This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.

This paper will discuss the challenges and opportunities in the years 1998 to 2002 faced by the operation and personnel at Thalanga, and its continued survival through short life projects (three feasibilities in four years). It will describe the processing of the different ores, issues faced and operating and technical innovations that occurred during that period. This will include: commissioning on very high grade Cu ores, treatment of high Sulfur feed ores (~46 per cent S) and the effects of the installation of a Detritor Mill on the process.

There are many underground mines with shaft or decline access with limited production capacity or where the mine may become uneconomical as trucking costs escalate with increasing depth of the decline. In such cases a need may exist for a shaft hoisting system which can be constructed more quickly and more economically than a shaft sunk by conventional methods. Relatively cheap small diameter shafts can be constructed by raise boring. This paper describes a simple hoisting system which has been designed to take advantage of the benefits of raise boring. The system uses twin bored raises with a double drum winder hoisting a skip in each hole. The design concept is based on 1. accepting that the raises cannot be truly straight or vertical, 2. using the raise to guide the conveyance, and 3. minimising operating, maintenance, and capital costs. The hoisting system requires a certain degree of accuracy in the alignment of the twin raises. A survey of raise boring practice showed that the required accuracy could probably be achieved with conventional techniques. Since the of Bergstrand's Geo-dimeter in 1946, and Wadley's Tellurometer in 1956, there have been numerous Electromagnetic Distance Measurement (EDM) instruments produced throughout the world by a variety of companies.This form of measurement has not merely replaced other methods of measurement, but has caused considerable change of emphasis in survey techniques. Major control surveys are now being accomplished using trilateration instead of triangulation. The surveying of open cuts or engineering work may be done in a fraction of the time and, in the majority of cases, to a greater degree of accuracy than with older methods.It is surprising that with this new tech-nology and development of EDM equipment which is compact, easy to use and no longer so expen-sive, no advance has been made in underground surveying. If we look at equipment being used by the majority of mining companies, we see that there have been very few changes since the Second World War. Very little research has been carried out to enable the surveyor to do his work more easily in conditions which, at the very least. are hazardous.

"The benefits of measuring blast movement to reduce ore loss and dilution have been recognised by many people for many years and various methods have been used with limited success. Geita Gold Mine is running the pilot study on the blast movement monitoring (BMM) system which is a revolutionary method developed and patented by the University of Queensland and Blast Movement Technology (BMT). The system consists of directional transmitters placed within the shot prior to blasting, which are then located after the blast with a special detector and then the data is processed with purpose-designed software.As part of continuous improvement on grade control, Geita Gold Mine is running a research project in all operating pits with the objective of: quantifying the three-dimensional blast muck pile movement and finally utilise the movement data to define post-blast ore polygons and incorporate the movement dynamics during block modelling,quantify the potential savings for ore loss and dilution,improve mine geologists knowledge of blast dynamics, andstimulate greater co-operation between drill and blast engineers and geologists to achieve optimum blast designs.To any operation with selective mining, it is critical to the economics of an operation to control ore loss and dilution; getting it wrong will result in significant lost revenue. The Hellyer and Mt. Chalmers deposits are mound-style volcanic-hosted massive sulphide (VHMS) deposits in Australia. Textural, petrographic and microthermometric investigations of fluid inclusions in the Hellyer stringer system indicate that Type I, primary, liquid-vapour inclusions are 10-15 pm in size, and yield homogenisation temperatures of 170-220¦C in early 2A veins, 165-322¦C in main-stage 2B veins and 190-256¦C in late-stage 2C veins. These data suggest a waxing and waning thermal history. However, the average salinity remained between 8-11 NaCl equiv. wt % in all Stage 2 veins. At Mt. Chalmers, Type I inclusions up to 20 ¦m are found in quartz from the mineralised zone, and these inclusions yielded homogenisation temperatures of 160-268¦C and salinities of 5-8 NaCl equiv. wt %. The Shamrock Gold Mine has been brought from exploration to production within three years. Mining of the openpit is scheduled for June 1990 with commissioning in April of the 180 000 TPA carbon-in-pulp mill on old tailings and rock dumps. The development of a small openpit containing 344 000 tonnes at 3.6 g/t Au in a complex sulphide ore has required extensive metallurgical testwork to optimise recovery, and ensure profitability. The project has been undertaken in a changing economic climate, with increasing restrictive legislation. The decision to mine was further complicated by the escalating cost of installing a heap leach operation in South East Queensland. Decreasing costs of consumables, in particular sodium cyanide, and the opportunity to purchase a suitable transportable mill at a reasonable price made the project robustly viable as a CIP operation.

