Tailings management is typically constrained by many factors that are taken as given. These include the tailings production rate that must be accommodated, the desire to deliver the tailings cheaply and easily as a slurry using centrifugal pumps, and a tailings footprint limited by the desire to minimise capital costs leading to a rapid tailings rate of rise and a low settled density. Other constraints include wall raises being delayed due to limited capital, inadequate tailings water and rainfall run-off management, and the net present value (NPV) approach to capital expenditure that puts off expenditure at the expense of performance. All of these constraints result in the tailings occupying much more volume than is necessary, being difficult to rehabilitate, and not being capable of supporting a beneficial post-mining land use or function. Ultimately, such constrained tailings storage facilities will assume very large dimensions, but each will typically be developed as a series of smaller storages that are filled rapidly and added to progressively. The optimal stage to efficiently recover process water is in the process plant, but this is limited by the desire to use centrifugal pumps rather than the more costly positive displacement pumps, which also require greater management of tailings deposition. Process water can also be recovered from the tailings storage facility (TSF) decant. Tailings water that is not recovered from the plant or the decant will be lost to entrainment within the tailings, seepage to the foundation or through the wall, or evaporation. However, tailings water is not always suitable for reuse in the plant, particularly when it becomes contaminated by the processing, and it may simply be stored on the TSF. This will exacerbate the seepage of contaminated water to the environment, and will limit the densification of the tailings that would otherwise occur due to desiccation of the tailings on exposure. If a larger tailings footprint were developed early, cycling of tailings deposition in thin lifts between a number of cells could occur, maintaining the dormant cells dry to enhance desiccation and densification, and ultimate rehabilitation. The end result would be a much reduced stored volume of tailings, the potential for upstream raising, and ease of rehabilitation to a high level. Lower transportation costs, improved handling and better utilization efficiency are some of the reasons that make low moisture coal product desirable. There has been considerable interest in the development of effective coal dewatering techniques to achieve this result. One avenue of considerable merit for enhancing dewatering processes is by modification of the surface chemistry of the coalwater slurry system by chemical means, resulting in better performance of existing equipment. This paper reports the results of an investigation of the utility of surface active agents in the enhancement of fine coal dewatering. A large variety of proprietary dewatering agents have been studied in relation to their efficiency in enhancing the dewatering of a number of Australian coals. Properties of particular coals that make them amenable to improved dewatering by particular chemical agents have been identified. Surface studies, including surface tension and zeta potential measurements as a function of surfactant concentration, as well as dewatering assessments, were used. Particular attention was paid to filtration, but the results could be applied to other dewatering systems.

Many stress measuring instruments use overcoring stress-relief principles but adopt different sensing techniques. Every technique is subject to certain limitations of rock types and conditions. To investigate the performance and reliability of the instruments in field measurement, a simple and practical approach has been developed to allow comparable laboratory results to be obtained which simulate in-situ rock and stress conditions. Four commonly used devices, the USBM deformation gauge, the CSIRO HI cell,the CSIR triaxial cell and the UNSW SI cell were thoroughly tested in the laboratory. Some conclusions have been drawn as to their suitability and reliability in different field conditions. Recommendations are provided for the choice of an appropriate technique for a given rock type and condition. A new thin-wall cell that overcomes the disadvantages of earlier devices has been developed and tested. Its laboratory performance shows that it has good prospects.

The underground coal mining industry in Australia has, in the last 30 years, undergone a revolution in production methods, techniques and results probably unparalleled elsewhere in the world. It can lay claim not only to leading the fight against pneumoconiosis and setting high safety standards generally, but has at the same time recorded comparatively high rates of increase in output per man shift. The latter has been achieved as a result of progressively matching the latest in production and underground transportation equipment with significant changes in seam development and extraction techniques and the introduction of stress-relieving extraction methods unique to the world scene. However, the seam recovery factor is still too low. Apart from the overall objectives of maximising production and commercial returns with the greatest safety, there must be a concentration towards maximising seam recovery, particularly in high seams. The search will continue for systems which are more completely continuous mining operations than the present stop-go operations, with longwall having long term potential in this regard, but as yet not sufficiently developed to engender confidence for its more general use. Techniques developed in the last 10 years make the development and extraction of deeper seams, perhaps to 2500 feet or more, feasible with continuous miners as well as longwall. The future will see a greater use of continuous shifts at mines, larger mines with more sophisticated management organisation, extensible belts at the face, better systems of immediate roof support at the face, remote operation of face equipment, greater use of roof bolts and the longer roof cables. With commercial confidence in coal mining now virtually assured to at least the turn of the century, the stage is set for heavy capital development in the industry which will undoubtedly include major research into the whole area of mining methods and equipment. We must ensure that our contribution to such research equitably matches other coal producing countries.

