This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

It has been demonstrated that all the cadmium from spent batteries, typically 4 g per battery, can be recovered by burning polyvinyl chloride waste to yield hydrogen chloride; this reacts to produce volatile calcium chloride, which can then be condensed and collected in a separate reactor. Alternatively, chlorine may be used to chlorinate the cadmium with equal efficiency. There is also a prospect of using very low concentrations of these gases, less than 1%, to effect the separation. The Cd was recovered more quickly when exposed to sustained, controlled flow rates of chlorinating gases, whereas when PVC was burnt most of the gas was produced in a very short time, not allowing complete reaction. This problem can be overcome by recirculation of the gas into the reactor. The technology is efficient and clean and the equipment used is simple, enhancing the prospects for a pilot-scale version of the process

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

This report is one of a series covering the mineral resources of the Nation. It briefly describes most of the known tungsten deposits in Gila, Yavapai, and Mohave Counties, Ariz. Many of the descriptions are taken from the reports of previous examinations by Bureau of Mines engineers, and from Defense Minerals Exploration Administration files. Where a previous examination had been made, and an inquiry disclosed that little or no work had been done since that time, pertinent information from the report was used in this paper with acknowledgment of the source. However, the majority of the descriptions is from field examinations by the author. In the past 3 years (July 1956-May 1959) only necessary annual assessment work was conducted on nearly all the properties described in this paper. There was no active mining on any of the properties examined.

"The mill at Denison Mines' Elliot Lake Operations started up in 1957, with a capacity of 6,000 tons per day. Over the years various plant modifications expanded th.is to 7 500 tons per day. In 1976, management decided to carry out a major expansion of the milling capacity, and during 1980 the grinding capacity was increased to 15,000 tons per day.The original comminution system consisted of a conventional crushing plant feeding minus S/s-inch material to rod and pebble mills, in closed circuit with mechanical classifiers. The key decision that had to be made was whether the expansion should include conventional or autogenous grinding flow sheets.During 1977, extensive pilot plant studies at Lakefield Research showed that two-stage semi-autogenous grinding, with some steel media in the primary mill and with pebble media in the second stage, produced stable grinding conditions. This type of circuit was selected by Denison for the expansion, and went into production in 1980. Primary millThe flow sheet of the semi-autogenous grinding circuit is shown in Figure 1. The primary grinding mill is a Koppers 28 foot by 10 foot mill, driven by a 4,000 h.p. synchronous motor. It is fed with a minus 8-inch run-of-mine ore, and 4-inch grinding balls are added as supplementary grinding media. There are two Koppers 15.5 foot by 22 foot secondary pebble mills, driven with 1500 h.p. synchronous motors. Each grinding stage operates in closed circuit with cyclones, and the primary cyclone overflow is the feed to the secondary mills. The circulating load in the primary stage can be controlled by adjusting the cyclone apexes."

Corresponding table., for 1955 and 1956 follow in consecutive order under the following general sections: (A) General injury experience: Tables I to II: contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity. (B) Selected injury data: Tables 12 to 77: Contain current data on causes of injuries, distribution of injuries by part of body injured, clays of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines. (C) Injury experience, by States: Tables 78 to 87: Contain data on injuries, injury rates, employment, cause of injuries, aid severity rates by States. (D) Major disasters: Table 88: Contains data on major disasters, 1947 -56. A major disaster is defined as a single accident in which, or as the result of which, five or more persons are killed instantly or died at any time thereafter. (E) Historical coal-mine-fatality experience: Tables 89 to 93: Contain data on fatalities and their causes at bituminous-coal and anthracite mines from the earliest records through 1956.

