The South Asian countries of India, Pakistan, Afghanistan, Ceylon, Nepal, Bhutan, and Sikkim arc to varying-degrees just beginning to achieve significant economic and industrial development. These countries are richly endowed with certain mineral resources, and development of these resources is being accelerated. In 1965, the mineral industry remained a relatively small sector of the region's economy, accounting for only about 1 percent of its estimated gross national product of $62,528 million. Nevertheless, the estimated $630 million total value of minerals produced in South Asia during 1965 represented an increase of nearly 15 percent t over that of 1964. India continued as the dominant mineral producer of the region, accounting for 85 percent of the total value of all minerals produced ill 1965. India increased its output of iron ore, manganese, mica, coal, and petroleum. Pakistan accounted for 13 percent of the value of the region's output and recorded increased output of iron ore, chromite, coal, natural gas, and most other minerals. The small mineral industry of Ceylon attained remarkable growth in the production of ilmenite, graphite, and gem stones. The mineral industry of Afghanistan remained relatively insignificant, although development of large known resources of natural gas was continued, Nepal, Bhutan, and Sikkim produced no commercially significant quantities of minerals in 1965.

Domestic byproduct fluorine (in fluosilicic acid) availability at various price levels of aluminum fluoride were determined and a contingency availability curve developed. The supply of byproduct fluosilicic acid is restricted in amount to certain geographic regions, where plants processing phosphate rock are located, and the byproduct can be collected. The maximum possible U.S. annual supply, based on potential plant capacities, is 373,400 tons of fluosilicic acid containing 295,400 tons of fluorine. Based on inputs of 5, la, 25, 50, and 100 thousand tons per year, five levels of producing aluminum fluoride from fluosilicic acid (100 percent) were costed. Based on a 12-percent discounted cash flow rate, including the cost of salvaging the fluosilicic acid, the calculated selling price of aluminum fluoride ranged from $233 per ton to $448 per ton. At the higher price, 98 percent of the potential supply of byproduct fluosilicic acid could be used profitably; at the lower price only 46 percent could be used profitably.

"Application of an SEM-based methodology suggests a reason for past contradictory results on the relationship between quartz and coal workers' pneumoconiosis (CWP). Results indicate that coal seams with the same bulk analysis of quartz may have different amounts of surface-availablequartz. Our research shows that the amounts of pure and surface-available quartz in a respirable dust vary directly with the rank of a coal seam, except in the case where rock materials are mined. The estimated amount of surface-available quartz therefore provides a measure of the quartz-related fibrogenic potential of a respirable dust.INTRODUCTIONFrom our previous work (Grayson, 1991), we have shown that the amount of pure quartz in a respirable coal mine dust sample appears to vary directly with the rank of the seam (using fixed carbon as the basis for comparison), except when a substantial rock parting, roof or floor are mined. Our other work (Wallace et al., 1989) showed that high-silica particles in a clay mine may generally be coated with clay, rendering the quartz core non-available for surface reaction in the lung. The combination of these findings led us to hypothesize that the coating phenomenon may indeed be present in coal mines as well, and that a rank relationship may be present regarding this phenomenon. Thus higher rank coal seams may have more surface-available quartz as well as more pure quartz particles in their respirable dusts. The scientific protocol for testing this hypothesis and the results obtained to date are discussed in this paper. Thus far, there is no reason to doubt that the relationship holds."

I. The Lower Kittaning bed is the most important bed in Clarion County from the standpoint of present production, but the Clarion bed has the largest recoverable reserve. 2. Known measured and indicated reserves in all beds, based on a minim thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 1,210 million short tons as of January 1, 1952. Of this total, 790 million short tons is in beds 28 inches and mare thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too wager for ding an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, they should be added to the total estimated reserves.

