearing as a result of the decomposition of the hydrocarbon lubricant itself, and an experiment was performed to try to find a satisfactory answer. All steel parts contain some residual hydrogen. Therefore, it appeared that the best way to carry out this experiment without the need for highly accurate quantitative analyses was to use deuterium as a tracer. The natural abundance of deuterium in H2 is only 0.015 pct. The tracer was obtained in the form of deuteroparaffin (CD,(CDJ, CD,) and 0.25 g were dissolved in 20 cc of mineral oil to form the lubricant to be used in the tests. The bearings used were New Departure Type QOLOO ball bearings with a ball diam of 0.187 in. Prior to adding the mineral oil-deuteroparaffin lubricant, the bearings were cleaned in warm trichloroethylene to remove the packing grease. After packing with the new deuterated lubricant, the bearings were operated in a bearing fatigue test machine under a radial load of 190 lb and a thrust load of 190 lb at a speed of 3800 rpm. The expected life under these conditions is about 500 hr. Two tests were made; one for a period of 27 hr and the other for a period of 102 hr. The bearings achieved a temperature of 120o F during the tests. When the tests were stopped the balls were mechanically removed from the bearings and were immediately placed in liquid nitrogen to reduce degassing until the analysis for deuterium could be made. Before analyzing, the balls were warmed to room temperature and scrubbed with several degreasing agents to remove all traces of the deuteroparaffin mixture. This cleaning procedure was shown to be satisfactory by running a control test in which one ball bearing was subjected to all parts of the test except running in the fatigue machine. The hydrogen and deuterium were removed from the balls using a hot extraction apparatus attached to a mass spectrometer. Four balls from each bearing were analyzed. Each one was analyzed separately by removing it from a cold storage volume of the hot extraction apparatus and transferring it to the oven tube with a magnet. As the gases were evolved they were analyzed with the mass spectrometer. Since the hydrogen and deuterium pass through steel in the atomic form and since there are many more hydrogen atoms than deuterium atoms in the sample, the probability of forming an HD molecule is greater than forming a D2 molecule. For this reason the evolution of HD and H was followed as each ball was placed in the oven. The results showed that as each ball from the test bearing was dropped into the oven, the mass spectrometer recording of the HD evolution increased by about ten divisions. When balls from the control test bearing were dropped into the oven, the increase was about one division or less. The hydrocarbon background in the mass spectrometer was also monitored to see if hydrocarbons or deuterocarbons were given off when the balls were dropped into the oven, but no change in the hydrocarbon peaks was observed. Since the balls contained a fair amount of residual hydrogen, isotope ratio measurements were made on the gas obtained from each ball. The D/H value found for those balls which had been operated in the fatigue testing machine was consistently about 0.3

Production of petroleum and natural .gas increased in Canada in 1940 over the previous year. Alberta produced more than 97 per cent of the total Canadian production of 8,718,053 bbl. of oil, an increase for this province of nearly 12 per cent, whereas in Ontario and New Brunswick, where the production is relatively small, there was a slight decline. In Alberta the main producing field is Turner Valley, on the eastern edge of the foothills southwest of Calgary, and development continued in this field in 1940 with the completion of 36 wells, all of which obtained production. In the Red Coulce field, close to the International Boundary, near Coutts, no new wells were drilled and the seven producing wells showed a decline of 900 bbl. below the previous year. Also, in the Wainwright field of east central Alberta, four wells, yielding heavy crude oil, produced 4000 bbl. less oil than in 1939, owing possibly rather to discontinuous operation than to actual decline in potential yield. This decline was more than offset by production from a new field 40 miles northeast of Wainwright, at Borradaile, producing oil of 14" to I 5° A.P.1. There was a small increase in production during 1940 from the Del Bonita field, in southern Alberta, where the production is from two wells. The outstanding development of the year was the completion of Standard Oil Princess No. 2 well in the Steveville area, on the Plains 100 miles east of Calgary. This well was completed late in December with an initial flow1 of 520 bbl. of 26.3" A.P,I. oil, and 12,750 M cu. ft. of gas from the upper part of the Mississippian limestone. It has opened up a new field and given a further proof of the potentialities of the Southern Plains. The production of petroleum in Canada is shown in Table I. Since most of the yield comes from Alberta, the production is shown from the various fields in Table 2. The sale value of the petroleum produced in Canada in 1940 exceeded 11.1 million dollars, which is still somewhat less than the value of the natural gas production, shown in Table 3. Lack of reliable and detailed information on many of the older fields in Indiana has necessitated the use of x and y in many instances. Even in the younger fields many data were lacking. It was thought that even though much was to be desired regarding the amount and accuracy of the information on the old Trenton field, it was too important to be left out. We trust that we are not perpetuating any of the inaccuracies that are to be found in the data for Indiana.

