A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. Injuries and fatalities resulting from roof falls are still a major concern in U.S. coal mines, and many researchers are focused on developing meaningful approaches to minimize this hazard. In the United States, coal mine roofs can vary widely in composition, geometry, and inherent heterogeneity, leading to a wide array of different roof fall failure types. Researchers frequently employ numerical modeling tools to reproduce this physical phenomenon and provide key guides to engineers regarding roof conditions and control as long as the input data and constitutive relations are appropriately selected. Simulating such complexity requires expertise and constitutive models that adequately simulate roof behaviors. However, the currently available constitutive models have shortcomings in capturing some of the roof fall failure types common in underground coal mines, such as guttering. A new constitutive model is developed to address the shortcomings of constitutive models commonly used for coal roof stability analysis. The constitutive model developed in this study combines the anisotropic-elasticity and nonlinear strain-softening responses. In addition, the developed constitutive model can simulate up to three different joint sets implicitly, allowing for use in both continuum and discontinuum settings, and can be used in both Lagrangian finite-volume and distinct element method codes of Itasca. First, the mathematical expressions of the model are provided. Afterward, the validation phase of the developed model that covers comparisons with analytical solutions and those of existing models (e.g., anisotropic elasticity, ubiquitous-joint, and bilinear strain-hardening/softening ubiquitous-joint plasticity) is presented. Finally, a hypothetical coal mine roadway facing high horizontal stress is simulated. The presented model successfully shows three distinct stages of a cutter roof in a shale roof: (1) initiation of shear cracks at the rib– roof intersection, (2) extension of cracks deeper into the roof (i.e., above the roof bolt length horizon), and (3) cantilevered roof. It is demonstrated that the presented constitutive model has the potential to help future researchers in simulating various roof responses.

With the depletion of easy-to-treat phosphate resources, low quality phosphate ores with high carbonates, particularly dolomite impurities have to be mined to meet the agricultural demand because of the continued growth of world population. The separation of dolomite from phosphate has been recognized as one of the most difficult subjects in mineral processing due to the similarities in their physical and chemical properties. Flotation is considered the most important approach for beneficiating both easy-to-treat and high impurity phosphate resources. There is no doubt that the development of reagents is the key for achieving satisfactory separation performance through flotation process. In order to separate dolomite from phosphate, Arr-Maz Custom Chemicals has made great efforts in developing flotation reagents for removal of carbonates from phosphate ores of different origins worldwide. This paper describes some flotation reagents and processes for the separation of dolomite or/and calcite impurities from phosphate in the ores from different locations.

Since the MINER Act of 2006, the minimum static load of in-situ underground mine seals has been increased from 20-psi to either 50-psi if monitoring is conducted or 120-psi if left unmonitored. These minimum strength requirements in seals must be designed, built, and maintained throughout the lifetime of the seal. Due to this, it has become necessary to assess the effectiveness of non-destructive testing (NDT) technologies to determine seal integrity, which in this case, are explored using sonic waves and tracer gases. Through both small and large scale testing, two NDT methods will be evaluated for their abilities to determine integrity of the seal. A sonic wave technique to observe a change in wave velocity to identify faults within the seal material. As a NDT method, tracer gases may be used as a potential indicator of a connection between both sides of the seal material through a series of faults and cracks within the material itself. This paper reviews the history of underground mine seals and discusses the overall assessment of sonic waves and tracer gases to serve as NDT methods for estimating the integrity of these seals.

The possibility of using surfactants as wetting agents for the suppression of sulphide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulphide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of the ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactants adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

Large reserves of coal pond fines are found in the Illinois Basin-over 40 million tons in Western Kentucky, over 65 million tons in Southern Illinois, and over 35 million tons in Southern Indiana. If these fines are used to produce coal-water slurry (CWS), fuel costs, NOx. emissions, and pond closure costs can be reduced. Coal fines from this region that are used to produce CWS for co-fire or re-burn may require processing, however, to attain proper particle size distribution and fuel quality. To evaluate the effectiveness of using coal cleaning technologies to control these CWS quality parameters, a simple flowsheet for recovering and processing coal pond fines was designed and tested. Coal fines processing consisted of using classifying cyclones to size at nominal minus 200 mesh, cleaning the classifying cyclone underflow using spirals, and cleaning the overflow using column froth flotation. Ash content of the dean coal from the spiral was reduced to about 10 percent, which is satisfactory to use for CWS co-firing in a cyclone-fired boiler. The clean coal from column flotation may be used for re-burn in a cyclone-fired boiler or as co-fire fuel in a wall-fired or tangentially-fired boiler. Heating value recovery during laboratory-scale, pilot-scale, and commercial-scale coal cleaning testing was about 80 percent.

