The purpose of this Bureau of Mines report is to provide mining industry personnel and regulatory authorities with a subsidence-reference list and annotated bibliography that will aid them in locating subsidence information and in developing their own subsidence information sources. Over 700 references are listed in the Bureau's subsidence information center bibliography; approximately 600 of these references were obtained for assessment. Of these 600 references, 167 were selected to be rated, categorized, and annotated. All literature referenced in this report was published prior to 1984. Table 1 is a cross - referenced index that classifies and rates selected references with respect to specific keywords. References are rated not on quality of content but rather on applicability to given subject areas. Appendix A is an annotated bibliography of the references listed in table 1 and provides further information of each article to aid the user in selecting articles for specific areas of subsidence technology. Appendix B is a copy of the subsidence information center bibliography.

"The flowsheet for the Voisey’s Bay mill had to meet the challenge of processing an ore containing high pentlandite and chalcopyrite values in a largely pyrrhotite/troilite matrix. In the 1994-97 period, circuit development focused on making a high-grade copper concentrate and a relatively low-grade nickel concentrate. However, in 1998 a circuit with copper concentrate, high-grade nickel concentrate and a Ni/Cu middlings concentrate was specified. Following a three year project delay, work resumed on the flowsheet in 2001, and the target for the overall grade of the nickel concentrate was raised from 14% to 20% nickel. To achieve this target triethylamine tetramine (TETA) and sulfite pyrrhotite depressants were used in an all lime circuit. It later became evident that, with appropriate selection of collector and adjustment of the circuit by the addition of a scavenger on the scavenger cleaner, it would be possible to approach the grade of concentrate required without the use of pyrrhotite depressants. The recycle of water and the contained thiosalts was also proven to be instrumental in raising the grade.Construction and commissioning of the mill were fast-tracked with start-up of the mill in September 2005 some six months ahead of the original schedule. Ramp-up of both throughput and metallurgy was faster than any other recent nickel installations with tonnage being limited mainly by concentrate dewatering due to the higher than initially planned ore grades.INTRODUCTIONNickel was discovered in the vicinity of Voisey’s Bay by Chislett and Verbiski working for Diamond Field Resources in 1993 and the Ovoid deposit was delineated in the winter of 1994/95. By the end of 1995 the Ovoid had been well explored and at that time was thought to have a reserve of at least 30 million tonnes with an average grade of 2.83% Ni and 2.0% Cu. Drilling to the east of the Ovoid had indicated the presence of significant mineralization. In June of 1995, Inco Limited bought a 25% share in the Voisey’s Bay Nickel Company (VBNC) which was a subsidiary holding company set up by Diamond Fields. Inco also bought 8% of Diamond Fields and negotiated the right to sell all the nickel produced from VBNC for twenty years as part of this agreement. In April 1996, Inco bought the 75% of VBNC shares that it did not own."

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

"The Cobalt embayment is a large domain of Paleoproterozoic clastic sedimentary rocks that unconformably overlies the Archean Abitibi greenstone belt. Regionally extensive sills and dikes of Nipissing diabase, emplaced circa 2219 Ma, occur throughout the embayment and are the preferential host to gold-bearing polymetallic vein systems on the Merico-Ethel property, near the northeastern margin of the Cobalt embayment. These gold-bearing, polymetallic veins are predominantly east-west-trending, steeply dipping, discordant calcite- quartz vein systems that formed close to the time of crystallization (within ~15 m.y., based on Pb-Pb ages) of the Nipissing diabase. The ore mineralogy is complex in character, typically comprising sulfides, arsenides, native metals (gold and silver), and specular hematite, preferentially concentrated along the interface between silicate and calcite gangue. A simplified sequence of mineral deposition in the veins is: (1) "Early-stage" pyrite ± chalcopyrite hosted in quartz ± chlorite gangue; (2) "Main-stage" polymetallic (Cu + Co + As + Ag + Au + Bi ± Pb ± Ni ± U) sulfides, arsenides, and native metals hosted in calcite gangue; and (3) "Late-stage" calcite flooding ± galena. Wall-rock alteration in Nipissing diabase is restricted to narrow (<5 cm) haloes of calcite-chloriteepidote- bearing assemblages, whereas a weak alteration halo of specular hematite, calcite, and allanite-epidote has been observed in the surrounding sedimentary rocks. In terms of their age, geology, mineralogy, paragenesis, and morphology, the gold-bearing vein systems at Merico-Ethel closely resemble the silver-sulfarsenide vein deposits of the historic Cobalt and Gowganda mining camps. These observations indicate that the Au-bearing veins are variants of the Ag-vein systems and as such, have a common genesis belt. Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. Automated vibration monitoring and web-based data distribution has proven itself on the largest single construction project ever undertaken in Finland. The excavation for the Kamppi Center Project in the center of Helsinki was completed in November of 2003 and involved the removal of over 200,000 m3 (260,000 yd3) of rock and over 1,700 individual blasts. A system was installed, incorporating 37 discrete monitoring points located throughout an underlying metro station, and other surrounding underground and surface facilities. After every blast, vibration data was automatically transferred from the monitoring network to a server database. Stakeholders were able to access and review vibration reports on a password-protected website within 90 seconds of each blast. This allowed engineers to verify that recorded levels were in compliance with established limits, before proceeding with subsequent blasts. The data was also imported into a semi-automated Scaled Distance tool for analysis using linear regression techniques. This was used to determine, and adjust for trends in blast-induced vibration.Copyright

