COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

On the Manchuria. SOMEWHAT fatigued with excess of enjoyment and strenuous continuity of movement on the trip to and through California, the members and guests of the Institute party embarked Tuesday, Oct. 17, on the Pacific Mail S. S. Manchuria for a further journey to and through Japan. The good ship displayed the flag of the Institute (blue cross-hammers on a white ground), together with the Stars and Stripes and the ensign of the company. Uninterrupted fair weather and smooth water attended the passage to Honolulu. The Manchuria proved herself most commodious, comfortable and clean ("A sweeter steamship never sailed," quoth President Hunt) ; Captain Dixon and his officers were most agreeable, as well as most efficient; the passenger list comprised many congenial people besides ourselves-among them a score of missionary folk, and also Mr. M. H. de Young, Vice-President of the Panama

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

The term "Ichtnyol" is a name applied loosely to certain preparations used in pharmacy. These preparations do not occur as such in nature but are manufactured by various chemical processes. Ichthyol is the name trademarked for a product manyfactured by the Irhthyel-Gescllschaft (Cordes Hermanni & Co.) of Hamburg, Germany, and marketed in thin, country by Merck & Co., Inc., (5, 86, 87)3/. Although used in the literature rather loosely, the correctly applied word refers to the product obtained by sulphonating and then neutralizing with ammonia a distillate from the oil retorted from a certain high-sulphur bituminous shale found near the village of Seefeld in the Austrian Tyrol. Due to the fact that fossils of fish and marine animals occur in the limestone associated with the bituminous shale, these deposits have long been known as, the "lchthyolite schistc of Seefeld" ( 55) . The Greek word "ichthys"" for fish and the Latin word "oleum" for oil are the words from which the term is derived. The crude, tarry shale oil, whose distillate is the raw material for the sulphonation process, has been referred to since the Middle Ages as "Dürsten" or "Tirschen" oil, and the term "ichthyel oil" has been used occasionally in the literature to designate the retorted crude oil (92, 93, 106, 117). The first application of the name "Ichthyol" to a particular product is credited to Schröter (35, 129). Various names for products manufactured by sulphonating bituminous distillates have been coined, and in some of these names the root from the word ichthys has been retained. Some of these names can be found in New and Nonofficial Remedies under the heading, Sulphoichthyolate Preparation, and Substitutes (5).

Failure of the mine floor supporting coal pillars frequently occurs when the subcoal strata include "underclays" or other low strength strata. The failure process has been studied to define the response of these materials to applied coal pillar loads and to determine the applicability of bearing capacity analysis to evaluate unsafe conditions. The study has been accomplished through an investigation of both the intact and insitu geotechnical properties of the subcoal strata and through the installation of floor movement monitoring instrumentation. The results of these studies have indicated that both the shear strength of the underclay and the stratigraphy of the subcoal strata must be considered in the analysis. The shear strength was the major controlling factor determining the ultimate load carrying ability of the materials, but the thickness and stratigraphic position of the weak layers influenced the mechanism of the failure process. The methods of bearing capacity analysis were used to define pillar stability that included provisions for taking into consideration a two-layer system. Conditions assumed for a coal mine where a weak underclay overlies firmer strata. The results of the analysis compared very well with observed mine conditions, indicating marginal conditions in areas of the mine which later experienced pillar support failure. In addition, a "heave factor" was derived to predict potentially unstable floor conditions in the mines studied in detail.

A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

(Canal Zone Meeting , October , 1910.) INTRODUCTION. IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

WHEN George C. Stone, a Director of the Institute, and so well known to our Members in connection with the Institute's many activities was abroad in 1.919, he secured an interesting collection of these coins, which appeared in Zinc, a publication by the New Jersey Zinc Co. Regarding this collection of coin, Mr. Stone says: "During the war, all gold and most of the silver disappeared, making small change very scarce. As the French Government was fully occupied by the war, it allowed various Chambers of Commerce and other bodies to issue money, both paper and coins. Many of the latter were made of zinc, and I secured several while in Paris. We had all heard of the Belgian and German zinc coins, but I imagine few knew how many different kinds there were. The accompanying plates show both sides of those I got. I took all that the dealer had; but he said that there were a number of others in existence. The coins in the bottom line were issued by the Germans in Belgium during the war and all are still in common use. The first two in the next to the bottom line are German. All of the others were issued by Chambers of Commerce or corporations. A few have been nickel plated; these look and wear much better than the others. "Coins" made of pasteboard were also issued by similar bodies, also notes.