The primary limiting factor for hoisting capacity from great depths is the self-weight of steel wire ropes. Steel wire ropes are very suitable for mine hoisting due to their high strength and durability, but have the negative characteristic of a low strength/weight ratio. Also, as hoisting depths increase, the service life of steel wire ropes decreases due to the higher stresses and physical effects on the ropes. The significantly higher strength/weight ratio of synthetic ropes offers the primary advantage of hoisting a larger payload with a similar size rope and hoisting plant. The beneficial properties of synthetic ropes could be used to improve the overall economics of deep underground mining both for new deep shaft projects and for existing mining operations expanding to deeper orebodies. A research and development program has been initiated to evaluate the suitability of a fully synthetic rope for the mine hoisting application.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

Surface subsidence caused by underground longwall mining is a very complicated process in time and space, influencing building and structures on the surface of the mining area, including houses, pipelines, and highway. The field monitoring data of surface subsidence are essential for protecting them. This study investigated the dynamic and residual subsidence characteristics of both the surface and the highway over a 730-day monitoring period on a longwall panel. Three monitoring lines (Lines 1–3) were established to monitor the subsidence process, and three stages were identified: initial stage of surface subsidence, active period of surface subsidence, and residual subsidence deformation stage. The maximum subsidence value on the highway (1,786 mm) was smaller than that on the surface (2,094 mm), and the maximum subsidence velocity on the highway (41.7–50.8 mm/day) was also lower than that on the surface (66.7 mm/day). During the residual subsidence deformation stage, both the surface and highway subsidence velocities decreased to below 0.6 mm/day. Furthermore, differences in subsidence characteristics between the surface and the highway were analyzed, with the subsidence value on the highway always being less than that on the surface, while the subsidence velocity during the residual deformation stage was not always lower. This could be attributed to the influence of dynamic loads from vehicles, which could induce additional residual subsidence on the highway. Further investigation into this phenomenon will be conducted in future research.

During the ten year span from 1978 to 1987, the number of fires which occurred in under-ground coal mines doubled from the previous ten years. Anyone involved with underground coal mines is well aware of the associated tragedy that can result from these fires, both to personnel and to property. Every day mine management and mining personnel face this threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. As a direct result of the ever-increasing interest in the Mine Emergency Preparedness Program and the Mine Fire Training Programs currently being conducted, the Emergency Preparedness Center was created. As a branch of the Mining Extension Service at West Virginia University, the Center provides preparedness training at several different levels on a varying range of topics. Classes are conducted at a new especially-designed training laboratory at the National Mine Safety & Health Academy in West Virginia. By maintaining the proper equipment and levels of training allowing for immediate response, the personnel who are part of the Center believe that the impact of a mine fire or other such emergency situation can be minimized. This paper will present recommendations for maintaining an efficient mine emergency preparedness program and will provide information regarding the Mine Fire Training Program as conducted by the Emergency Preparedness Center and describe the advantages of the newly constructed training facility.

