I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

"Two source apportionment techniques have been applied by the U.S. Bureau of Mines to aerosol measurements in diesel-equipped underground noncoal mines. The first technique is based on size-selective sampling and the premise that the diesel exhaust fraction of the aerosol is predominately submicrometer in size while the mineral dust fraction of the aerosol is mostly supermicrometer in size. The second technique, chemical mass balance (CMB) modeling, was used to referee the analysis of diesel and mineral dust aerosol concentrations with the size selective method.The size-distribution data were modeled using a lognormal regression to parameterize the submicrometer and supermicrometer fractions of the sampled aerosol and to estimate the mineral and diesel contributions to each. Using this analysis, 97 ± 2 pct of the submicrometer aerosol mass was attributable to diesel exhaust aerosol.The CMB analysis, applied to both fractions of the respirable mi11e aerosol, yielded the amount contributed to each by the diesel and dust aerosol sources. On the basis of this analysis, 94± 10 pct of the submicrometer fraction was diesel exhaust aerosol. As much as 20 pct of the diesel aerosol, however, was found in the supermicrometer fraction, requiring a correction of the submicrometer fraction results to account for the missing diesel mass. More accurate measurements will require a carbon-specific analysis of the aerosol.INTRODUCTION Measurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and CMB modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample."

"Petroleum engineering is a comparatively new branch of engineering, with which few people, even petroleum operators and mining engineers, are thoroughly familiar. Petroleum engineers are responsible for the accurate keeping of well logs and all pertinent data upon formations encountered, for the careful analysis of such information, and recommendations as to most suitable places for drilling, for detailed study of methods of drilling, casing, and so on in order to obtain maximum production for a minimum cost.The Bureau of Hines has from time to time carried on work in all branches of petroleum engineering in the various fields of the United States. Such work is also being carried on extensively by the California State Mining Bureau, which has in its employ a number of men who have had, besides their technical training, actual experience in oil field work. This is about the only state at the present time which is carrying on this work in a definite way. It has therefore been the practice of the employees of the Bureau of Mines to go to other states and give such advice and assistance as might prove of value in development work and in prolonging the production of the fields."

Waste disposals are needed for safe deposition of different kinds of materials which can not be used as secondary raw materials. Often high contents of heavy metals must be bonded tightly to cristalline compounds to protect the environment from contamination. Therefore it is important. to find minerals which are capable to incorporate different heavy metals and protect the ground water. The power of resistance against leaching out effects of highly water-soluble salts can be increased. Mineral groups of metal hydroxy salts, ettringites, apatites, sodalites and calciumchlorosilicates and their hydrates are recommended for their formation in mineral reservoirs. Different wastes as red mud, gasification ash, garbage combustion ash and fluidized bed ashes were included in this study. The formation of different new compounds and their properties were determined.

A lack of experimental data illustrating the effect of composition, particularly in respect to impurities, on the mechanical properties and corrosion resistance of aluminum-alloy die castings induced the authors and their associates to undertake a limited study of these relations. A number of commercial alloys and several experimental variations of a commercial alloy were used for the investigation. Mechanical property, growth, steam, paraffin, salt spray and atmospheric exposure tests were employed. This paper deals with the more accelerated tests and the results they have produced. It is concluded that a high-silicon alloy with all impurities except iron strictly limited to small amounts will develop an excellent resistance to corrosion and retain satisfactory mechanical properties and casting characteristics. As a direct result of this investigation an alloy of this character with superior corrosion resistance is now available commercially. In general, copper increases the strength and decreases the elongation and corrosion resistance. Tin reduces the mechanical properties and the resistance to corrosion. Iron reduces the elongation and, if excessively high, may adversely affect the tensile strength. Even excessively high iron contents do not affect the corrosion resistance, which is fortunate for the die caster as it is this element that is the most difficult to control. Nickel and zinc in limited amounts do not seem to affect the properties or corrosion resistance of at least the high-silicon alloy. Growth tests have confirmed the previous common belief that dimensional changes under either dry or wet conditions at 100" C. are too small to be of practical importance. Difficult ground conditions have plagued the underground operations at Mount Windarra since mining started in 1974.The ore at Mount Windarra consists of seven vertically dipping, sub vertically plunging ore shoots. The ore zone in which the shoots lie is characterised by moderate to heavy cleavage and the presence of serpentanite. The ore is known to extend to 1100 metres below surface.Long hole open stoping under cover of backfill has been used as the primary mining method at the mine, but its poor performance brought the mine near to closure in 1984. The mine had been closed from 1979 to 1980.

Numerous data in the literature confirm that the chemical composition and consumption of grinding media influence electrochemical properties of flotation suspension as well as effectiveness and selectivity of upgrading processes. During a milling process, attrition of grinding media is observed. Depending on the susceptibility to abrasion, the grinding media influence, to a different extent, the redox potential, pH as well as flotation efficiency. As a result, different upgradeability of sulfide minerals is observed. The paper presents laboratory scale flotation results, obtained for the copper sulfide ore from Polkowice Region of KGHM Polska Miedz S.A. in Poland ground in the presence of forged steel, highchrome iron and stainless steel as the grinding media. The investigated flotation feed contained 36 g/t (ppm) of silver and 1.86 % of copper. Several flotation tests were conducted using fixed amount of frother and a mixture of sodium ethyl and isobutyl xanthates as the collector at three different doses of 75, 100 and 125 g/t. A comparison of the obtained results confirmed that the application of grinding media with different chemical compositions influenced the electrochemical properties of the suspension and recovery of silver and copper in the final concentrate. The highest values of redox potential were observed for the stainless steel as the grinding medium. Moreover, in the presence of this type of grinding media, regardless of the collector dosage, the best silver upgrading was observed. For the forged and high-chrome iron media, the recovery of silver depended on the collector dosage. It is indicated that higher levels of the redox potential, together with smaller amount of iron released from the grinding medium, improve the flotation of the silver-bearing mineral compounds from the copper sulfide ore.

