In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

"In our work, the preparation technique of high pure manganese sulfate directly from low-grade rhodochrosite ore (MnCO3) was studied and improved intensively, including the effective leaching process and the short purifying process. Based on the same ion effect, the repeated leaching of rhodochrosite with sulfuric acid is proposed to improve the solubility of Mn2+ and inhibit the dissolution of the impurities Ca2+ and Mg2+. Moreover, the repeated leaching process could make full use of rhodochrosite and lower the dosage of sulfuric acidas raw material. With the aid of theoretical calculation, Ba(OH)2 was chose to adjust the pH value of manganese sulfate solution, and BaF2 to remove Ca2+ and Mg2+completely in the process of purifying. The results demonstrate that the extraction ratio and the recovery ratio of manganese reached 94.3% and 92.7%, respectively, which shows the prospect of industrial application. In manganese sulfate production, the heavy metal impurities have been decreased to less than 1ppm. Moreover, the content of calcium, magnesium and sodium has been decreased to less than 20ppm, which meets the standards of high pure reagent for energy and electronic materials. Our study enlightens an approach to the sustainable application of low-grade rhodochrosite.Introduction Low-grade manganese carbonate ores (=14%) becomes gradually the main resources for exploitation and applications in China according to national mineral resources survey (Tan et al 2004 and Singh et al 2017). Therefore, the electrolytic deposition technique of rhodochrosite faces great challenges including low electrolysis efficiency, high-resource input and high-pollution discharge (Fu et al 2010, Michelis et al 2009, Zhang et al 2013). Recently, more and more amount of manganese series with high or super high purity such as MnSO4, MnO2, Mn3O4 and MnO is demanded with the development of energy and electronic materials. Due to low-grade ores containing multiple elements such as iron, silicon, calcium and magnesium, conventional preparation of manganese sulphate with high purity from electrolytic product is characterized by long production-cycle and high-energy consumption (Subrat et al 2011, Mpho et al 2013). By contrast, hydrometallurgical method combined with thermal decomposition, hydrothermal synthesis and sol-gel processes has been widely studied because of its high efficiency, low consumption and low cost (Chen et al 2008). But the key problem in direct preparation of manganese series form low-grade rhodochrosite is to remove completely the multiple impurities such as iron, silicon, calcium and magnesium (Liu et al 2014). So it is urgent to develop a sustainable alternative approach with character of short process, high efficiency and environmental friendly."

The Fortitude skarn near Battle Mountain, NV is currently one of the largest producing gold skarns in the world. It contains about 11 Mt (12 million st) of minable ore grading 5.14 g/t (0.149 oz per st) and is the distal portion of a continuous skarn system in the Copper Canyon area centered on the Eocene Copper Canyon granodiorite porphyry. Calcsilicate compositions, opaque mineralogy, and the high gold grades are atypical of other base metal skarns (iron, Fe; copper, Cu; lead-zinc, Pb-Zn; or tungsten, W). The Copper Canyon skarn is systematically zoned from a garnet (AD 70-100) dominant, pyroxene (HD 20-45) subordinate zone, with major Cu mineralization, adjacent to the intrusive (West ore body), to a pyroxene (HD20-100) dominant, garnet (AD90-100 cores. AD 30-60 rims)subordinate assemblage, with major Au, near the distal marble front (Fortitude ore body). An extensive biotite ± diopsidic pyroxene ± kspar alteration halo surrounds the pyroxene > garnet gold-bearing skarn and represents the early stages of metasomatic alteration. Retrograde alteration is limited in areal extent and intensity, and consists of actinolite, chlorite, quartz, and prehnite. Economic gold mineralization begins in the pyroxene > garnet zone and continues to the marble front, a distance of 1 to 1.5 km (0.6 to 0.9 miles), respectively, from the plutonic contact. The opaque mineralogy in this gold zone includes pyrrhotite, arsenopyrite, marcasite, minor chalcopyrite, galena, sphalerite, argentite, hessite, hedleyite, volnyskite, and native bismuth and gold. The pyrite-pyrrhotite geothermometer yields temperatures that range from 450° C to 300°C (842° F to 582° F) and the electrum-argentite-sphalerite geothermometer yields temperatures which range from 290°C (554° F) at the marble front to about 420°C (788° F) more proximal to the intrusive. Log fS2 calculations from the sulfide assemblages yield values near - 10 with log fO2 values of about -30, in a solution of near neutral pH (5-6). Calculations of metal solubility suggest that the metals were transported as chloride complexes in the proximal skarn but that bisulfide complexes were predominant within the distal gold skarn. Relatively low oxidation states buffered by the carbonaceous to argilliceous, calcareous protolith and subsequent ferrous iron-rich skarn assemblages appear to have increased the gold carrying capacity of this large hydrothermal system.

