An overview of state-of-the-art technology in fire detectors is presented by the Bureau of Mines regarding their use in the mining industry. Detectors are categorized according to the characteristics of a fire to which they respond. Operating principles of the various detectors, their application, and the advantages and disadvantages of each are discussed.

"INTRODUCTION In 1930 the Shenandoah-Dives Mining Co. near Silverton, Colo., put into operation a newly erected, 300-ton selective flotation plant to mill complex ores from its nearby mine. The operation was a steady producer and was enlarged to treat 600 to 800 tons a day. In 1942 the company opened and started milling an area in the mine containing semioxidized ore. The valuable mineral content of this ore was considerably higher than in, the straight sulfide ore previously handled alone. The mixture of clean sulfide and semi-oxidized ore was difficult to treat; consequently, tailing losses, especially with respect to lead, were high. A few years later, in order to study the possibilities of obtaining higher recoveries by a modification of the mill flow sheet, a 1,200-pound sample of mill, feed, taken over a period of several days by the company, was submitted to the Mississippi Valley Experiment Sta¬tion for testing-. Although this sample proved to contain more than twice as much lead as the average yearly mill feed, the same problem of recovering the oxidized values was present.A résumé of the ore-dressing treatment used in the Shenandoah-Dives mill follows. After crushing, the ore passes through a ball mill, the minus 5-mesh discharge of which is distributed to three tables. A finished lead concentrate is made on the tables, and the table tailing goes to the classifier which is in closed circuit with the ball mill. The classifier overflow is treated -by flotation to obtain a bulk sulfide concentrate at a relatively coarse size. The bulk concentrate is thickened and reground to about 95 percent minus 325-mesh before flotation treatment to separate a lead-copper and a zinc concentrate. A typical monthly average showed that the table concentrate contained about 45 percent lead, 1 percent copper, 4 percent zinc, 12 ounces of gold, and 40 ounces of silver; that the lead flotation concentrate contained '35 percent load, 6 percent copper, 7 percent zinc, 3.5 ounces of gold, and 50 ounces of silver; and that the zinc flotation concentrate contained 2 percent lead, 0.5 percent copper, 60 percent zinc, 0.15 ounces of gold, and 4 ounces of silver. Recoveries in salable products were roughly b5 percent of the lead, 70 percent of the copper, 45 percent of the zinc, 85 percent of the gold, and b5 percent of the silver."

An investigation was made to devise and evaluate a flexible flotation method for beneficiating typical tactite types of calcareous scheelite - bearing ores ; these scheelite - bearing ores are available in large tonnages in deposits containing 0.2 to 0.3 pct tungsten trioxide . The objective was to achieve a high recovery of the tungsten in concentrates , containing a minimum of 10 pct WO3 , that would be suitable for chemical processing into high- quality synthetic scheelite . The principal problems encountered and resolved by bench- scale flotation tests on ore samples from five different deposits were to define the conditions and reagent combinations essential for ( 1 ) achieving selective flotation of a small amount of scheelite from a large amount of calcite and ( 2 ) controlling the effect of small amounts of calcium , magnesium , and iron salts in the ores and water used . The flotation process was evolved from batch tests and continuous runs in a pilot - scale mill with a capacity of 100 lb per hour . The flotation process comprised ( 1 ) removal of sulfide minerals , ( 2 ) conditioning the residual ore pulp with sodium carbonate , quebracho , and trisodium phosphate , and ( 3 ) rougher flotation and single - stage cleaning of a scheelite concentrate . In a pilot plant run , over 91 pct of the tungsten was recovered from ore containing 0.27 pct WO3 , in a concentrate containing 11.2 pct WO3 .

As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

The U.S. Bureau of Mines conducted a worldwide literature review of bleederless ventilation practices to evaluate their use as a spontaneous combustion control measure in U.S. coal mines. Factors that must be taken into account in the design and use of these systems include seal construction, the use of ventilation control devices, the use of methane-drainage systems in gassy mines, and the ground control plan. Monitoring for the detection of spontaneous combustion and the control of methane when methane-drainage techniques are employed is critical to the successful use of a bleederless ventilation system. This report describes the types of ventilation systems used throughout the world and the spontaneous combustion risks associated with these systems. Methane-drainage systems used in conjunction with bleederless ventilation systems are discussed. Ground control considerations such as pillar design, entry stability, and seal usage are reviewed. Monitoring systems for spontaneous combustion detection, methane-drainage control, and behind seals are examined. Finally, methods for evaluating the spontaneous combustion hazard of a mining operation to determine when the use of a bleederless ventilation system is warranted are reviewed.

The goal of this research was to adapt the highly successful rock borehole shear test for use in deep, small-diameter boreholes. Operating somewhat on the principle of a rock bolt, the borehole shear test measures both the expansion pressure and pulling force to give discrete measures of rock shearing strength as a function of the applied normal pressure. A new instrument was designed and built to fit into a 2-3/8 inch diameter hole. Unfortunately the design became so complicated, the operation is nut reliable. This is attributed to constraints of the small hole, and added requirements of an in-hole anchor to push against, and a rotating shear plate cleaner for repeated tests down-hole. A clue to the d: vice complexity is its length, which is over 10 feet. Furthermore it employs concentric cylinders and one hydraulic cylinder bored into the piston of another, or it would be even longer. Meanwhile drilling technology has advanced to greatly reduce costs of drilling 5- or 6-inch diameter holes. The downhole tester therefore should be redesigned and simplified for use in a larger diameter drill hole.