A brief review is given of the history of the Colliery to date together with the reasons for the development of an additional seam.Investigations into the quality of the coal ami its suitability for the production of metallurgical coke and determination of the economic mining limits and coal reserves are discussed. The commencement of mining operations and the inter-seamarrangements necessary for the disposal of coal won are described with the stages in the opening out of the seam itself and the reasons for the installation of a 48-in. trunk conveyor belt. Choke and manning of face equipment are considered and also the work of secondary development and pillar extraction.It is concluded that with modern face equipment and conveyor belt lines, concentrated mining followed by immediate extraction of pillars is practicable and is giving excellent results at Burwood Colliery.INTRODUCTIONBurwood Colliery, the total holding of which now comprises some 3,140 acres of land and 1,450 acres of sea leases, has mined the Borehole Seam since 1883. The early work took place from Nos. 1 and 2 shafts at Glenrock Lagoon and later on at Nos. 3 and 4 shafts at Whitebridge to which the centre of operations shifted in 1893, shaft sinking at this latter area having commenced in 1888.As all the early operations were confined to the Borehole Seam, reserves of coal on this horizon had been considerably reduced by the mid 1930&apos;s, so a cross measure drift was driven to the Victoria Tunnel Seam which is about 300 ft. above the Borehole Seam, and fully mechanized coal winning commenced from the second seam in 1938. Due to the importance of maintaining open airways on a longwall panel, mine management decided to install cribs made of foamed cement. Foamed cement had been used at other company operations on several projects. A recent test at a sister operation had proven the crib installation technique and established that foamed cement cribs could provide better support than wooden cribs. The area to be supported was in a remote location; the limited material needs of foamed cement cribs offered a substantial advantage. In mid February 1993, 75 foamed cement cribs were installed on the tailgate of the active longwall panel. The 75 cribs resisted both horizontal and vertical stresses while successfully supporting the entry.

Ventilation Air Methane (VAM) is a high volume low concentration methane source. The capture or use of methane from VAM is challenging, which results in the routine discharge of methane into the atmosphere. Mitigating VAM has the benefits of providing an energy source and reducing the atmospheric Greenhouse Gas (GHG) burden. The GHG radiative forcing effect of methane is 17?23 times as potent as carbon dioxide on a 100-year time horizon. Thus, any reduction in atmospheric methane would be beneficial. The calorific value of methane is 55.5 MJ/Kg; therefore, a 100 m3/s flow with VAM concentrations from 0.1?1% can provide 3.8?38 MW of exploitable power. Strategies to mitigate VAM such as: Thermal Flow Reverse Reactors (TFRR), Catalytic Flow Reverse Reactors (CFRR), Lean Burn and Catalytic Gas Turbines, Biothermica Vamox®, Megtec VOCSIDIZER©, and Vamcat? are briefly reviewed. The review of VAM mitigation technologies reveals disadvantages such as the need to maintain a minimum internal heat capable of oxidizing the methane. This requirement uses all of the available methane up to the point of reaction sustainability and up to half at the highest methane concentration in VAM. Some systems may introduce a pressure drop to the ventilation system, which would impinge on the existing ventilation system design. These impediments necessitate the development of a more amenable technology. In the proposed system, gas turbines (GT), coupled to a combustion chamber with an external fuel supply, assist the combustion of the VAM. The combustion-chamber coupled system provides electricity, while the heat contained in the GT exhaust gases increases the temperature of the VAM, encouraging the development of a flame inside a combustion chamber. The flow from the combustion chamber streams through a primary air/fluid heat exchanger capable of producing steam of a high enough quality to generate electricity using conventional steam turbines. The residual heat after primary extraction, directed through other equipment, provides additional heat based products such as industrial scale dry air, chilling by an absorption chiller or hot water. The overall design of the system is scalable for low to high VAM flows or variations in concentrations and is capable of providing the company or community with heating, chilling, hot water, electricity or motive force as needed by the particular site or community. The Multi-generation system uses heat from three sources to provide clean efficient energy while mitigating the atmospheric emissions of methane. These sources are heat from the GT, often considered waste heat, heat from fuel injected into the igniters and heat from the VAM. The opportunity to collect carbon credits may improve the economics. In order to design a system with this capacity, a detailed analysis of the combustion characteristics of three separate flows is required. VAM is the main airflow, having the highest volumetric effect, while the GT exhaust and the additional fuel added to the hot exhaust flow of the gas turbine are lower flows, but have a higher velocity and temperature. The aim of the modeling undertaken in this work is to establish the combustion dynamics, degree of pre-heating required and the geometry essential to the design of combustion based VAM mitigation multi-generation systems.