ONE DAY IN the mid-1880s, in a suburb 0f Pittsburgh, Pennsylvania, there dismounted from a train the two foremost leaders of the day in the coal and steel industries-Andrew Carnegie and H. C. Frick. Their attention was drawn to a well-loaded car of coke, which their experienced eyes recognized as a superior product. "I'll bet you that coke is from the H. C. Frick Coke Company," Mr. Frick challenged. "I'll bet it was shipped by my company." In a spirit of fun Mr. Carnegie accepted the wager. Mr. Frick lost the bet: the coke had come from M0rewood, one of three sites being operated under the direction of a young entrepreneur, Erskine Ramsay. If Mr. Frick's confidence was somewhat dented by this occurrence, the responsibility was his own. He himself had opened the way for Erskine Ramsay to become the youngest of mine superintendents; and he had dispersed all dissension regarding his choice with the words : "I'm not interested in his years, I'm interested in his record. He makes more coke in an oven than any other superintendent. And I'll take 'em out 0f the cradle if they can make coke... Suppose he is only twenty years old? ... The d --- kid is a genius, I tell you." Erskine Ramsay was to follow in the tradition of Carnegie and Frick. Not only was he ambitious and a worker his background had prepared him for it. Coal mining was in the Ramsay blood. His father, Robert Ramsay, of whom the son once stated that he had no superior as coal mining and mechanical engineer in this country, once accounted in these words for the phenomenal accomplishments which had attached to the name "It does no harm to belong to a family of mining engineers who are just as good as any in America-if it is myself that says it." Anyone acquainted with Robert Ramsay's character realized that he was not given to overstatement. And the above-mentioned Mr. Carnegie encountered young Ramsay again, a few years later in his career, and wrote of him to young Erskine's father, that he was "going to be a credit `tae us a' " (a quotation from Robert Burns.) Nor have Mr. Ramsay's achievements been identified exclusively with the industrial field in which he early asserted himself. He has been an inventor whose techniques in mining engineering have received international recognition. As an investor of foresight, he has benefitted others immeasurably, as well as himself, being an influential factor in the upbuilding of several communities in his chosen and well-loved adopted home state of Alabama since 1887. He is a philanthropist whose benefactions have run into millions, the chief beneficiaries being educational and charitable institutions. Electrical ad thermal-conductivity measurements have been made on titanium and 6 titanium alloys. The following expression was derived for calculating thermal conductivity from electrical conductivity: K = 0.626 s T x 10-8 + 0.00497 where K = thermal conductivity, cal sec-1 cm-2 cm0C-1 s = electrical conductivity, ohm-]cm-1 T = temperature, deg Kelvin This expression gives calculated thermal conductivities that are not in error by more than 10 pct from the experimental values for A-55 titanium and the 6 alloys measured; namely, A-110AT, C-110M, C-130AM, Ti-6A1-4V, Ti-140A, and Ti-155A, which are representative of the presently available commercial a and a-ß titanium alloys. THERMAL conduction in a gas, liquid, or amorphous solid is accomplished by energy diffusion from molecule to molecule, a relatively slow process. For this reason, such materials have a low thermal conductivity. When a material is crystalline, there is in addition a heat transfer by a vibratory motion of the crystal lattice. It is the contribution of this lattice conduction that makes a crystal a much better conductor than a gas, liquid, or amorphous solid. Lattice conduction, however, does not account for the relatively enormous thermal conductivity of a metal. This is explained by the freedom of movement of valence electrons. These valence electrons drift in a metal in a direction toward a drop in electrical potential and, to a lesser degree, in the direction of a temperature drop in the metal. Since both the electrical and thermal conductivities of a metal depend upon the presence of free electrons, there should be some relatively simple relation between the two. Wiedemann and Franz in 1653 first discovered an approximate empirical relation between the electrical and thermal conductivities of metals at the same temperature. This ratio varies appreciably with temperature, and Lorenz later showed that by adding a temperature factor to the Wiedemann-Franz ratio the value of K/(s T) is constant, where K is the thermal conductivity, a the electrical conductivity, and T the absolute temperature. This Lorenz constant shows a greater variation for alloys than it does for pure metals, the ratio increasing slightly as the proportion of alloying elements increases. It has been found that a closer correlation between electrical conductivity and thermal conductivity can be obtained by means of an equation of the form K - A s T + B [1] where A and B are constants. In this equation the term AsT is the contribution of electronic conduction and B is the contribution of lattice conduction to the total thermal conductivity. EXPERIMENTAL MEASUREMENTS Electrical-resistivity and thermal-conductivity measurements on titanium and 6 titanium alloys serve as the basis for determining an equation of the K = AsT + B type for titanium alloys. Specimens—Table I shows nominal compositions of the 7 metals on which electrical and thermal conductivities were measured. The electrical and thermal-conductivity specimens for each alloy were taken from stock of the same heat and usually from adjacent sections of the same bar. This paper describes an apparatus which was developed to study solid-vapour equilibria and presents results which were obtained during a study of the FeCI3-AlCI3-CI2 system. Analysis of the results showsthat fractional desublimation might offer a means of achieving a useful separation of the iron and aluminium chlorides produced by the chlorination of bauxite. The results, presented in the form of isothermal vapour pressure curves covering the range of temperature 160-200°C, support the earlier findings of Semenenko et al (Dokl Akad Nauk SSSR, 154: 42-43 (1964)) that the solid phase contains two terminal solid solutions.The equilibrium constant for the formation of the mixed dimer, FeAICI6, was approximately 4. The latent heat of sublimation of aluminium chloride varied from 18 to 26 kcal/mole AI2CI6 for solid compositionsfrom 0.9 to 0·5 mole fraction FeCls3.

