"In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. The Bureau of Mines has developed a portable flammable gas detecting system for estimating the flammable gas concentrations in a mine containing one or more combustible gases at concentrations up to 100 vol pct. With this portable detecting system, mine rescue or recovery personnel can quickly determine if they are working in a potentially explosive gas atmosphere and either leave the area or make appropriate changes in the fresh air ventilation of the mine to render the area safe. The detecting system uses a commercial, intrinsically safe, flammable gas detector with a range from 0 to 5 vol pct methane (CH4). The flammable gas detector has a catalytic heat-of-combustion sensor that can detect all flammable gases that would be encountered in a mine including methane (CH4), ethane (C2H6), carbon monoxide (CO), and hydrogen (H2). To determine the mine gas concentration, the rescue worker dilutes a sample with fresh air carried within the detecting system. The concentration of the diluted sample is then measured with the permissable flammable gas detector. The actual mine gas concentration is calculated from the product of the indicated diluted gas concentration and the system dilution ratio using a pocket calculator or the nomograph on the side of the unit.

The introduction of "high-tech" materials such as new polymer composites presents significant competitive challenges and opportunities in conventional mineral markets. Moreover, rapid advances in materials science are critical to the resolution of important economic and strategic issues, including national competitiveness and import dependence. This Bureau of Mines study examines the displacement of conventional nonfuel mineral materials by certain new materials, specifically advanced plastics and ceramics. Analyses of substitution by plastics are conducted for five major U.S. industrial sectors: motor vehicle manufacturing, aerospace applications, building and construction, packaging, and heavy machinery production. Based on interviews with more than 60 scientists, executives, and other professionals engaged in materials development and sales, forecasts of substitution by plastics during the 1990's are made for aluminum, steel, and glass. In addition to these forecasts, study findings identify key factors that will influence the emergence of advanced materials in the next decade.

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

Increasing use of Birmingham and other roof trusses prompted a Bureau of Mines study of support forces produced on a mine roof by these members. Equations, obtained from laboratory and field tests, are given for calculating the contact forces between the roof strata and a typical truss. Actual contact forces for a specific truss are difficult to estimate because of variable friction loss at the contact points. A finite-element analysis, using typical contact forces, indicated that trusses have a negligible effect on the stress field in massive, competent roof strata. The effectiveness of trusses in supporting broken rock strata was not analyzed. However, experience has shown that trusses are effective in supporting incompetent roof.

Because of the absence of an iron-producing industry, the Pacific Northwest is working under an economic handicap. This is particularly apparent in the gray-iron-foundry industry because of the high price of pig iron imported from foreign sources or shipped in from producing ?areas within the United States. The high prices and sometimes short supply of ferrous metal products has put a brake on industrialization, which has been only partly compensated by the availability of cheap electric power. The economic condition of the gray-iron-foundry industry could be improved by establishing a small iron-producing industry based on the locally available ores. Moreover, establishing a local iron smelter would create a market for resources now dormant. Low-grade ores of manganese, chromium, and nickel would become usable in industry when combined with the iron ore from Scappoose. Pig iron produced in even limited quantities would level out the fluctuation in supply. The ore deposits, being small, would not supply enough pig iron to satisfy the entire demand. This condition necessitates designing special pig irons that will carry abnormally high proportions of scrap in the cupola charge.

Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

As a result, the present report partially reflects the efforts of the members of the Association.

The U.S. Bureau of Mines conducted explosion tests on various full-scale cementitious bulkheads used in abandoned mine areas to evaluate the ability of the bulkheads to withstand gas explosion over-pressures of 20 psig. Tests were performed on 120-ft2 solid-concrete-block seals of varying thicknesses and designs. Of the seven solid-concrete-block seals tested, only the standard-type seal, having a 16-in thickness, keyed at the floor and ribs, all joints mortared, wedged at the roof, and a center pilaster, maintained its integrity when subjected to a 20-psig pressure wave. After being subjected to repeated explosions, the standard seal only showed a small hairline crack and had an air leakage of 87 ft3/min at a pressure differential of 1 in H2O. Tests were performed on cementitious foam seals of varying thicknesses and compressive strengths. Explosion tests have shown that 200-psi strength, 4-and 8-ft-thick seals can withstand a 20-psig pressure wave. At a pressure differential of 1 in H20, no air leakage was detected through the 200-psi, 8-ft-thick foam seal.

