The Phelps Dodge Corporation considers safety a major operating problem , both from the humanitarian standpoint , for this company has a real interest in the welfare of its employees , and from the economic standpoint , for it has found the safe way to be the most economical . In turn , a feeling among employees that the company really has their interests at heart has a wonderful psychological effect . It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

Pumpable roof supports provide an alternative longwall tailgate roof support and have grown in usage during the past few years. Heintzmann Corporation has been installing pumpable roof supports at the RAG Resources Emerald Mine in western PA since 1998, where they have provided effective roof control in their longwall tailgates. Despite the success of these supports in this application, questions remain regarding critical design issues for optimizing the use of this support technology. The support loading profile is characterized by a high initial stiffness with peak loading occurring at less than one inch of convergence, followed by significant load shedding with a post failure capacity comparable to that of wood cribbing. Therefore, the key to optimizing the support utilization is to provide sufficient load density to prevent convergence from occurring beyond the peak loading capacity. This requires an understanding of how the supports interact with the ground conditions, hence measurement of the ground reaction curve. In order to obtain this information, pumpable roof supports were instrumented to measure support loading. Roof deformation and roof-to-floor convergence measurements in the vicinity of the instrumented supports were also made. The experimental parameters for the installation were the support spacing and water-to-solids ratio of the grout, which controls the grout strength and ultimately the maximum capacity of the support. The study clearly shows that at this mine a 24-inch diameter support is fully capable of providing adequate ground control under depths of cover of 750 ft as only 50 pct of the available support capacity was utilized outby the longwall face. It was also shown that the 2.00 to 1 water-solids ratio, despite providing a slightly softer support response, is sufficient for maintaining the same degree of roof control provided by the traditional 1.75 to 1 grout mix. The 10-ft spacing of the supports did not cause any ground control problems outby the face. However, inby the face the performance of the support is degraded once the peak capacity of the supports is exceeded. It appears that the large load shedding behavior, which is characteristic of this support following peak loading, allows the immediate roof to separate. When this happens, the support is unable to regain control of the roof in time to prevent failure of the immediate roof beam.

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.

The U.S. Bureau of Mines assessed mineral resources of the BLM Malheur-Jordan Resource Areas (MJRAs) in southeastern Oregon in 1993 and 1994. The study relied heavily on acquiring and analyzing existing data. In order to efficiently handle and analyze a large quantity of data, a minerals information management program, informally called MINFO, was developed as a frontend for three databases created to store basic information gathered during the minerals resource assessment. The MINFO program will also provide the BLM with a method of tracking and updating minerals information in the future because program modules in MINFO allow the addition of new data and the correction of errors, creation of print files, transfer of data to other database formats, exportation of data to other software packages, and creation of AutoCAD script files to be used in conjunction with AutoCAD to produce maps. The report specifically identifies significant past and present mineral exploration and development activities and possible areas of future mineral exploration and development. These areas are informally designated as areas of development interest or ADIs. The report contains a scenario of what mineral development might reasonably occur in the foreseeable future if the BLM does not substantially change its present resource management plan, and it shows the possible socioeconomic impacts of that development. The uncertainty of the political and economic situation makes it extremely challenging for the USBM to accurately predict a reasonably foreseeable development scenario. The reasonably foreseeable development (RFD) scenario developed by the USBM for the BLM indicates short-term RFD of minerals should have a negligible socioeconomic impact, and longer-term RFD of minerals should have a slight socioeconomic impact on the MJRAs. The mining industry is facing a rapidly changing business and regulatory environment in Oregon. Several signal changes have occurred recently, including State regulations that require significant bonding prior to the startup of "chemical process" mining, an initiative by a special interest group to stop all chemical process gold mining within the State, and an opinion by the Oregon Attorney General (AG) banning all forms of placer mining without exemption. In the AG opinion, not even gold panning is allowed, and the prohibition applies to mining claims on Federal lands. The State legislature may amend the statute to allow small scale placer mining to occur, as was allowed under an AG opinion issued in 1982. These and other changes occurring at the local, State, and National levels are making it more challenging for the mining industry to operate in the United States. Several epithermal gold properties in the MJRAs attracted the mining industry's interest. Only the Grassy Mountain Project of Newmont Grassy Mountain Corporation may be developed in the next few years. It is probable that at least two other properties will be developed if Grassy Mountain is successful. Mining companies are waiting to see the effect recently promulgated State mining regulations and more stringent proposed regulations, particularly bonding regulations, may have on Grassy Mountain. Resources of bentonite, diatomite, and zeolite are abundant. The almost Ubiquitous stone, sand and gravel, and semiprecious gemstone resources also were examined. Little environmental or socioeconomic impact is expected from reasonably foreseeable development of these mineral resources.

