In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

The performance characteristics of five hydrocyclone coal washers were evaluated to determine the sharpness and efficiency of separation that might be anticipated in commercial operation. The hydrocyclone overflows contained generally good clean coal products that would require little re-treating to remove misplaced high-gravity material. The underflows, however, contained from 63.6 to 36.7 percent of misplaced low-gravity material, which would require secondary cleaning to provide acceptable clean coal yields.

"SynopsisScattered mining was practised on Kusasalethu Mine (previously Elandsrand Gold Mine) prior to 1998, but at deeper mining levels it was no longer feasible, since it would have resulted in unacceptably high stress levels and energy release rates. Longwall mining was not adopted at these depths as the mine required a more flexible mining method owing to the highly variable grade and the presence of geological structures. A mining method was developed that consisted of dip stabilizing pillars for regional support, as well as bracket pillars to clamp geological structures. A strict sequence of extraction was followed and this, together with the particular layout, was called the ‘sequential grid mining method’. This method addressed two key problems, namely negotiating adverse geology and the erratic grade of the Ventersdorp Contact Reef (VCR) orebody. However, a significant drop in production rates resulted in the need for alternatives and improvements to the original mine design. Modifications to the design were proposed in order to increase production rates, and an investigation to consider the rock engineering implications of these modifications was conducted. The study indicated that the modified method, called the ‘multi-raise mining method’, appears to be feasible and might address some of the production problems that were experienced with the original sequential grid design. An analysis of actual seismic data showed no significant differences between the original sequential grid mining and the implemented multi-raise mining. The numerical modelling of the mining layouts showed slightly higher interim energy release rates (ERRs) and average pillar stress (APS) levels during the extraction process. The final values are nevertheless identical to that of the original sequence. The study also investigated the use of a modelled moment method to analyse future seismic trends. The study illustrated that the expected seismic trends will be very similar for the multi-raise method compared to the original sequential grid mining method. This study is nevertheless considered of a preliminary nature and ongoing monitoring and analysis of seismic data at the mine is required to verify the response of the rock mass to the modified sequence and increased extraction rate. In particular, future work needs to investigate the effect of mining rate (advance rates in individual panels as well as volume of mining in particular raise lines) on the level of seismicity."

Rapid growth in the urban development requires continuous search for innovative technologies to construct complex infrastructure systems. Deep mixing is one promising construction technology that has a wide spectrum of applications for development and expansion of complex urban facilities. Large number of reported case history of the projects in Europe, Japan, and the US demonstrate the versatility of the technology compared to conventional methods of ground modification. A large number of factors influence the quality of the soil cement columns; some of these are rooted in the installation process and the effective use of machinery during construction. This paper attempts to present some issues related to installation of deep mixing that affect quality of the treated columns. Presented here are various installation patterns, installation machinery, installation sequence, effect of penetration/withdrawal injection methods, penetration/withdrawal speed, effect of number of shafts, rotation of the blade, shape and orientation of mixing tools, and rotational speed of the shaft on quality of the treated ground.

This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

As part of the Demand Evaluation Program of the Bureau of Mines to determine future needs for minerals, a study was instituted to develop and describe a methodology for approaching the problem of substitution between mineral commodities and between mineral commodities and other materials. The report comprises three sections: A review of general factors relative to substitution, a case study of the effect of substitution on zinc die-casting markets in recent years, and a general methodology for reviewing materials substitution with specific emphasis derived from reviewing substitution in the domestic zinc die-casting markets.

Experimental Mine, Val d'Or, Quebec, Experiments on the ignition of sulphide dust clouds by explosives have been conducted in a 1 m3 explosion chamber. The explosives tested are ANFO, emulsion, aluminized emulsion and Detasheet. By controlling the composition of the ANFO and the emulsion explosive the oxygen balance could be changed in order to identify the dominant factors in the ignition of sulphide dust clouds by explosives. Experimental results, combined with theoretical calculations, show that the temperature of the detonation products is the most important parameter in the ignition of the dust cloud while the combustible detonation products are of secondary importance in the case of non-aluminized mining explosives. In the case of aluminized explosives and explosives having very negative oxygen balance the ignition of the dust cloud is assisted by the large amount of combustible detonation products.

