This report summarizes the work performed under USBM Contract No. H0155155, "Demonstrating the Noise Control of a Coal Preparation Plant." A Consolidation Coal Company coal preparation plant (the Georgetown Plant) was selected for demonstration of various noise control techniques and materials in a commercially operating plant. At the start of the project, the 1650 tons per hour (tph) plant was surveyed to document the existing sound levels and worker noise exposures. On the basis of the survey, individual noise sources were characterized and assigned priorities for treatment. Four categories of noise control treatments were installed in this plant: ? Resilient impact pads ? Curtains ? Chute liners ? Resilient screen decks. Currently (1977) available resilient impact pads and curtains were found to be suit-able for general use in coal preparation plants; in the Georgetown Plant, they provided significant noise reduction [6 to 10 dB(A)]. The overall performance of the chute liners which also provided useful noise reduction, was strongly dependent on the specific installation. Although the resilient screen decks have the potential for 7 to 9 dB(A) of coal/screen impact noise reduction, blinding and delamination (in composite decks) en-countered at the Georgetown Plant represented major design problems for these products. This program achieved noise reductions of up to 10 dB in various areas of the Georgetown Plant (within the restrictions imposed by the plant's operation) resulting in significant reduction in worker noise exposures.

This report describes a Bureau of Mines technical feasibility study of simultaneous reduction and induration of pelletized iron ore to make a product with superior qualities as blast-furnace feed. Highly reduced, physically competent pellets can be made from magnetite and specularite concentrates that contain small additions of bentonite as binder. In batch tests, pellets were dried, surrounded with solid fuel in crucibles, and heated to the reducing temperature. Total iron content of the best products was higher than 80 percent and crushing strength of 1/2-inch metallized pellets ranged up to 600 pounds or more. Comparative tests of several commercial oxide pellets showed a wide range in crushing strengths, but most values were less than 350 pounds. Continuous tests in a rotary kiln resulted in the same degree of reduction, but the pellets had lower crushing strengths because of the limitations in the maximum operating temperature of the small kiln.

Preliminary experiments are reported utilizing bacteria to leach manganese from a variety of domestic low grade manganiferous materials. In two large leaches manganese extraction ranged from 71.7 to 92.5 percent, and the products analyzed over 48 percent manganese. Nutrient requirements and leaching time experiments were made. The mechanism of leaching is not understood, but is different than the mechanism encountered in the microorganism accelerated leaching of copper in the presence of sulfide minerals.

A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

"The problems of sampling particulate materials, and of characterizing the distributions of particle size and composition are reviewed. Requirements for sampling from comminution systems are discussed and a simple formula is presented for estimating the minimum sample size needed. The limitations and errors associated with the techniques available for particle size analysis are evaluated and guidelines are suggested for the selection of appropriate methods. The use of microscopic and macroscopic approaches to the characterization of particle composition are discussed.INTRODUCTIONComminution is a process of particle size reduction in which the goal is to produce a material with a specified particle size distribution from a coarser feed. In mineral processing applications, the product size distribution is often qf secondary importance to the extent to which individual mineral grams can be liberated from one another. However, due to poor understanding of the nature of the liberation process and the lack of reliable procedures for characterizing it, the actual specification is normally in terms of particle size.Particle size distribution can be regarded as the fundamental characteristic of a particulate system. The distributions of particle shape and composition among the various particle sizes present are often sufficient to define the bulk properties and behavior of the system. Description of the distributions of size; shape and composition of the different phases which may exist within individual particles is necessary to complete the picture and is especially important for predicting liberation etc., in comminution processes. It is quite obvious that · the complete characterization of real particulate systems is a formidable, if not .impossible task. Practical characterization procedures should involve ·evaluation of those characteristics which are deemed to be important and which can be measured. In comminution systems, this should ideally include the particle size distribution, the size-by-size distributions of particle composition, and as much information as can be acquired on the internal composition and structure of individual particles. In most cases, of course, we fall far short of even this rather limited goal."

An important problem in the efficient conduct of industry is that of helping the individual employee to formulate an attitude toward his work which will result in the reduction of accidents and the promotion of safety. Perhaps nowhere is the need greater for this type of Psychological training of carefully selected men than at oil refineries whore both the raw materials and the finished products are highly inflammable and explosive in nature. However, the refinery organization usually is well adapted to educational safety activities - much more so than in the producing, pipe line, and marketing departments where the personnel are more or less scattered; but the same general principles of conduct hold true in any industrial organization. This problem of directing the attention of the employees to their specific tasks or helping them to control and frequently eliminate hazards engendered by adverse mental attitude or emotion is met most satisfactorily by carefully selecting applicants and placing them at jobs for which their ability, best fits them. The subsequent training of these carefully selected employees to assure their most effective work in accident prevention mu be accomplished in a variety of ways, such as by personal supervision and instruction, inspections, drills, and by the studied use of well thought out safety pamphlets and posters. This procedure is simple in outline and not original in scope, yet the importance of selecting and training the personnel has, not been generally accepted by the petroleum industry until recent years. In 1926, the Bureau of Mines, while making a study of accidents in the petroleum industry, found that medical examinations of prospective employees were not receiving unanimous endorsement by all companies, and the point was stressed that the selection and allocation of employees was a problem requiring serious consideration in the petroleum industry.

