The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

High-grade gold-silver mineralization associated with electrum and argentite was discovered in a quartz vein at the Chappelle property, 273 km north of Smithers, B.C., in 1969 following a regional geochemical reconnaissance program in the Cassiar-Omineca Mountains. Subsequent exploration resulted in the discovery of numerous quartz veins with associated precious-metal values in a belt 17 by 3 km in area centrally located within Toodoggone Group volcanic and sedimentary rocks of Lower to Middle Jurassic age and a window of Takla Group volcanic rocks of Upper Triassic age. More detailed investigations, consisting principally of 5677 m of surface drilling in 57 holes and crosscutting, drifting and raising on Chapelle Vein A, has outlined a high-grade gold-silver-bearing shoot with a strike length of 200 m, an average width of about 3 m and extending to an average depth of about 40 m below surface.

A multiple coal fired boiler house provides steam for utility usage in various production plants. Maintaining stable header pressure and boiler availability is of critical importance for downstream consumers. Advanced Process Control comprising of a G2 based expert system and Model Predictive Control was implemented to improve the boiler house performance. The results yielded improvements in the main header pressure stability, reduction in boiler saturation and significant saving in coal consumption. Ceci permet à l?opérateur d?effectuer le démantèlement de l?équipement pour le déplacement dans les endroits restreints. Le déménagement d?un niveau à un sous-niveau devrait se faire dans un quart de travail de 8 heures. L?option de largeur permet au client de choisir un équipement adapté à son environnement de travail (1). La largeur de la table de forage peut être modifiée selon les besoins du client entre 48" et 96". Cette particularité permet une meilleure stabilité, et plus de précision dans le forage (2). Il y a 4 pattes hydrauliques à chaque coin pour la stabilisation lors de forage (3). La table de forage a 360° d?angle de forage sur 3 côtés du transporteur. La table peut sortir de chaque côté du transporteur de 40 ½" à partir du centre du transporteur pour faciliter la mise en place de la foreuse dans les endroits difficiles d?accès. La plage de forage est considérablement agrandie. Cette caractéristique qui fonctionne hydraulique, permet à l?opérateur de forer sans être obligé de changer la position du transporteur pour des changements de trous. Tous les types de foreuse peuvent être installés sur cette table de forage (4). Sa petite dimension lui permet d?accéder, par des monteries de 30" de diamètre, à des sites de travail de 2,5 mètres de hauteur et largeur. C?est un équipement adapté aux gisements filoniens. Ce genre de gisement est de moins en moins rentable pour les compagnies minières. La mécanisation des ces gisements va permettre de les rentabilisés en augmentant la productivité et la santé du travailleur, en réduisant la dilution (5). Les manettes de contrôle de la foreuse, les mouvements de la table de forage ainsi que le déplacement du transporteur ont été installés selon les recommandations d?un ergonome. Des recherches ont été effectuées par ce spécialiste sur les cas d?accident survenus avec l?utilisation de ce genre d?équipement. Il a déterminé les positions le plus confortable que l?opérateur doit prendre pour éviter les douleurs prolongées (6). Le système de roulement est composé de 4 roues pleines installées sur 4 planétaires de 9000 à 15000 livres de capacité munis chacun d?un moteur hydraulique. Des freins ont été installés sur les planétaires pour assurer la sécurité de l?opérateur et faciliter le positionnement du transporteur lors du forage. Des roues rétractables peuvent être installées pour faciliter l?accès sur rail (7). Ce transporteur peut être alimenté par une puissance électrique plutôt que par une puissance pneumatique. Cette puissance électrique est fournie par un Power Pack qui transforme l?énergie en puissance hydraulique. Ce type d?alimentation est employé lors du forage de développement, mais il peut aussi être utilisé pour le forage long trou. Cet avantage permet au client qui a un problème de pression d?air d?utiliser l?électricité. Par contre si vous utilisez l?électricité mais que dans un secteur isolé le gros courant électrique n?est pas accessible vous pouvez utiliser votre équipement en utilisant la puissance pneumatique. Le changement d?alimentation énergétique se fait facilement (8). Cet équipement est construit pour effectuer 4 types d?activités : forage de développement de niveau et sousniveau avec l?installation d?un bras porteur, forage et pose de câbles d?encrage pour soutènement de terrain, forage de production long trou et forage de monterie ascendante et descendante. L?avantage est que vous investissez dans un seul équipement au lieu de 2 ou 3. Cet avantage vous fait économiser dans votre budget d?équipement. En plus cet équipement est construit pour de dure travaux et ne contient aucun système électronique (9).