Rock deformational structures in a deep mine were analyzed by petrofabric techniques to learn (1) the relative magnitude and direction of the principal stresses involved in tectonic deformations prior to mining, (2) the preferred orientation of rock planar discontinuities which define rock anistropy prior to mining, and (3) the relationship of mining-induced rock failure to inherent rock stresses and inherent rock anisotropy. Rock fabric elements used for petrofabric analysis consisted of bedding planes, faults, joints, fractures, foliation, sericite plane (001), quartz axis [0001], quartz deformation lamellae, and microfractures. Structures and structural symmetries from different areas within the mine and from different scales of observation were compared to learn the nature of rock anisotropy and the orientation of the principal stresses defined by rock deformations. Analysis of such fabric as regional and macroscopic faults, b-c joints, quartz [0001], sericite (001), and microfractures, indicate that during the epochs of tectonic deformation, the maximum and minimum principal stresses were horizontally oriented and acted along northwest and northeast axes, respectively. This condition of regional stress appears to have continued during folding and the associated period of faulting. The most recent tectonic deformation represents a rotation of the minimum principal stresses into a vertical position, as shown by the development of a tensile joint system, quartz deformation lamellae, and microfractures. Good interscale correlation and statistical homogeneity of tectonic fabric indicate a stress field homogeneity in this area during tectonic deformation. Rock physical anisotropy is genetically associated with tectonic fabric and consists of preferentially oriented planar discontinuities intersecting along a nearly vertical axis. The mining-induced deformations were correlated with the inherent rock anisotropy which either directly controls or greatly affects their development. This phase of rock deformation shows a greater degree of stress field heterogeneity than was the case with tectonic deformations This is explained as a result of nonconfinement afforded by underground openings and the increase in ground stresses due to mining activity"

The tensile properties of DGEBA/TETA epoxy matrix composites reinforced with different amounts of curaua fibers were evaluated. Tensile specimens with up to 35% in volume of long, continuous and aligned curaua fibers were room temperature tested in an Instron machine. The fracture was analyzed by SEM. The results showed significant changes in the mechanical properties with the amount of curaua fibers. This was compared to other bend-tested composites with distinct matrices. The fracture analysis revealed a weak fiber/matrix interface, which could be responsible for the comparatively low performance of some properties.

"Le gisement Isle-Dieu est situé sur le flanc sud de l'anticlinal de Galinée. La stratigraphie locale comprend, de bas en haut, la rhyolite du Groupe du Lac Watson surmontée par le basalte du Groupe de Wabassee. Un horizon repère, siliceux et sulfure, d'origine sédimentaire, appelé ""Tuffite Clef', est présent au sommet du Groupe du Lac Watson et pend à 45° vers le sud.Le gisement Isle-Dieu est constitué par une lentille qui recoupe, en partie, la ""Tuffite Clef"". Elle est séparée en deux trorçons par un dyke de tonalite. Les données obtenues à partir des forages effectues à travers la rhyolite sous-jacente permettent de définir les zonations chimiques et pétrographiques de la cheminée d’altération.Ces transformation minéralogiques et chimiques sont caractérisées par un enrichissement en MgO, Fe2O3, MnO et un appauvrissement en CaO, SiO2 et Na2O. La zonation spatiale de ces altérations permet de mettre en évidence la géométrie et l'extension des conduits hydrothermaux. L'épaisseur maximale des sulfures massifs au sein de la lentille est en étroite relation avec l’importance des zones d'altération. Les patrons de variations chimiques dénotent une orientation préférentielle WNW des conduits hydrothermaux. Les parties les plus altérées et les plus déformées présentent localement de fortes variations positives en Zr, Nb, et terres-rares; ces concentrations sont vraisemblablement imputables a /' enrichissement résultant de la diminution du volume lors de l'altération.L'étude pétrographique montre que la porosité et la perméabilité du milieu ont joué un rôle important dans la circulation des fluides car les roches de la cheminée présentent des phénomènes de dévitrification, de bréchification et de microfracturation très prononces. La nature magnésienne de certaines chlorites et la perméabilité accrue du milieu semblent en accord avec le modelé propose par Roberts et Reardon, ( 1978 )"

