There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. The sign of the surface charge for alkali halides in their saturated brines has been established from non equilibrium electrophoresis measurements and on this basis the flotation response of alkali halides was explained based on the adsorption of oppositely charged collector colloids by heterocoagulation. These surface charge results for alkali halides are generally as expected from simplified lattice ion hydration theory with some exceptions, specifically LiF, KCI, NaCl, KBr, RbBr, KI, and Rbl .The presence of natural oxygen defect states in the crystal lattice and the inaccuracies involved in the gaseous ion hydration free energy values used appear, in past, to be responsible for these deviations. The presence of natural oxygen defect states in KCI, KBr, RbBr, and Rbl as characterized by UV Nis absorption, was found to account for their anomalous surface charge. Further, other positively charged alkali halides, LiF, NaCl and KI, were found to be free of oxygen defect states. Nevertheless, oxygen defects can be created in these alkali halides to make them negatively charged and has been demonstrated for NaCl. Such negatively charged NaCl can be readily floated with positively charged amine collector colloids thus confirming the surface charge/collector colloid adsorption theory.

Suboleski and King (1990) analyzed the reasons for the dramatic increase in underground coal mine productivity during the last 10 years. This paper examines whether this increase can be extended. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

The precise definition of an ultimate or economic pit has, over the years, received much attention in the literature on the subject of mine planning. Unfortunately, relatively little has been published in the area of pit sequencing and scheduling--an aspect which is typically of much greater economic significance both during the life of a mining operation, as well as in the evaluation of an exploration project. This paper discusses an overall mine planning methodology with emphasis on the design of an optimal sequence of pit expansions or phases. Although the concepts given are not new, it is hoped that some practical suggestions will be made. The paper will also describe graphical techniques which have been found useful in comparing the merits and impacts of alternate planning strategies and production schedules.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

The iron ore beneficiation plant at Serra-Azul Mines of ArcelorMittal, Brazil operates at a rated capacity of 3.2 million tons per year. The ore is concentrated using magnetic separation, jigging, hydrocyclones and spiral concentrators. The tailings from the process plant are generated from classifier overflow of 135 tons per hour dry solids and thickener underflow of 48 tons per hour dry solids. A systematic experimental program was carried out using Multi-gravity separator (MGS), and wet high-intensity magnetic separator (WHIMS) for recovering the iron values from both of the tailing streams while minimizing the total quantity of tailings to be discarded. The classifier overflow contained 32.3 percent iron, 49.9 percent silica and 2.18 percent alumina and was 45 percent finer than 45 microns in size. The thickener underflow sample contained 47.3 percent iron, 27.6 percent silica and 2.49 percent alumina and was 16 percent finer than 45 microns in size. Separation results on the classifier overflow sample with the MGS indicated that a concentrate containing 62.1 percent of iron, 10.8 percent silica and 0.36 percent alumina can be achieved with a weight recovery of 24.5 percent. The results with WHIMS at 6500 Gauss indicated that concentrate containing 62.6 percent iron, 8.3 percent silica, and 0.65 percent alumina can be achieved at a weight recovery of 34.7 percent. 4.7 percent. WHIMS studies at 6500 Gauss on thickener underflow sample indicated that a concentrate containing 61.4 percent iron, 8.8 percent silica, and 1.74 percent alumina can be achieved at a weight recovery of 57.2 percent. Based on these results, and further in-house test works, a WHIMS installation was adopted for the recovery of iron values from the tailings in the operating plant at ArcelorMittal Serra Azul Mines, Brazil.