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . The Bureau of Mines determined the gas contents of 135 oil shale samples obtained from approximately 630 ft of core drilling. Drilling was done within a projected mining zone of the Cathedral Sluffs Mine, located in the Piceance Basin of western Colorado. Methane contents were determined by the modified direct method, which can measure the volumes of several gases released from or reacted with mine rock without destructive sample treatment. Over the duration of the test, nitrogen was largely unreactive, CO2 increased slightly, oxygen decreased markedly, and methane increased more than the total increase of all contained gases. The gas volumes were normalized per unit sample mass and are given in cubic centimeters per gram. Common time irzdices for test duration of 3, 40, and 125 days were used to compare methane desorption among samples. The means of the sample populations for these indices were 0.0316, 0.114, and 0.195 cm3/g, respectively. These quantities are lower than those reported in a Bureau emissions study at the Horse Draw Mine in the Piceance Basin. Oil shale samples that were gas enriched beyond the mean methane contents frequently contained bitumens and pyrite.

A complete list of permissible mine equipment , tested and approved by the Bureau of Mines previous to January 1 , 1947 , was published as Information Circular 7432.27 A list of permissible mine equipment tested and approved by the Bureau of Mines during the calendar year 1947 was published as Information Circular 7465.3/ The present list supplements Information Circular 7432 and includes all of the equipment approved during the calendar years 1947 , 1948 , and 1949. It therefore supersedes Information Circular 7465. The list also includes an appendix ( No. 2 ) giving the symbol that must be used by every cable manufacturer in marking trailing cables that have passed the test for flame resistance as stated in the amendment of October 21 , 1947 , to Schedule 2E . The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification . Thus , Information Circular 7432 showed six air compressors on the active list ; five additional compressors , Nos . 7 to 11 , inclusive , in this category were approved during 1947 , 1948 , and 1949 . Several items that were listed in Information Circular 7432 have been repeated in this circular where it was necessary to show that approvals of such equipment were extended to cover an additional voltage rating or other changes . Equipment listed in these circulars is approved by the Bureau of Mines only when found , upon inspection and test , to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal -mining industry . The use of such equipment in mines known to be gassy , as well as in those that may become so , is earnestly recommended in the interest of safety . This circular is published so that the industry may be kept informed as to the many types of machines , devices , and lamps that are available for reducing explosion and other hazards incident to coal mining . This circular and Information Circular 7432 give the complete list of permissible mine equipment that is available under the various classifications .

This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation?s miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau?s closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research. This history is generally chronological, with a few exceptions. Because of their prominence and direct links to Bureau research, most of the Public Health Service mining studies completed before 1970, when NIOSH was established, will be discussed in a single section, even though the work spanned many decades. Likewise, for convenience, the brief histories of the Bureau?s mining research centers are located in one section.

This report describes the preparation of tritium-labeled organic compounds to be used by the Federal Bureau of Mines in studying the role of certain gasoline constituents in gum-forming mechanisms. The gasoline constituents that have been investigated boil within a range of approximately 90 to 230° C. and can be classified as paraffins. naphthenes, olefins, diolefins, monocyclic aromatics, polycyclic aromatics, and organic sulfur, nitrogen,: and oxygen compounds. The technique of Wilzbach has been applied to more than 50 samples. Purification techniques have been developed that accomplish rapid and effective purification as well as removal of labile tritium in a one-step operation. Data are presented to show the rate of exchange between tritium and hydrogen that can be expected for a variety of compounds common to a full-boiling-range gasoline. These values should be useful to other investigators using tracer programs involving tritium labeled compounds.

One phase of the work of the Bureau of Mines in health and safety is promoting the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum-performance requirements for the approval of self-contained breathing apparatus (1),4/ gas masks (2), supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks) (3), dispersoid (dust, fume, and mist) respirators (4), and nonemergency gas respirators (chemical-cartridge respirators) (5). Approval tests of self-contained breathing apparatus are conducted by Health and Safety District B; approval tests of other types of respiratory-protective devices are conducted by the Branch of Health Research. Manufacturers of respiratory-protective devices may submit their equipment to the Bureau of Mines for approval under the requirements of these schedules. If the device, when tested by the Bureau, meets the schedule requirements, a certificate of approval will be granted, which not only states that the equipment has passed the schedule requirements but also gives information about the limitations of the device. If it is found at any time that approved devices do not meet the requirements of the pertinent schedule, the Bureau may rescind approval.