Geotechnical theory is reasonably well developed to evaluate the stability of rock slopes for surface mining projects. It is recognized widely that structural geology, groundwater pressures and seepage, and blasting are key factors that influence the stability of such slopes. However, our capabilities to model the structural geology, to determine rock strength along discontinuities and to model groundwater pressures and profiles are still very approximate. Plus, practical experience of the rock mechanics engineer is one of the most important inputs to the design of open pit mine slopes. To emphasize the use of practical experience, a number of case examples are reviewed here to illustrate key factors that must be evaluated. These case examples comprise a continuation of other examples presented in the Jackling lecture to the SME in 1986 by the author (Brawner, 1986). Example no. 1 In situations where the orientation of geologic discontinuities will not influence rock slope stability, extremely steep slopes can be developed, providing blasting and groundwater are controlled adequately. An excellent example of this condition is the Republic Pit of Cleveland Cliffs in Michigan. The rock slope in Fig. 1 isover400fthigh with a face angle of approximately 80". The rock is hard and massive, and blasting was carefully controlled. The original design of this slope was at45", a standard design angle at that time. The competency of the rock and the lack of critical geologic structure subsequently was recognized, and the much steeper slope angle was developed successfully. The rock proved to be so competent and the slope sufficiently stable that an underground crusher station was developed with entrance and exit tunnels excavated at the toe of the steep wall.

The Columbia Slough Consolidation Conduit Project is a 12 ft. 0 in. inside diameter—15 ft. 4 in. excavated diameter tunnel, 8,300 lf. in length. The tunnel is divided in two parts a 4,460 lf. reach to the West and a 3,770 lf. reach to the East separated by a flow regulation structure in the middle. The project was built for the City of Portland, Oregon Bureau of Environmental Services (BES) by the Frank Coluccio Construction Company (FCCC) Seattle, Washington under a $22,600,000.00 contract starting in 1998 and completing the contract in 2000 at a total cost to the City of $25,448,000. An increase of 12.6% from the original contract. The tunnel was constructed in an alluvial sediment that ranges up to 1,500 feet thick. The sediment varies from ?ne silty sand and sandy silt (SM-ML) to coarse sand and gravel (GP-GM) with varying quantities of cobbles and boulders. Most of the tunnel was constructed above the water table although one reach of almost 1,000 lf. had water to above the tunnel crown. The contractor, FCCC, used a Lovat 15 ft. 3 in.900 hp shielded TBM with multiple doors (4) of variable opening to excavate and support the tunnel. Tunnel supports were 5 in. WF 16 lbs. per foot at 4 ft. spacing and4 in. Douglas Fir lagging. Tunnel excavation was worked in 10 hour shifts with additional equipment maintenance and repair on the off time. The original Geotechnical Design Summary Report (GDSR) established a baseline for contractual purposes of slightly over 5 boulders (between 12 in. and48 in.) per foot of tunnel. (Table 1) At the pre-bid conference, three test pits were excavated to approximately tunnel invert, one at each end of the project and one in the middle near the flow regulation structure. The test pits encountered a few boulders but did not seem to support the five boulders per foot (varied from one boulder per foot of tunnel to eight b/lf.). Subsequent to the pre-bid meeting and the test pits, BES issued any addenda which changed the baseline boulder quantity in the GDSR to 1.7 boulders per foot of tunnel (varied from0.2 to 3.5 boulders per foot) a reduction of 67% from the original baseline. It is interesting to note the two separate tunnel reaches and how they were evaluated in the GDSR. Originally the Eastern portion of the work was projected at5.08 boulders per foot of tunnel and the Western portion at 5.30 boulders per foot of tunnel for a variance of less than 5%. In the revised quantity the Eastern portion was projected at 2.01 boulders per foot of tunnel and the Western portion at 1.42 boulders

