"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. "In this study, multiple methods that include geological surveying, laboratory studies, and numerical modeling have been used to study the deformation characteristics of a “deep inclined rock roadway with weak planes” (DIRRWP). Failure of the DIRRWP was found to be triggered initially by the shearing of the rock near the weak plane. The movement of the failed rock resulted in reduced confinement of the deeper rocks, and causing the failure of the supporting units and the severe deformation of the surrounding rocks. Hence, it is concluded that DIRRWP stability is affected predominantly by rocks near the weak plane. Corresponding control strategies for DIRRWP deformation were proposed: (1) greater support intensity is necessary to maintain the stability of the whole DIRRWP; (2) additional support is needed for rocks near the weak plane to reduce the potential of failure; (3) to increase the bearing capacity of the floor strata, as the floor needs to be supported; and (4) a supplementary support technique should be considered for cases of large deformation. The case study presented here indicates that the proposed control strategies can significantly reduce the potential of failure in rocks near the weak plane, thus preventing severe deformation of the DIRRWP.INTRODUCTIONAs shallow seams are mined out, the cover depths in most Chinese coalmines have become increasingly greater. Deep cover in a coalmine is considered to occur when the cover depth exceeds 800 m (Sun, Chen, and Miao, 2018). The loading and failure behavior of rocks in a deep cover setting are quite different from those in a shallow cover setting owing to the increase in in-situ stress, temperature, and hyperosmosis (Lobanova, 2008; Zhang et al., 2013). For instance, experience shows that bulking and dilating deformation in deep roadways is much greater than that which occurs in shallow roadways (Hou and Yang, 2018; Zhang et al., 2016). In addition, anisotropic behavior and thickness deviation of coal measure rocks, combined with the appearance of weak planes (e.g., faults, joints, and coal cleats) in coal and/or rocks, can significantly affect the stability of an underground roadway (Ghazvinian et al., 2013; Sun, Chen, and Miao, 2018). The presence of weak planes can significantly complicate displacement and stress transmission in nearby rocks. Additionally, tensile, compressive, and/or shearing failure in rocks near weak planes can be easily caused by high in-situ stresses in deep roadways; such failures may lead to further severe deformation of the surrounding rocks, resulting in roof falls and rib spalling (Kamata and Mashimo 2001; Wu, Ohnishi, and Nishiyama, 2004). A typical failure of the so-called “deep inclined rock roadway with weak planes” (DIRRWP) is shown in Figure 1. Severe deformation can be found near the weak plane. In this study, a plane or thin layer of rock/coal parting that can significantly reduce the strength of the surrounding rocks—and thus affect roadway stability—is defined as the weak plane."

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. From the frequency spectrum, it is possible to determine the resonant frequency of the structure. Sometimes the

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

The colloidal stability of synthetic silica spheres with clean, methylated and dehydroxylated sur¬faces was studied at different concentrations of dissolved gas and KCl electrolyte at a fixed pH of 4.2. A classic stability ratio/electrolyte concentration analysis shows that hydrophobic, methy¬lated particles undergo faster rates of aggregation with increasing concentrations of dissolved carbon dioxide. Similar data for hydrophilic particles and dehydroxylated particles show no change as a function of dissolved carbon dioxide concentration. Zeta potential data behave simi¬larly, showing a strong influence of dissolved gas only for methylated particles. The results are interpreted in terms of DLVO theory, with the surface-to-surface interaction dominated by the presence of very small protruding bubbles. Direct evidence for the existence of these very small gas bubbles (or "nanobubbles") was obtained using tapping mode atomic force microscopy. Small bubbles do not form on smooth, hydrophilic, or dehydroxylated silicon oxide water sur¬faces immersed in aqueous solutions under known levels of gas supersaturation. Randomly dis¬tributed small bubbles were observed over the whole surface of observation on methylated surfaces of controlled roughness. Bubbles formed on rough, methylated surfaces were larger and less-densely distributed than those on a smooth surface of similar hydrophobicity. The process of bubble coalescence was observed as a function of time. The macroscopic contact angle, measured with respect to the aqueous or gas phase, is very different from the microscopic contact angle detected by TMAFM and appears to be due to the influence of line tension at the pinned three¬phase contact line. The latter has a value of -3 x 10-10 N and acts to stabilize the small bubbles, flattening them and thereby reducing the Laplace pressure.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Each of the two in-pit benches are controlled with a data center equipped with Allen Bradley 5-40 processors. This