Control of ground water for construction purposes is an everyday occurrence in the U.S. Thousands of pumps are in service at any given time. Most of these applications simply consist of pumping water out of an excavation, generally with the aid of sumps. Modern hydraulic and electric submersible pumps permit these procedures because of their ability to pump solids and take air without losing their prime. These procedures work fine up to a point and permit the contractor to control his ground water problems adequately and at minimal cost. When that point is exceeded, the ground water problems sometimes are compounded. Over-application of open pumping techniques can result in slope failures, cofferdam instability, bottom heaving, boils, loss of ground, damage to adjacent structures and utilities, and assorted other maladys which could and should be avoided. This paper will deal with the options involved in ground water control, a discussion of the unwanted side effects of dewatering, and examples of ground water control projects in various cities around the U.S.

The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

This paper reviews how uncertainty has been dealt with over the past 40 years using the decision making cycle as a frame of reference. The review of the phases of this cycle, as applied to rockmechanics and rock engineering, namely characterization, performance analysis, updating and decision making shows that in each, progress has been made over the past 40 years, although most of the basic concepts existed already in the 1960’s. Characterization is the area in which the greatest scientific steps were taken, this phase and performance analysis also gained from the tremendously expanded computational capabilities which allow one to use both more complex and more practically oriented models. The greatest practical advance is without using any doubt in risk based decision making although its acceptance shows interesting differences between different professions. Dans l’article suivant on utilise le cycle de décision pour illustrer le développement du traitement des incertitudes en mécanique des roches et en construction en roche dans les quarante années passées. La revue des phases du cycle de décision montre qu’on a fait du progrès dans chaque phase du cycle de décision, c’est à dire dans la caractérisation, dans l’analyse et la prédiction du comportement, dans l’actualisation et dans l’acte de décision, même si les concepts fondamentaux existaient déjà dans les années 1960. Les plus grands avancements scientifiques se trouvent dans le domaine de la caractérisation tandis que l’analyse prédictive profitait du développement de l’informatique qui a mené à des modèles plus complexes mais aussi plus pratiques. Le plus grand progrès est sans doute dans le domaine de l’acte de décision sur la base des risques. Ce procédé est devenu assez commun même s’il y a encore des différences d’acceptation entre différentes professions. DerÜberblick über die Phasen des Entscheidungsprozesses zeigt, dass bei der Anwendung in derFelsmechanik und im Felsbau, in allen Phasen d.h. bei der Charakterisierung, bei der analytischenVorhersage, beim Aktualisieren und bei der Entscheidungsfindung Fortschritte gemacht wurden,obwohl die grundlegenden Konzepte bereits in den 1960er Jahren existierten. Im Gebiet derCharakterisierung gab es wohl die grössten wissenschaftlichen Entwicklungen, während dieanalytische Vorhersage vor allem von den Fortschritten der Informatik profitierte, welchekomplexere wie auch praktischere Modelle möglich machte. Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

"In 1942, commercial mining operations began in what is now the Lucky Friday Ag/Pb/Zn mine in Idaho’s Silver Valley. Wholly owned since 1962 by Hecla Mining Company, the mine has produced more than 145 million ounces of silver and has been a mainstay producer in Idaho’s Silver Valley for over 70 years.However, by the early 21st century, the mill had fallen, technologically, seriously behind the rest of the industry. Accordingly, starting in 2005, the current mill management team set to revitalizing the milling operation. This paper will describe how the mill was systematically evaluated and the aging infrastructure replaced with more current technology. Driven by internal mill review studies supported by QEMSCAN mineralogical balancing, the mill has in recent years been through waves of upgrading – from the installation of new mechanical and column flotation equipment to the introduction of on-stream analysis, a technology well-accepted around most of the industry but alien to this technologically conservative mining district.The experience at Lucky Friday is a testament to the need for ongoing structured mill optimisation and technology upgrading in established mining operations. This paper will describe engineering experiences associated with upgrading equipment in an operating mill, contained in a confined building. Experiences in teaching the team new ways of operating a mill, and finally the metallurgical rewards that have been reaped will be described.INTRODUCTIONMining in Idaho’s Silver ValleyIdaho’s Silver Valley is a 64-km long valley flanked by the US Northern Rocky mountains, seldom more the 3-km wide, and stretching across much of Idaho’s northern panhandle, roughly 150 km south of the Canadian border. Mining has been continuously active in the area for more than 140 years, during which time, the Silver Valley has become one of the richest silver producing districts in the world, and as of 1985 had out-produced the 500 years of production from the famed Potosi district in Bolivia. Since 1885, almost 100 deposits have been discovered and worked in the district (Chapman, 2000)."