The Manto Verde copper mine (Atacama Region, Chile) is due to go into production in 1996. It will produce 40 000 tonne/year of copper cathode by heap leaching/SX-EW. Mineralogical studies were undertaken in conjunction with the metallurgical testwork program to characterise the ore and its response to leaching by dilute sulphuric acid. The leachable copper mineralogy is dominated by the oxide copper minerals: brochantite and malachite with minor chrysocolla and atacamite. The gangue minerals include abundant orthoclase, specularite, quartz and chlorite with minor muscovite and trace smectite clay, calcite and limonite. The study showed that complete or partial decomposition of calcite, chlorite, smectite and wad consumed acid and generated solution impurities (Ca2+, Fe2+, Mg2+, A13+, K+, Si4+ and Mn4+2+ ). Although these were manageable at Manto Verde, their uncontrolled build-up could have affected the operation in several ways: the degradation of heap penneability and fonnation of crud in the SX plant from the precipitation of gypsum, goethite, colloidal silica and jarosite; and the entrainment of contaminated pregnant leach solution in the SX organic resulting in the transfer of impurities to the electrolyte and subsequent effects on cathode quality and electrowinning efficiency. In conclusion, process mineralogy played an important role in understanding and managing potential mineral-related problems in the heap leaching and SX-EW recovery of Manto Verde ore.

Management of environmental issues is an integral part of the mine decommissioning process. In Queensland, miners must comply with environmental aspects of the Mineral Resources Act and Contaminated Land legislation. Successful decommissioning involves the integration of a final Plan of Operations, decommissioning report addressing the mineÆs commitments included in its Environmental Management Overview Strategy (EMOS), and Site Contamination Report for relinquishment of leases under the Contaminated Land Act (1991). Niugini MiningÆs Red Dome Mine is proceeding through the decommissioning process. This paper discusses the important environmental management issues including sampling programs, management of culturally significant areas, assessment of background concentrations of target analytes, the use of historical reviews and risk assessment techniques, the timing of works, and the remediation/management of large areas of impacted land. The importance of a clear communications plan between key stakeholders is also discussed.

The volcanic successions that host massive sulphide deposits are diverse in composition, facies types and facies relationships. They also show a variety of spatial and temporal relationships to mineralisation. In many examples, such as the Koongie Park Formation in Western Australia, the host succession includes more or less conformable syn-volcanic sills with peperitic contacts. Such sills can be an important source of heat for fluid circulation, influencing patterns of hydrothermal alteration and the location of co-eval and later mineralisation. The impact of syn-volcanic sills on the host succession depends in part on the initial porosity and permeability of the enclosing facies. The special properties of glassy pumice û being highly porous, permeable, and reactive û allow pumice-rich facies to preferentially focus hydrothermal fluid flow. However, the same properties promote early alteration and porosity reduction. Hence, the diagenetic and compaction history of pumiceous facies strongly influences their potential to host massive sulphide mineralisation. In contrast to pumice, dense glass has relatively low porosity, at least initially, and does not compact. Non-vesicular glass is a major component of submarine lavas, syn-volcanic intrusions and some volcaniclastic facies. However, especially in submarine settings, dense glass is commonly intensely perlitically fractured soon after eruption. The fractures greatly increase the porosity and permeability, locally accelerating diagenetic and hydrothermal alteration. In addition to false pyroclastic textures, altered perlite may exhibit false porphyritic textures. Silica- or feldspar-altered perlite kernels surrounded by intensely altered phyllosilicate domains can resemble phenocrysts in a fine grained groundmass.

