"In the Spring of 1919, the Industrial Commission of Utah undertook the assembling of safety orders covering metal mining operations Just at that time there appeared several articles in the mining papers advocating the licensing of hoisting engineers, so this subject was given careful consideration,The licensing of hoisting engineers means that they must pass an examination covering the mechanical features of hoists and boilers, and must have a certain amount of experience. This undoubtedly serves to get a class of hoisting engineers that are better informed about the mechanical operation and theoretical considerations in hoisting and the only room for argument against it is that it is difficult to give an examination that will determine whether or not a man is a competent hoisting engineer.A man might pass an excellent examination yet be absolutely unqualified to operate a hoist and the judgment of the mine super- intelligent would have to be depended upon to choose the right man from among those who were licensed. This difficulty of properly determining, by ordinary examination, a man's qualifications to run a hoist caused the idea of licensing' in the ordinary sense of the word to be abandoned; but, as there was no question that a hoisting engineer should be physically fit, it was decided to require a medical examination, and at the same time to require the hoist engineer to state his experience, so the State would better knowledge of his general qualifications.The orders covering the question were therefore issued as follows;"

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. "INTRODUCTION In September 1943, the Bureau of Mines conducted a limited program of churn drilling on the Winskell property in the Shullsburg area of Lafayette County, Wis. The work was undertaken as part of a general investigation by the Bureau of the zinc-producing area of southwestern Wisconsin at a time when special effort war being made to increase the production of metals necessary for the war program.Drilling described supplemented a previous drilling program conducted by the Vinegar Hill Zinc Co. The results of both programs encouraged subsequent investigation by the Cuba Mining Co. and eventual development of the Andrews mine.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report describes methods of using sodium for reducing titanic chloride, developed as part of Bureau of Mines activities at Boulder City, Nev., to improve the extractive metallurgy of titanium. Theoretical indications pertaining to the major chemical reactions and possible side reactions of the process are compared with experimental observations. Low-temperature reduction equipment is described, in which titanic chloride was reduced with sodium at temperatures between 97.5° C., the melting point of sodium, and 200° C. Techniques employed in making reductions in ball-mill and high-surface sodium reactors are given.

Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

This report describes a complete system design methodology for medium frequency (MF) wireless radio systems for use in coal mines. The emphasis Is on AC mines where no trolley wire exists and, for which, conventional trolley phone communications can not be used. The report constitutes an MF system design handbook and includes a compendium of all previous MF technology elements as well as a reference index with abstracts of all pertinent literature. A particular strawman system design analysis is included for the Helvetia Coal Co. Lucerne #8 mine in the Upper Freeport seam.

This report presents the results of a field and laboratory study by the Federal Bureau of Mines, in cooperation with the California Division of Mines, of the swelling-type bentonite deposits in the Vallecitos area in San Benito County, Calif. The purpose of the study was to learn if these large deposits contain bentonite of sufficient quality and quantity to be of economic value as an oil-well drilling mud additive. Large amounts of bentonitic clays are used by the petroleum industry as well as the steel industry in California. Additional amounts may be required in the near future as a concrete or earth-fill admixture in constructing dams and canals in the California Central Valley. Depletion of some local clay deposits and loss of others to military installation areas have given new emphasis to the need for developing new bentonite deposits in California.

Like many experienced workers, remote control continuous miner operators perform their everyday jobs making choices and decisions that they may not consciously think about. While performing tasks, they are continuously processing feedback and cues which guide them for the next move. Initial training teaches the operators the tasks necessary to operate the equipment and perform the job. However, with experience they are better able to deal with hazardous conditions and non routine situations. To better understand what potential cues and feedback help to guide the operators, a questionnaire was developed to learn what factors affect decisions. Operator responses address issues related to specific tasks, equipment operation, visibility, lighting, and communication issues. The information collected is useful to understand what cues experienced operators use to make task performance decisions. Results will be used to develop interventions and training for safe and effective operator performance.

Ergonomics processes described in the literature have been associated mostly with manufacturing, financial, electronics, and office settings where working conditions tend to be rather constant and repetitive. The information presented in this document demonstrates, however, that an ergonomics process can also be implemented in a setting such as mining where working conditions frequently change and workers are periodically exposed to extreme weather conditions. This document describes how Bridger Coal Company implemented an ergonomics process at its Jim Bridger Mine from 2001 through 2004. The process developed by the Ergonomics Committee, the promotion of the process to management and employees, and the impacts of the process on working conditions at the mine are reviewed. Barriers overcome and lessons learned are also described. Quotes from Bridger Coal Company employees are included in the document to add a personal perspective. Other industries with working conditions similar to mining, such as construction and agriculture, may find this information useful.