"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. In spite of advances in measurement techniques and an explosive increase in the volume of research, our understanding of human strength remains in its introductory stages. It is clear that muscle strength is a highly complex and variable function that depends on a large number of factors. It is not surprising, therefore, that large differences in strength exist not only between individuals, but even within the same individual tested repeatedly on a given piece of equipment. The issue is compounded by the fact that correlations of strength among different muscle groups in the same individual are generally low, and tests of isometric strength do not necessarily reflect the strength an individual might exhibit in a dynamic test. As a result of these and other influences, great care needs to be exercised in designing, evaluating, reporting, and interpreting muscular strength assessments. Traditionally, tests of muscular strength were in the domain of the orthopaedist, physical therapist, and exercise physiologist. Such tests are also an important tool for the ergonomist, however, because of the high strength demands on workers in manual materials-handling tasks. In some cases, task demands may approach or even exceed the strength that an individual is voluntarily willing to exert in a test of strength. In such cases, evidence suggests that the likelihood of injury is significantly greater than when the task demands lie well within an individual's strength capacity. Because the relationship among strength capabilities, job demands, and musculoskeletal injury has been established, it is apparent that tests of muscular strength may benefit the ergonomist both in designing jobs and in ensuring that individuals have sufficient strength to safely perform physically demanding jobs. Several strength assessment techniques have been employed for these purposes, each possessing unique characteristics and applicability to job design and worker selection procedures. Our main purpose has been to elucidate these strengths and weaknesses, so that tests of strength may be properly applied in designing jobs and selecting workers. One of the crucial points we have emphasized is that any test of strength used in job design or worker selection must be directly related to the demands of the job.(1) For example, if an occupational lifting task has a high dynamic component, a test of isometric strength is not likely to provide the data necessary for proper design of the job. Of course, dynamic strength tests would also be misapplied in assessing a job requiring isometric exertions. Another potential pitfall is using tests of strength on isolated muscle groups and assuming that they are indicative of whole-body strength. For example, one might mistakenly assume that dynamic trunk extension strength represents a person's capability to perform a lifting task. However, an individual's lifting capacity may be entirely unrelated to trunk extension strength. It may, instead, be limited by an individual's arm or leg strength, depending on the task being performed. A final point on strength assessment should be made. This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered equipment and subassemblies approved and certified by the Bureau of Mines for use in noncoal mines. Testing of diesel-powered equipment is one phase of the Bureau's program of health and safety that concerns approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, or toxic hazards in underground mines, when such equipment is used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study of their design, safety features, and use. Equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's permissible schedules before the Bureau approves it as permissible for safe use in mines.

The heat of formation of vanadium trichloride was determined at 298.15° K. Measurements were made in a solution calorimeter in which an aqueous hydrochloric acid-potassium dichromate solvent was employed. Data are presented for the heats of solution of vanadium trichloride and the vanadium trioxide "backup" compound, and for appropriate dilution reactions needed to preserve stoichiometry. The resulting heat of formation of vanadium trichioride (VCI3) at 298.15° K was found to be ?H°298.15° K = -138.89 ±0.37 kcal/g mole.

A laboratory assessment of prompt and delayed neutron activation analysis with 252Cf and 14MeV neutron sources, for use as an in-situ method of determining low-level copper concentration has been performed. A simulated borehole using porphyry ore was constructed and varying copper concentrations were simulated using copper rods. Prompt neutron activation analysis experiments were consistant with earlier work and do not appear to be feasible fur copper concentration of 1.5% or less. Delayed neutron activation analysis experiments indicate that copper ore concentrations of less than 0.1% are detectable using either the 511-KeV gamma-ray of copper-64 or the 1039-KeV gamma-ray of copper-66, with high resolution detectors such as Ge (Li) or intrinsic germanium.

The study area, which comprises 28,443 acres within the Jacumba Wilderness Study Area, is in the California Desert Conservation Area, and along the U.S.-Mexico border 25 miles west of Fl Centro, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of mining claims, known mineral occurrences, and mineralized zones during the fall of 1983. Limestone resources were identified inside the study area; tungsten resources may he present. Metasedimentary rocks intruded by Cretaceous Quartz diorite predominate in the study area. Tungsten and some gold have been found in skarn zones along intrusive contacts; limestone deposits are in the pre-Cretaceous rocks. Tertiary and Quaternary volcanic flows, pyroclastic rocks, clay beds, and diatomite in lake deposits nave been investigated for possible non-metallic resources. Evidence of mining or prospecting was found at 26 sites in or just outside the study area. In 1983, 106 claims were held in 13 claim groups. One claimant was sporadically prospecting for gold on claims in the north part of the study area in 1983, and gravel was being mined from alluvium 1/4 mile to the east.