INTRODUCTION As the experience in Canada indicates, it is becoming more and more common to evaluate major mining projects, especially those relating to uranium, with respect to their environmental effects. As part of this evaluation public hearings are becoming the rule rather than the exception. In this area the 1970's and presumably the 1980's can be characterized as the age of "Environmental Assessments" or "Environmental Impact Statements" which form the basis of these hearings. These documents tend to require significant amounts of research, data collection and effort in their preparation, and tend to be closely scrutinized by the hearing body and by groups in opposition to the project. This opposition is becoming more organized and sophisticated. The assessment or impact document, together with the evidence supporting it during the hearings can: (a) mean the difference between a lengthy and hence costly hearing and a smoother, shorter and less expensive one, (b) result in requirements for extensive modification at the expense of the proponent to his project, (c) result in the proponent being required to carry out extensive studies, research or monitoring programs, and (d) conceivably may in certain situations result in the project actually being turned down. Therefore, while on the one hand it is important to have available technical answers to concerns relating to uranium, its associated and perceived hazards, it is getting more and more important to be able to present these answers in both a written and oral format in such a way as to meet the criticism and concerns of the opposition, be they citizens in general or special interest groups including environmental lobbyists. Grinding circuits employed in mineral processing operations are designed to produce feed materials for beneficiation steps such as flotation and magnetic separation, which are sufficiently fine to achieve good liberation of valuable minerals from gangue without over- grinding. In many respects, grinding is the most important unit operation in a mineral processing plant. If adequate liberation is not achieved during grinding, subsequent separation steps will yield low metallurgical recoveries and/or product grades. Grinding energy requirements and operating costs typically exceed 50% of the total expenditures of the entire plant. Because grinding is an inherently energy intensive process and grinding circuit capital and operating costs are high, it is essential that such circuits be run as efficiently as possible. In- creased efficiency in grinding usually translates to a decrease in the energy required to produce a metric ton (short ton) of product size material. It is generally accepted in the mineral industry that efficient grinding circuit performance can not be achieved without the use of some form of automatic control. This is true because all circuits are subject to random disturbances which, if left unchecked, will upset circuit performance and rob a plant of productivity. Such disturbances arise from a variety of sources including natural variations in ore characteristics (particularly hardness changes), uncontrolled water additions, feed-rate upsets, changes in crusher performance, and mechanical upsets such as blockages in pumps and classifiers. Many of these disturbances occur with a frequency which is too high for an operator to detect and react to efficiently. Disturbances which occur on a time scale of several minutes up to several hours can be effectively dealt with using automatic control.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. From the earliest use of crushed and broken stone as landfill for eroded gullies in trails and roads, to the mixing of sand and gravel with cement to make concrete, men and women have found mineral aggregates to be useful materials in satisfying human wants. Crushed stone, sand and gravel, volcanic cinders, pumice, manufactured lightweight aggregates, slag, cinders, expanded perlite and vermiculite, and a great array of recycled materials such as grog (broken or crushed brick) and fly ash have served as mineral aggregates. These materials have provided bulk and strength in portland cement concrete, bituminous concrete, road base, fill, concrete block, and plaster and stucco finishes. Mineral aggregates provide many special characteristics such as compressive and tensile strength, surface textures, weight and density, thermal and acoustical insulation, abrasion resistance, and impermeability to various concrete products and mixes. While most materials used as mineral aggregates are consumed on the basis of their low unit values, the large volumes extracted in the United States each year make them one of the most valuable mineral resources in current production. In 1960, US production of construction aggregate was just over a billion tons per year (Meyer and Zelnick, 1991). Two decades of accelerated interstate highway, residential, and commercial construction brought the total annual production of mineral aggregates to roughly 1.4 Gtpy by 1970 and just over 1.6 Gtpy by the late 1970s. General economic and related construction slowdowns in the early 1980s saw annual US production of aggregates fall to below 1.1 Gt in 1982, and then rise to just over 1.7 Gtpy in 1990, a new peak in mineral aggregate production and use. Per capita annual consumption of mineral aggregates was approximately 5.68 t/capita in 1960, 6.89 t/capita in 