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a 'cascading pillar failure' (CPF), occurs when one pillar in a mine layout fails, transferring its load to neighbouring pillars, which causes them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S.A. are documented. Mining engineers can limit the danger presented by these failures through improved mine design practices. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines-the containment approach, the prevention approach and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining at shallow depth. Cascading pillar failure {CPF) in room-and-pillar mines can go by many other names, such as `progressive pillar failure', `massive pillar collapse', 'domino-type failure' or 'pillar run'. In this kind of failure when one pillar collapses the load that it carried transfers rapidly to its neighbours, causing them to fail, and so forth. This failure mechanism can lead to the rapid collapse of very large mine areas. In mild cases only a few tens of pillars might fail; in extreme cases, however, hundreds, even thousands, of pillars can fail. CPF can have catastrophic effects on a mine, and sometimes these effects pose a greater risk to health and safety than the underlying ground-control problem. Usually, the CPF induces a devastating air blast as a consequence of the displacement of air from the collapse area. An air blast can disrupt the ventilation system totally by destroying ventilation stoppings, seals and fan housings. Flying debris can seriously injure or kill mining personnel. The CPF might also fracture a large volume of rock in the pillars and immediate roof and floor. In coal mines and certain other mines this can lead to the sudden release of large quantities of methane gas into the mine atmosphere; a methane explosion might result from the CPF. CPF is at the far end of the spectrum of unstable pillar failure. At the other end are slow `squeezes' that develop over days to weeks and, because of their slow progress, do not pose an immediate danger to mining personnel. There is ample warning time for men and machinery to get out of the way of the failure. In a CPF, however, the failure progresses so rapidly that men and equipment cannot be evacuated in time. Significant seismic energy is released as a consequence of the rapid failure and collapse. CPF should not be confused, however, with coal-mine bumps and rockbursts. In some cases the damage can appear similar, but the underlying mechanics are completely different. As will he shown later, the mechanics of CPF depend on the applied vertical stress and the post-failure, i.e. strain-softening, behaviour of the pillars. In a CPF pillars shed their applied load rapidly and have very little residual strength after failure. The collapse itself may release significant seismic energy, but otherwise the mine is seismically quiet. Alter a CPF the openings in the affected mine workings have usually closed completely. In contrast, coal-mine bumps and rockbursts occur in seismically active mines. Research has shown that coal-mine bumps and rockbursts are seismic events induced by mining that damage underground mine workings. Bumps and bursts are thus a subset of a much larger set of mining-induced seismic events.[ Only some of these seismic events damage mine workings; fortunately, most do not. The mechanisms by which a mining-induced seismic event can lead to a damaging coal-mine bump or rockburst is still a significant research area.2 After a bump or rockhursr the affected mine workings may or may not be completely closed. For example, in the coal-mine bump described by Soler and co-workers2 the mine workings remained open even though the pillars were destroyed during the bump event. Because CPF differs from a coal-mine bump or rockburst, the design approaches to control their occurrence also differ. The design recommendations developed here apply to CPF and not to bump- or burst-prone mines. Cascading pillar failure examples Unfortunately, CPF has occurred in room-and-pillar coal, metal and non-metal mines. The most infamous example is the Coalbrooke colliery in South Africa, where 437 miners perished where [si >1 3at1ttsumsus7car kky vArtMixiL7i nesafr tramwsamn ures] on 21 January, 1960.1 Table I summarizes the mining dimensions of 13 examples of rapid pillar collapse in U.S. coal mines. All occurred during the 1980s and 1990s, and all happened suddenly or without significant warning. Most resulted in air blasts and damage to the ventilation system. Table 2 gives the mining dimensions of six room-and-pillar metal and non-metal mines in the U.S.A. where failure occurred in all probability by the CPF mechanism. The collapse areas can be huge. Fortunately, some of these failures gave advance warning. At the lead-zinc mine slabbing from pillars and roof falls began four weeks prior to the main collapse.3 At the copper mine considerable rock noise and smaller failures preceded the main collapse by five days.5 At the copper-silver mine it is not known if nature provided a warning.6 Evidently, the trona mine collapsed without warning.7,8 Rock noise and other failure warnings preceded the silica mine collapse by three weeks. v The presence or absence of warnings at the salt mint is not known. to Most of these collapses induced a substantial air blast; damage to the ventilation systems was limited, however, to bent airdoors and a few downed stoppings, except at the trona mine where extensive damage to the ventilation system resulted.