The investigations reported herein comprise preliminary studies to evaluate large scale mining systems adaptable to the thicker oil shale deposits in the deeper central portion of the Piceance Creek Basin. The studies include an evaluation of the geology, hydrology and resources of the Basin., evaluation of a potential prototype mine site, synthesis of rock mechanics data on Green River Formation oil shale, selection and preliminary design and cost evaluation of six potential mining systems and a ranking analysis to aid in selecting the most promising system. Results of the ranking analysis indicate the following four systems to be most promising for large scale underground oil shale mining: - Chamber and pillar (using spent shale backfill) - Sublevel stoping with spent shale backfill - Sublevel stoping with full subsidence - Block caving with LHD's Recommendations for phase II are to investigate the above systems in greater detail, refine present cost data, and perform economic evaluations of oil shale mining using these systems.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

C. Reed, a geologist of the United States Geological Survey during the summer of 1931. A preliminary examination of the Houston strip-coal mine, situated on the Alaska Railroad at milepost 175 (61 rail miles north of Anchorage, Alaska) and a review of all available information resulting from early coal exploration activities in the area resulted in plans to investigate the coal-bearing formations at depth by means of diamond core drilling to indicate the existence of additional reserves of coal in close proximity to railroad transportation, where it would be quickly available to meet rapidly expanding military and civilian fuel requirements. From the date of mobilization of equipment, August 28, 1951, until date of suspension, August 18, 1952, 2,010 feet of diamond drilling was completed. Ten definable coal beds were cut, of which 2 appear to be persistent and minable over an area of approximately 1/2 square mile. Within this area the 2 minable beds contain approximately 5,000,000 tons of coal in place. Of the remaining beds, at least two others may be minable to the eastward near their projected outcrops; however, these and deeper beds (at least in the vicinity of the drill holes) lie beneath a zone of pressurized gas and brackish water. From a practical standpoint, continued development and utilization of the coal in this vicinity will depend on the operators' ingenuity in developing cheap mining methods and on diligent prospecting for strippable coal under the comparatively light glacial cover.

The U.S. Bureau of Mines conducted experiments on electrowinning of neodymium metal by using a molten-metal cathode at 650° C and an electrolyte of 50 mol pct NdCl3 (neodymium chloride) and 50 mol pct KCI (potassium chloride). The molten-metal cathodes were alloys of magnesium and zinc or magnesium and cadmium. Current efficiencies were 90 pct with a Mg-Zn cathode and 80 pct with a Mg-Cd cathode; The Mg-Cd cathode was easily separated from the electrolyte. In contrast, the Mg-Zn cathode tended to mix with the electrolyte, making separation difficult. The cathode metals were separated from the neodymium by distillation at 1,100° C under a vacuum of 10-3 torr. Neodymium metal of 99.9+ purity was recovered from the Mg-Cd alloy cathode after 30 min distillation time. The neodymium recovered from the Mg-Zn system contained almost 2 pct Zn after vacuum distillation. Continuous operation using the Mg-Cd alloy cathode was demonstrated.

The Bureau of Mines recently observed its fortieth anniversary, and with the close of the fiscal year 1950 it completed 36 years of close cooperation with and helpfulness to the petroleum and natural-gas industries, whose technical problems it studies. Petroleum people likewise observed the ninetieth anniversary of the start of this truly American industry when "Colonel" Drake drilled the first well at Titusville, Pa., in 1859 (see fig. 1). Throughout the period, during which there have been many changes in the fuel and related economy of the country, this work has been carried on systematically by an organized entity of the Bureau first known as the Petroleum Division and in recent years as the Petroleum and Natural Gas Branch. Changes in the industries have been brought about partly by economic forces, partly by advances in technology, and in some measure by the impact of two world wars. As the needs of industry and the Nation have changed, so have the studies of the Bureau changed to meet these needs. Consistently, Bureau technologists and scientists have tried to keep in step with progressive movements; frequently, in fact, have taken the lead. Wherever possible, they have looked far ahead in their program of research, at the same time recognizing the needs of the hour.

Most of those in the Health and Safety Branch, Bureau of Mines, necessarily participate in activities associated with essentially all phases of the mineral industries, including coal and noncoal mines, quarries, smelters, metallurgical plants, and various petroleum operations. One of the strictly war activities of the branch - the Explosives Control Division, which administers the Federal Explosives Act of December 26, 1941 - has functions that require contacts not only with nearly all phases of the mining and allied industries but also with those engaged in scores of other occupations that manufacture, store, use, or possess explosives, or many of the ingredients of explosives. The field men of the Health and Safety Branch (approximately 300 in number) Are occupied full time in health and safety activities and annually make thousands of contacts with people in the mineral industries as well as the plants in which they work. From these they formulate several thousand written reports containing sources of thousands of conclusions and recommendations aimed at reduction of health end safety hazards in these industries. Although such activities have been greatly increased during the war and immediate pro-war periods, they have been in effect to a considerable extent since the Bureau of Mines was created in 1910.

