The contents emphasize personnel health and safety aspects and engineering design and control practices to ensure a productive health and safety environment. Reference is to the health and safety of the individual miners as well as to the safety of the working environment. This Handbook also contains references to health and safety regulations in Chapter 3.2 and environmental protection in Chapters 3.4 and 7.3.

The Yankee Gulch sodium minerals project (YGP) is a solution mining project operated by American Soda. The mine operates on a federal lease administered by the U.S. Bureau of Land Management (BLM). Commercial operations began in November2000. In 1964, Irv Nielsen discovered nahcolite mineralization where the YGP pilot plant is now located near the Piceance Creek in Rio Blanco County, Colorado (Nielsen, 1969).Development of the project accelerated after Williams Corp., of Tulsa, OK, joined with American Alkali in1996 to form American Soda. Pilot testing by American Soda led to commercial permitting, plant design, construction and startup. Figure 1 shows the location of the Yankee Gulch leases and the location of the upper and lower plant sites.

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages —basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP increased by 3.5 percent from 2004 to 2005. The nominal GDP was $12.5 trillion at the end of 2005. Housing starts were up by more than 5 percent for the year, and the unemployment rate decreased to 5.1 percent in 2005 from 5.5 percent in 2004. The prime interest rate increased from 5.25 percent at the beginning of the year to 7.25 percent at the end of the year. The value of minerals mined in the United States in 2005 rose significantly because of increased unit prices for some metals —particularly molybdenum — and significantly increased production for some industrial minerals, mainly cement, construction sand and gravel, and crushed stone.

ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. Metallurgical-grade bauxite was imported into the United States from 11 countries in 2004. The principal suppliers of this 10 Mt (11 million st) of imported ore were Jamaica (33 percent), Brazil (25 percent), Guinea(23 percent) and Guyana (11 percent). The average value of imports, cost, insurance and freight (c.i.f.) U.S. ports, was $31/t ($28/st). MINExpo International is billed as the largest exposition for the mining and mineral processing industry. And the 2012 edition, scheduled for Sept. 24-26 in Las Vegas, NV, is no exception. Put on by the National Mining Association (NMA), attendance at this year?s show is expected to be significantly more than the 38,500 who attended the last MINExpo in 2008. The exhibit will also be quite a bit larger in 2012 than it was at the previous MINExpo. More than 1,800 companies, representing more than 30 countries, will fill the Las Vegas Convention Center. The more than 850,000 sq ft of exhibit space will include the North and Central halls as well as South Halls Nos. 3 and 4. And the Silver Lot outside of the front door, under construction in 2008, will be filled with more exhibitors. The 2008 show attracted about 1,220 exhibitors occupying more than 600,000 sq ft of exhibit space.

In a mineral processing plant, the determination of a preventive maintenance schedule is one of the most important maintenance policies. In this study, to determine the preventive maintenance schedule for the Emet Colemanite Mineral Processing Plant in Turkey, a mean quality control chart was constructed using the historical concentrate B2O3 grade data. The effect of preventive maintenance scheduling on B2O3 grades was monitored using the mean quality control chart. It was determined that recovery increased after each preventive maintenance scheduling. Close examination of the mean quality control charts indicated that there were three periods that showed different grade characteristics. These were identified as the period ?prior to preventive maintenance,? the period ?after preventive maintenance? and the period ?requiring preventive maintenance.? These periods were compared as two independent samples by using the Kolmogorov-Smirnov test. Application of this test for interpretation of the mean quality control chart enabled the authors to analyze the system effectively, and it showed that the preventive maintenance for this plant should be scheduled at four-month intervals.

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.

The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

As the popularity of precast concrete segmental linings for tunnels is growing in North America, some problems related to grouting of, and near, these linings are starting to appear. The installation of a segmental lining behind a TBM requires that the annular space around the lining be quickly filled with grout to prevent collapse of the ground. In practice, the filling of the annulus is frequently delayed and takes place a distance behind the machine typically via grout ports centrally located in the segments. If partial collapse of the annulus has occurred, it may become necessary to use higher grouting pressures in an attempt to distribute the grout. There have been several occasions where these increased pressures have caused damage to the tunnel linings. Similarly, compaction grouting adjacent to a tunnel lining can cause damage. This paper quantifies the effects of such grouting on a typical precast lining.

Since the Toronto conference in May 2002, the International Council on Mining and Minerals (ICMM) has made progress on the road to sustainability. Fifteen of the world?s largest mining and metal producing companies and twenty-five associations have made a long term commitment to ICMM to improve the environmental and social sustainability of their activities. Sir Robert Wilson (Rio Tinto) assumed the chairmanship of ICMM in October 2002. By December 2002, the Council had approved a Strategic Vision and an operating plan for 2003. Both have been posted on the ICMM website (www.icmm.com). ICMM?s Operating Plan sets out three priority tasks: - Providing strategic leadership to achieve improved sustainable development performance in the mining, minerals and metals industry. - Contributing to international policy discussions on cross-cutting issues of importance to the industry, in collaboration with national and commodity associations. - Promoting dialogue and partnership with other organizations to catalyze sector?wide sustainability initiatives.

The main goal of this study is to increase the knowledge on the mechanical response of manganese slag to open the potential of pyrometallurgical residues to become secondary material in industrial applications such as infrastructure construction, fillers, binders and soil stabilization, among others.