Because of the strict requirements on the quality of limestone that are dictated by the users, the operator was compelled to find new approaches to produce a product of uniform and acceptable quality. The raw material is controlled and monitored every two minutes by a special computer in order to ensure its quality. The required minimum and maximum quality constraint had an adverse effect on performance and consequently cost. In order to improve this performance, a Monte Carlo simulation model was developed and tested for the optimal truck allocation. The input data is based upon the distribution of equipment performances and costs.

HOSTS of friends will rejoice that T. A. Rickard has been given honorary membership in the Institute. It might well have been done long ago, since, when one reviews distinguished services rendered by individuals to our organization and our profession, it is at once apparent that his name ranks high and that he has merited this distinction for more than three decades. Our by-laws restrict this list to twenty names; "T.A." becomes the sixteenth living member. Young engineers should particularly be pleased; Mr. Rickard has had a career rich in human interest, and full of useful suggestions to the younger men; he has given them good advice and set them a notable example; he, more than anyone else, has shown them how technical writing can be clear and concise; he has inspired youngsters to do their best; he has been their friend. No one has more first-hand knowledge of these facts than the writer of this appreciation:

INTRODUCTION Throughout the world, the caving mining methods of ore-draw under the overlying waste rock are sublevel caving in Sweden, block caving in U.S.A. and forced block caving and sublevel caving with sill-pillar in U.S.S.R. These caving methods are of high efficiency, low cost and large production (especially the block caving method) when compared to opencast mining. From the ore production of all under- ground mines, the largest annual production of underground metalliferous mines in the world is caving methods. The sublevel caving in Kiruna Iron Mine of Sweden has reached annual ore production over 20 million tons in 1974. The block caving in Climax Molybdenum Mine and San Manuel Copper Mine of U.S.A. both have produced about 40 thou- sand tons of ore per day in 1971. At the same time, the productivity of Kiruna was 12 thousand tons of ore per man-year, Climax 42.8 tons (48.3 short tons) per man-shift and San Manuel 29.01 tons (32.1 short tons) per man-shift. The main feature of this group of mining methods is the underground extraction of ore from beneath overlying caveable waste rock. Since the loss and dilution of ore are inherent (sometimes to a great extent), the control of ore-draw in these methods as com- pared with other methods is very important. Consequently, concerned Universities and Research Institutes have devoted great amounts of research on ore-draw theory and control management which has provided positive results to mine production, and has apparently promoted the development of the caving methods. During 1979 in China, metalliferous underground mines accounted for 15.22% of the total iron ore produced, while also accounting for 56% of total non-ferrous production. According to the mining methods, sub level caving in the principal underground iron mines counted for about 56.74% of total principal underground iron mine production, but only about 1% of total non-ferrous underground mine production. Relative to forced block caving and sublevel caving with sill pillar, the Chinese non-ferrous under- ground mines estimated about 35% of total non-ferrous underground mine production from these two methods, mainly from the latter. From the trend of development of underground metalliferous mines in China, the percentage of production in caving will be increased in the future, especially in block caving and forced block caving which have already been given great attention in the mining circle. In these types of mining methods the ore is drawn from the stope under a large area of overlying waste rock, which complicates the basic regulation and control of ore-draw, but provides lower loss and dilution than sublevel caving. Because of these reasons, the Kiruna Iron Mine in Sweden is intending to change its sublevel caving by testing a sublevel shrinkage caving method and considering a large area of ore-draw beneath the stope as an advantage. Therefore, the basic regulation and control management of ore-draw under a large area, as practiced in China, will be discussed in this paper. BASIC REGULATION OF ORE- DRAW FROM CAVING STOPE The aim of studying ore-draw under a large area of overlying waste rock is to se- cure a planned draw schedule that guarantees a certain plane of interface between ore and waste rock, and controls the change of its shape in spatial position for reducing ore loss and dilution during the draw process. Presently, the ellipsoid theory is comparatively near the actual attitude of ore-draw from the cave. 1. Ore Drawn Out from Single Drawpoint Laboratory testing and practical experience all show that after a certain amount of ore has been drawn out from a drawpoint, its original shape in the stope before drawing is more or less similar to an ellipsoid, hence the name "draw ellipsoid." This draw ellipsoid is cut at the bottom by a horizontal plane corresponding to the raise of the drawpoint, and its volume can be calculated by the following formula:

In the second half of the 19th century, bimetallism progressively was replaced by gold standard. After World War I and the 1931-33 depression, gold was mainly reserved for official international transactions and internal use was restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses are now financed by Private and official credit, rarely by gold. This historical review covers evolution of: (1) internal and external private use, (2) internal official use, (3) external official use, (4) its role in the International Monetary Fund, and (5) use as unit of account. For this paper I have tried to take a longer perspective than is usually possible, and to look, even if very briefly, at the changing relationship of gold to the monetary system over the last 200 years or so. There are, I believe, some long-term trends, continuing down to the present day. These trends have seen gold replaced by some form of paper assets in one monetary function after another. These past trends may help us to understand where gold stands now, and possibly will throw some light on the future. Because it seems to me that gold in the past has performed various functions related closely or marginally to money, I have divided this rapid historical review into several sections: (1) the internal and external private use of gold, (2) the internal official use of gold, (3) the external official use of gold, (4) gold and the International Monetary Fund, and (5)gold as a unit of account.

The Ti-Be system up lo 10 wt pct Be with cortlmercialll' pure titanium has been determined using metal-lographic techniques. Beryllium forms the p eutec-toid type of dinqarz with titanium; the eutectoid occurs at 0.5 xt pct Be azd 1500 F, while an eutectic is foritled at 1887°F containing between 5 and 7.5 rt pct Be. The solubility of beryllium in a titanium does not exceed 0.05 zvt pct and the maximum solubility of Beryllim in 0 titanium is 1 wt pet. PREVIOUS work on the Ti-Be phase diagram indicated that additions of beryllium to titanium resulted in a marked lowering of the melting point,''' and it was also observed that the solubility of beryllium in both a and p titanium was retricted.- With the limited data available, McQuillan and McQuillan constructed a partial hypothetical diagram of the Ti-Be system,= assuming that beryllium formed the 0 eutectoid type of system with titanium. Subsequently Bedford published a tentative diagram of the entire Ti-Be system: although he did not investigate alloys containing less than 10 wt pct Be. This diagram included several compounds described by other authorities.'-l3 The following account describes work directed toward determining the form of the titanium-rich portion of the phase diagram up to 10 wt pct Be. MATERIALS AND METHODS Titanium sponge and a master alloy containing 25 wt pct Be were used in the formulation of the alloys; the chemistry of these materials is detailed in Table I. The alloys were prepared as 250-g compacts which were melted into buttons by arc melting under purified argon on a water-cooled copper hearth. Results of analyses for beryllium are shown in Table I but no determination of other elements was made at this stage. The alloys were hot-rolled at 1650°F to produce 0.1-in.-thick sheet. Alloys containing up to 1.5 pct Be were fabricated without trouble; samples containing 2 pct cracked initially upon hot rolling, but thereafter rolled satisfactorily to sheet. The 5, 7.5, and 10 pct were hot short and could not be rolled. Surface contamination was removed from samples by sandblasting and pickling in a 5 pct HF-35 pct HNOs solution. For metal log raphic examination, heat-treated specimens were mounted transverse to the rolling direction, ground on silicon carbide papers of increasing fineness to 600 grit, and electropolished at 20 v using a solution containing 600 ml of methanol, 60 ml of perchloric acid, 360 ml of butyl cellosolve, and 2 ml of Solvent "X". As part of an ongoing research program, the Bureau of Mines, U.S. Department of the Interior, is monitoring surface subsidence over six longwall panels at three Utah coal mines. These sites are characterized by mining depths of 244 to 610 meters (800 to 2,000 ft .), thick and massive sandstone layers in the overburden strata, multiple seam mining, extraction heights of approximately 1.8 to 3 meters (6 to 10 ft.), and rugged surface topography. Maximum subsidence, angle of draw, timing relative to mining, horizontal strain, and rate of subsidence development are being determined and correlated with mining and geologic variables. Results to date indicate the maximum vertical subsidence over the monitored panels ranges from 0.6 to 0.9 meters (2 to 3 ft.). The major factors controlling the amount of subsidence are the panel dimensions and the status of adjacent panel mining. Only minor surface cracking at the panel ends was evident at any of the sites. In all cases, there was a time lag of several months between the start of mining and subsidence at the surface. As subsequent panels are monitored and additional data become available, better estimates of the effect of various site characteristics on the subsidence will be possible. Ultimately, improved prediction capabilities will allow mine operators in the West to evaluate the potential for subsidence-related damage which could affect the current or future land use above the mine.