Shale specific - gravity to oil - yield relationships were developed for black shales of the New Albany Formation of Kentucky from data collected on core samples representing the complete section of the formation in three counties . Linear equations for estimating oil yield from measured specific gravity and for estimating specific gravity from measured oil yield were shown to be applicable within small error limits to all the sites tested . Variation in pyrite content is the largest source of error .

Although zinc in the environment is generally considered to be beneficial or benign, excessive amounts can cause deterioration of environmental quality and toxicity problems for some plants and animals. High amounts of zinc in the environment are often associated with anthropogenic activities, mainly those involving zinc production and consumption and those related to the use and disposal of zinc-containing products. To obtain some upper limit parameters on the historical quantities of zinc chat may have entered the U.S. environment from anthropogenic sources, the Bureau of Mines conducted a materials flow study of zinc from the earliest beginning of the domestic industry through 1990 and for the year 1989. For comparative purposes a generalized historical materials flow of zinc for the world was also prepared. The United States was the world's leading producer and consumer of zinc in the 1850-1990 period. In that period, U.S. mines and smelters produced 15% and 20%, respectively, of world output, and U.S. zinc consumption accounted for about one-fourth of the world total. Maximum zinc losses into the environment related to the above production, consumption, and disposal of end use products total about 63 million tons. Dissipative uses and landfill disposal have accounted for about 73% of the potential zinc losses to the environment, followed by mining and smelting 22%, and manufacturing, 5%. At the end of 1990, contained zinc in useful end-products in the United States was estimated to be about 23 million tons. In 1989 slightly more than 1 million metric tons of zinc in new zinc-containing products were added to the domestic pool of zinc in use but in the same year, an estimated 0.9 million tons was dissipated and discarded, indicating only small net gains to the zinc pool of use annually.

"INTRODUCTION When permissible explosives are used in c procedure recommended by the Bureau of Mines 5/ they are relatively safe, and, no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. 6/The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite flammable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere. 7/Research in the Experimental coal mine 8/ of the Bureau of Mines at Bruceton, Pa., and unfortunate experience in commercial mines have proved beyond doubt that improper use of explosives that have passed the official permissibility tests can cause as explosions. In limited tests with a fey American permissibles at Bruceton, and in more, extensive tests with permitted explosives at the Polish experiment station, 9/ explosive charges were fired from steel cannon and freely suspended in coal-dust clouds. In these experiments coal dust was ignited under some conditions. However, it has never been definitely established whether permissible explosives can initiate coal-dust explosions when fired in a coal seam. It is true that a few mine explosions were strongly suspected to have resulted from ignition of coal dust by misuse of permissibles, but in each case other complicating factors introduced some doubt in the minds of the investigators. Full knowledge of the problem is important, because coal dust is present in most blasting operations in coal."

MINE fires are usually extinguished by constructing seals in the approaches to the areas to exclude air from the fire areas, which smothers the fires in an oxygen-depleted atmosphere. Seals should be substantially constructed and made as nearly airtight as possible and should be provided with a sampling pipe so that samples of the atmospheres behind the seals may be collected at regular intervals. Methods of constructing seals and of sampling and analysing mine atmospheres are fully described in Bureau of Mines publications. (1, 2). Information obtained on the composition of atmospheres behind fire seals is helpful in determining if a fire has been extinguished or if there is any danger of an explosion when a fire area is being sealed or unsealed. The progress of a mine fire can best be determined by studying percentages of carbon dioxide, carbon monoxide, and hydrogen in the atmosphere behind the seals. Hydrogen will be formed in a bituminous- or subbituminous-coal mine when the temperature exceeds 480° F. and in an anthracite mine when the temperature exceeds 660° F. (3). Carbon monoxide and carbon dioxide are both products of combustion of coal, wood, or other organic compounds. The presence of carbon monoxide has long been accepted as an indication of a mine fire. A sealed fire area should not be reopened until the carbon monoxide has disappeared. Trends in the percentage of carbon dioxide are also useful in determining the status of a mine fire. Carbon dioxide is sometimes liberated by rock strata. In this case, carbon dioxide in the atmosphere behind a seal will be from two sources-the rock strata and the fire. When the, fire is extinguished, carbon dioxide will be liberated from only I source, the rock strata, and when the percentages of carbon dioxide are plotted, the slope of the curve will not be as steep as when this gas was being liberated from 2 sources. If the only source is the fire, the percentages of carbon dioxide will gradually decrease after the fire has been extinguished. By studying analyses of a mine-fire atmosphere, it is possible to determine if the atmosphere is explosive; if the mixture is capable of becoming explosive when mixed with air; and if the mixture can be made nonexplosive or be prevented from becoming explosive by being mixed with an inert gas. These factors can be computed mathematically or determined graphically. The mathematical calculations advanced by Ash and Felegy (7) are discussed, and graphical solutions of their equations are presented. It is believed that the graphical solution will be extremely helpful in determining the characteristics of a mine-fire atmosphere when fighting a fire, because the results can be obtained in a matter of minutes, and there is less likelihood of an error being made under the stress incident to control efforts. The experimental and theoretical work upon which the formulas are based have been adequately described and are not discussed at this time (5) (6).
