While the COVID-19 pandemic has dominated the headlines, another epidemic in the United States has continued apace — the opioid epidemic. Half a million opioid overdose deaths have occurred in the United States since 1999, when the opioid epidemic began. The causes of the epidemic include the rise in prescriptions for opioid pain medications, including for work-related pain. Miners and other occupations identified as physically demanding and at higher injury risk have been found to be at increased risk for opioid overdose [1]. However, awareness of the risk factors that might lead to opioid use, the potential hazards associated with their use, and resources to prevent addiction and death can allow miners to make choices that can reduce these risks.

Flotation has long served as the foundation for sulfide mineral recovery. As ore grades decline, however, this traditional approach is being pushed to the limit. Nowhere is this more evident than in the challenge of recovering coarse, partially liberated particles — an area where conventional flotation systems typically underperform due to excessive turbulence. As a result, valuable coarse minerals are often lost to tailings. Fine grinding has become the default solution, although with the added burden of higher operating costs and more challenging tailings disposal. To address the challenge of coarse particle recovery, Eriez developed the HydroFloat, a technology that uses a novel fluidized-bed approach to extend the upper particle size range of flotation significantly. The HydroFloat can recover particles exceeding 0.5 mm in diameter with a sulfide surface expression as little as 2 percent. Coarse particle recovery allows for optimization of comminution circuits for coarse gangue rejection before fine grinding. A substantial increase in overall tailings particle size provides higher water recovery due to improved drainage and allows for consideration of a dry, stacked tailings option instead of a tailings dam/impoundment. The technology’s transformative potential has not gone unnoticed. In recognition of its impact, Eriez was honored with the 2024 Robert E. Murray Innovation Award, commonly referred to as the Murray Award, by the Society for Mining, Metallurgy & Exploration. This prestigious award was established in 2017 to recognize organizations that advance the mining industry through the implementation of technical innovation. The HydroFloat stands as a fitting example of how creative thinking and industry collaboration can solve long-standing technical challenges.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. The analysis of piled raft foundations in layered soils may be performed by 3D finite elements or by approximate procedures. Among the latter, the code NAPRA (Russo, 1998) is based on the method of the interaction factors and accounts for soil layering by the so called Steinbrenner approximation. A comparison between the results of 3D FEM and NAPRA for some reference layered soil profiles shows that the approximation is fully acceptable for engineering purposes, provided the stiffness of the single pile is properly selected. The interest of the conclusion lies in the fact that the amount of work needed to model a practical problem by NAPRA is but a fraction of that needed by FEM modelling.

This paper is a report on the relationships between petrographic composition, chemical composition, physical properties, and thermal behavior of banded bituminous coal. It describes the relationships between petrographic composition, behavior in various laboratory tests, and carbonizing properties of different petrographic types of coal that occur in relatively thick benches in a single bed of high-volatile A bituminous coal - the Hernshaw bed of Boone County, W. Va. Thin-section microscopic analysis and free-swelling index determinations of the thin-section samples were made of a standard column sample. A standard face sample, a representative channel sample, and representative samples of two prominent petrographic benches of bright and dull coal were subjected to chemical analyses and free-swelling-index, plasticity, dilation, agglutinating, low-temperature carbonization, and BM-AGA retort tests. A float-and-sink separation was also made of part of the standard face sample. The fractions from this gravity separation were subjected to petrographic and chemical analysis and free-swelling-index, plasticity, and dilatation tests.

The Bureau of Mines developed a rapid and precise method for predicting storage stability of motor gasolines. This method resulted from the investigation of many analytical techniques as well as a study of fuel composition and fuel component gum-forming mechanisms. The first section of this bulletin discusses the development of the prediction test through its several phases, including revision of the standard 110° F storage test; attempts to develop a modification of the ASTM D525 induction bomb test; and the ultimate abandonment of this procedure with the adoption of the 16-hour oven test that was both precise and rapid. The second section comprises a discussion of further studies of fuel com- position, including the reactivity of certain sulfur compounds and hydrocarbons to form gum. The compositions of various gums and inorganic deposits are reported in terms of elemental analysis and spectroscopic examinations. The reactions of tetraethyllead with selected hydrocarbons are also reported.

