"These 40 years, deep-sea mining for manganese nodules, cobalt-rich manganese crusts, and seafloor massive sulfides has been continuously business and R&D targets. The economy is the most important factor for realizing the venture. Some technological options to increase the economy of deep-sea mining are introduced. They are a mechanical lift, waste rejections on seafloor, a substrate recovery as byproduct, and a pulp lift. An example application of one of the options is economically examined. Not only the same type examinations but also some technological clarifications of the options in detail are necessary.BACKGROUNDManganese nodules (nodule), seafloor massive sulfides (SMS), and cobalt-rich manganese crusts (crust) have been well recognized as future metal sources these 40 years. Among them, the nodule was the first recognized ones. The mining technologies for the deep-sea mineral resources, therefore, have been mainly developed in the major R&D projects for the nodule.The mining systems considered were shuttle miner, continuous line bucket (CLB), and hydraulic dredge ones. The shuttle miner system studied by France was a kind of basic study for autonomous underwater vehicle. The CLB system was an effective approach for a small scale and less investment cost mining (Masuda and Cruickshank, 1995). However, both were considered not effective for a bulk scale production rate mining such as 1.5 million tons per year in dry weight. In the hydraulic dredge system, a steel-pipe and flexible-hose conduit for nodule transportation named “pipestring” and a hydraulic pumpup instrument for creation of upward water flow in the pipestring named “pump-lift” or “air-lift” were adapted and developed. Hence, the hydraulic dredge system became the main stream in the mining system."

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

Exploration for undersea polymetallic sulfide mineral resources with high economic potential would be more effective given an ability to predict sites with particularly high gold contents (averaging say > 10 ppm Au). Herzig et al (1993) addressed this issue shortly after recognition that deposits in the back-arc Lau Basin (average 3.8 ppm Au) were enriched in gold relative to mid-ocean ridge sites (average 1.2 ppm Au). Small but significant numbers of hydrothermal sites with massive sulfide deposits averaging >10 ppm Au have since been discovered. The principal genetic factors underlying gold enrichment include depositional processes at and below the seabed, and the source of gold. It is timely to consider whether resolution of their relative importance can be translated into practical criteria for exploration strategies focused on especially gold-rich deposits. Comparing the ?grade? of seafloor deposits using analyses cited in research papers is fraught with difficulty, but there is no alternative at present to assuming that such averages provide an initial tenor guide. On this basis, four known polymetallic hydrothermal sites from convergent plate margins fit the exceptional-gold category with >10 ppm ?average? Au, while one from a divergent margin comes close: Sunrise (Myojin Knolls; 20 ppm ?average? Au) and Suiyo Seamount (28 ppm Au) in the Izu-Bonin Arc are frontal arc volcanoes dominated by rhyolite and dacite respectively, contrasting with more common mafic neighbor edifices (Iizasa et al., 1999). In both cases gold-rich massive sulfides occur in summit calderas with significant development of pumiceous volcaniclastic rocks, at depths around 1300 and 1370 m respectively. In the Eastern Manus Basin, PACMANUS (~1700 m; 14 ppm Au) and Suzette (~1550 m; 22 ppm Au) occur along the crests of volcanic ridges dominated by dacite/rhyodacite and andesite/mafic dacite respectively (Binns, 2004). Caldera structures are lacking. Although the Eastern Manus Basin is tectonically a rifted back-arc, its submarine volcanic edifices (picritic basalt to rhyodacite) have distinctly arc-style geochemical and isotopic affinities, differing from more typical back-arc basin basalts at the spreading axis further west (central Manus Basin). Probably as a consequence of transpression and a marked rupture in the New Britain subduction zone, submarine arc volcanism has here extended into the rifted back-arc region.

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

"INTRODUCTIONSeafloor massive sulfides (SMS) along mid-ocean ridges are often seen as a possible future contribution to a secure metal supply for global human needs. A growing interest over the past few years resulted in six national exploration licenses and one application pending, covering 10,000 km2 each, that have been brought before the UN International Seabed Authority (ISA) since 2011. Each contractor has to explore these 10,000 km2 within the 15-year runtime of the contract. However, the need to define areas that are not economically interesting is more pressing, as 50% of the 100 license blocks have to be returned to ISA after only eight years - hopefully areas that do not contain large and economically interesting SMS deposits. Current geochemical prospecting technologies, however, have mainly been developed for the search for active hydrothermal systems (e.g. hydrothermal vents and associated black smokers) that can easily be traced through physical and chemical anomalies in the water column (temperature, chemical variations of elements such as Mn, Fe, redox potential, and/or the particle concentration in the water column). Such plume surveys have been a primary tool for exploration of SMS systems, but they only identify active, and therefore mostly young and small hydrothermal systems. In a recent high-resolution AUV survey performed within the EU-FP7 funded project “Blue Mining”, we covered 47 km2 along the TAG segment of the Mid-Atlantic Ridge to test exploration methodology for fast and reliable exploration of larger areas of the seafloor for inactive seafloor massive sulfide occurrences using the autonomous underwater vehicle (AUV) “Abyss”."