Risk management has taken on renewed vigor since the economic crisis of the late 2000s. The resources of governments, individuals, and corporations are being stretched to a point where only the most promising projects move forward. Risk management is a crucial part of the decision making process, yet it remains a broad term that includes disciplines from engineering to finance. A collaborative effort will be necessary to ensure that the most auspicious and appropriate projects are the ones moving forward. Risk management can be quantified to an extent by comparing the likelihood of an instance with the result of consequence of the instance occurring. In this manner it is possible to assign risk factors to instances and ultimately, begin to associate monetary value to the instance. Carbon sequestration is an emerging field that has a number of unique challenges. Risk management and mitigation must be an integral part of the overall picture. This begins with the planning and design phase, continues through implementation and production, site closure, and does not cease until termination of liability. The ability of carbon sequestration projects to successfully assess, mitigate, and recover from leaks will be a decisive characteristic of overall success. The costs of mitigation and failure will need to be analyzed on a test level, but will still need to be reliable enough to extrapolate to a commercial level operation. This paper will build a risk management profile based on case studies and field tests in Tennessee and Virginia. These tests are scheduled to commence in late 2013 and consist of small-scale injection tests in unconventional storage reservoirs with an emphasis on enhanced coalbed methane (ECBM) recovery and enhanced gas recovery. The ultimate goal will be to provide a clear and concise direction to move carbon sequestration from the test phase to commercial scale. While it is necessary from a risk management perspective to analyze all risk points, the scope of this paper will focus on pre-injection risk assessment for carbon dioxide (CO2) leakage potential. Despite the differences between the two tests, CBM compared to shale among other differences, a framework for analysis and mitigation can be developed pertaining to leakage risk. The probability of each type of failure will be assessed and analyzed, and plans to mitigate or reduce these risks will be reviewed.

Design loads are limited for piles relying upon toe stresses in rock due to uncertainty about the rock quality over the whole pile diameter because of rock mass properties or construction effects. The paper discusses the use of video images to evaluate rock quality at the bottom of piles socketed into graniodorite bedrock in a steel pipe pile project. Skillful interpretation was required to assess the 3D properties of the rock from video images. It is necessary to observe the rock mass characteristics near the project site for better perception of the rock features from the images. Video image interpretation skills were established by the evaluation of the cores drilled under the socket base and the results of pile loading tests. Correlations were found between rock appearance in the images and the rock socket drilling records. Rock socket acceptance criteria were developed through monitoring the drilling operations for the specific site procedures. Video images then served as one of the quality-assurance tools together with probing and pile loading test. Lessons and methods learned from video inspection in this project could be used to evaluate rock quality in similar cases.

In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

The Kiruna Mine in Sweden currently has three ventilation systems. The first two (a new and old system) serve the production areas. The third system is used for the facilities on the former main haulage level 775. That area includes offices and workshops for load haul dumpers (LHD) and drill rigs. The third ventilation system also covers the crushing and haulage on level 1045. At the present time, the total airflow for the mine is 1,600 m3/sec(3.4 million cfm). The current system serves the levels above the 775 level. The new one is for the levels between 775 and 1,085 m (2,540 and 3,560 ft), which are needed for the new ore body. When all of the production is below level 775, the old ventilation system will be closed down.

This investigation was made to study new methods to prepare high-purity yttrium metal, Various methods were used to prepare pure intermediate compounds, primarily chlorides, bromides, and iodides, which were subsequently reduced to metal. The process found most suitable for the preparation of pure anhydrous yttrium chloride involved thermal dehydration of a mixture of hydrated yttrium chloride and ammonium chloride while under vacuum. Yttrium bromide and iodide were prepared most effectively by the direct halogenation of yttrim carbide. Yttrim carbide was obtained by reacting and melting yttrium oxide-carbon mixtures in a carbon-arc furnace. Yttrium halides were purified by vacuum distillation and reduced by alkali or alkaline-earth metals. Lithium and sodium proved to be the best reductants from the standpoint of yield (>95 pct) and purity (>99.8 pct) of the yttrium. The product of the reduction step was sponge metal, which was consolidated readily by conventional cold-mold, arc-melting procedure. The purest yttrium obtained in laboratory scale work was prepared by sodium reduction of yttrium chloride and contained only 125 pp oxygen; other impurities did not exceed 1,000 ppm. In larger scale tests yttrium containing only 800 to 1,000 ppm total impurities was obtained by lithium reduction of yttrium chloride. The tensile properties of high-purity yttrium were determined. Mechanical tests showed that yttrium can be forged, extruded, rolled, spot welded, and deep drawn.