"The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research to evaluate explosion blast effects on mine ventilation stoppings at the NIOSH Lake Lynn Experimental Mine (LLEM). After mine explosion accidents, MSHA conducts investigations to determine the cause(s) as a means to mitigate or eliminate future occurrences. As part of these post-explosion investigations, the condition of underground stoppings, including the debris from damaged stoppings, are documented as evidence of the strength and the direction of the explosion forces. The LLEM data showed that a total pressure of 52 kPa (7.6 psi) destroyed the solid concrete block stopping, ~36 kPa (~5.2 psi) destroyed the hollow-core concrete block stopping, and 9 kPa (1.3 psi) destroyed the steel panel stopping. These results will assist investigators in determining the explosion forces that destroy or damage stoppings during actual coal mine explosions.

"This paper studies the progress made by hydraulic shovel manufacturers over the last few years, particularly in the areas of productivity increase and operating cost reductions.Five years ago, it was widely considered that the unit production cost for a hydraulic shovel in a mining application was double that of a cable shovel in the same application. The hydraulic machine manufacturers have taken up this challenge, and modern improvements in design, coupled with changes in maintenance techniques, have narrowed the gap to the point where it is valid to ask the question ""will the cable shovel exist in ten years' time?"".Historical BackgroundThe history of the cable shovel goes back to the early 19th century and the industrial revolution. Early machines were steam-powered and ran on rails.The ""power shovel"" and the ""dragline"" were the only mechanical means of mass excavation until the early 1950s. Rail-mounted units gave way to crawlers, which increased flexibility considerably. Some shovels were redesigned as backhoes, and some became extremely large when designed as stripping shovels primarily used in North American coal mines.In the early 1950s growth in hydraulic technology spawned the introduction of the hydraulic excavator, which soon began to replace the smaller cable shovels and backhoes used in the construction industry. They were completely self-contained with either a gasoline or diesel engine and, being much lighter, were more readily transportable.As the excavators grew in size from its early models of 0.5 m3 or less, many of the cable shovel models were discontinued. This was not surprising for several reasons, but the most obvious is that both were often made by the same manufacturer."

The rate of reaction between iron oxides and carbonaceous materials, agglomerated as pellets, was studied experimentally by measuring the weight loss as a function of time. The effects of temperature, carbon type, inert gas flow rate, pellet size and additions (sodium. carbonate and Portland cement) were determined. It was shown that the value of the apparent activation energy can display large deviations under different experimental conditions; in the present work it was found to be 226.6 kJ/mol. The reaction with coke is slower than with charcoal, and the rate increases as the flow of inert gas in the reaction vessel decreases. Comparison of the rates for pellets of different sizes has shown that for small pellets the initial rate is faster but that it slows down at high conversions owing to the penetration of inert gas into the pellet. Additions of sodium carbonate and Portland cement increase the rate; sodium. carbonate promotes the catalysis of the Boudouard reaction, which is the slowest of the partial reactions. The increase in the rate with Portland cement is attributed to the release of water vapour

Air pollution control regulation$ already implemented or being considered for implementation require substantial investment of capital to remove the sulfur oxides from copper, lead, and zinc smelter gases. There will be an attendant increase in production costs and possibly an associated increase in the price of these metals to the consumer. The total investment and any resultant metal price increase will depend upon the control regulations that ultimately will be adopted by the individual States. Controversy has arisen between the metals industry and governmental control agencies regarding the status of stack gas desulfurization technology and the ability of industry to control sulfur oxide emissions to the degree proposed by some of the more stringent regulations currently under consideration. This paper evaluates the problems involved in achieving various degrees of control over smelter sulfur oxide emissions and the technology available to accomplish the task of assuring clean air. The estimated cost of compliance is reviewed for the copper, zinc, and lead industries, but principal at tent ion is given to the copper situation.