The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

The U.S. Bureau of Mines used the East Fork Pine Creek watershed to conduct a pilot study for an inactive and abandoned mine lands inventory, during which techniques and methodologies would be developed for subsequent inventories. A total of 177 waste dump samples, 191 mill tailings samples, and 36 stream sediment samples were collected. Water samples were collected from 18 sample sites during five sampling events. Waste dump, tailings, and stream sediment samples were analyzed for antimony, arsenic, cadmium, copper, iron, lead, mercury, and zinc. Results indicate a multidisciplinary approach is necessary: disciplines should include geology, geostatistis, geochemistry, geophysics, biology, hydrology, and remote sensing; small prospects do not generally contribute to watershed contamination, major mine and mill sites may contribute metal enriched sediment of metal enriched water; speciation studies and bioavailability studies are important.

"I. IntroductionThe alveolar surface of the lung is covered by two populations of pneumocytes, type I and type II epithelium. The type I cell, which accounts for most of the alveolar surface area and provides a highly specialized barrier for gas exchange (Rannels et al., 1991), is poorly understood. Although approaches to type I cell purification have been discussed, they have not been applied widely because of the lack of phenotypic markers to monitor isolation procedures (Dobbs et al., 1988; Danto et al., 1992). In contrast, the type II cell has been studied extensively, largely because of the development of reliable procedures for its isolation and primary culture. Investigations based on the use of purified populations of cultured type II cells have provided convincing evidence to support a role for the pneumocytes both in the maintenance of normal lung function and in the response of the lung to injury (for review, see Rannels and Rannels, 1989).While type II cells can be isolated by a variety of approaches, the protocols used most commonly are modifications of the gradient method of Dobbs and Mason (1979) or of the panning method of Dobbs et al. (1986). Purification of the cells based on density gradient centrifugation is reliable and consistent, with yields of 30 to 40 X 106 type II cells per rat of 230 g body weight. Isolation procedures applied to a minimum of three to four rats provide the best results, as lower cell yields are common with the use of fewer animals. This report describes Bureau of Mines investigations of a low-grade scheelite-bearing granodiorite intrusive situated on Henderson Creek, Granite County, Mont. The intrusive is in a narrow, V-shaped valley at the head of extensive placer workings. Since May 1943 the H. & R. Mines Co. of Portland, Oreg., has recovered scheelite sand and gold from the placer workings. A modified Yuba, 4?cubic foot bucket dredge was used in the operation. By February 1947 this operation had recovered and marketed over 215,000 pounds of scheelite concentrates containing 63 percent WO3. The scheelite in the placer was found to be derived principally from erosion of the granodiorite intrusive. The intrusive is one of a series of four similar, dikelike masses of granodiorite whose outcrops are aligned along a 10-mile zone of weakness trending N. 60° E. The intrusive has a triangular outcrop exposed over an area of 57 acres. Trenching and sampling by the Bureau of Mines demonstrated that scheelite is sparsely distributed throughout the granodiorite. This work delimited the outcrop of the intrusive and indicated a large submarginal reserve of low-grade tungsten mineralization. The deposit is ideally suited for exploitation by large-scale, open-pit mining operations; it would be easily available in a national emergency. Additional exploration would be necessary, however, before large-scale production plans could be made efficiently or accurately.

