The Bureau of Mines investigated the caustic extraction of alumina and soda from retorted dawsonite-bearing oil shale, as part of a program to devise technology for treating alternative domestic sources of alumina for the production of aluminum metal. Colorado oil shale yielding 13 pct oil (35 gal/ton) and containing 12 wt-pct dawsonite (representing about 4 pct extractable alumina) was retorted to obtain oil-free (spent) shale Spent shale was leached with dilute NaOH to determine the effect of particle size, retorting temperature, leaching variables, and storage conditions on extraction of alumina and soda and dissolution of impurities. Maximum alumina and soda extractions were obtained by promptly leaching minus 28-mesh spent shale, obtained by retorting raw shale at about 5000 C, with 0.5N NaOH. Under these conditions, dissolution of impurities such as Ca, Fe, Ti, and P was low. Leaching tests were made on spent shale stored for periods of up to 30 days at 0° to 42° C and at 0 to 100 pct relative humidity (RH). These tests indicated that significant reductions in alumina extraction would occur if spent shale were stored in ambient Colorado air under naturally fluctuating temperature and humidity.

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. This report describes the results of a measurement program to determine the broad spectral characteristics of both differential and common mode noise on phone lines in three coal mines; and, signal attenuation spectral characteristics on the same broad basis over phone line strings with taps/branches. The frequency range used was baseband -1000 Hz for resolution bandwidth ranging from 100 Hz near baseband to 30 KHz near I MHz. The signal attenuation measurements were performed on all three "legs" of taps where possible and applicable. Results were obtained comparing shielded and unshielded phone lines In one mine. The results include an improved electromagnetic noise chart for coal mines showing variations with types of mines, topology, and location of noise sources; also, fundamental high-frequency limit on untreated phone lines in coal mines is identified

About 65 percent of the more than 400 million tons of coal produced annually in the United States is mechanically cleaned to remove the inorganic impurities before being sent to market. The impurities, principally shale and clay with some pyrite, average about 20 percent of the raw coal treated. Nearly 95 percent of the tonnage is treated by wet processes, in which water, suspensions of solids in water, or occasionally calcium chloride solutions are employed. Difference in density of coal and impurity is the basis of these processes. Of major importance in the separation is the competency of the impurities, that is, the resistance of the impurities to size disintegration in water. In general, the impurities are more resistant in geologically older coals or those in effect made older by metamorphism. If the impurities suffer reduction in particle size when immersed in water, the separation of organic from inorganic material becomes more difficult, Recently the Scientific Department of the National Goal Board (Great Britain) undertook fundamental research into the interaction of shale and water and also developed an empirical method of assessing shale breakdown or disintegration. 6

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.

The data in this report were prepared to show how Bureau of Mines routine crude oil analyses could be used to evaluate crude oils in terms of common commercial products . The use of Bureau of Mines routine analyses to determine hydrocarbon - type relationships for the gasoline and gas - oil fractions is demonstrated . For this purpose the correlation index , the aromatic profile and the naphthene profile are used to establish reasonably acceptable values for hydrocarbontype relationships . The derivation and meaning of these indications are discussed . These analytical interpretations are applied to a group of high - sulfur crude oils from the Near East , the Permian basin of West Texas , Venezuela , Colombia , California , and other locations , and the resultant data for gasoline , gas oils , lubricating oils , and asphalt are compared by appropriate tables and graphs . Because the Near East crude oils contain higher quantities of paraffins in the gasoline and gas oil ranges , they will yield good , lowsolvency solvents and good kerosine , jet fuel , and diesel fuels , but straightrun gasoline of inferior quality compared to similar products from either West Texas or Venezuelan high - sulfur oils . The Near East oils also should be good sources of lubricating stock . However , when used as stock for catalytic cracking or reforming , the Near East oils suffer by comparison because they are deficient in naphthenes .

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 7,000 acres of the 9,240-acre Little Blitzen Gorge Wilderness Study Area in Harney County, OR, to evaluate its mineral resources. The study area is dominated by a 1,500-ft-deep canyon that was carved by Pleistocene glaciers in gently westward-dipping homoclinal flows of Miocene Steens Basalt. The Bureau reviewed pertinent literature and county mining records During the field investigations, 18 rock samples were collected from basalt dikes, breccia, fractured or porphyritic flows, and 20 alluvial samples from gravel accumulations. Mercury anomalies from sampling by the Oregon Department of Geology and Mineral Industries could not be verified. The mercury might have originated -From the Pike Creek Formation, a known mercury-producing unit that may extend into the study area beneath the Steens Basalt. Any epithermal deposit at depth would be expensive to explore and develop.

This paper presents only the highlights of previous research on the paleobotany of coal. The accumulated material has become so vast that a comprehensive review of all findings relating to paleobotany would be far too long. The fact that coal is derived from plants is now so well-known that no further comment is required, but knowledge of the mode of transformation of plant substances into coal is not so general. The plant matter goes first through processes of semirottins-, maceration, and elimination of certain material to form peat, which is then further transformed into coal. The first stage has been termed the "biochemical process," because the more important changes take place under the influence of micro-organisms. Near the end of the biochemical action an unconsolidated peat is formed. The second or "dynamochemical process," caused by the addition of superincumbent rock strata such as sandstones and shales and application of additional pressure and possibly heat through mountain-building forces, results in the formation of higher-rank coals ranging from brown coal to anthracite. These stages in trans-formation of plant material to coal have been described in previous reports.4 The main object of this paper is to bring to the notice of paleobotanists the fact that coal contains an enormous amount of material in a remarkably good state of preservation. Although some of the coal-forming matter has lost its identity, much of the original structure is retained. A large proportion of the coal, therefore, particularly of common bright coals, comprises constituents or components that invariably have retained some of the original plant structure, and many of these structures may be assigned to certain plants. The identity of these plants and of the remains forms the subject of this paper.

Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

To facilitate increase in the rate of coal production the Bureau of Mines conducted a study several years ago, on the basis of which the allowable charge limit for permissible explosives in single-hole blasting was raised from 1.5 to 3.0 pounds. Further demands for accelerated production led to consideration of multiple blasting in coal, a practice that is deemed hazardous and is not permitted by most States in this country. In multiple blasting, 10 to 20 pounds of explosive or more may be detonated in a coal face within a fraction of a second, which might result in blown-out or blown-through shots with possible ignition of gas or coal dust. As experimental evidence was lacking, in January 1949 an investigation was undertaken in the Experimental coal mine at Bruceton, Pa., principally to study and compare with single blasting the condi-tions under which simultaneous multiple blasting and particularly multiple short-delay blasting may be practiced without danger of igniting gas or coal dust in mines. The first report on this subject was presented at the last international conference of mine safety research. Since that time numerous additional experiments have been made; because of other pressing problems the work has been brought temporarily at least to a conclusion. This paper is the second report on the problem. It does not contain a detailed description of all test conditions and test arrangements, many of which were described 2 years ago in part 1 (now available as Report of Investigations 4868), but the conclusions are based on the entire study. A more complete review, which will incorporate data from the entire investigation, is being prepared as a Bureau of Mines bulletin. Up to the present time, short-delay blasting of coal in commercial mines has been introduced only experimentally in Washington and in a few mines elsewhere. If the system is adopted more generally, new problems may arise, and the study may have to be reopened.

The hafnium-vanadium phase diagram was constructed within an estimated accuracy of ± 10° C and ± 2 wt pct composition. Alloys for investigation were melted under an atmosphere of purified helium by nonconsumable tungsten-electrode arc melting on a water-cooled copper hearth. Melting points were determined by optical pyrometer, and the remaining phase relationships were investigated by metallography, thermal analysis, and X-ray diffraction. The existence of a face-centered cubic intermetallic compound HfV2 (a = 7.38 A) was confirmed. A eutectic reaction occurred at 20 wt pct vanadium and 1,395° C to yield HfV2 and 8 solid solution. HfV2 melted incongruently by a peritectic reaction at 1,480° C, and the 3 solid solution decomposed eutectoidally at 1,165° C and 6 wt pct vanadium to yield HfV2 and a solid solution. The eutectoid, the eutectic, and the peritectic isotherms extended from 1 to 36.3 wt pct vanadium, from 8 to 36.3 wt pct vanadium, and from 26 to 89.5 wt pct vanadium, respectively. Terminal solid solubilities of hafnium in vanadium at 1,300° C and of vanadium in hafnium at 1,100° C determined to be about 3 and 1 wt pct, respectively.

The land mass of the Asia and Pacific region comprises 11 million square miles or about 15% of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest island or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The countries in the Asia and Pacific region represent some of the most vibrant economies in the world. Japan is undisputed as one of the world's leaders in manufacturing and commerce. Hong Kong and Singapore are significant both as entrepôt and banking centers. The economies of Australia, the Republic of Korea, and Taiwan compare favorably to the level of the industrialized countries in western Europe. Indonesia, Malaysia, the Philippines, and Thailand have maintained strong economic growth during the past two decades. All these countries in the Asia and Pacific region collectively constitute a significant bloc as to raw materials production and consumption, as to manufacturing, and as to world trade.

This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. The number of fatalities from mine explosions for the fiscal year 1945 dropped below that of the year before; continued improvement over the record of the years from 1940 to 1945 is hopeful, but the number of reported explosions has increased rather than diminished, and the number of victims claimed by explosions is often more definitely a factor of chance than forethought. Mine fires and explosions can be eliminated through the methods now well-known to those well-informed in matters pertaining to safety in mining but ignored by many coal-mine operators and employees who follow procedures of the past or their own short cuts, regardless of disasters that may result: Tried and proved safety measures for preventing mine fires and explosions have been recommended to the mining public repeatedly, yet only a relatively small but far-sighted minority have adopted these measures and made them a part of operating practice. That far more explosion disasters did not occur in 1945 is fortunate. In 1945 a coal-mine fire of electrical origin caused heavy loss of life, while several others from the same cause were controlled with but few fatalities; this hazard is now being curbed temporarily to some degree after the bad record of the two preceding years, but a real solution of the problem has not been reached, although cooperating committees trying to produce at least some answer have made progress.

A computer program was written for design and cost of a shell and tube heat exchanger in which the total cost, which includes annual fixed charges and annual operating costs, was minimized. The program was written for the type of heat exchanger in which only the tube side pumping costs were significant and for triangular pitch, single or multiple pass, heating or cooling, and no change in phase. Tube diameter was not optimized since the tube dimensions do not affect the cost very much. However, the tube dimensions do affect the shell diameter, number of tubes, and length of tubes; and price optimum design was obtained for four standard tube diameters. Standard heat exchangers having at least the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

This volume is the first of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume II: Dragline Model, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. This report deals with the development of a geological model for surface mine planning. The most common orebody modeling techniques are described. A brief review of geostatistical theory and concepts is presented. A geostatistical option for orebody modeling is developed and validated. Computer programs and sample outputs are appended.