Toxic fumes produced by detonating explosives in surface mining and construction operations pose potential hazards to workers and the public. Blasting operations produce both toxic and nontoxic gaseous products; the toxic products are mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings as well as one fatality. At worst people may be fatally poisoned and the least to be expected is increased public objections to blasting. Local and state agencies could demand a cessation of the blasting requiring more expensive mechanical means to break the rock. This paper discusses the most feasible means of preventing CO migration, mitigating CO that has migrated, and detecting CO in an underground enclosed space and may help reduce the exposure of unsuspecting area residents to carbon monoxide and help prevent the implementation of unnecessary regulations and limitations on blasting. Single-hole shots and small-scale multiple-hole blasts were performed that indicate promising means of prevention and mitigation.

The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

A PRELIMINARY PROGRAM, dated April 25, 1974, was prepared for Development Engineering, Incorporated (DEI) on research and development laboratory, field and other engineering studies for the disposal of retorted oil-shale materials. This PRELIMINARY PROGRAM included a discussion on the peculiarities of the retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The PRELIMINARY PROGRAM was divided into eight work phases as follows: I -- Program Development II -- Exploratory laboratory tests on old USBM retorted shale III -- Laboratory tests on pilot plant retorted shale. IV -- Laboratory tests on retorted shale from the semi-works plant and field test plots and ponds. V -- Field compaction tests. VI -- Infiltration pond tests VII -- Bureau of Mines special tests.

"INTRODUCTION The Gibellini manganese—zinc-nickel deposits, are in southeastern Eureka County, Nev, T. 15 N., R. 53 E. M.D.B.M. 27.5 miles south of Eureka, the county seat.The partly explored deposits, locally known as the Black Iron or Gibellini property, were examined in May 1944 by an engineer 3/ of the Bureau of Mines, who recommended that the deposits be explored further by means of core drilling. The proposed program called for drilling six diamond—drill holes, or eight if necessary, and for trenching at two places — 200 feet northeast and 280 feet west of the shaft on the main deposit.In 1946 the project was set up, and In July, of that year diamond drilling as started. Six holes were drilled for a total length of 1,198.5 feet. No trenching or other exploratory work as done. Work on the project was stooped. October 30, 1946.OWNERSHIPAccording to county records, the property comprises a group of 13 unpatented lode claims, and ownership is divided among Louis P. Gibellini,Louis P. Gibellini and wife (both of Eureka, Nev.), and the International Smelting & Refining Co., of Salt Lake City, Utah. Five claims of the group - the Black Iron No. 1, Black Hill No. 2, Manganese No. 3, Flat No. 1, and Flat No. 2 - are owned by Gibellini. Three claims - the Black Hill No. 1, Black Iron No. 3, and Manganese No. 4 are owned jointly by Mr. and Mrs. Gibellini, and the International Smelting & Refining Co. owns the remaining five - the Black Iron No. 4 and No. 5, and Black Hill Nos. 4, 7, and. 9."

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

"I. INTRODUCTIONA mechanism which is present in leukocytes and capable of releasing histamine from rabbit platelets was first described by Barbaro and Zvaitler in I966. A soluble mediator between rabbit leukocytes and platelets was also detected by Siraganian and Osier in 1971. This factor was isolated and characterized in 1971 by Benveniste et al. and named platelet activating factor i PAF). It was shown to be released from rabbit basophils through an antigen - IgE-dependent mechanism. The presence of PAF in human leukocytes' and its aggregation and releasing effects on human platelets were also demonstrated. Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group. an ester-linked acyl chain at the second carbon and a nonester link at the first carbon.' The structure of the mediator was found to be 1-O-alky1-2-acetyl-sn-glyceryl-3-phosphoryl choline and it has been chemically synthesized.""' A variable portion exists in the alkyl group attached to the first carbon which can have a variety of molecular sizes such as C and C (where Cu is more abundant). Recent work by Pinckard et al."" has shown that there are at least five variations of the alkyl group.PAF has been shown to have a broad range of biological effects. Release of PAF from alveolar macrophages may be important in asthma, allergy, and shock states. In a rabbit model of antigen IgE anaphylaxsis. PAF can induce all of the effects of antigen challenge and. therefore is presumed to be a key mediator in production of anaphylaxsis. In addition to aggregating and degranulating platelets it is a potent chemoattractant."" and causes contraction of guinea pig ileum contraction of lung tissue and enhanced capillary permeability PAF has important effects in the kidney and is also known as the renal hypotensive factor proposed by Blank et al. who found the structure of PAF independently of Benveniste et al.' In smooth muscle tissues a similar phenomenon occurs with anaphylatoxin or other stimuli.In vivo. PAF probably acts in concert with other agents in producing its various biological effects. It causes platelets to release histamine serotonin and RCS (rabbit-contractile substance formed from prostaglandins PPG2, PGH2 and TXA2) which contracts rabbit aorta. PAF can cause cells to release SRS-A and leukotriene B."