Long term stability of the pillars that have been remained after R&P extraction causes postponed subsidence. To prevent unforeseen subsidence and to diminish postponed subsidence 25-50% new method for its control has been developed by the author. It supposes to use drilling and blasting technology and other original approaches. New method has been fulfilled through the holes being drilled from the surface or from the active underground openings. Explosives had been charged into the holes and were blasted. This had increased bulking factor dramatically and prevented natural caving of the strata. Physical scale modeling corroborated efficiency of the new approach. The bulking factor has grown from 0.0623 to 0.1185 and surface subsidence has been diminished from 1.1 m to 0.2 m or 5.5 times.

Catastrophic failures of dams and tailing storage facilities (TSF) have triggered the development of integrated ground monitoring concepts for hazard assessment, risk management and public safety. These concepts are based on knowledge and expertise of persons technically responsible for TSF. The aim is to combine this implicit and explicit knowledge with the data of in-situ- and remote sensors. Risk management for TSF must include a comprehensive monitoring program that integrates data from ground based-, air-borneand satellite-based sensors. Researchers at Technical University Georg Agricola (THGA) in Bochum, and EFTAS, Muenster, Germany, are fusing a variety of sensor data to enhance the capability and performance of TSF monitoring to ensure public safety downstream of TSFs. This paper describes the variety of sensors implemented in numerous research projects. It gives an outlook in terms of planned satellite missions with innovative equipment like hyperspectral sensors. The implementation of the data of these sensors in the analysis will increase the understanding of spatio-temporal impacts of mining activities. Future opportunities are explained by a datacube approach.

"A 2003 paper discussed the idea that as gold mining companies grow larger it becomes more difficult for them to discover or acquire new gold deposits large enough to replace extracted reserves on an annual basis. Deposits of the size required to replace annual production of very large gold producers (VLGPs) are statistically few. An update in 2005 reviewed VLGPs with respect to production, reserves, and reserve life and observed recent changes in the gold mining industry. Now, more than 12 years later, this paper explores how those VLGPs have fared and how the gold mining industry has changed. Delhi Australian Petroleum Ltd., acting as operator for the joint interests of Delhi and Santos Ltd., has been engaged in petroleum exploration in the western Great Artesian Basin since 1958.Extensive airborne magnetometer, gravity meter, reflection and refraction seisomograph, and surface geological surveys have been carried out. Results of the surveys have considerably altered the concepts of the geology of the area.Seven exploratory wells have been drilled in the area. Results of the drilling have established the presence in the subsurface of previously unknown Paleozoic sediments which are capable of generating hydrocarbons.Production of oil or gas has not been achieved, but each phase of the exploration programme has resulted in progressively establishing the basic conditions necessary for the discovery of commercially profitable accumulations.INTRODUCTIONDelhi Australian Petroleum Ltd. commenced operations in Australia in 1958. They have subsequently been engaged in systematic exploration for oil and gas, acting as operator for their partner, Santos Limited. The methods and techniques employed are those used throughout the petroleum industry. The Bureau of Mines, through a 4-year program of combined in-house and contract research, has developed the necessary hardware and software technology to provide rugged, reliable automatic fire protection for surface mining mobile equipment. One element of this program was a continuing effort to help foster rapid mining industry acceptance of the technology by keeping end user costs reasonable. This report is an analysis of the economic impact of surface mining mobile equipment fires and the cost benefit of utilizing automatic fire protection systems to abate these losses.