1970, rose to a high of 7.25 t/capita in 1979, and has since settled to just under 7 tpy for every man, woman, and child counted in the United States Census of 1990. The value of these materials came to approximately $9 billion in 1990. During the period 1960-1990, roughly half of all mineral aggregates were used in the construction of residential, commercial, and industrial structures, and the remainder was consumed in highways, bridges, and other transportation facilities such as railway roadbeds, airports, and water-related projects (Meyer and Zelnick, 1991). During the period 1988-1992, public works (highways, waterway projects, road maintenance, etc.) represented closer to 60% of annual mineral aggregate demand with residential and non-residential construction approximately 40%. The growing market share of public works projects has been mostly due to the dramatic slowdown in residential, commercial, and industrial construction during the 1988-1992 period.

INTRODUCTION Resin bolting systems continue to gain popularity in underground coal mines in the United States, and their general success under a wide range of geological and operational conditions is well documented. In 1984, 36% of all bolts used were resin-grouted systems. However, many questions dealing with basic support mechanisms and the influence of various factors on bolt effectiveness in situ remain only partially answered. The Bureau of Mines' Denver Research Center conducted a major research project to investigate the influence of installation procedures on the effectiveness of resin-grouted roof bolts. The project consisted of two main studies: the first dealing with the contribution of bearing plates to the load-carrying capability of the bolt; the second examining the relationship between installed grout column and the anchorage capacity as measured by the standard pull-out test. Additionally, a finite-element computer model and other analytical and empirical techniques were applied to aid in the basic understanding of the test procedures and to examine the load transfer mechanism in resin-grouted bolts, which to date has not been comprehensively assessed. The plate study includes field test results from two mines (Fig. 1). At these test sites two behavioral parameters were measured: the actual loads that bearing plates were subjected to when installed in conjunction with full-column resin grouted bolts, and the roof movements generated by the applied loads. Results indicate that bearing plates are subjected to varying degrees of loading, which range from conventional installation pressures of 2.2 kN (500 lb), up to a measured load of 142.4 kN (32,000 lb) when the immediate roof is shifting and deforming. These measured loads indicate that the bearing plate is an integral part of the support system. Differential sag stations, installed to monitor roof displacements in the test sites, show the highest degrees of loading occur in conjunction with the largest amounts of movement. The column-length study addresses possible reductions in anchorage capacity of "full column" bolts. These reductions could result from such factors as the loss of grout to surrounding strata, or improper mixing of catalyst and resin. "Estimation of rock drillability is vital for mining and boring operations. For this purpose, many researchers have developed various models and equations to estimate rock drillability. Most of these models aim to determine the drillability of rock and the penetration rate by using the physical and mechanical properties of rocks. Although drillability primarily depends on rock properties, other parameters have an impact on drillability as well. One of these parameters is the rotation speed of the bit. This study investigates the effect of rotation speed of the bit on drilling performance. Drilling tests were performed in the laboratory using rotary core drilling and a diamond drilling machine. The relationships between the physical rock properties and the penetration rate were investigated on 15 different rock types and four different rotation speeds were applied to determine the effect of rotation speed of bit on drilling. The uniaxial compressive strength, density, and P wave velocity show strong correlations with the penetration rate. In addition, if the values of the physical and mechanical properties of the rock increase, the effect of the rotation speed on the penetration rate decreases, i.e., increasing the rotation speed of the bit slightly affects drillability on hard and solid formations. 