INTRODUCTION Generations of tunneling engineers had to fight not only against bursting rock and squeezing ground but also against the destroying power of water. Intrusion of groundwater into the tunnel opening affects the stability of the tunnel support system, reduces the safety of the traffic inside the tunnel, induces corrosion of installed equipment, and provides for creeping currents at electric facilities. Aware of these problems, engineers of the Washington Metropolitan Area Transit Authority and their consultants opened the way for a new approach in sealing a tunnel. It was made possible by accepting a new method of tunnel construction scarcely applied in the U.S. before. This new technique, the New Austrian Tunneling Method (NATM), provided the basis for the successful installation of a PVC-membrane between two separated shells of tunnel lining, and the carefully directed drainage of groundwater. Beside of the economic benefits already attained by applying the NATM for tunnel construction, the Authority now saves millions of dollars otherwise necessary to maintain the tunnel during its lifetime (Garrett, 1986; Setzer, 1986). But there is a large number of leaking tunnels built according to conventional methods, some of them facing severe problems jeopardizing the safe utilization of these structures. Recently developed methods indicate that even those tunnels can be rehabilitated without extensive costs by draining and sealing them afterwards. A road tunnel in the Austrian Alps provides the scene for a major attempt to convert one of those leaking tunnels into a dry structure.

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

The Freeport-McMoRan Main Pass Mine development in the Gulf of Mexico is a complex designed to extract up to 67 million long tons of sulphur over a 40 year period. The initial development includes 15 platforms and 13 bridges located in water depths ranging from 208 to 214 feet, approximately 15 miles east of the Mississippi River Delta. Three additional platforms were designed and installed for the oil and gas development in the complex. Over 110, 000 short tons of steel were required to fabricate the structures. As the sulphur is extracted significant subsidence is predicted over a major portion of complex in the shape of a very large bowl. Vertical elevations are predicted to change as much as 65 feet. Horizontal movements and mudline slope changes cause adjacent platform decks to move as much as 30 feet relative to each other. Differential soil movement is predicted between piling of individual platforms causing the piling to spread, resulting in significant lateral loading on the piling. Relative vertical soil movements are predicted along the lengths of the piles which causes "up drag" or "down drag" forces on individual piles. This paper addresses the design of the piling for the structures in the complex. Design criteria will be discussed explaining how the more traditional offshore environmental and gravity loadings were combined with the unique loading caused by subsidence. Design and analysis procedures will be explained and analysis results presented. These results include the incorporation of 100 ksi steel in thicknesses up to 5 inches in some of the tubular piles. Comparisons will be made between conventional offshore structures and these structures designed to accommodate the subsidence.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

The electron optics, vacuum system, and sample stage assembly for the Bureau of Mines? electron probe X-ray spectrograph were purchased. Four scanning curved-crystal spectrometers, two reflection- and two transmission-type, were designed and constructed by the authors. The reflection spectrometers are placed in a vacuum chamber for measurement of long-wave-length X-radiation. Detection, pulse-amplitude discrimination, and recording circuits are provided for the simultaneous measurement of four X-ray spectral lines. Minimum spot size is approximately 2 microns in diameter at 30 kilovolts and a sample-to-ground current of 5 x 10-8 ampere. At this voltage and current the limit of detection with reflection spectrometers is less than 0.05 weight-percent for most elements. The limit of detection for elements determined by transmission-type spectrometers, evaluated at 35 kilovolts and 5 x 10-8 ampere, is approximately 0.1 weight--percent for all elements having excitation voltages below 20 kilovolts. In general, reflection spectrometers exhibited satisfactory but poorer resolution than the transmission type, resolution of the spectrometers being limited primarily by crystal imperfections, with greater mosaic structure being introduced by the grinding process for the reflection crystals. Several applications of the electron probe X-ray spectrograph are described. Analysis of a uranium-steel is discussed in detail to illustrate calculation of composition from measured X-ray intensities.

Así también es necesario que la Sociedad de Minería y Petróleo establezca una comisión que fije códigos de cuenta como normas contables para llevar contabilidades uniformes, como la creación de un programa de capacitación al personal de forma integral para que conozcan la verdad sobre la industria y los problemas que conlleva la misma, entre otras medidas, que ayuden al crecimiento y producción minero.

This report describes an accident, which took place in the Chemical Corrosion Laboratory at the College Park, Md., Station of the Federal Bureau of Mines. The accident occurred while Walter L. Acherman, chemist, was performing a routine manipulation during a corrosion experiment involving commercially pure titanium and red-fuming nitric acid. There was a sudden and very violent reaction, and a large quantity of acid was thrown in the face and over the body of Acherman, causing serious injury. L. B. Golden, chief of the Chemical Corrosion Section, was exposed to nitric acid fumes during the ensuing rescue and first-aid operations and died on January 25, 1954. According to the medical report, the direct cause of Mr. Golden's death was pulmonary edema and confluent bronchopneumonia; the contributary cause, was inhalation of fumes from red fuming nitric acid. The following employees of the College Park Station contributed to this report by supplying information on the accident and assisted in the rescue operation: L. B.