ABSTRACT Hydrophobic polystyrene nanoparticles were evaluated as potential flotation collectors for pentlandite. The flotation of hydrophilic glass beads demonstrated the nanoparticles’ ability to induce flotation. Deposition of nanoparticles on glass surfaces increased the contact angle and enhanced adhesion of the beads to air bubbles. High flotation recoveries were achieved when 5–10% of the bead surfaces were covered with nanoparticles. Surface functionalization—the addition of vinylimidazole to polystyrene nanoparticle surfaces—caused the nanoparticles to selectively deposit onto pentlandite surfaces in the presence of Mg-Si slimes. The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles. The first commercial unit employing the new thermoadhesive method of dry separation of minerals was installed at the Detroit mine of International Salt Company in Detroit, Mich. (Fig. l). This unit was first put into operation in March 1957. The purpose of the Detroit installation was 1) to serve as a pilot plant for evaluating the process on a commercial scale and 2) to produce marketable quantities of rock salt of improved quality and ap- pearance. The design of this plant was based on the results and information obtained from a 1-tph pilot plant at Battelle Memorial Institute. DESCRIPTION OF PLANT Location: The separation plant was installed underground near the crushing and screening plant, for this was the most suitable location from the standpoint of material handling. Furthermore, ample space was availabe at this location. Because the process requires a relatively constant temperature, the uniform year-around temperature of the mine (57°F) gave an added advantage to an underground operation. Feeding: The rock salt is conveyed to a surge bin, from which it is fed to the heating unit by a conveyor. The feed-rate control consists simply of an adjustable gate at the bottom of the surge bin. The plant may be fed either No. 1 grade of rock salt (0.279 to 0.375 in.) or No. 2 grade (0.375 to 0.500 in.) with a maximum input capacity of 500 tons per 15-hour day. Heating Unit: The heating unit (Fig. 2) consists of a panel of infrared lamps suspended inside a low-speed revolving screen. The radiant-heat panel, which is curved for most effective utilization of the heat, holds 240 infrared lamps of standard industrial type, each rated at 500 watts. The position of the panel is adjustable so that it can be placed centrally over and to within 6 in. of the salt bed on the screen. The entire heat panel is suspended by rollers in ¦ R. J. Electrochemical processing using molten electrolytes is undergoing a considerable renaissance due to several innovative ideas being explored both in the laboratory and also at the pilot scale. Several of these new ideas are related to developments in energy generation and storage and involve solid electrolytes. Sodium has been prepared by the electrolysis of sodium carbonate or sodium hydroxide with the transfer of sodium ions through a sodium beta" alumina membrane and magnesium oxide dissociated by the removal of the oxygen through a stabilized zirconiaelectrolyte incorporating a fuel cell electrode. By using halides with highly electropositive cations, such as molten calcium chloride, it has been found that the favoured cathodic reaction, when oxygen is present, is the ionization of oxygen and not the deposition of calcium. This approach has been applied to the reduction of many metal oxides including titanium, zirconium, niobium and rare earth oxides and, by using a mixture of oxides as the cathode, homogeneous alloys are produced. This concept can also be applied to deoxidation of solid and liquid metals. Refining of metals is possible using intercalation compounds and, in a completely different application, it has-been found that, by intercalating alkali metals by electrolysis of alkali halides into graphite, it is possible to produce carbon nanotubes and nanoparticles. The technological opportunities of these various concepts will be discussed.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