"The generation of free radicals from reactions of nickel (Il)-thiol complexes with molecular oxygen and model lipid hydroperoxides was investigated by electron spin resonance (ESR) utilizing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) as a spin trap. Incubation of nickel (II) [Ni(II)) with cysteine in an aerobic environment generated hydroxyl (·OH) radical, which then reacted with cysteine to generate a carbon-centered alkyl ( · R) radical. Radical generation was inhibited under a nitrogen atmosphere. Model lipid hydroperoxides, cumene hydroperoxide, and I-butyl hydroperoxide enhanced the yield of these radicals and also generated an alkoxyl (·OR) radical. Radical yield decreased by approximately half under a nitrogen atmosphere. Although histidine did not cause radical formation in the reaction between Ni(II) and cumene hydroperoxide under aerobic conditions, the addition of histidine to a mixture containing Ni(ll), cysteine, and cumene hydroperoxide under the same experimental conditions increased the yield of · R radical but lowered the yield of ·OR and ·OH radical adducts. It thus appears that histidine caused the ·OH attack to be more site-specific. Similar results were obtained utilizing 1-butyl hydroperoxide. Penicillamine or N-acetylcysteine yielded similar results except that under aerobic conditions, reaction between Ni(ll) and N-acetylcysteine without hydroperoxide did not generate a significant concentration of free radicals. Under the same experimental conditions, cystine did not generate any detectable free radicals, suggesting an important role of the -SH group in Ni(II)-mediated free radical generation. The results indicate that free radical generation from the reaction of Ni(Il)-thiol complexes and molecular oxygen, and/or lipid hydroperoxides, may play an important role in the mechanism(s) of Ni(II) toxicity and carcinogenesis. INTRODUCTIONWhile nickel is a well-recognized carcinogen [l, 2]. the underlying biochemical mechanisms remain unclear (3, 4). Recent studies suggest that these mechanisms may involve oxidative DNA damage through free radicals, especially the hydroxyl (•OH) radical [5-13]. The mechanisms of nickel carcinogenicity and toxicity may also involve lipid peroxidation [14-21]. Unlike ferrous ion [Fe(II)], the Ni(II) cation itself does not directly react with 02, H2O2, or lipid hydroperoxides to generate free radicals [12, 21]. However, it has been reported that Ni(II) complexes with certain synthetic oligopeptides, e.g., tetraglycine or glycylglycylhistidine, make Ni(II) reactive with 02. This reaction results in transitory formation of Ni(III) and degradation of the organic ligand via free radical reactions [22]. Such Ni(II)-peptide complexes are also capable of reacting with H2O2 to produce oxygen free radicals [11, 12]. Although the cellular environ¬ment may not contain these particular peptide ligands that are known to render Ni(II) redox active in vitro, it does contain a variety of oligopeptides that are capable of forming Ni(II) complexes at physiological pH, and thus may facilitate Ni(II) redox activity in vivo. These oligopeptides include glutathione (y-L glutamylycysteinylglycine), carnosine (homocarnosine (y aminobutyryl-L-histidine), and anserine ( B-alany1-3-methyl-L-histidine)."

The Bureau of Mines investigated carbonyl processing techniques for the recovery of the critical metals Ni, Co, Mn, and Cr from domestic primary and secondary sources. In most cases, the source materials require reductive precarbonylation treatment to metallize the contained Fe, Ni, and Co compounds to render them reactive with CO. The critical metals were recovered either by direct conversion to the respective carbonyls or as upgraded products by carbonyl removal of an undesirable metal. Best metal-to-metal carbonyl conversion was under CO pressure, from 80 atm upward, and at 1400 C. Carbonylation was accelerated by the addition of HzS in small quantities. CO pressure, temperature, promoter and pretreatment trends, and other factors enhancing metal carbonyl formation are presented.

This report presents the results of a study on part of the Smithfield oilfield, Wetzel County, W. Va. The primary purpose of the investigation was to determine the original and the present volume of stock-tank oil in the formations and to investigate the feasibility of waterflooding the Gordon Stray, Gordon, and Fourth sands underlying the I. D. Morgan lease. The study was based on laboratory core analyses, geophysical well logs, geologic considerations, and various field prediction data from the I. D. Morgan lease. The Bureau found that, of the three sands cored, the Gordon Sand was the best prospect for waterflooding, and that a properly engineered water flood should recover 136 to 230 barrels of oil per acre-foot from this formation.