By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

The copper smelting gas / slag / matte / metal / solids system with the Cu-Fe-Ca-Si-O-S major elements has been a long-term focus of the present overall research program using integrated experimental and modelling approach for the phase equilibria characterisation and development of a thermodynamic database. A systematic investigation of phase equilibria of slag systems in equilibrium with Cu metal is providing information for systems where copper coexists in slag with lead, zinc, and aluminium oxides as major components. Experimental studies involve high-temperature equilibration of synthetic samples; rapid quenching; and measurement of the compositions of equilibrium phases using electron probe X-ray microanalysis (EPMA). Particularly important feature of the present study a wide range of temperatures (660-1670°C) being characterised that reveals major inconsistencies in the existing thermodynamic description of the multicomponent system, and allows to establish the thermodynamic properties from phase equilibria in a reliable way. FactSage-based thermodynamic modelling is integrated with experimental research. Initial thermodynamic assessments are used to identify priorities for experiments, planned to provide specific data for thermodynamic optimisation. Significant improvement in the accuracy of the phase equilibria description is achieved, in particular in the PbO-Cu2O-SiO2, ZnO-Cu2O-SiO2, and Cu2O-CaO- Al2O3 systems in equilibrium with metallic Cu. INTRODUCTION Slags high in lead and copper are generated in primary metal production in the smelting of lead sulfide concentrates and in pyrometallurgical metal recycling systems. The compositions of these slags are varied due to increased fraction of recycled materials in the feed as well as introduction of previously unused chemical elements to modern technology. Therefore, their processing becomes chemically more complex; in that way they contain a large number of different metals. These slags form complex non-ideal solutions (with possible formation of several immiscible slags) that can coexist with stoichiometric solids, solid solutions, mattes and molten metal depending on the bulk composition and process conditions. Predicting the outcomes of smelting and refining processes is becoming increasingly difficult. To assist in the optimisation of these metallurgical processing operations, a comprehensive research program is underway to develop accurate thermodynamic databases for these non-ferrous process systems.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year&apos;s time.

The production of sulphuric acid at Port Pirie by the contact process began in March 1924 with the commissioning of the Electrolytic Zinc Co.&apos;s roasting and acid plant. This plant, operated by B.H.A.S. Pty. Ltd. on behalf of the E.Z. Co., continued to produce sulphuric acid from the gases evolved when roasting Broken Hill zinc concentrate in mechanically rabbled furnaces until September 1954, when the plant was closed down.In this peri9d of approximately 30 years some 600,000 mono tons of 98&#183;5 per cent sulphuric acid was produced, most of which was used for fertilizer production at Wallaroo and Port Adelaide. During World War II 14,400 mono tons of the above was produced in the form of 20 per cent Oleum and railed to the Salisbury Munitions Factory for use in the production of nitro-glycerine, gun-cotton and T.N.T.In the early post-war period various ways of converting at least some of the sulphur in the gases&apos; discharged to atmosphere from the lead sintering plant were considered until, in 1949, it was decided to erect a modern contact acid plant. Much work remained to be done on the roasting plant to produce a gas of suitable grade for the contact process and also on the design of a purification section suitable for the treatment of D.L. gases.The acid section itself, however, was largely of conventional design and it was therefore decided that this would be erected first. To it was then attached a sulphur-burning section to allow it to operate as a &quot;hot gas&quot; brimstone acid plant until the roasting and gas purification plants had been designed and erected. In this way the urgent need for sulphuric acid in the fertilizer industry would be relieved, to some extent at least, as soon as, possible.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

Uncertainty with regard to estimated grades and tonnages of a mineral deposit demands risk assessment in order to build investor confidence and attract the interest of other stakeholders in the success of a project. Uncertainties associated with Mineral Resource estimates can lead to unreliable production schedules and unpredictable cash flows. However, the techniques used in the mining industry to determine these uncertainties are inconsistent, because the important decisions taken in the process are solely dependent on the responsible Competent Person (CP), without limitations. This leads to disparities between different CPs’ results, using data-sets from the same drill-holes. The various standard codes for public disclosure provide guidelines and recommendations for the classification of Mineral Resources and Reserves but do not provide details on, for example, the amount of geological and geostatistical information needed to qualify for each category of Resources and Reserves. The parameters used to generate the classification categories are subjectively assumed by the responsible CP. In this paper we investigate the impacts of different CPs’ judgements on resource classification, using the same data-sets. The results underpin the need for the mining industry to develop a uniform Mineral Resources and Reserves classification framework that can minimize or avoid significant discrepancies that lead to potential misleading public disclosures.