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. Toppling failure of a jointed rock slope was studied by using the distinct lattice spring model (DLSM). Compared with the classical discrete element model, the DLSM has the advantages of free calibration of micro-mechanical parameters and easy to represent discontinuities, and is more computationally efficient. In this work, the DLSM was used to investigate the toppling failure of jointed rock slopes. The numerical simulation was verified against experimental data from a centrifuge model test on a jointed rock slope. Both the horizontal deformations and failure pattern observed in the centrifuge test were reasonably reproduced using the DLSM. Then, the mechanism of the flexural toppling failure was studied numerically by using a parameter analysis. The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

This paper addresses critical environmental, health, regulatory and scientific concerns related to gold mining activities in the specific area of Barberton, Mpumalanga, South Africa. The paper thus calls for informed decisions to be made by the authorities to safeguard both the environment and people’s health. The novelty of this study is based on its comprehensive nature of the simultaneous assessment of both cyanide and potential toxic elements (PTEs) in tailings, while taking into account their composition variability over time. By combining these aspects, it is then possible to provide a holistic understanding of the contamination risks associated with mining tailings and thus justify the need for regular monitoring and supervision to ensure compliance against regulatory limits. Additionally, this paper considered investigating the dynamic nature of tailings, which are subject to changes in their chemical composition due to exposure to weathering by various agents. In this study, the determination of weak acid dissociable (WAD) and free cyanide in tailings was performed using a validated method employing the South African Council for Mineral Technology (MINTEK) Laboratory Cynoprobe. The PTEs in tailings were determined by an inductively coupled plasma optical emission spectrometer (ICP-OES). The results revealed that the tailings contained primarily substantial amounts of PTEs, including Fe (87 566 to 37 800 mg/L), Cu (271 to 110 mg/L), Mn (2100 to 680 mg/L), Ni (400 to 390 mg/L), Zn (180 to 68 mg/L), Cr (645 to 510 mg/L), As (450 to 128 mg/L), and Pb (up to 35 mg/L). The cyanide concentrations in tailings varied between 0.20 mg/L and 0.26 mg/L for free CN (with a mean of 0.23 mg/L in water leaching), 0.23 mg/L to 0.28 mg/L for free CN (with a mean of 0.25 mg/L in alkali leaching), 0.24 mg/L to 0.35 mg/L for WAD CN (with a mean of 0.28 mg/L in water leaching), and 0.31 mg/L to 0.39 mg/L for WAD CN (with a mean of 0.35 mg/L in alkali leaching). The measured concentration of cyanide and the PTEs was compared to the minimum permissible levels enforced by the South African Department of Water and Sanitation (DWS) and the Water Research Commission (WRC) regulations that govern the disposal of hazardous constituents into the environment. Additionally, it was observed that the concentrations of contaminants in the tailings exceeded the acceptable minimum limits for hazardous waste exposure, posing risks to the environment and human health.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