Continuing interest has been shown in developing processes for extracting nickel and cobalt from low-grade domestic deposits of these metals and in improving existing methods. Of special concern is the nickel-recovery installation at Nicaro, Oriente Province, Cuba, operated for the General Services Administration. The Bureau? of Mines felt that a bibliography would help familiarize personnel at various Bureau of Mines stations and General Services Administration contractors with extraction methods both in the United States and in foreign countries. When this task was under way it became apparent that to compile a complete bibliography would require considerable time, so it was decided to limit the first part to the later literature and issue it independently, thus making it available sooner. The present work supplements the first part and extends the coverage to the earliest years of nickel and cobalt metallurgy.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

In 2006, a total of 280 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Metal mines were the smallest mining commodity sector, comprising 1.9% of all mining operations. ? Gold mines comprised 46.8% (n=131) of all metal mining operations. Other common types of metal mines were copper ore (n=34; 12.1%), and iron ore (n=33; 11.8%). ? Nevada had the largest number of metal mines (n=53; 18.9%), followed by Alaska (n=31; 11.1%).

"Field inspections and data relative to the use of rubber-sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases soma of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving end.4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of ca· le left or the reel.7. The type of cable used.8. The concept of isokinetic measurement of strength was originally related by Hislop and Perrine.(1)Characteristics of an isokinetic exertion are constant velocity throughout a predetermined range of motion. Strictly speaking, a means of speed control, and not a load in the usual sense, is applied in isokinetic exertions.(1)However, load and resistance are definitely present in this technique. In this case, the load is a result of the energy absorption process performed by the device to keep the exertion speed constant. The device prevents energy from being dissipated through acceleration in isokinetic exercise. The energy is instead converted into a resistive force, which varies in relation to the efficiency of the skeletal muscle. Since the speed of motion is held constant in isokinetic exercise, the resistance experienced during a contraction is equivalent to the force applied throughout the range of motion. For this reason, the technique of isokinetic exercise has sometimes been referred to as accommodating resistance exercise. This type of exercise allows the muscle to contract at its maximum capability a tall points throughout the range of motion. At the extremes of the range of motion of a joint, the muscle has the least mechanical advantage, and the resistance offered by the machine is correspondingly lower. Similarly, as the muscle reaches its optimal mechanical advantage, the resistance of the machine increases proportionally. It must be understood, however, that while isokinetic devices control the speed of the exertion, this does not assure a constant speed of muscle contraction. The speed of isokinetic contractions is constant during individual exertions; however, it is also possible to compare muscular performance over a wide range of isokinetic velocities. Increasing the isokinetic speed of contraction will place increasing demands on Type II muscle fibers (fast twitch and fast oxidative glycolytic). Workplace Assessment It is clear that isometric strength testing cannot substitute for dynamic strength assessment when examining highly dynamic occupational job demands. As most industrial work tasks contain a significant dynamic component, analysis of isokinetic strength capabilities appears to offer some advantage to isometric testing in this regard. However, it must be recognized that isokinetic devices are not entirely realistic compared with free dynamic lifting in which subjects may use rapid acceleration to gain a weight-lifting advantage.

Between 1989 and 1991, the greatest number of accidents in surface coal and metal/nonmetal mines involved haulage trucks. In 1995, the most frequently cited factor contributing to the 100 fatalities in these mines was powered haulage. In 1996, over 50% of the 84 Fatalities in mining that year were in surface mining. Because some of the world's largest mobile equipment is used in surface mines, and this equipment is involved in so many accidents and fatalities, new technologies are needed to alert truck drivers and people in spaces around the truck to the possibilities of collisions.

In the deep vein mines of the Coeur d'Alene mining district, rock bursts are a potential hazard to the mine structure and underground personnel. Damage repair costs are estimated by one company to exceed $1 per ton of ore mined. The Bureau of Mines, in cooperation with the mining companies, has conducted research intermittently over the past 10 years to help reduce bursts. Onsite inspections of major rock bursts were conducted, and reports were submitted to mine management; these included the geology and geometry of the affected area. The paper discusses the development and improvement of microseismic and surface monitoring equipment. The underground microseismic network, when operated on a regular basis and the results plotted daily, is capable of detecting stress concentration in certain areas. The surface seismographs record rock bursts, blasts, earthquakes, etc., throughout the district and show approximate location, time, and relative intensity of the event.