1. Introduction Drilling is one of the most essential operations in the mining industry, beginning from the exploration phase and continuing throughout all stages of production to the end of mine life (Taheri et al. 2016). In addition, drilling is widely using in the construction industry and other engineering operations. Various drillholes (blastholes, injection holes, borehole, diamond wire holes in natural stone mines, etc.), are needed during development and production activities in underground and open-pit mines as well as in dam, tunnel, road construction and sewage systems. For effective drilling operations, it is first necessary to gather information about the formation to be drilled. Drilling should then be performed after selecting appropriate drilling equipment and drilling parameters (thrust, pressure, rotational speed, flushing). Prediction of the drillability of rocks is vital for planning and performing the drilling process. Although, drilling is affected by several factors, the most important ones are related to the geological and mechanical properties of formation (Protodyakonov 1963, Paone et al 1969, Tandanand and Unger 1975, Pathinkar and Misra 1976, Rabia 1985, Perrin et al 1977). Determining the penetration rate is vital for planning a project and calculating the operation costs. The prediction of drilling affects the selection of drilling equipment, the efficiency of drilling equipment, project costs and the process of drilling operations."

Land use and access to land are limiting factors in economic development in the Western region of Ghana. Mining uses land during operations and then rehabilitates the land as part of ongoing operations and closure. Golden Star Resources Limited (GSR) aims to contribute to the sustainability of the local economy during its operations and then post-closure. Following a series of alternative livelihood initiatives, GSR reviewed the success of these programs and decided to focus on an oil palm project that uses out-growers to reach the local economy. The project started using small holdings that were individually managed. However, the ongoing effects were limited. Following a review of the options, the Golden Star Oil Palm Project was started using land committed to the pro-gram by the Bogoso Mine. The initial program covered 275 ha with over 40,000 trees with 300 people involved in the development. The Traditional Authorities have committed additional lands to the project to a planned total area of 18,000 ha.

This investigation involves the development of a two-dimensional continuum model for the description of jointed media. Specific application of the model developed here is for the potential geological disposal of radioactive waste in the layered sequence of fractured volcanic tuffs under Yucca Mountain, Nevada. This is currently being considered by the Nevada Nuclear Waste Storage Investigations Project, administered by the Nevada Operations Office of the U. S. Department of Energy. The work is a direct extension of the previous constitutive model by Thomas (1982) based on the work of Morland (1974). The main feature of Thomas's model includes two parts: a continuum approximation based on average discontinuous displacements across jointing planes within a representative elementary volume, and a material constitutive description based on linear elastic matrix material behavior and nonlinear normal and shear joint behavior between jointing planes. The mathematical descriptions by Morland based on strain partitioning among matrix material and joint sets allow multiple joint sets to be included in the model. However, the initial effort by Thomas to implement Morland's mathematical model included only a single set of joints. To make the material model reflect more realistically the field characteristics, the current work extended Thomas's model to include orthogonal sets of joints. The nonlinear elastic normal joint behavior is retained in the present model. Joint shear response was treated as linear elastic in the shear stress versus shear displacement relationship prior to attaining the stress level governed by the Coulomb friction criterion. Beyond this critical stress value, a horizontal line is assumed in the work of Thomas for the shear stress versus slip displacement relationship such that the shear stress remains constant while the slip displacement increases. Motivated by experimental observation, the current work generalized the shear response to allow a line with finite slope to govern the slip behavior beyond the critical stress level. The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. The nonlinear elastic normal joint behavior provides criteria which allow the selection of the root that yields result consistent with the loading condition of the problem. The addition of one more set of joints provides the potential to more completely study the interaction of various parameters representing the characteristics of jointed media behavior. Material responses to various loading conditions based on the present constitutive model have been obtained. These results and their comparisons to single joint set results are presented. INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.
