Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

The world market for bunkers represents some 140 MT (1980) of marine fuel oil and distillates. This is equivalent to 23CMT of coal, a potential market for steam coal larger than the total seaborne trade of steam and metallurgical coal today, and an obvious area which could contribute savings in world oil consumption. Oil bunkers are lifted fairly evenly throughout the world, the main supplying regions being Western Europe, the Middle East, North and Central America and Japan (Figure 1). Not surprisingly, the main customers are the tankers representing about 50 percent of the world market - (95 percent of the Middle East Market) - dry bulkers represent some 30 percent and general cargo ships the rest.

The article presents the concept of the application of the Finite Element Method (FEM) and ABAQUS software in the global monitoring of changes in the rock mass and on the surface of the area, as a result of backfilling the workings. Waste materials applied for stabilizing old mining workings can have a strong influence on the rock mass and surface. According to the regulations, this process should be carefully monitored, especially in terms of the safety of surface structures and rock mass stability. The article presents the concept of an analytic and graphic presentation of the results of the measurements of old workings, applying the Finite Element Method and ABAQUS software in model studies. The main purpose of such interpretation of the geodetic observations results is the application of methods providing wide possibilities to present the geometry of workings, their changes and the influence of the rock mass and surface.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

Detailed stratigraphic studies of the overburden at North Carolina Phosphate Corporation new South Creek Mine have delineated several aquifers and acquicludes within the 30-meter-thick overburden section of late Pleistocene sands and clayey sands. A major aquifer occurs in the 10-meter-thick sequence of shelly sands of the early Pleistocene Croatan Formation. The water-charged Croatan sands thicken into a paleodrainage surface on top of the Pliocene Yorktown Formation, a major aquiclude. A three-phase dewatering program is projected: 1) improve surface drainage around mine perimeter to reduce both flowage into the pit and rainfall recharge; 2) use a wellpoint system to dewater the upper 8 meters; and 3) use recharge wells along the axis of the paleo- drainage to dewater the overburden below 8 meters.

Manufacture and mixing of flotation reagents at the mill site provides an economic and convenient method of maintaining a continuous and fresh supply of reagents for concentrator operations. Kennecott Copper Corporation has designed and built a Reagent Mixing Facility which incorporates new ideas in construction and fail-safe operation at its Nevada Mines Division concentrator. Highly sophisticated automation and instrumentation techniques are combined with safety procedures and equipment that meet and exceed all Federal and State safety requirements. Installation of the facility has minimized hazardous working conditions for the operator, isolated reagent preparation from production personnel and equipment, and reduced the time required for reagent preparation from three shifts to one shift per day.

Passivation of Fe-Ni-Co alloys during the Caron leach process is thought to result in low cobalt recoveries in ammoniacal ammonium carbonate solutions. A brief review of the available thermochemical data for the (Fe, Ni, Co)-NH3-H2O systems has been undertaken. The stability of the Co(II) and Co(III), Ni(II) and Fe(II) am-mines was examined through the use of speciation and Pourbaix diagrams at 298 and 333 K and at 6 M total ammonia. Increasing the temperature reduces the stability fields of the ammines and generally constrains the thermodynamic window for the leach. The Fe(II) ammines are only thermodynamically stable under reducing conditions. Polarization experiments show that these ammines are unlikely to form if oxygen is present. Fe-Ni-Co alloy passivation may be alleviated by careful management of potential.