This report describes the results of a measurement program to determine the broad spectral characteristics of both differential and common mode noise on phone lines in three coal mines; and, signal attenuation spectral characteristics on the same broad basis over phone line strings with taps/branches. The frequency range used was baseband -1000 Hz for resolution bandwidth ranging from 100 Hz near baseband to 30 KHz near I MHz. The signal attenuation measurements were performed on all three "legs" of taps where possible and applicable. Results were obtained comparing shielded and unshielded phone lines In one mine. The results include an improved electromagnetic noise chart for coal mines showing variations with types of mines, topology, and location of noise sources; also, fundamental high-frequency limit on untreated phone lines in coal mines is identified

About 65 percent of the more than 400 million tons of coal produced annually in the United States is mechanically cleaned to remove the inorganic impurities before being sent to market. The impurities, principally shale and clay with some pyrite, average about 20 percent of the raw coal treated. Nearly 95 percent of the tonnage is treated by wet processes, in which water, suspensions of solids in water, or occasionally calcium chloride solutions are employed. Difference in density of coal and impurity is the basis of these processes. Of major importance in the separation is the competency of the impurities, that is, the resistance of the impurities to size disintegration in water. In general, the impurities are more resistant in geologically older coals or those in effect made older by metamorphism. If the impurities suffer reduction in particle size when immersed in water, the separation of organic from inorganic material becomes more difficult, Recently the Scientific Department of the National Goal Board (Great Britain) undertook fundamental research into the interaction of shale and water and also developed an empirical method of assessing shale breakdown or disintegration. 6

The development of electronic initiation systems has partially reached or will reach in a short period of time full reliability for general use without limitations. Unfortunately those systems meet with a fully unprepared mining community and is confronted worldwide with blasting procedures which are not suitable to exploit the full range of the electronic option. This is for the time being only belonging to quarrying and general surface mining, for the use in underground operations the detonator is still not yet competitive, apart from special cases. It is not to be taken in doubts that the introduction for underground purposes will follow in a less shorter or longer period of time.

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The borate industry is one of the few sectors of the mining and mineral-processing industry which the United States still dominates. Since about 1927, the United States has supplied over half of the world's total boron and borate raw materials, and many of the chemical derivatives as well. Chiefly responsible for this record are companies producing sodium borates from two large deposits in southern California, at Boron (Kramer) and Searles Lake. The sodium borates, or products derived from borax and borax-containing brines, are the preferred borates for industry because they are soluble in water and combine readily with most other chemicals. Calcium borates (or sodium-free compounds) are required for certain end uses, but in general, nonsodium borates are used only where borax is not avail- able. During the past hundred years, the use of boron compounds throughout the world has risen from a few tons per year to the equivalent of about a million tons of B2O3. Leadership in supplying borates has shifted from country to country and from region to region during this period, generally as the result of the development of newly discovered deposits that were better in quality, more accessible, or more economically exploitable than previous sources (Table 1). Primary Products and End Uses The principal borate products offered by primary producers in the United States are listed in Table 2. In general, these products are utilized worldwide by almost all consumers, regardless of the original source of the primary borates. In the United States, the primary borates all originate in southern California. Colemanite is produced as crude or processed crude ore from the Death Valley area and is utilized by the fiber glass and ceramic industries without further treatment. Production from Searles Lake, Calif., is from brines that are processed in chemical plants where borax and other compounds are recovered and the principal borate products are produced. At Boron, Calif., the world's leading producer is mining a deposit of mineral borax and operating a chemical refinery. The mineral borax is mined together with included clay, and refined borax or "lo-mol" is one of the refinery products. The mineral and the chemical compound are identical, Na2B4O7- lOH2O. In addition to ship- ping all major refined borate products from Boron, the company ships semiprocessed ore concentrates to treatment plants elsewhere.

En ese sentido, la prueba de heterogeneidad en el mineral de Cerro Verde, es una guía para la geología, mina, metalurgia y laboratorio químico, que busca optimizar los protocolos de muestreo y minimizar errores en las muestras tales como: Error Fundamental; Error de Segregación, generado por una muestra o submuestra cuando es cuarteada; Error de Extracción, generado por una muestra pequeña o insignificante colectada o tomada, y Error de Preparación, producido por la pérdida excesiva de finos. De acuerdo al estudio, el presente trabajo señala que la heterogeneidad de cobre total, cobre soluble en ácido y cobre soluble en cianuro, desarrollada para el mineral de Cerro Verde, es baja, lo que permite un manejo operacional sencillo para el muestreo con protocolos más simples, mientras que el parámetro más heterogéneo es el cobre soluble en cianuro y el protocolo podría ser afectado en el error fundamental.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.

The Bureau of Mines investigated the caustic extraction of alumina and soda from retorted dawsonite-bearing oil shale, as part of a program to devise technology for treating alternative domestic sources of alumina for the production of aluminum metal. Colorado oil shale yielding 13 pct oil (35 gal/ton) and containing 12 wt-pct dawsonite (representing about 4 pct extractable alumina) was retorted to obtain oil-free (spent) shale Spent shale was leached with dilute NaOH to determine the effect of particle size, retorting temperature, leaching variables, and storage conditions on extraction of alumina and soda and dissolution of impurities. Maximum alumina and soda extractions were obtained by promptly leaching minus 28-mesh spent shale, obtained by retorting raw shale at about 5000 C, with 0.5N NaOH. Under these conditions, dissolution of impurities such as Ca, Fe, Ti, and P was low. Leaching tests were made on spent shale stored for periods of up to 30 days at 0° to 42° C and at 0 to 100 pct relative humidity (RH). These tests indicated that significant reductions in alumina extraction would occur if spent shale were stored in ambient Colorado air under naturally fluctuating temperature and humidity.