INTRODUCTION Airlift pumping, utilize compressed air that is injected at the bottom of a vertical pipe submerged in the water, reduces the mixture density inside the pipe and lifts the liquid or mixture of liquid and solids. This type of pumping technology, which is simple and without moving parts submerged in water, which provides several advantages compared to the mechanical pumping. Airlift is used in various difficult pumping applications such as transport of fluids corrosive to metals, explosives, nuclear and toxic materials in chemical industries, diamond mining and coal transport. Application of airlift to deep sea mining conditions was investigated by extensive laboratory experiments [1], theoretical analysis [2], and limited proof of concept field studies [3] starting in 1970’s with the discovery of huge amounts of manganese nodules discovered on the seabed at a depth of ranging from 4000 to 6000 m . Even after extensive investigations over the last five decades, there exists no commercial application of airlift technology for lifting of minerals. The major problems with the application airlift for deep ocean mining was (a) lack of control over the expansion of the injected gas, which increases the velocity in upper part of the riser pipe (b) lower efficiency compared to mechanical pumping [3]. Different flow regimes are encountered in airlift pumping: bubble, slug, churn and annular flow. Annular flow regime is the least efficient in lifting of particles and churn flow has better efficiency [3].

The Atlantic Continental Shelf (ACS) of the United States includes about 391,000 km2 extending from the shoreline to the 200-m isobath. It varies in width from a fraction of a kilometer (offshore of southern Florida) to about 150 km (offshore of Cape Cod, MA). The contained volume, of sand and gravel is estimated to be on the order of 3-7 x 1.011 m3. Concentrations of potentially commercially important heavy minerals (HM) exist locally, particularly in high-energy depositional environments (for example in channels, tidal deltas, ridge and swale areas, and submerged former shoreline complexes). Recently completed and ongoing studies of HM assemblages in vibracore samples from the south shore of Long Island Sound, NY, offshore of Ocean City, NJ, offshore of Cape May, NJ, offshore of the mouth of Chesapeake Bay, VA, offshore of Myrtle Beach, SC (grab samples), and the ACS offshore of Florida provide the information base for this presentation (Table 1). In mid 1993, Bauer Spezialtiefbau GmbH, based in Germany got the order to develop a sampling tool capable of penetrating all different types of seabed sediments including cobbles and boulders and into bedrock. BHP and their partners Benguela Concessions Ltd., had been convinced by the Bauer Trench Cutter Technology and a large scale test in Germany that this system will be the right one to fulfill their expectations for sampling the diamond area off the coast of Namibia. The technique of the tool is based on Bauer's standard cutter technology, which is widely used for the installation of cut-off and diaphragm walls all around the world. The two counterrotating cutter wheels with 12.1 tom torque each cut an area of 3 x 1.2 m (up to 3 x 3 m are possible). The material mixed with seawater was then pumped to the separation plant on board the vessel Geomaster with a capacity of approximately 700 m3/h. Cutter wheels and mud pump were mounted on a special cutter frame and connected by wire ropes and hydraulic hoses to the vessel. An outer frame with four telescopic legs supported the cutter vertically on the uneven seabed and allowed a controlled penetration of the tool up to 6 m into the diamond bearing ground. The tool required a total power installed of approximately 800 kW. All hoses, the 6-inch mud hoses as well as the hydraulic hoses, were stored and compensated on drums on board suitable for a water depth of up to 200 m. Launch and recovery of the tool was effected through the moon pool of the vessel and the 25 m high, special designed drill tower. The 65? to sampling tool had been commissioned in early 1994 in Cape Town. After intensive testing the sampling programme of more than 4000 holes could be successfully completed by January 1995.

The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

Between 2008 and 2013, the German Federal Institute for Geosciences and Natural Resources (BGR) carried out five exploration cruises to the German license area in the eastern Pacific Nodule Belt. The first two expeditions were mainly dedicated to multibeam mapping to obtain an overview of the seafloor topography and acoustic backscatter strength. These data were used to identify ten to fourteen prospective nodule fields for potential future mining, which together cover about 16% of the total license area of 75,000 km2. During the last three cruises, three of these potential mining areas were explored in detail. For this purpose, the BGR developed a suite of exploration methods to map nodule size distributions and nodule abundances. These methods include acoustic surveys with vessel-based multibeam systems as well as near-bottom video mapping complemented by in situ sampling. The economically most valuable field has a size of ca. 2,000 km2, of which 34% is covered by medium to large nodules (> 4 cm long axis of nodules) with an average abundance of 22.4 kg/m2 and 44% is covered by small nodules (< 4 cm) with a mean abundance of 17.5 kg/m2. The total mass of nodules in this field comprises more than 30 million tons wet weight and could sustain deep-sea mining for at least 10 years.

From December 2004 through March of 2005 an extensive geophysical program was conducted to delineate polymetallic sulfide deposits in the Bismark Sea for a major mining concern. Deeply towed sidescan sonar, interferometric swath bathymetry, subbottom profiling, magnetic gradiometry, electrical resistivity, induced polarization. self-potential, gravimetry, water temperature/conductivity and towed video were among the methodologies tested against known occurrences of polymetallic sulfides in 1500 m -- 2200 m water depths. Known active and currently inactive sulfide areas were characterized using the various remote sensing techniques followed by survey with these same tools in other areas where they successfully discovered new prospects. Dredge sampling was used to ground truth both previously known sulfide areas and newly found deposits.