Vibrating screens and crushers are the workhorses of material sizing. Unfortunately their natural frequency is often in the range of typical supporting structures, thereby making installations prone to vibration problems. Much of the available literature regarding the support of vibrating screens is fairly confusing and outdated. This paper presents the results of utilizing accelerometers and finite element software in the analysis and design of supports for vibrating equipment. It contains data from field studies of vibrating screen and crusher installations, design of new and repair of existing supporting structures, and the correlation between field data and finite element time history analyses. Finally, the paper summarizes a method for analyzing and designing structures subjected to vibratory loads and predicting their behavior.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

A number of forces are at work that are now having an influence on coal handling systems. Changes are occurring and will be occurring at an increasing rate during the next few years. 1. Environmental concerns will dictate that dust pollution and spontaneous combustion and its resulting problems be rigidly controlled. 2. Slurry pipelines will be a reality despite the opposition of the railroads because they are economical and make good business sense. Artifical roadblocks can only survive for a limited time. 3. Coal is now and will remain the most economic fuel, particularly for power generation. This is true in most of the developed nations not just the United States. Increase in demand requires a close inspection of transportation systems. 4. A projected major increase in the export of U.S. coals may never occur without major port developments not the least of which will be the ability to accommodate large ships without demurrage time now affecting such shipments at U.S. Ports.

St. Joseph Lead Company has been paying incentive bonuses for well over 40 years. In 1958 almost half of St. Joe's 1,860 employees in Southeast Missouri received some form of incentive bonus in addition to their guaranteed wages. There are very few payroll jobs in St. Joe s Southeast Missouri organization that lend themselves to a reasonably good measurement of production or quality, or both, where an incentive bonus is not paid. The term "Incentive Bonus" is used to differentiate betwen bonuses that are based on quantity or quality of work, and those that are merely additional pay of a standard amount per hour or day because of an employee being temporarily assigned to some unusual task, An employee temporarily assigned to a job where the working conditions make the job performance unusually difficult or where a special skill is used is often given a bonus of some standard amount per hour or shift in addition to his usual rate. This is merely a convenient way of paying something extra without disturbing the normal rate structure. Actually, it is differential pay similar to that almost universally paid for evening and night shift work. Bonuses of that type are not being considered in this paper. The basic reason or theory for paying incentive bonuses 9s to get improved production at lower cost, Unfortunately, it is often difficult, if not impossible, to find a yardstick by which it can be definitely proved that a particular bonus plan is accomplishing its purpose, It becomes, then, a matter of judgment on the part of management personnel as to the value of the bonus plan. The fact that St. Joe Lead Company has continued to pay bonuses for over 40 yews and has increased the number of bonus schedules used attests to a definite belief that they are beneficial to the company's successful operations.

The pandemic emergency is forcing transit agencies to define strategies allowing social distancing, which are more challenging in underground interchange stations in crowded downtown cores. Toronto Transit Commission’s (TTC’s) Bloor-Yonge Station Capacity Improvement Project in Toronto was approved to meet increasing demand and represents an opportunity to fight COVID-19. This paper discusses cost-effective solutions in expanding the cut-and-cover station box over the existing Toronto Subway Line 2 and connecting it through ventilation openings in the cast-iron tunnel liner. Potential uplift risks and structural damage due to minimal vertical clearance were analyzed via three-dimensional finite element analyses with advanced constitutive laws to simulate the multi-stage construction process. Based on the simulation results, a series of countermeasures, including excavation support systems, king posts, ground-consolidations, and liner reinforcements were integrated into comprehensive design options to ensure the serviceability and structural integrity of the subway tunnels.

In 1993, CONSOL began investigating new methods of permanently filling coal mine shafts, which after ventilation is stopped, may contain a potentially hazardous atmosphere. Fill materials such as fly ash/cement can be pumped, are non-combustible and non-incendiary but tend to flow into the mine entries. A non-flowable mixture has been developed that minimizes the volume of fill used. The paper presents our recent shaft filling experience including fly ash material properties, mix designs, field problems, placement success, and gas testing techniques.