The Morning Star mine is owned by Hill 50 Gold NL. Gold is hosted in quartz-carbonate ¦stibnite ¦molybdenite veins that occur in a series of deformed, altered and metamorphosed mafic volcanics with subordinate sediments and felsic intrusive rocks. The irregular gold distribution and its relationship to structure and alteration intensity makes the definition of stoping limits difficult. Understanding the structural evolution of the orebodies and the contemporaneous and later structures that affect the orebodies has been very useful in this context. This paper reports on a detailed mapping exercise (as part of a more extensive and on-going investigation) and the integration of this mapping with other geological and grade control data in a 3D modelling environment to provide an expanded basis for stope design. Three types of mineralised zones can be discriminated based on the morphology of the veins within. They are:those associated with strongly folded, thick veins (approximately 1 m thick eg 05 orebody); those comprising planar, boudinaged and some folded veins which consolidate to form tabular, steeply dipping bodies (eg 010 orebody); and zones containing the above vein types and thin, highly deformed veins within zones of intensely foliated country rock that result in localised, irregularly distributed high-grade gold zones (eg 02 orebody). The mineralised zones associated with thick folded veins are typically predictable over many tens of vertical metres. The second and third types of ore zone is generally less predictable. Detailed mapping and structural kinematic studies indicate all ore zone types are affected by progressive deformation involving strong strain partitioning. It is interpreted that high strain zones, recognisable by intense foliation development and highly deformed veins, are the latest stage of a progressive deformation which approximates bulk flattening. Structural controls on mineralisation can be defined at two different scales.Regional scale folding has deformed a sequence of mafic volcanics with interlayered sediments and felsic intrusives. Initial geometry of felsic bodies relative to orientation of the primary lithological layering and the bulk shortening direction is interpreted to be critical for initiation and development of strongly dilatant zones within this package of rocks, and Local scale dilation is evidenced by development of several vein sets whose range in orientations and opposed vergence relationships suggest a pre-folding origin comprising both extensional and hybrid shear-extensional types. Continued deformation resulted in folding of these veins with strong strain partitioning. Major vein packages are closely spatially associated with the felsic/mafic contact and an interpreted early structure which appears to have partitioned early dilation. This structure is now obscured by strong deformation but is currently represented by a zone of planar veins.

Mine site rehabilitation generally includes the re-shaping of overburden to create a final landform, manipulation of substrates and subsequent revegetation. Due to the wide range of environmental variables that influence rehabilitation progression, having clearly-stated final land-use goals and ongoing significant contributions to the planning process, from prefeasibility through to mine closure, is essential for achieving stable landforms and sustainable rehabilitated communities. Two examples of rehabilitation processes in the phosphate rich region of North West Queensland are used to illustrate some of the possible benefits of early planning and communication of rehabilitation requirements.Approximately 160 km south of Mount Isa, Incitec Pivot Limited operates a 35 year old open cut mine at Phosphate Hill. Monitoring of rehabilitation areas and selected analogue sites is undertaken annually, but the initial landform design, substrate management and species selection has created a difficult environment for revegetated areas to successfully establish. Constant management input (such as weed management, erosion control, supplementary seeding, etc) will, therefore, be required over a long time frame.The second example uses exploratory drilling and historic costean pits at Legend International HoldingÆs Paradise South site, 135 km north of Mount Isa, to determine the success of natural vegetation colonisation on waste rock and compacted soils, and the effects of cattle grazing on recolonisation. This information can be used by planners of the mine life to inform possible end-land use decisions and proposed completion criteria.In a semi-arid environment such as North West Queensland, the creation of a post-mine landscape suitable for nature conservation and/or grazing can be an arduous task. The input from environmental personnel at all stages of the mining process will positively impact upon the quality of the resulting rehabilitation and ensure undesirable legacy issues are minimised.CITATION:Gillespie, M J and Erskine, P D, 2012. AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. MineSense Technologies Ltd. is revolutionising grade control at mining operations by installing ShovelSense® sensors on buckets that measure the grade of every load before it is dumped in the truck. This allows the mine to exploit grade variations at a resolution that was not available before, reducing the amount of ore loss to the waste stream and removing waste from material destined for processing. These changes dramatically improve the profitability and sustainability of mining operations. ShovelSense relies on X-ray fluorescence analysis of the rocks as they flow in the bucket and is integrated with fleet management to direct the trucks to the right destination. Lab simulations of ShovelSense measurements on porphyry copper ores show correlations between predictions and lab measurements at 0.98 r-squared with a coefficient of variation of 10 per cent. Visualisation of copper grade predictions in three dimensions shows a reasonable match with the dig plan, but with local changes in the ore-waste contact due to more accurate contact identification, related to blast movement and other mining factors. Correct delineation of these contacts ensures ore trucks are not sent to the waste dump and waste trucks are diverted from the crusher, creating enormous value for the operation and the environment.

The results of a two-year research study into the relationship between quartz dust levels in host material and in respirable dust in continuous mining sections are presented in this paper. The experimental design and sampling procedures for underground data collection are outlined. The sample analysis procedures for quartz determination, the analysis results and conclusions of the study are discussed.