Refractories, called the Hidden Industry by The Refractories Institute, provide the temperature and chemically resistant linings for the multitude of vessels that are used today in high temperature processes ranging from giant iron-making blast furnaces to industrial incinerators to petrochemical cracking units to the smallest furnaces used by the jewelry trade. While these refractory linings are absolutely essential to the proper functioning of these processes, the linings are almost always on the inside of the vessels and thus hidden from the eyes of the public. Refractories are defined in Standard C71 of the American Society for Testing and Materials (ASTM), titled "Standard Definitions of Terms Relating to Refractories," as "nonmetallic materials having those chemical and physical properties that make them applicable for structures, or as components of systems, that are exposed to environments above 1 000°F (538°C)." This criterion of ability to withstand exposure to environments above 538OC is the critical distinction separating refractories from other ceramics, fibers, and coatings applicable only at lower temperatures. In addition to resisting temperature, the refractories must with- stand abrasion, chemical and slag attack, resist thermal shock, and carry sustained structural stresses at high operating temperatures for as long as years. The most common methods of classifying refractories are by forming method and composition. First are the traditional formed and fired bricks, batts, and the associated multitude of special shapes. These refractories are usually formed at room temperature, dried, and then fired to high temperatures to develop the final properties desired. Other formed refractories are chemically bonded or resin or tar bonded. To complete the formed refractory matrix, some fired refractory bricks and shapes are subsequently impregnated with resins or tars. Physical dimensions of these formed refractories are classified into two general categories: standard sizes and special shapes. The standard sizes are those in common usage in the United States described in ASTM Standard C909 "Dimensions of a Modular Series of Refractory Brick and Shapes" based on the 38 mm basic module as described in ASTM Standard C861 "Determining Metric Dimensions of Standard Series Refractory Brick and Shapes." The most common size is the "9-inch straight" 228 x 114 x 64 mm (9 x 4 ½ x 2 ½ in.) of the "2 ½ -inch" series or 228 x 114 x 76 mm (9 x 4 ½ x 3 in.) of the "3-inch" series. Bricks of nonstandard sizes are referred to as special shapes. Their use is required in specific furnaces for particular requirements or applications. In addition there is the large and growing group of refractories sold as unshaped mixtures that may be formed into their final shapes at the application site. These unshaped mixtures are sometimes referred to as specialties. The mixtures are prepared to be hydraulically cast, plastic or wet rammed, dry rammed, or dry vibrated into their final shapes. Some are designed to be projected through nozzles (or gunned) onto their forms. The refractory mortars used to lay up the shaped refractories fall into this group referred to as specialties. Prepared refractory grains also are sold. These are usually calcined or fused materials that are subsequently crushed and sized to a variety of specific carefully controlled grain sizes or size distributions. These grains include calcined fire clay, dead burned magnesite, periclase (fused magnesia), dead burned dolomite, kyanite, tabular and fused aluminas, fused zirconia, fused mullite, and calcined alumina-magnesia spinel. The primary composition groups of refractories are the 1) alumino-silicate refractories made largely from fire clay and high- alumina materials, 2) silica refractories made from quartzites and ganisters, and 3) basic refractories from magnesia (or magnesite) and chromia (also referred to as chrome ore), alone and in combination, and dolomite. Special refractories include carbon, zirconia, zircon, high purity alumina, mullite, silicon carbide, silicon nitride, and some borides. In addition there are groups of special insulating refractories.