"INTRODUCTION In carbonate rocks, it is difficult to characterize due to the high degree of heterogeneity in pore geometry. Carbonate rocks have various types of pore systems such as fractures and vugs, and this heterogeneity should be considered for more realistic prediction of oil production in carbonate reservoirs. This study carried out water flooding experiments using five carbonate rock samples in order to observe the change of physical properties. Firstly, qualitative and quantitative analyses were conducted for each carbonate samples by use of XRD and XRF to evaluate the mineral content. All samples are mainly composed of CaCO3 and after that, the ICP experiments were carried out for the water passing through the carbonate. As a result, it was possible to measure the quantity of CaCO3, MgO, Fe2O3 component in water and due to this effect, the permeability of carbonate was altered especially in the front part of the core. Finally, after the carbonate was saturated by 30 API crude oil, water injection to enhance the oil recovery was repeated and it was confirmed that the oil-producing characteristics are different depending on the dissolution characteristics of carbonate rock samples. CORE SAMPLE ANALYSIS Porosity and Permeability Experiment Porosity and permeability were measured. The procedures are as follows (Figure 1). 1. Measure the diameter and length of the dry core using Vernier caliper. 2. Put the core in the core holder, run vacuum pump until the inlet and outlet pressure gauge equal. 3. Saturate the core using ISCO pump to inject water at 650 psi 4. Measure the amount of water and calculate the porosity 5. Set up the outlet pressure at 500 psi. 6. The flow rate measure when the equilibrium 7. Calculate the permeability through Darcy’s Law. 8. Cutting of core upstream and downstream about 13cm, and measure the each of permeability."

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

The title of this session is "Wall Street Looks at the Mining Industry," and I am going to attempt to answer the question: Shouldn't Mining Stocks Sell at Higher Price Levels? Or, What Does Wall Street See When Looking at the Mining Industry? Well, it sees a capital intensive business, a technical industry, and a growing industry becoming more vertically integrated. But, at the same time, Wall Street sees a cyclical industry, a fragmented industry of erratic earnings, spotty public relations, a feast-or-famine business where the public usually does not differentiate between coal mining or metal mining, and does not appreciate either the risks or the rewards. As a result, mining stocks generally sell at relatively low price learnings ratios in comparison to other industrial groups. This PIE ratio, the current market price of the capital stock divided by annual earnings per share, is probably the most popular index of a stock's value. The average of the price/ earnings ratios of the 30 stocks comprising the Dow Jones Industrial Average is over 14. This diverse group of stocks is widely regarded as being a cross-section and representative of the industrial companies listed on the New York Stock Exchange. However, in comparison to 14, Asarco and Kennecott shares are currently available for about 8 times annual earnings. Even discounting earnings from South America, the stock of these two companies sells at only 10 times earnings. Of course, Peruvian politics is currently preventing Cerro shares from selling above 6 times earnings, and Chilean politics keeps Anaconda shares at a PIE multiple of 7. However, even in better times, these companies rarely sell above 10 times earnings. American Metal Climax and Newmont sell at only 11 times earnings as does Phelps Dodge and St. Joseph Lead. Placer Dome Canada owns and operates the Campbell mine and mill at Balmertown, in the north western corner of Ontario. The mine operates at 1.3 kt/d (1,500 stpd). It produced more than 9.3 t/a (300,000 oz/year) of gold during the last three years. Changes to the gravity concentration circuit have resulted in a 10% to 15% increase in gravity recovery. The mill head grade at the Campbell Mill is relatively high, averaging 18.5 g/t (0.54 oz/st) over the total reserve tonnage. During the past several years, the head grade was averaging close to 20 g/t (0.6 oz/st). Before 1994, gravity concentration was achieved by using a combination of conventional mineral jigs and tables. Jig concentrates were upgraded on shaking tables to produce a concentrate, which was refined to bullion. In May 1994, management decided to buy two Knelson CD 760-mm (30-in.) concentrators. The objective was to replace the existing jigs and increase gravity gold recovery by up to 15%. Gravity recovery with jigs averaged between 30% to 35%. Gravity recovery was anticipated to increase to about 50% with the Knelsons.

A study was undertaken to investigate the liberation behavior of coal macerals through size reduction and density separation. It was seen that the liberation of coal organic components could be achieved by size reduction, allowing selective separation of coal organic components. However, the degree of liberation is dependent on the history of coal: the extent of liberation decreased when the size of the primogeniture coal decreased. The liberation of coal macerals was analyzed by examining the Liberation Index. It was seen that although comminution produced fine particles enriched in inertinite (primarily fusinite and semifusinitie), these particles were less liberated than the coarser particles. However, the liberation of macerals increased when all the feed was ground to a finer size.