The dielectric properties of practically all oxide and sulphide ore minerals are such that they heat rapidly when irradiated with microwaves particularly at the standard frequency of 2450 MHz. The presence of carbon or low rank coal mixed with the minerals still further enhances the heating rate. Amongst the patented technologies being investigated are: (i) the direct reduction of oxides with or without carbon included in the pellets or briquettes; (ii) microwave precursor heating of composites ahead of smelt reduction; (iii) microwave smelting of ore or concentrate mixtures with carbon, sometimes assisted with oxygen. Microwaves appear to stimulate endothermic reduction reactions as readily as they do exothermic oxidation reactions. Being a method of achieving "bulk" heating, composites or columns of ore-char blends rapidly heat throughout rather than from the outside inwards as in conventional heating. The microwaves of themselves do not generate any gas - the only gases to be cleaned are the products of reaction in the composites or blends, plus the products of oxygen smelting. In the case of sulphide composites, depending on the quantity and type of low rank coal or char present, sulphur may be eliminated, and collected, in the elemental form. Furthermore, reactions seem to take place at lower temperatures than in conventional smelting but no doubt at the "points" where actual reactions are taking place the atomic or molecular vibrations are such as to satisfy the laws of thermodynamics. Examples are given of the production of unusual products of smelting sulphide concentrates and also the alloys produced from refractory minerals such as chromite and ilmenite. The techniques have been used to produce products with as wide a range of melting points as relatively pure tin and tungsten-molybdenum alloys. Special equipment is being designed and evaluated for these new fields of pyrometallurgy.

Some samples from arc-type volcanic suites collected in northern New Zealand and southeastern Papua New Guinea show rare earth element (REE) and Y abundances which are enriched relative to the those typical of their respective associations. This enrichment appears to be the result of an alteration process which selectively mobilises the REE and re-precipitates them as REE-bearing minerals in veins and interstitial patches. The alteration is on a micron scale and is not detected in routine petrographic examination. The spectre of REE mobility in young apparently fresh rocks is important to igneous geochemists who use REE abundances to constrain petrogenetic models and may also be important because it indicates the operation of a natural REE enrichment process which could operate in the formation of economic REE deposits.

Ok Tedi Mining Limited commenced construction in mid-1981 of facilities and infrastructure to mine and process gold ore at Mt Fubilan in Papua ew Guinea. Production ofgold began more or less on schedule in mid-1984 although design capacity is yet to be achieved. Due to geotechnical problems, two important items of infrastructure, hydropower and permanent tailings disposal, are not yet in place. Current low metal prices make it likely that copper facilities will be postponed.The deposit compriscs a leached gold capping overlying copper sulphide porphyry mineralisation containing significant gold and molybdenum. Mining is by open pit methods. The soft leached capping gold ore is ripped and dozed, loaded by hydraulic shovel and trucked to a dump pocket. After passing a large semi-autogenous mill of nominal capacity of I, I00 tonnes per hour, the ore is treated by the carbon-inpulp process, with a gravity circuit to recover coarse gold. The final product is 12 kg dore bullion bars.At present, all tailings are detoxified with hydrogen peroxide; after cycloning, the coarse fraction is stored, and the slime fraction discharged into the river system; expected environmental impact is acceptable. Investigations for a suitable dam site for a permanent tailings system are still underway.Peak 'I. hour power demand for Stage I is 17 MW, presently supplied by a diesel alternator power station and a 2 MW mini hydropower plant.Initial access to the base camp at Tabubil was only by air. Eventually a road was pushed through 134 km from the river port at Kiunga (where port facilities have been constructed) and a further 23 km to Mt Fubilan.Roads are constructed of compacted gravel and crushed limestone generally underlain by geofabric. Eight major steel bridges were built.The town of Tabubil has been established, including housing, airport, shops, offices, schools and all facilities.Environmental studies have been extensive and a detailed monitoring program is maintained. Ok Tedi Mining Limited is making considerable efforts to train Papua New Guineans and to foster local business.