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). With the price of precious metals at an 18-year low, every ounce of metal produced is important. The theft of metals from mining and refining sites can mean the diffrence between profit and loss for many mining companies. Low metal prices do not reduce the potential for the theft of precious metals. History has shown that the price of gold has little to do with the desire for employees to steal precious or base metals. There is actually evidence that the theft of precious metals increases when the price of this commodity goes down. Several of the major precious metal thefts in the past year took place at silver mines when the price of silver was less than 16 cents/g ($5/oz). How does the lowest gold price in 18 years affect the need for security at precious metals properties? There is no short answer to this question. One reason is because the exposure to theft of precious metals is unique to each property. This makes it important that each property be evaluated individually. More than 95% of all precious metals thefts can be attributed to those working at the mine site. So preventing employee theft is the primary concern. One consideration is the location of the property. Gold selling at any price is still an attractive commodity in countries where the employees are making between US$400 and US$600 a month. It is not uncommon for employees at mines in countries where low wages are the norm to consider the value of a gram or two of gold to be a significant amount of money. A gram or two of gold a day may not seem like much. But if 15 employees steal two grams a day, that equates to a significant amount of money during a year. The type of property where the precious metals product is being recovered is also important. For example, a property with a gravity circuit is more likely to suffer from the theft of gold product than a property where all gold is finely disseminated and the only gold seen in the ore body is through a microscope. Gravity circuits increase an operation's exposure to theft because the grinding circuit that is associated with a gravity circuit often becomes a giant concentrator. Areas such as the bottom of grinding-mill pump boxes, cyclone-feed-pump clean out traps and the sumps often become locations where precious metals concentrate (Figs. 1 and 2). Muck concentrations in these locations can be as high as 25% to 40% of gold or silver. Not long ago, muck was removed from a barren-solution sump at a Merrill Crowe circuit that had concentrated to more than 40% gold. At a milling site in the Pacific Rim, residents of the community adjacent to the mine learned about the value of the concentrates in the sump under the ball mill and committed an armed rob¬bery. While several of their co-conspirators held the em¬ployees at bay with machetes, the others emptied the contents of the sump into buckets and removed it from the site. Armed robbery is not as common as employee theft. However, while this article was being written, an armed robbery occurred at a gold property in Central America. Armed perpetrators took as hostages the night shift employees at a process plant and used cutting torches that were on site to cut into the high-security and gold-storage areas. The perpetrators then stole a company vehicle to remove the stolen gold buttons and sludge from the site. Unfortunately, this type of activity goes on regularly. But managements of most mining companies are reluctant to discuss theft scenarios. So information pertaining to the theft of precious metals seldom becomes a newsworthy item. An audit conducted at a mine site with a gravity circuit recommended that the gravity recovery area be shut down until adequate protection could be provided. Although it was not connected with the audit, it was necessary to shut down the gravity area for a pro¬longed period because of problems with the gravity table. In the two months that followed, gold production at the site increased by about 31 kg/month (1,000 oz/month). It is difficult to attribute all of this increase to the theft of concentrates. But there was a good chance that at least part of the increase was due to the fact that concentrates were being stolen from the gravity area.

Introduction The objective of the design and operation of a mine is to make as much money as possible within certain reasonable and responsible constraints. The imposition of constraints on the objective of maximizing profits can result in an optimum mine design. This paper deals with the maximization of profits. Optimization will be discussed in a future paper. In the mining industry, it is generally accepted that the maximum economic recovery is defined by identifying the reserves and the sequence of mining that results in maximum net present value (NPV) or discounted cash flow-rate of return (DCF-ROR), as indicated in Fig. 1 (see Lemieux, 2000). Current parametric analyses techniques, such as varying the mining costs; profit reservation; sales price or metal content, to define pit limits and mining sequence technically referred to single, double or triple parameterization, do not assure that the curve in Fig. 1 will be maximized. In defining the sequence, the first material to be mined should be the first grouping of recoverable mineral that has the highest after-tax unit value and that forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable and practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. I is constructed by calculating the NPV for a series of sequences, each assuming operations are terminated on successively lower profit pits. If the operation ceases on a pit with too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and then starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have produced a greater return if it was invested at the dis¬count rate. The maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV or DCF-ROR. Pit and phase definition The real challenge of reserve definition is identifying the phasing and after-tax profit per ton, so that the curve in Fig. 1 can be plotted. The after-tax profit cannot be properly addressed until after the pits are designed, the production is scheduled and the cash flow is estimated. Throughout the years, many investigators have ad¬dressed this problem. A major thrust of the famous paper in which Lerchs and Grossman (1965) presented their algorithm was to identify a sequence that would produce a result similar to that identified in Fig. 1. Whittle's (1988) four-dimensional analysis is designed to address this issue. The author addressed this same issue in a paper presented to the 1968 Canadian Institute of Mining national convention (Lemieux, 1968). Without a relatively simple methodology to con¬struct the curve in Fig. 1, the number of iterations in a trial-and-error method becomes prohibitively burden-some. The pit designer seeks a simple pit-planning parameter that will serve as a proxy for the after-tax profit per ton used in defining the curve in Fig. 1. The designer's goal is to apply this pit-planning parameter using standard pit-wall location techniques to design a series of pits that will provide a guide to the sequencing. Common techniques used to position pit walls are strip-ratio limits, highwall incremental analysis, floating-cone methods or "maximizer" applications1. Costs, revenues, noncash charges, taxes and profits are usually structured on a unit basis for use in the pit-wall location analysis. Application of the proxy parameter using the pit-design tools should, ideally, result in the definition of pits and sequences that will maximize the curve in Fig. 1. 1 The pit-design tool frequently referred to in the literature as an "optimizer" defines a pit boundary that maximizes the value contained within based on the input parameters and the safe pit-wall angle. The optimization of the pit design involves selection of rate of production, cutoff grade, product quality and other considerations. These considerations constrain the maximization of value. Therefore, pit-design tools that maximize value should be called "maximizers."

