Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

X-ray Computed Tomography (CT) is a nondestructive imaging technique, and its efficiency is widely recognized. In the present paper, X-ray CT is successfully applied for the visualization of water permeation process in rock. A new experimental technique using a tracer, which mainly consists of Potassium Iodide (KI), is proposed, together with the analysis method of the velocity field. The permeation process and the velocity field in rock are concretely visualized and analyzed by considering the conservation of mass of the tracers. Dans le présent exposé, la tomographie calculée aux rayons X Radio est appliquée avec succès à la visualisation du procédé de perméation de l'eau dans la roche. Une nouvelle technique expérimentale, se servant d'un identificateur principalement constitué d'iodure de potassium (KI), est proposée avec la méthode de l'analyse du champ des vitesse. The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

The formulation of a theoretical basis for the evaluation of in-situ coal through the use of geophysical logs is outlined. This involved the development of an approach to the interpretation of resistivity in environments having multiple conductive and non-conductive components. Utilizing this approach and other conventional interpretation techniques, a program was developed yielding accurate determinations of the in-situ percentages of coal, water and ash for the evaluation of coal deposits. Basic information obtained from the CWA program can be utilized in numerous aspects of total mine planning . Some examples of the practical application of this method are included.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. The Bibliographic Data Base contained in the present volume is the result of a literature search conducted as one task of the Bureau of Mines project concerned with research in borehole assay technology. The data base includes articles, symposia, books, corporate and government reports, patents, and other literature concerned with some aspect of borehole logging, from January 1969 through December 1975. Occasional updating to keep the data base current is anticipated. The remainder of the intro¬duction will be devoted to the explanation of the organization of each entry, along with the translation of terms and abbreviations used in the text. Each entry contains six sections. These include an ID code, a title, an author section, a source section, an abstract, and a descriptor section. The first item listed in an entry is the ID code. This serves to identify an entry. It consists of the first six characters of the first author's (or editor if no authors are involved) last name, along with the last two digits of the year of publication. A letter sometimes follows the year of publication to assure a unique alphanumeric code. For example, if an author named Wilson writes more than one piece of literature in a given year (for example, 1972), the ID code for the entries identifying these pieces of literature would be identical. Therefore, to allow for unique ID codes, the first piece would he identified as "WILSON 72,', the second piece as "WILSON 72A", the third "WILSON 72B", and so on.

"In order to investigate the effect of grid-form deep mixing walls as a countermeasure for liquefaction damage to roads and private houses in Urayasu, Japan, three dynamic centrifuge model tests were conducted. Urayasu is located in the Tokyo Bay area, and private houses in the city incurred severe damage due to liquefaction during the 2011 Tohoku earthquake. In grid-form deep mixing walls design, the distance between grid-form walls is critical to prevent liquefaction. This study clarifies the relationship between the settlement of private houses and the distance between grid-form walls under the conditions that exist in Urayasu.INTRODUCTIONMany private houses in Urayasu, Japan suffered severe damages due to liquefaction during the 2011 Tohoku earthquake (Photograph 1). Fig. 1 shows the location of Urayasu and the maximum acceleration of the observed seismic waves in the Tokyo Bay area. At Urayasu, the duration of the seismic waves (hereafter called the Urayasu Wave) was about 2 min. The maximum acceleration was 1.57 m/s2 (Fig. 2), which is relatively small. The damages occurred in the land reclamation areas that consist of loose sand with an SPT-N value less than 10.To prevent liquefaction in future, it is necessary to adopt suitable countermeasures in the areas where many private houses suffered severe damages. Grid-form deep mixing walls are one such countermeasure. Fig. 3 and Photograph 2 show grid-form deep mixing walls. Walls are constructed using the deep cement mixing method. Fig. 4 shows a plane view of planned grid-form deep mixing walls for roads and existing private houses in Urayasu."