Pre-cambrian scheelite deposits in Northeastern Brazil are widespread in a high grade metamorphic terrain. Previously these deposits had been interpreted as contact-metasomatic. In this paper, a volcanigenic model is invoked based on the volcanic setting (proximal to distal) and the absence of associated felsic intrusives and spatially associated metasomatic skarns. The tungsten was introduced into sediments by volcanic- exhalative processes and subsequently remobilized and further concentrated by heat and metamorphis fluids associated with high-grade metamorphism and migmitization. An alternative syngenetic - diagenetic model is discussed which requires the transport of tungsten by heteropoly acids and deposition of the tungsten as a function of Eh and Ph conditions and different clastic depositional environments. While such stratabound tungsten deposits are considered rare in North America, the hypotheses developed in this paper may open new areas for exploration.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

"The following report is submitted, in compliance with the request made by the Honorable W. H. Sproule, Chairman of the Committee on Mines and Mining, to the Director of the United States Bureau of Mines, that the bureau investigate the most modern processes for the production of radium from its ores. A thorough search of technical publications and patent office files was made. Outstanding authorities on the subject as well as persons claiming novel or secret methods were interviewed.Unlike most other elements, it is not possible for radium to occur naturally in a pure or concentrated form. This is because radium is one of a series of unstable elements which, by a constant, spontaneous, atomic disintegration, change from one element to the next in the series. Uranium is the ""grandparent"" of radium. The rates at which radium atoms are ""born"" and ""die"" are so related that only one part of radium can exist in equilibrium with three million parts of uranium. Consequently radium is only found associated with uranium minerals, and the ratio of radium to uranium is never more than one to three million. Since uranium is a rather rare element, the scarcity of radium is almost beyond comprehension. Nevertheless minute traces of radium can be detected in nearly all rocks.The carnotite ores of Colorado and Utah were the chief source of radium for many years.In the fall of 1922 news of the very rich deposits of radium ore discovered in the Belgian Congo caused most complete cessation of domestic production. The Congo ore contains pitchblende and a number of alteration products, including the new minerals bequerelite, curite, krasolite, stasite, and dewindite. Reports indicate that a considerable amount of ore containing over 50 per cent uranium oxide has been produced. It seemed certain that radium could be extracted from the Conga ore at a much lower cost than from the relatively low-grade carnotite; and in order to preserve their elaborate marketing organizations, the larger American producers made agreements with the Belgian syndicate to market the foreign product in this country. The retail price of radium has been held at $70 per milligram, but large orders are filled as low as $50. Extraction of radium from carnotite by the usual methods does not appear to be profitable at that price with one exception, all American firms ceased production after their accumulated stocks of ore had been treated. The United States Radium Co., which continued to treat carnotite for several years, finally shut down its plant."

"The circulation wear rates of pure nickel, cupronickel and nickel-plated-steel coins were measured and found to be in the ratio 1:3:1 . The relative wear rates of nickel and cupronickel coins were similar to those reported in earlier studies, and the circulation wear data for nickel were used as a reference in laboratory wear tests. A correlation between circulation wear rates and laboratory wear rates formed the basis for a prediction of service life using relief legibility as an 'end of life' criterion. This criterion was determined to be an average surface thickness loss of 12 um. The surf aces of nickel and Nickel-Banded-Steel (N-B-STM) coins were observed to harden both in circulation and in the laboratory tests at a rate of approximately I VHN/year of actual or simulated service life. It was also observed that the laboratory wear rate of N-B -S coins increased as nickel cladding thickness increased and this effect was attributed to differences in surface hardness.Wear test results are also reported for the new Canadian dollar coin material which shows a better wear resistance than pure nickel. IntroductionThe subject of coinage wear has a long history, and a number of studies have been published, concerned both with the measurement of circulation wear rates and with accelerated laboratory tests to simulate the behaviour of coinage materials in service. As early as 1803, wear tests were conducted by Hatchett on gold coinage using various types of vibratory and tumbling machines». These tests were commissioned by King George III of England who was concerned about the wear of gold coins in circulation.Early in this century, Adrian performed laboratory tests that showed that the wear rates of cupronickel 75/25 and nickel coins were in the ratio 3:1 and this ratio was later confirmed in laboratory tests reported by Daeppen and Zurrerw, The latter authors also weighed cupronickel and nickel coins that had been in circulation for various times and observed the same 3: I ratio. There was further support from Tylczak and Blickensderfer who reported significantly higher abrasive wear rates for cupronickel compared to nickel, when rubbed against sand paper."

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.