A high-energy economy based on fossil fuels is in fundamental conflict with an ideal of clean air, clean water, undisturbed scenery, and maintenance of fragile ecosystems. There is an inevitable trade-off between the material standard of living of a modern society and the conservation of its environment. During the past four years, some of the costs of environmental protection have been internalized in the energy-flow system of the United States. The cost of bituminous coal and fuel oil usable under new air-quality standards has doubled or more. The cost of mining coal underground has risen because of a 20-30 percent reduction in productivity resulting from new environmental health and safety legislation; the economic impact of proposed surface-mine regulation may be equally severe. The cost of producing electric power has been rising at a 12 percent annual rate because of environmental costs, and would be climbing still more steeply were it not for the continued forced subsidy of natural-gas consumers by natural-gas producers. The efficiency of the automobile, already a monument to the triumph of self- indulgence over economy, is being further decreased by addition of anti-pollution devices. Part of the recent sharp rise in agricultural costs stems from the fact that five energy units of fossil fuel go into U.S. agriculture for every energy unit of raw food that leaves the farm; further large injections of fossil-fuel energy occur in the transport, processing, and refrigeration of farm products.

The Hardy Cross iterative method is the most popular technique for solving a ventilation network problem with natural air splitting. This method tradition-ally solves each mesh equation by an approximation during each iteration. It is thus interesting from both theoretical and computational viewpoints to be able to solve for an exact solution to the mesh equation. Presented in this paper is an algorithm for computing the exact solution to the mesh equation with a variable fan pressure. The algorithm uses signum functions for air quantities to generate an alternative mesh equation in the form of a quadratic equation, which has two solutions defined by the well-known quadratic formula. The condition that the derivatives of the alternative and the original equations must be the same provides a basis for the correct choice between the two solutions.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. An important factor in filtration is the zeta potential of the particles. Since zeta potential is a function of pH, it was hypothesized that adding CO would lower the pH and zeta potential. A reduction in zeta potential should enhance the flocculation and increase the filtration rate. This paper describes the effects CO on the zeta potential of both pure hematite and samples of hematite concentrate from an iron ore processing plant. A significant shift in the zeta potential, as a function of pH, curve was observed. These results point to an alteration of the particles mineralogy, not just a shift in pH.

The economic importance of salt domes has been recognized throughout the world primarily because of oil and gas accumulations on their flanks and, to a lesser degree, for the value of their salt and potash. Recently they have become of value as hosts for cavities used to store hydrocarbons. In the near future we believe that their main value will be as a source of geothermal energy. Although tremendous effort has been expended on the understanding of the geology and physical characteristics of the strata intruded by salt domes, relatively little energy has been exerted in the comprehension of the salt dome itself. Salt domes have long been recognized as a geological heat anomaly. With respect to other sedimentary rocks, salt is a good conductor of heat. Expressing values in 10-3 cgs units, sedimentary rocks vary from 1.0 to 8.0; metamorphic rocks from 5.2 to 8.4 and igneous rocks from 3.1 to 9.8. Rock salt in its pure form has a thermal conductivity of 17. (Gussow, 1970). Thus a salt dome (Fig. Ml) can be expected to act as a conduit bringing heat vertically from deep within the Earth's crust. This was, in part, substantiated when in 1958 a horizontal core hole was drilled from within the Avery Island Mine at the 500 foot level. The horizontal hole was started where the ambient temperature of the salt was 74° F. and drilled toward the center of the dome. At the end of this 2,000 foot hole the temperature was 90° F. thus depicting a horizontal temperature gradient of 7° F./1,000 feet. Because this core hole penetrated a shear zone connate water that appeared as a "cold spot" on the temperature gradient, the foregoing data can only be regarded as indicative.

Four massive pillar collapses in limestone mines, and one in a marble mine, occurred between 2011 and 2021 in benched areas at the Appalachian physiographic province. We characterized the rock mass at 43 limestone mines using the Geological Strength Index and, by plotting the results on a physiographic relief map, determined that GSI values between 55 and 70 preferentially occur in the Appalachian and Ouachita Mountains, which were subject to deformation during the Ouachita and Alleghanian Orogenies. Limestone mines located in formations of similar age in the Interior Plains, where deformation was less developed, are characterized by Geological Strength Index values over 80. We present the results of pillar strength calculations that incorporate the Geological Strength Index from mines that experienced massive collapse, as well as from mines with benched areas that did not collapse, to demonstrate the negative effect that a jointed rock mass has on pillar stability. We suggest that pillar designs, particularly those in which benching will be incorporated, should include allowance for rock mass quality. Because of the preferential dominance of lower GSI values in the Appalachians, we further suggest that pillar designs in this environment may require additional engineering assessment, especially where benching is intended. Lower GSI values may often translate into greater overbreak, which results in loss of pillar volume, corresponding wider back spans, and a decreased width-to-height ratio.