The role of biomass char in blast furnaces has been re-examined by scientists worldwide, as a feasible option to reduce the carbon intensity of ironmaking. This contribution makes a technical and economic analysis of the ferro gusa industry in Brazil, with the last 172 charcoal-Blast Furnaces operating in the world. A key strategic question is presented: what is the current status and future prospects of biomass use in Blast Furnaces? Findings provide significant implications to metallurgists: while ferro gusa from charcoal is regarded as carbon neutral iron with low impurities, there are limiting factors that hinder the further proliferation of charcoal-BFs: biomass generation requires vast extensions of arable land and aggregates have low production capacity. Additionally, most of the charcoal is presently generated in beehive kilns with low yields. These elements combined make charcoal-hot metal expensive in price. With respect to the future prospects of biomass, the injection of small biochar particles through the PCI rigs in BFs (here coined Bio-PCI) and iron ore sintering may offer a practical alternative to significantly reduce the CO2 emissions in the ironmaking process.

"Long term contracts requiring delivery of 6,000,000 pounds of U308 per year to its customers have made it necessary for Denison Mines to expand its milling capacity from 7,100 tons per day to 15,000 tons per day.Previous papers (1) and (2) described the old leaching and product recovery practice. The flowsheet briefly includes a crushing and grinding circuit, sulphuric acid leaching in a Pachuca plant, liquid-solid separation with wash thickeners and two-stage drum filtration, concentration and purification by moving bed ion exchange followed by two-stage precipitation to produce an ammonia yellowcake.No. 1 Shaft ore, about 4,000 tons per day, will be processed through the truck dump into the old crushing and grinding plant and through the old leaching plant. Ore from Stanrock (No. 3 shaft) will be hauled by truck and also processed through the truck dump as No. 1 shaft ore. Beginning in 1982, ore production from Stanrock will gradually increase until 1985 when some 3,000 tons per day will be milled from the source.A new 8,000 ton per day circuit was designed and constructed to increase the milling capacity to 15,000 tons per day. The new circuit is separate from the old one except that it coins together for the precipitation and tailings neutralization sections of the plant. The feed to the new plant will be from No. 2 shaft.The flowsheet is much the same as the old plant with the exception of the grinding circuit and the ion exchange plant. A semi-autogenous grinding (SAG) plant, unique in the Elliot Lake area, has been installed rather than the conventional crushing and grinding plant; the ion exchange plant is the stationery bed type.This paper describes the major equipment installed for the expanded grinding and hydrometallurgical plant."

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

Sulfide-ore concentrates containing cobalt, nickel, copper, lead, and iron from the operations of the National Lead Co. at. Fredericktown, Mo., were treated successfully on a laboratory scale to recover more than 90 percent of the cobalt, nickel, and copper. A cobalt -nickel-bearing, lead-copper matte., produced by the St. Joseph Lead Co. at Herculaneum, Mo., was treated to produce a lead-zinc fume, a copper sulfide concentrate, and a cobalt nickel-iron product, netting a recovery of over 75 percent of the cobalt and about 90 percent of the nickel and copper. National Lead Co. bulk concentrates were chlorinated with gaseous chlorine to form anhydrous metal chlorides and sulfur chlorides, sulfur chlorides were recovered by distillation, a high percentage of the ferric chloride was converted to ferric oxide, and the chlorinated residual metals were extracted with water. Metal ions were removed from leach liquors by pH-controlled fractional precipitation as hydroxides. Cobalt solutions "were prepared from cobaltic hydroxide, and procedures were developed to remove contaminating metal ions. Purified cobalt solutions were employed as electrolytes for deposition of high-purity cobalt.

Antimony has been utilized by mankind for thousands of years. However, due to recent environmental concerns, antimony is often considered to be an impurity element, Since antimnoy is commonly found in precious metal refractory ore bodies, extraction is essential. The Sunshine Mine in Kellogg, Idaho has recovered antimony from its precious metal tetrahedrite deposits since the 1940's. A plant was initially constructed as a primary antimony source during World War II. This facility also decreased the downstream smelting penalty for the silver copper-lead concentrate and provided an industrial commodity from a potential environmental nuisance.' This paper describes the Sunshine antimony processing- facility. Specifically, the relevant process chemistries involved in concentrate leaching, metal electrowinning, and sodium antimonate production will be discussed. In addition, ongoing areas of research to improve unit operations and treatments implemented to meet environmental' discharge requirements will be covered.
