ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE MEDAL TO LAURENCE CHARLES BRODlE-HALL, C.M.G.The Institute Medal is awarded to a select band of people who have rendered great service to the mining industry and the community. Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Various influences determine how an Environmental Management System (EMS) for a mining or petroleum project is developed and administered. These influences include the environmental and resource legislation applying to the project, the culture of the organisation, the environmental sensitivity of the area, and the administrative policies of the regulatory agencies involved. While financial penalties and even imprisonment may be imposed for non-compliance with environmental legislation, there are other compelling reasons for the establishment of an effective EMS. If a company wishes to be considered by Governments for the grant of exploration or mining rights, it is important that it can demonstrate environmentally responsible operations at existing facilities. The development of an effective EMS requires commitment from the Board of the company and the issue of an Environmental Policy to empower all levels of the staff and workforce to achieve environmentally responsible operations. This must be supported by the provision of appropriate human and financial resources, and environmental training of staff at all levels from the Board to the mine site, workshop and office. A regular environmental auditing programme is essential to ensure that the EMS is in place and is effective in achieving compliance with regulatory requirements, corporate policies and protection of the environment. An EMS can be developed on the basis of existing management systems, quality management systems, existing and emerging environmental management standards (such as BS7750 and ISOI4000), or sophisticated computerised systems which may incorporate international experience, standards, and codes of practice.

In this address I look back over the past 40 years of mineral exploration in New Zealand û essentially the period since the Second World War (ie since 1945). It was the period of my personal involvement, and indeed of the personal involvement of a number of you. Luckily it was aperiod of great interest and activity. In the previous 50 years, virtually nothing had happened, and it is kindest to draw a veil over that period. In the very important earlier 40 years (1855 - 1895) the New Zealand gold rush occurred. That must have been a fascinating, rewarding period, which has been thoroughly documented by better historians than myself. I will simply comment firstly that its mineral explorers (gold-prospectors) were very successful indeed, and found most localities of the minerals they sought, in spite of using very different methods from ours of today. Secondly, they were preceeded by one of Maori exploration, which searched for a much restricted list of minerals, but succeeded in finding virtually every locality we know of today. The explorers of both of these early periods were obviously highly successful, but, in the time available, I must restrict myself to the period since 1945. I am currently editing the effective up-dating of Gordon WilliamsÆ 'Economic Geology of New Zealand' (1974). It covers the last 12 years or so. Many of you are contributing to that volume û both as authors and as referees û and I would like to take this opportunity of thanking you all. Although this new volume excludes the energy field, many of us have been involved in it, and I am therefore including energy minerals in this review, as Williams did in 1974.

Following the discovery by CRA of gold at Mt Kare, and the subsequent 1988-90 gold rush, mechanised mining of the alluvial resource is now being carried by a company jointly owned by CRA (51%) and landowners of the area (49%). Mining is currently being carried out using small gravity processing plants fed by hydraulic excavators. Use of hydraulic mining techniques will be limited to over- coming difficulties related to the high clay content of the material and the soft nature of the bedrock. Current resource estimates suggest that the alluvials will have a mining life of three to four years. During this time, exploration of the hydrothermal gold mineralisation at Mt Kare will be carried out by a wholly-owned company of CRA. It is hoped that this will lead to establishment of an economic primary gold resource.

Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. An extensive conveyor system thus became necessary unless a new mill was built near the shaft. Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

The Roa Opencast Coal Mine is situated at the north-eastern end of the Greymouth Coalfield. It lies on an eastern flank of the Paparoa Range, 16 km north-east of the town of Greymouth on the West Coast of the South Island. Road access is via a sealed road from Blackball to Roa, then by a 5.3 km all weather, gravel road, which gains 340 m in elevation from 190 m RL at Roa to a maximum height of 530 m near the opencast.

Geochemical data on Australian granites and pegmatites, and the mineral components of these rocks, are compared with that obtained in similar studies in the U.S.S.R. and elsewhere.The geochemical character of tin granites and the trace chemistry of their component minerals, particularly biotites, have some significance as ore guides in prospecting for tin.The primary geochemical dispersion of tin can be readily tested both in the laboratory and field by colourimetric methods, after volatilization with ammonium iodide, using modifications of the method described by Wood (1958).Secondary dispersions of tin in residual soils or alluvia can likewise be readly tested by rapid colourimetric methods in the field, but simple hydraulic methods, handling larger sample volumes, give reliable outlines of dispersion patterns.INTRODUCTIONThe search for tin ores, whether lode or placer in type, is usually directed on genetic grounds to country within or adjoining acid intrusives.A long established means of prospecting is to test samples for cassiterite by panning or other hydraulic separation.These methods can be used on crushed lode material or the natural materials from placers.With the advent of new techniques for extraction and for colourimetric analysis for tin (Wood, 1958 and Ross and White, 1961) a means is available for rapid analysis of materials not susceptible to quantitative testing by hydraulic methods because of the fine sizings of cassiterite or the occurrence of tin structurally held in minerals. The new methods thus opened up the field of tin prospecting by extending the search for ore guides to genetically associated rocks and minerals, wall ror-ks of veins and a wider range of superficial deposits.