In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

Because surface mining removes the original plant cover from the land and exposes the soil, special care is needed. Until the mined land is stabilized by revegetation, snowmelt and rainfall can pick up sediment and erode mined lands much faster than undisturbed areas. Sediment control is an important aspect of protecting the environment during mining and reclamation because without it, large amounts of sediment can clog streams, increase the risk of flooding, damage irrigation systems, harm aquatic habitat, and limit the use of water for other purposes. Stream quality can be affected many miles downstream from the mine. Before SMCRA was implemented many streams were degraded by uncontrolled sediment from mining. Sediment is controlled through careful planning and a design that incorporates a variety of measures that work together to reduce soil erosion at the mine. Disturbed areas are graded, and some areas terraced, to achieve stable slopes, reduce runoff water velocity, increase infiltration, and divert runoff into drainage channels so that it flows away from unvegetated, erodible areas. Grading along the slope contour and scarify in gun vegetated slopes with bulldozer track marks help prevent erosion by slowing down the flow of water. Runoff from haul roads is controlled by culverts and roadside ditches. Sedimentation ponds or other forms of sediment control are required at all mines to minimize the amount of sediment leaving the site.

"INTRODUCTION The predominant characteristic of powdered mica is the thin -plate shape of the particulars, and the thinner the plates, the more enhanced is this characteristic. Consequently, it is frequently desirable to grade mica according to the thickness of the plates. Concerning the various possible methods for grading mica, very little has been published. There is also no information on the relative quantities of mica per given range of plate thickness. This paper presents a graphical method that shows how these quantities are distributed and how the different methods of grading compare.CUMULATIVE BULK DENSITYBulk density, which is an indirect measure of the plate thickness, was determined in a small cylindrical cup of 3.37 cubic centimeters volume. The mica was placed in the cup under a standard procedure. The densities thus measured checked these determined in a 273 cubic centi¬meter cup with less than a 2 percent error.In calculating cumulative densities it is important to know how they are averaged. In any grading operation the bulk density of a series of fractions is determined. Starting with the lowest density fraction, the cumulative percent under-density can be calculated through the various fractions. It is possible that quantity may be measured by volume or weight and that the averaging may be done by a number of methods. However, experimentally it has been shown that the quantity must be by volume and that the averaging must be arithmetic. This is illustrated in table 1, in which the calculated and actual bulk densities are listed."

The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40°F (-40°C) with 75% No. 1/25% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34°C) with 75% No. 2/25% RO, and at 0°F (-18°C) with 50/50.

Low-temperature heat capacities of chiolite (Na5Al3F14) were determined by adiabatic calorimetry in the temperature range 5.8 to 300 K. The derived standard entropy (S°, 298.15) was 115.6 ± 0.2 cal/deg-mole. High temperature enthalpies relative to 298.15 K were obtained by precision drop calorimetry up to 1,000 K. Tables of experimental data and related thermodynamic functions are given for the temperature range of experimental observations.

The Bureau of Mines conducted laboratory batch and small-scale continuous tests on samples of silt from the Nolichucky Reservoir near Greeneville, Tenn., to develop a process for the recovery of commercial-grade muscovite concentrates. Using a combination of Humphreys spirals for preconcentration followed by cationic flotation, 94.5 percent of the muscovite was recovered in a product containing 96.5 percent muscovite.

Splicing portable trailing cables used in underground coal mines is usually less expensive in terms of capital outlay and production time lost than replacing them. However, handling trailing cables may result in electrical arcs, shocks , and burns. Also, destructive forces encountered during a mining operation may shorten the effective life of a cable splice. This report gives the results of an analysis of cable splice defects in an effort to establish cable splice performance criteria, determine testing standards for cable splices, establish guidelines for training programs in cable splicing, and indicate areas for improvement.

The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. An experiment was conducted by the U.S. Bureau of Mines and the Canada Centre for Mineral and Energy Technology (CANMET) to measure the emanation rate of radon from cemented unclassified mill tailings in two dewatered stopes of a uranium mine at Elliot Lake, Ontario, Canada. The radon was monitored upstream and downstream and in both stopes to determine the concentration in the stopes and the amount exhausted from both stopes. The emanation rate was determined to be 0.55 pCi/cm2 sec-1 from the mill tailings, which is approximately 1,000 times higher than the average flux in the mine before backfilling.