Abstract : The computation of reliability index or failure probability of slopes can be transformed into an optimisation problem. In high rock slope engineering, it is usually a multimodal optimization problem. The traditional optimization techniques are difficulty to find out the global optimal solution because of their easily falling into local optimal value. Recently, a new kind of bionic algorithm - ant colony algorithm (ACA) - has been used to solve this problem. In this paper, the structure of ant colony algorithm and the transfer probability of ants are modified to evaluate the failure probability of complicated slopes. A new adaptive ant colony algorithm (AACA) is proposed to determine critical slip surface and its corresponding failure probability of complicated slopes. A case study is given to verify the proposed approach. The results show that the presented method has obvious advantages compared with traditional methods. ZUSAMMENFASSUNG: Die Rechnung des Zuverlaessigkeitindexes oder der Zerstoerungswahrscheinlichkeit kann sich in einer Optimierungsfrage umwandeln, im Bauprojekt an hoehe Gebirgehang, handelt es sich meistens um eine Optimierungsfrage ueber Multi- Spitzenwert. Mit der traditionelle Optimierungsmethode ist es schwer eine umfassende Loesung fuer die Optimierung zu finden wegen des leichte Verfallens in Beschraenkung der Teiloptimierungsloesung. Mit dem neue Bionik- Algorithmus —— Ameisen - Kolonie- Algorithmus wird dieses Problem geloest. In diesem Text hat man eine Strukturverbesserungsloesung fuer das Ameisen- Kolonie -system und die Wahrscheinlichkeit der Ameisenkolonie erwaehnt, und damit wird man die Zerstoerungswahrscheinlichkeit des komplizierte Hangs feststellen. Mit dem neuen Ameisen- Kolonie- Algorithmus kann man die gefaehrlichste Gleitflaeche und die entsprechende Zerstoerungswahrscheinlichkeit herausfinden. Die in diesem Text beschriebene Methode wurde durch Praxis geprueft. Durch die Pruefergebnisse wurde es gezeigt und bestaetigt, dass der neue Bionik- Algorithmus vorteilhafter als der traditionelle Algorithmus ist. Résumé : Le calcul de l’indice la fiabilité ou de la probabilité de ruptures peut être transformé en un problème de l’optimisation. Pour le cas du génie des pentes de haut rocher , le problème se pose en général en l’optimisation de multi-crêtes. Les techniques traditionnelles conduisent facilement à la solution optimal partielle au lieu de celle globale. Récemment un nouveau type de bionique algorithmique a été appliqué pour la solution de ce genre de problèmes, c’est l’Algorithme Colonie de Fourmis. Dans l’article il est proposé de modifier la structure du système de la colonie de fourmis et la probabilité de transfert des fourmis en vue d’évaluer la probabilité de ruptures des pentes de haut rocher complexes, par ailleurs un nouveau algorithme adapté de colonie de fourmis est formulé pour déterminer la surface glissante critique et la probabilité de ruptures correspondante. Les techniques proposées dans l’article sont vérifiées à travers des expérimentations dont les résultats ont prouvé que les techniques présentées dans l’article sont évidemment meilleures que celles traditionnelles.

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

Top priorities for all blasting companies and individual blasters are risk management, safety of company personnel and the general public, regulatory compliance, and liability protection. On a daily basis, hundreds of shots are detonated by well-trained, skilled, and experienced blasters without incident. Unfortunately, accidents inevitably occur, which is why blasting is considered an “ultra hazardous” or “inherently dangerous” activity from a legal perspective. Despite countless regulations, recent advances in technology, improved training, ongoing research, and improved communication in the industry, mistakes and the resulting incidents continue to occur during blasting operations. These result in dangerous or deadly flyrock, site security lapses, increased complaints, blast damage claims, and lawsuits, which lead to increased insurance costs and other financial tolls for blasting companies. In life, lessons learned the hard way are rarely forgotten. The same is true in blasting operations. Blasting missteps and the resulting events are often the best catalysts for improving risk management and thereby reducing accidents, liability, and financial tolls. This paper provides a summary of two incidents, one safety and the other liability related, and the errors that resulted in a fatality in one case and a multi property lawsuit in the other. The two incidents provide examples that serve as a case study for lessons learned the hard way in blasting operations and offer guidance for the considerations that blasters and blasting companies should incorporate into daily operating procedures.

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. All references are annotated.