The smelting of brass and bronze generates a dust composed primarily of zinc oxide, with lesser amounts of other metal oxides, such as copper, lead, and tin. The small quantity of this waste generated by individual smelters and the relatively low unit value of the contained metals, suggests the desirability of reclaiming the metals onsite or at some nearby point. The Bureau of Mines has developed a process that fits these requirements. The technique consists of (1) dissolving zinc and copper from the dust with sulfuric acid, (2) recovery of copper by cementation, (3) recovery of zinc as zinc sulfate crystals, and (4) recovery of lead and tin as a salable residue. Alternatively, zinc may be recovered by electrodeposition. Free acid is recycled and no major pollution problems are generated by the process.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. [The legislation in many States against the present method of producing carbon-black by the incomplete combustion of natural gas, and the continually increasing demand for gas for otter purposes, indicates that the supply of carbon-black may Gradually be decreased and that new methods for its production, utilizing a greater parentage of the carbon in the has should be developed. In the course of investigations of the effects on hydrocarbons of high voltage discharges, it was noted that under certain conditions natural gas could be decomposed and that carbon-black could be produced. The effects of several tyres of electrical discharges on natural gas have, accordingly, been studied' in order to find out the fundamental factors underlying the reactions and their possible influence in the recovery of a greater part of the carbon content of natural gas than is now possible. Present commercial plants using natural gas for the manufacture of carbon-black recover from 0.9 to 1.5 pounds of carbon-black per thousand cubic feet of gala consumed, or less than 5 per cent of the total Gabon in the gas: It should be noted, however, that the, present methods involve heating the gas to incandescense by burning it as a luminous flame, and a considerable part of the gas is thus consumed as a source of hest. If this heat can be supplied from some other source, or if a more efficient method of applying the energy con. tamed in part of the gas, to the decomposition of the rest of it, can be worked out, then a greater yield of carbon-black per thousand cubic feet of gas care be expected. "INTRODUCTION Aerosols (5 um have not been shown to be consistently generated and characterized in inhalation chambers. Particle deposition in the lungs however may occur with particles as large as 25 um(1). Therefore, in order to closely simulate the atmosphere of an underground coal mine where the distribution is bimodal, with modes at S and 15 um (2), particles much greater than <1 um must be characterized for uniform mixing and size distribution within these chambers. The Hazelton Animal Exposure Chamber has been chosen because it has been best characterized for smaller particles (<1 um) (3), and is the major type used by most inhalation toxicology institutes such as Lovelace Inhalation Toxicology Institute and Battelle Northwest Laboratory.BACKGROUNDPreviously published studies on the inhalation of solid aerosols have attempted to characterize the distrition of particles of <2 um in diameter. There are no published reports of extensive work characterizing either the size distribution of particles <1 um or the concentration throughout the exposure chamber (Table 1).Table 1 shows the variability and sizes of several aerosols <1 um in diameter used in five previous chamber studies.Discussion of Previous StudiesThe study done by Bauermash, Bryan, Dickinson, and Burke (4)stated two major concerns in the development of the 6.5 ft. diameter chamber. The first was that a quantity of animals could be exposed to the same concentration regardless of the location of the animal, and second was that the chamber could be easily cleaned and decontaminated. The solution to the first concern required a circular chamber with the contamination air entering the chamber somewhere along the central axis. The animals could then be changed during exposure time so that each animal was exposed throughout the total volume."

The Bureau of Mines made bench-scale laboratory tests on a sample of typical Florida phosphate slime to determine alumina and phosphate extractions obtainable by agitation leaching, by baking and curing, and by a leach-electrolysis scheme. Recovery of mineral values from leached slime pulps by resin-in-pulp ion exchange contact and the reaction of the leached pulps to filtration, flocculation, and settling were also investigated. The best extractions of alumina and phosphate were obtained by (l) agitation leaching with sulfuric, hydrochloric, or nitric acid at an elevated temperature or (2) curing or baking the slime with sulfuric acid. Alumina extractions ranged from 80.8 to 90.0 percent and phosphate extractions ranged from 93.3 to 98.4 percent when the slime was leached at 90° C with sulfuric, hydrochloric, or nitric acids. Baking the slime with sulfuric acid at 200° C for 4 hours yielded an alumina extraction of 92.3 percent and a phosphate extraction of 97.0 percent, whereas curing with sulfuric acid at 100° C for 24 hours gave slightly higher alumina and phosphate extractions. Flocculation and settling properties of the slime were virtually unaffected in all cases. Filter area requirements, although somewhat improved as compared to untreated slime, remained relatively high. The lowest filter area requirement obtained was 44 square feet per ton of dry solids treated per day. Contacting leached slime pulps with ion exchange resins depleted the leach pulps of solubilized values; however, the filtration and settling properties of the barren pulps were unaffected. A leach-electrolysis scheme resulted in some concentration of solubilized phosphorus, but the method showed little promise of being commercially feasible.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.