"INTRODUCTION Oxide manganese ore from the Sheep Mountain property was of intermediate grade (23.0 percent manganese) and contained silica as the major impurity. The deposit from which the ore was taken is known as the Sheep Mountain manganese property and is 8 miles west of Durkee, Oreg. Test work was done in the metallurgical laboratories of the Bureau of Mines at Salt Lake City, Utah, on representative samples cut from a 290-pound shipment of crushed ore submitted by the Oregon State Department of Geology and Mineral Industries and reported to be typical of the Sheep Mountain deposit.ACKNOWLEDGMENTSThe authors wish to acknowledge the assistance of R. The Holmes Safety Association , organized and named in honor of the late Dr. Joseph A. Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

"An important activity of the Bureau of Mines is the promotion of safety in mining and industry. In connection with these activities, the Bureau determines the explosion hazards of combustible gases, liquids, and solids and investigates means by which explosions may be eliminated or reduced in violence.The limits of inflammability and ignition temperature of combustible gases, vapors, and solids are of practical importance because such materials can be manufactured, transported, and used with greater safety, provided the range of concentrations and temperatures that cause explosions are known.Many organic compounds, which until a few year ago were merely laboratory curiosities, are now being manufactured in large quantities owing to the national emergency, particularly those chemicals entering into the manufacture of synthetic rubber, a product that is playing a major role in the Government program of national defense. This re Jolt gives results relative to the limits of inflammability of styrene and its ignition temperature in air and oxygen. This combustible liquid is now used extensively in the manufacture of synthetic rubber."

From the first day of new miner training until the day they retire, mine workers will experience changes due to the normal aging process. It is an unfortunate fact of life that many age-related changes result in diminished physical, sensory, or cognitive capabilities. Of course, workers also gain a tremendous wealth of experience, knowledge, and insight as they age, making them a vitally important resource for their company. Effective leveraging of this precious resource requires both an appreciation of the changes that occur with age and an understanding of methods that can be used to reduce the injury risk that may result. The purpose of this training is to provide the information necessary to accomplish these objectives. Aging workers may not necessarily have a higher injury risk overall; however, the effects of a musculoskeletal injury (MSI) on older workers may be more extreme. MSHA data show that not only does the percentage of MSIs increase when workers are over age 30, so does the number of days lost per injury, as shown in the graph below [MSHA 2005]. [ ] Protecting the safety and health of aging workers requires matching the demands of the job to worker capabilities. This means reducing or eliminating risk factors for injuries, such as heavy lifting, awkward postures, static postures, repetitive movements, and/or vibration exposures. In other cases, it may mean improving visibility or streamlining processes. Designing jobs to accommodate the changing capabilities of older workers will not only reduce injury risk for older workers, it will have the added benefit of protecting younger employees as well.

The purpose of this investigation was to evaluate the physical and mechanical properties of high-purity titanium made by two processes. Sodium-reduced metal with 58 Brinell hardness number (B.h.n.) and electrorefined metal with 60 B.h.n. and 70 B.h.n. were used. Titanium of these hardness levels did not work-harden excessively, and beyond 40 percent cold work the hardening effect was not great. Rapid softening occurred when the metal was annealed at temperature between 300° and 600° C. Full annealing, as determined by property and microstructure studies, was accomplished after 30 minutes at 700° C. A recrystallization diagram is presented which is based on determinations of annealed grain size as a function of rolling reduction and annealing time. For reductions of less than 20 percent, exaggerated grain growth occurred during annealing; for reductions greater than 20 percent, the variation in grain size for each annealing temperature was minor.

Samples of coal from six beds in the Roslyn-Cle Elum field of Washington were subjected to float-and-sink tests to determine their amenability to the production of high-ash boiler fuel for on-site power generation. Grindability tests and analyses of ash were made. All of the coals would require some degree of cleaning to insure a product of 25 percent ash. With two of the coals the entire size range would have to be washed. With the other four, it would suffice to clean only the coarse coal and bypass the raw fines.