Heap leaching in certain parts of the world, such as Chile's Atacama Desert, brings unique design problems in the form of possible large differential settlements of the foundation soils due to the dissolution of salts in northern Chile the soils often contain very high concentrations of soluble salts (nitrates, potassium, magnesium, and common sodium). When a leak in the liner occurs, the escaping solution dissolves these salts and triggers differential settlement. If the settlement is great enough, the geo-membrane tears, the leakage increases, triggering more differential settlement. The nitrate plants have experienced many occurrences of this phenomenon where a brine pond will undergo a sudden and complete loss of the impounded liquors. The authors present a simplified technique to quantify the differential settlement resulting from dissolution and provide a method which can be used to select a geo-membrane with suitable flexibility under axi-symmetric (multi-axial) load conditions to tolerate the predicted settlement. (This paper was previously published for Randol Gold Forum 1996 [Ref. 6]).

Laboratory testing by the Federal Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores which have a high content of water-insoluble impurities. Results indicated that up to 85 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered up to 88 percent of the potash in rougher concentrates containing 47 to 57 percent K20. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K20. Filtration of the insoluble slimes flotation concentrates recovered 87 to 0 percent of the brine. Flotation concentrate filtration rates were 7 times faster than the filtration rates of mechanically deslimed products.

Mt. Newman Mining Co. is now completing an expansion program, begun even before initial construction was complete, which will result in facilities with the ability to ship over 30 million tons of iron ore per year by early 1973. Confidence in such rapid future growth was evidenced by careful planning for the future expansion of those facilities provided for initial operation of the project which first shipped ore on 1 April 1969. Ore sales contracts totaling more than 300 million tons have been negotiated, thus justifying the optimism which led the joint venturers to provide over $200 million in initial investment and a like amount in capital required to finance the continuing expansion program. Members of the Mt. Newman Joint Venture are: Amax Iron Ore Corporation - 25% (a subsidiary of American Metals Climax) Pilbara Iron Ltd. - 30% (a subsidiary of Colonial Sugar Refining) Dampier Mining Ltd. - 30% (a subsidiary of Broken Hill Proprietary) Seltrust Iron Ore Ltd. - 5% (a subsidiary of Selection Trust Ltd. of London) ? Mitsui C. Itoh Iron Ore Pty. Ltd. - 10% Mt. Newman Mining Co. Pty. Ltd. manages the project on behalf of the five companies which make up the joint venture.

The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, was developed by the Metropolitan Water Reclamation District of Greater Chicago as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows. With only one contract left before completion of the Phase I tunnels—the 12.4 km(7.7 mi.) long Little Calumet leg—the pollution control phase of the 175.7 km(109.2 mi.) long system will be 93% complete, once the Torrence Avenue tunnel project comes to an end. This paper describes the Torrence Avenue tunnel project, currently under construction by the joint venture of Kenny (Sponsor) / Kiewit / Shea. Mining of the10.4 km (34,151 feet) long and 8.3 m (27'-4") diameter mainline tunnel was completed in a record thirty-one-weeks period and the concrete lining is nearing completion. Details on the complete muck handling system, numerous mining and concrete lining records will be given.

For compliance with the Hazard Communication Standard and other federal and state regulations, numerous minerals, chemicals and products need to be evaluated for crystalline silica content at a threshold of 0.1 %. The polymorphs of crystalline silica that can occur in chemical and mineral products are quartz, cristobalite and tridymite. Other natural, industrial and synthetic amorphous silicas and hydrates must be distinguished from these polymorphs to prevent over-regulation in the workplace and environment. A number of industrial silica products are composed of glasses, expanded perlite, diatomite, slags, and precipitated and fumed silica products. Amorphous silica hydrates used for industrial products, include opal (hydrated silica of biogenic or inorganic origin), perlite, pumice and tuffs. In addition, crystalline and amorphous silicate minerals and chemicals, abundant in nature and industrial products, must be distinguished from the polymorphs of crystalline silica.

Background ground water quality is often used to drive remediation programs at sites with waters affected by mining activities. In the past these levels were sometimes chosen without rigorous statistical and geochemical analysis. A probability distribution approach was used at the Sweetwater Uranium Project to separate a large set of geochemical data into populations that represent contributions from different sources. Natural background populations were identified for major ions, metals, and radionuclides, and were submitted to the Nuclear Regulatory Commission to modify the extent of a Corrective Action Program and to establish control limits for future monitoring.