In October of 2002, the author was retained by Public Works and Government Services Canada, on behalf of the Department of National Defense, to design, construct and test the effectiveness of a bubble curtain system at an underwater demolition range, near Victoria, BC. The purpose of the bubble curtain was to reduce the potential for fish mortalities at the site. This paper presents some of the elements of the design, along with the results of overpressure monitoring during blasting and compares the results of fish mortality and animal behaviors with and without the bubble curtain in operation.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. "It is common knowledge that extensive lignite deposits occur in the States of Montana, North and South Dakota and Texas. The total area of these deposits and the total amount of lignite in them is so great that the true economic value of lignite is seldom realized. These deposits underlie areas of thousands of square miles. The area of the lignite lands in North Dakota alone is estimated to be approximately 32,000 square miles. Nearly one-third of the total solid-fuel resources of the United States is lignite and approximately 90 per cent of this lies in the Northwest.To the people of the Northwest the more extended utilization of lignite is of fundamental importance, hence any methods for commercially producing salable products from lignite that promise further development of these great fields deserve careful study.The development of our lignite resources has been slow, partly because the districts wherein lignite is found is not thickly settled or highly developed in manufacturing industries, but also because of the physical and chemical characteristics of the lignite. Lignite is classed as a low-grade fuel and may be con¬sidered as imperfectly developed coal -which has a more or less woody structure; it may be of the brown-coal type or darker, denser and more homogeneous, approaching subbituminous coal in character. As mined it contains more than 30 per cent of moisture exclusive of the -rater of decomposition formed .then it is carbonized or burned. The heating value as determined by the calorimeter is approximately half that of good quality bituminous coal. Upon exposure to the air lignite loses part of its moisture, whereupon the lumps chock and split until after considerable exposure, a large percentage of slack is formed. It cannot be stored in large piles so successfully as come other fuels, and it some instances it is more apt to ignite spontaneously in storage or in transit then the higher grade fuels."

"Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). The metallographic structures most frequently encountered in rifle barrels, and which are illustrated by the accompanying photomicrographs, fall naturally into two groups, distinguished by the method used to, produce in the stock a physical condition having the requisite properties. The fist group consists of "rolled" barrels; that is, barrels subjected to hot working by rolling in or near the critical range. In the second group, the stock, which is smaller in diameter than the first, is upset to form the butt end and is then heat treated by giving it a quench and a draw. These barrels will be referred to as " heat-treated " barrels. The structure of the rolled barrels resembles closely that of the same steel after annealing. There is the same network of excess ferrite outlining the grain boundaries, but the grains themselves are composed of sorbite rather than pearlite. The grain size is closely related to the rolling temperature. The critical-point curves of this grade of steel, which is approximately 0.50 to 0.60 per cent. of carbon and 1.00 to 1.30 per cent, of manganese, show a single very pronounced point between 1300" and 1350" F. (704" and 732" C.). Barrels rolled within this temperature range give an exceedingly fine grain, shown in Fig. 1. In fact, the grains may be so fine that, at a low magnification, they may be confused with the heat-treated structure shown in Fig. 6. A magnification of 500 diameters, however, will always resolve a rolled barrel into the characteristic structure shown in Fig. 2. As the temperature is increased, the grains are found to be larger. If, on the other hand, the rolling temperature is below the critical range, the structure previous to rolling will not be obliterated, the only effect of rolling being to elongate the coarse sorbite grains in the direction of rolling, Fig. 3. This distortion is greatest at the muzzle. Heat-treated barrels are quenched in oil from above the critical range, which should give a martensitic structure, Fig. 4, but the presence of some troostite in the martensite is frequently noted when the quench has not been sufficiently drastic, Fig. 5. The structure brought about by the subsequent draw is not so striking, though quite as typical. It is sorbitic or sorbito-pearlitic, and under a low magnification appears almost homogeneous, as in the case of fine grains of pepper and salt well mixed together, Fig. 6. Starting with questions of safety, handling and quality up to the legal basis, there are special requirements regarding the logistics in the explosives sector. The results of innovative logistics solutions are presented using three examples from daily work practice.

The purpose of the work covered by this contract is to develop a ground and pilot conductor connector which will significantly improve mine trailing cable splice performance. This work compliments the work completed under Contract 00357100 on the development of crimp connectors for the phase conductors of trailing cables. A brief discussion on splice problems is presented as an introductory means and substantiates the need for the development and test programs outlined in this report. As with the phase development work, the ground and pilot connector work is essentially of an empirical nature. As a result time is devoted to explaining the derivations of the test procedures used. In order to familiarize the reader with connector terminology a section is devoted to a glossary of pertinent terms. The connector design effort includes connectors for splicing ground and pilot conductors. A distinction is made between connectors suitable for splicing round and flat ground configurations. The same also applies to the pilot conductors. During the course of this work, much time has been devoted to the question of suitability of round cable configurations for trailing cable applications. This is discussed in detail along with resulting conclusions and recommendations. A field test program was conducted in order to confirm ground and pilot connector laboratory data. This testing also determined the viability of the connector designs and recommended installation techniques in a mine environment.

Coal-oil mixture (COM) combustion technology is regarded by the Department of Energy as near term, and potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers, into blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally-acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.