The Rise & Shine Shear Zone is a shallow-dipping Cretaceous late metamorphic shear zone formed in a compressional environment. The Shotover mineralised system is dominated by normal faults with well-defined vein systems that cut across Miocene schist folds and faults related to the inception of the Alpine Fault. Despite the geological differences between these mineralisation systems, they share many common features of hydrothermal alteration that have resulted in disseminated gold in altered sheared schist. The most distinctive feature of both systems is the abundant ankeritic carbonate that has formed from decomposition of metamorphic chlorite. Excess iron from this alteration reaction combined with hydrothermal sulphur to form sulphides that host the disseminated gold. The chlorite decomposition reaction was reversed in the latter stages of both mineralisation systems, and this was accompanied by further gold emplacement in the Rise & Shine system.   Both alteration systems involved initial decomposition of metamorphic albite, followed by deposition of albite as a vein mineral in the latter stages. The fluid flow that yielded the disseminated gold was controlled by microshears that pervade host schists, in strong contrast to many Otago Schist vein systems where host rock alteration is absent. The ankeritic alteration in the Shotover and Rise & Shine mineralised systems has increased the volume of mineralised rock, and may have made suitable targets for large-tonnage, low grade gold deposits.

This work was instituted to investigate the microscopic structure of brown coals by means of microtome sections cut from them. It was found to be essential to impregnate the coal with some material prior to cutting, because of its powdery and crumbly nature. Of a number of impregnating materials tried, e.g., glycerine gum, gelatine, by far the most satisfactory was paraffin wax. Samples of brown coals for section cutting must be moist. When obtained, they should be put immediately into air-tight tins, and, if they are not to be used for some time, it is desirable to keep them under water containing a small amount of formalin. If the sample is allowed to dry in air, it becomes too hard to be cut. It cannot be softened again even by prolonged soaking in water.PREPARATION OF COALSmall rectangular, blocks were cut from the sample with a chisel and a strong scalpel. The largest block prepared was 3·2 x 2·5 x 0·6 cm. The faces of the block from which sections were to be cut were approximately levelled before treatment. The block was then painted carefully on all sides with two coats of warm aqueous agar, approximately 2 %. This prevented crumbling and breakage of the block during treatment. When the agar was set, the block was placed in water, and all the air removed with a vacuum pump. The water was replaced first by alcohol, then by chloroform, by the usual step transference of a series of liquids, in each of which the block was placed for 24 hours: Ethanol %, 10, 20, 30, 50, 70, 85, 95, 100 (three changes); Ethanol-chloroform, 3: 1, 1: 1, 1 : 3, chloroform pure (three changes) '. The paper describes challenges the author has encountered on Australian underground gold and nickel mines over the last eight years, when recovering high-grade gold/nickel bearing mine floor material with a mobile supersucker/giant vacuum cleaner and other equipment. Whilst for a number of years the mine floor vacuuming and other mine floor clean-down technologies have been accepted/adopted and are working well in other parts of the world and on the South Australian opal mines, regrettably, they have not yet gained acceptance of mining executives and mine managers of gold and metal mines in Australia, who still elect to leave the never to be recovered gold/metal behind or to put it plainly - waste it.For reporting purposes during the mining process, the portion of gold/metal included in calculation of ore reserves prior to obtaining capital funds for their development, continues to be camouflaged in various reconciliation and call factors. This approach, ie wasting of capitally developed and already broken ore stocks should be viewed by the shareholders as totally inappropriate to say the least, especially with the current gold and other metals prices.The author attempts to provide answers as to why the technology referred to above has not yet been accepted on Australian gold and metal mines and outlines the way forward.CITATION:Biegaj, K, 2012. The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.