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. INTRODUCTION The Falconbridge mine ore body extends about 1.6 km (1 mile) in length and the deepest developed ore is on the 6050 level below surface. The ore zone varies in width from a few inches to over 30 m (100 ft) and the average width is 4.9 m (16 ft). Access levels are driven in the ore at 53.3-m (175-ft) intervals. The principal method of mining is overhand longitudinal cut-¬and-fill. Prior to 1962 timber square-set stoping as a secondary extraction method was used for about 15% of the total production. Undercut-and-fill was intro¬duced at Falconbridge in 1962 as a potential replace¬ment for the square-set method in heavy ground. The undercut-and-fill method was developed by Inco in the 1950s, its principal application being to transverse pillar mining. Falconbridge made modifications to this method. A feature of the mine is the No. 1 flat fault which dips 0.79 rad (45°) towards the northeast. The main characteristic of the fault is the presence of large swells of ore directly under the plane of the fault. The ground under the fault area is highly fractured and associated with massive sulfides. In the past, the ore under the fault was recovered, with difficulty, by either tight cut¬and-fill or square-set stoping. In the 1970s these meth¬ods were supplanted to a large degree by the under-cut-¬and-fill method. An advantage of the current undercut-and-fill method which uses cemented fill compared to the cut-and-fill and square-set methods is the reduction of dilution due to better control of the walls. At Falconbridge mine, it is estimated that the grade of ore produced by undercut¬and-fill is improved by approximately 10% over other methods. Where undercut-and-fill is used in very weak ground, a much greater improvement in grade can be expected. Table I shows mining production for 1974. The undercut-and-fill method was first used at Falconbridge during 1962. The first longitudinal stope was prepared for undercutting by laying down laminated beams the length of the stope and installing a lagging mat floor on top of the beams. Unconsolidated tailings fill was poured on top of the mat floor. As the cut ad¬vanced under the floor, heavy posts were placed under the laminated beams at 1.8-m (6-ft) intervals. During 1966, a radical change was made to the method when tailings fill, consolidated with portland cement, replaced the unconsolidated fill. This development eliminated the laminated beams and heavy mat floor and greatly im¬proved the stability of the stope. This system, with minor variations, is currently used at Falconbridge mine. APPLICATION The undercut-and-fill method is used to mine in¬competent ground, sills or floor pillars under mined-out levels, or a block of ore isolated between levels. It is occasionally used to advantage in sequencing produc¬tion from various mining blocks. This is done by mining a block of ore cut-and-fill method and at the same time mining the ore block directly underneath by the under¬cut-and-fill method. The undercut-and-fill mill holes at Falconbridge are either boreholes, stripped timbered raises, or steel mill holes. Boreholes and rock raises tend to slough in heavy and broken ground which increases dilution when sloughing exceeds the ore width outline and also in¬creases the difficulty of moving down to start the new cut. For example, in one installation, a 1.2-m (4-ft) diam borehole sloughed to a size of 3.7 x 5.5 m (12 x 18 ft). The undercut-and-fill method usually requires a mill hole extending from the level below the ore to the top horizon of the ore block. The customary methods of providing a mill hole are: 1) A borehole is driven from level to level through the ore block and a chute installed on the bottom level (Fig. 1). 2) An existing raise is used as a mill hole. If the raise is timbered, a steel mill hole is installed inside the timber and tailings fill poured around the steel mill hole (Fig. 1). 3) An existing steel mill hole, situated at one end of a mined-out stope, is used as the mill hole for an ad¬jacent undercut-and-fill ore block. The mill hole posi¬tion is determined when planning the mining sequence of the first stope (Fig. 2).

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock.