Fuller's earth and bentonite are two clay commodities that are interrelated either by mineral composition or use. Because of this interrelation and the sale of both for many different uses, some ambiguity in their classification has resulted. The term "fuller's earth" has no compositional or mineralogical meaning, and it is used more or less as a catchall for any clay or earthy material suitable for certain uses. Most, but not all, of these uses require absorbent properties. Bentonite by geologic definition must have formed from volcanic ash or tuff or the glassy material in volcanic rock; most bentonites consist chiefly of montmorillonite but other clay minerals may be present. In industrial usage the term "bentonite" is applied to any clay consisting chiefly of montmorillonite, irrespective of origin. Georgia and Florida have historically been the leading States in the production of fuller's earth; bentonite has been produced in Alabama on a small scale. The first major use of fuller's earth was in refining of oils. Other materials have replaced fuller's earth for this purpose to a major extent, but many new uses for fuller's earth have been found, and production has increased in recent years. The new uses include absorbent products, insecticide and pesticide carriers, drilling mud, and many others. The bentonite now produced in Alabama is of the "southern," "low selling," or "calcium" type and is used mainly as foundry-sand bond. Most of the fuller's earth mined now is in the Hawthorn Formation of Miocene age; a lesser amount is produced from the Twiggs Clay Member and other beds in the Barnwell Formation of Eocene age. Inactive pits from which fuller's-earth was produced from other formations occur at several localities. The bentonite now mined in Alabama is in beds of Cretaceous age; several years ago bentonite was produced from Eocene beds in this State.

Unfavourable climatic conditions in stopes are of significant economic and social importance due to the following reasons: - Working effect is much lower leading to decreased output and work productivity disregarding implementation of mechanization. - Manpower operating capability decreases much faster under unsatisfactory climatic conditions. Under normal climatic conditions a workman would expend much less effort in line with a shorter effective time for the achievement of identical production effects since the work would be more efficacious. The objective of study of problems and climatic conditions is to make the working environment in mines suitable for normal development of operations. Lowering of mining works to increasing depths and winning of a growing number of small orebodies over a broad area makes the problem of creating suitable climatic circumstances more complex. Mining costs are growing due to bench conditions in line with decreasing metal content in the ore, so frequently the investments required for creating favourable climatic conditions represent, in addition to the selection of mining technology, a very important parameter when making decisions regarding exploitation. As known, the basic factors affecting climatic operating conditions in mines-are: temperature, humidity and speed of air flow, implying that the climatic operating conditions are closely related to mine ventilation. Usually, the concept of unfavourable climatic operating conditions includes increased mine air temperature and humidity and low air flow velocity so that heat exchange between human organism and the working environment is impeded or reduced to minimum. Metal mines in Yugoslavia are characterized by the existence of a large number of active faces - stopes and horizons and lowering of mining operations to increasing depths, so that face ventilation solutions are more and more complex. Since its foundation (1961), our Institute is engaged in investigation of factors influencing climatic circumstances improvement of calculations for air distribution and distribution control in complex ventilation networks and study of problems related to ventilation of large volume and irregular configuration faces, as well as application of gained knowledge in our mines. The paper presents the knowledge and experience gained in the case of Lead and Zinc Mine "Trepca" - Stari Trg.

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. Unions resisted the need for mechanization, for security of employment reasons, and owners were loath to invest. This reluctance to mechanize and the associated in-

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.