ISOTOPIC tracers have become an important aid in following the progress of chemical processes in the laboratory. It has recently been found possible to utilize a system of naturally existing isotopic tracers to obtain information about the geo- logical history of lead ores. Common lead, such as is found in lead deposits, is a mixture of four stable isotopes having atomic weights 204, 206, 207, and 208. Of these, the last three are identical with the lead isotopes produced as stable end products of the radioactive decays of uranium and thorium: the first, lead-204, is not known to be produced on the surface of the earth by any process. Since uranium and thorium occur in the surface regions of the earth in amounts comparable with lead, and since the half-lives of uranium and thorium isotopes are of the same order as the age of the earth, they produce the radiogenic lead isotopes in amounts com- parable to the amount of nonradiogenic lead present. Every significant exposure of a sample of lead to uranium and thorium will therefore lead to the permanent alteration of the lead isotope ratios in that sample.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

HAYWARD.-I do not want it understood that I think that the conclusion that the time of tempering temperature is immaterial has been definitely proven, but since these are the first definite figures put out, I thought before continuing on more work ourselves, it would be well to present them as progress and for information. J. A. MATHEWS, Syracuse, N. Y.-I think that if Prof. Hayward would consult the paper of Profs. Barus and Strouhal,1 1885, he would find about 250 pages, mostly figures, on this subject, in which they investigated the tempering effect by electrical and magnetic methods. There are so many figures in the paper that it is very difficult reading. One point particularly brought out was that even at a low temperature, such as the boiling point of alcohol, about 60° C., there is a tempering effect, increasing up to 4 hr. One reason they obtained those results, with which the present authors are at variance, was that they started with a high-carbon steel which hardens thoroughly, whereas the steel Prof. Hayward and his collaborator used was a comparatively mild steel which does not take a great deal of hardening. About 3 years ago Mr. Stagg and I published 2 a few figures bearing on the same subject, but we used .a low-carbon alloy steel of high tempering qualities and found a great deal of improvement, particularly in ductility, by continuing the drawing up to 4 hr. We used a chrome-vanadium steel showing after heat treatment 250,000 tensile strength. On short drawing, we got almost no ductility, but by continuing to 4 hr., we raised it to 12 per cent. I believe Prof. Hayward's results are due to using comparatively mild steel, whereas Prof. Barus used drill rod and carried out a, wonderfully exhaustive