New sedimentological and biostratigraphic data indicate that the Leron Formation in the Markham Suture Zone, Papua New Guinea (PNG) represented Pleist- ocene alluvial fan-delta deposition in shallow marine to lacustrine environments. The distribution of sedimentary regimes in the Leron Formation indicates that during collision zone evolution, various tectono-sedimentary regimes do not always track the movement of the triple-junction systematically as idealized by Crook's (1989a) model. The migration of various tectono-sedimentary regimes are also controlled and influenced by the effects of second-order geometric features of the convergent margins. Leron Formation in the Markham Valley represents late to post-collisional marine to fluvial molasse. Foraminifera indicate that the collision and concomitant suturing of the Markham valley occurred after 1.32Ma.

Laboratory induced polarization measurements were made on representative samples of concentrated sulphide ores from three environments in New South Wales Comparisons were made with the membrane polarization exhibited by an argillaceous sandstone. The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.

On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

Various circuits were tried at Mount Isa Mines during the period 1959 to 19G3 with the objective of improving the differential flotation of galena and sphalerite. Many benefits and disadvantages of the various circuits were revealed. An analysis' of ore characteristics and their effect on flotation was made -and resullted in the design of a proposed circuit which is currently in the process of installation.INTRODUCTIONSince 1936 when lead-zinc sulphide flotation commenced at Mount Isa, at least three types of ore have been encountered.Each ore has presented problems to flotation metallurgists.The three types of ore are,1. partially oxidized upper level sulphide ore,2. Black Star ore from the lower levels with its carbonaceous fraction, and3. Black Rock ore which is similar to 2, but more free milling.In retrospect a number of the metallurgical successes of the past were short lived. Often flowsheets or 0perating practices were designed to solve a single metallurgical problem associated with the current ore being treated. As the ore changed the problem would vanish and the method originally taken to counter the problem could become unnecessary or deleterious to the treatment of the new ore. The causes of ferrosilicon loss from Dense Media Separation (DMS) plants, and the related properties of ferrosilicon, are identified. Two characteristics, corrosion resistance and saturation magnetisation, are examined in detail. The chemistry of the corrosion mechanism is described and its relationship to plant parameters discussed. Methods of reducing corrosion losses are proposed. Lack of particle homogeneity, and its influence on corrosion and abrasion is noted. The relationship between low magnetic susceptibility-and increased magnetic separator losses is demonstrated experimentally.

From modest beginnings in 1996, research into the mineral potential of New ZealandÆs Exclusive Economic Zone has progressed into a major multidisciplinary component of GNSÆs recently funded 6-year æMineral Wealth of NZ and its EEZÆ Programme. In excess of $7.5 M of research funding has been expended, plus $10 M leveraged via collaborations with NIWA (NZ), NOAA (USA), JAMSTEC (Japan), U. Kiel (Germany) and ANU (Australia), whose scientists have contributed hugely to research cruises, as well as subsequent analysis and publication. The 1999 NZAPLUME I cruise was the first research expedition to systematically locate, and chemically characterise, submarine hydrothermal venting associated with arc volcanoes of the southern part the Kermadec intra oceanic arc system. This was followed by the 2002 NZAPLUME II and 2004 NZAPLUME III cruises to the mid- and northern-sections of the Kermadec arc, respectively. Combined, these cruises have surveyed 1300 km of the volcanic chain (from Whakatane to Monowai), including 34 major volcanic centres. Together with concurrent surveys in the Tonga arc, this is now the longest continuous stretch of intra oceanic arc to be surveyed for hydrothermal emissions. Most of the volcanic centres are characterised by simple cones although 30 per cent contain caldera complexes, and compositions range from basalt through to rhyolite. Massive sulphide mineralisation has been recovered from several volcanic centres in the southern Kermadecs (Clark, Rumble II West and Brothers), suggesting the existence of significant Au and base metal bearing deposits along the arc front.

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...