The history and milestones in the evolution of support systems utilised in the mass-mined chrysotile mines of Shabanie and King are discussed in detail. The use of block caving, false footwall or sublevel caving mining methods brings with it some major support problems, which are exacerbated, in our low rock strength mining environments. The paper discusses the various support elements and systems that have been used successfully or otherwise in these operations. Some predictions for the future of rock reinforcing in our ground conditions are highlighted, in relation to geomechanics, levels of mechanisation and production risk analysis.

"The mine geologist’s role in classifying ore from waste during grade control represents a critical link in the mining value chain. Any improvement in the ore/waste selection success rate (thus reduction in misclassification) which can be delivered by the mine geologist represents a value proposition. Improvement achieved without additional operating cost (for example extra drilling and sampling) will directly and immediately add value to the mining operation and therefore clearly must be pursued. Such improvement may be leveraged from existing resource drilling data which are typically less numerous but better quality than the grade control data. They are usually excluded from grade control estimates (termed the ‘base case’ approach here) because of the differences in quality.Various specialised geostatistical tools are available to account for differences in precision and accuracy between data sources during spatial estimation. This paper uses a conditional simulation (CS) case study to assess the benefit of integrating resource data into grade control estimates through ordinary kriging (OK) of pooled data sets, cokriging (CK), and ordinary kriging with variance of measurement error (OKVME) when the grade control data are:unbiased but increasingly imprecisebiased and increasingly imprecise. The premise assumed is that the resource data are unbiased and precise.The paper demonstrates that, if appropriately handled, resource data may be used to improve grade control estimates and thus improve ore/waste selection success without additional operating cost. Where grade control data are imprecise but unbiased it is recommended to integrate resource data using OKVME. This re-appropriates kriging weights from less precise to more precise data locations and improves the grade control estimation precision compared to the base case; it consequently provides an improvement in the grade control selection success rate. If grade control data are associated with significant bias, integration through CK is recommended as the biased data are zero sum weighted. CK consequently provides an unbiased estimate with some improvement in estimation precision compared to the base case and consequently improvement in the ore/waste selection success rate.CITATION:Cornah, A J, 2014. Mining is commonly seen as a typical basic industry with rough and even dangerous working conditions, heavy environmental load, and a low level of high-technology and automation with much manual work and operations. A mining operation (open pit or underground) is a very complex one consisting of many manual, physical, mechanical and logistical operations with different human interfaces and decisions. For this reason it is a demanding and potential area for all applications of automation and information technology: controlling difficult non-linear, time varying multivariable processes and machines; solving of ergonomic safety and environmental problems; automation of logistical systems; applying robotics, mechatronics, and information handling, etc. In addition to that, big economic sums are involved with these operations. On the other hand, automation technology has developed towards intelligent and adaptive systems including some from the above mentioned fields of automation. Connecting them with modern information and communication technologies makes the idea of an intelligent and unmanned mine more and more feasible in the near future. This requires intensive co-operation and co-ordination between the mining industry and manufacturers of mining machinery. This has been successfully accomplished in the five-year Intelligent Mine research and development program as well as the three years of subsequent implementation of its results in Finland. The basic elements of an Intelligent MineTM concept are:mine-wide information and data acquisition system; high-speed two-directional mine-wide communication network for real-time monitoring and control; computerised information management, mine planning, control and maintenance systems; automated and tele-operated machinery and equipment which are connected to the information system; and links to the public information networks. The degree of automation of an intelligent mine depends on many technical and economical factors. The basic precondition for such an approach is that it will improve the total economy of the mine. This paper will describe the Intelligent Mine Technology Program with the results. Also the implementation which took place during starting of a new underground mine (Outokumpu Chrome Oy Kemi Mine) will be described.

The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.
