HiTec Energy Ltd has been conducting research since 1996 into novel process routes for the treatment of low-grade and waste manganese sources for the production of high value and high quality electrolytic manganese dioxide (EMD) for the alkaline battery market. HiTecÆs approach is to treat previously unsaleable manganese deposits and mine site tailings using a novel sulfur dioxide leach route, followed by purification and electrowinning to generate the sought-after EMD product by an environmentally superior processing route to those presently practiced throughout the world today.HiTec Energy Ltd expects to be in commercial production with its Stage 1 facility in Kalgoorlie in the last quarter of 2004 for the production of 12 500 tpa EMD. With this production facility being adjacent to a laterite nickel producer with available waste manganese units, the opportunity arose for HiTec to combine its existing technologies with processes (that will be discussed in this paper) to turn two waste by-products into products that are used for high-tech purposes.HiTec Energy Ltd and the Parker Centre have had a collaborative research relationship for a number of years in areas involving EMD and battery related technologies. Meanwhile the solvent extraction (SX) group of the Parker Centre (CSIRO Minerals) has developed SX processes to separate manganese from nickel and cobalt. A project was initiated by HiTec Energy to recover manganese from waste laterite leach solutions using SX technology. Batch tests were conducted to select a suitable organic system for the extraction of manganese in terms of selectivity and extraction and stripping kinetics.A total of eight organic systems were tested by determining pH isotherms of metals using a laterite nickel process waste stream. Two organic systems, the Versatic 10 and Versatic 10/synergist systems, were chosen for further test work with Shellsol D70 chosen as the diluent for both systems.The Versatic 10/synergist system would be advantageous over the pure Versatic 10 system because fewer SX stages are required, resulting in a smaller organic inventory and lower capital costs. The risk of gypsum formation is also significantly lower with the synergistic system.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

Mining has played a significant role in human development and without the mining sector, society would not enjoy a large number of the benefits that it does today. However, mining has also carried with it some important lessons, which remain the source of ongoing learning. One of these lessons is the poor closure or abandonment of mines, worldwide. This has in many cases resulted in large tracts of unproductive land, representing a source of environmental pollution and a safety hazard to the community. Frequently associated with this is a legacy of mining communities having fallen into economic and social decline, beyond mine closure.Due to this legacy, governments, society and the mining sector pay far greater attention to mine closure planning today, than was done in the past. Typically closure planning has focused on the engineering aspects of a mine, namely decommissioning of the workings and plant; dismantling of unusable infrastructure; and rehabilitation of disturbed land. These are important aspects of closure but a more holistic, long-term approach is required which encompasses environmental and social aspects and aims to leave a positive legacy behind.In planning for a mine closure scenario with a lasting positive legacy, it is critical that the broader receiving environments (social, economic, physical and biological) within which a mine is located, define and drive the closure plan and the mine planning as a whole. This ensures that the broader environment influences mine closure, as opposed to looking at how a closed mine will impact on the environment. The ultimate aim is to first understand the broader environment and then to fit the closure of a mine into it. The earlier this approach is followed in the life of a mine, the greater the operational time frame available, and hence a better chance is presented for planning and managing a mine towards the desired, tested and agreed post closure scenario. Within this broad context, there is tremendous scope to achieve successful mine closure. However, it is critical to note that mine closure is not the sole responsibility of the mining companies, and neither is it possible for said mining companies to achieve mining closure alone. This concerted effort requires a multi-stakeholder approach in which partnerships are created and risks, responsibilities and opportunities are shared and managed. To achieve sustainable closure, a multi-stakeholder approach based on an initial forward-looking closure vision is required. This approach provides an early basis for consideration of alternative land uses and economic options from which specific actions to achieve the preferred option can be defined. The Anglo American plc Mine Closure Toolbox has been formulated and developed around this concept. The Toolbox aims to expand mine closure planning - from financial provisioning for rehabilitation and physical closure, to planning for sustainability beyond mine closure and leaving behind a positive legacy.This paper focuses on the business case for mine closure planning and provides an overview of the Anglo American plc (AAplc) Mine Closure Toolbox.CITATION:Botha, P R, 2012. Trojan Nickel Mine is the largest producer of Ni, Cu and Co in Zimbabwe. The mine has operated a nickel flotation concentrator and base metal refinery continuously since 1969, creating 28 million tonnes of sulfide bearing tailings, five million tonnes of permanent waste rock and about seven million tonnes of smelter slag. Exposure of the sulfide bearing minerals renders them susceptible to oxidation in the presence of water and oxygen, resulting in acidic solutions with elevated concentrations of total dissolved solids, sulfate, metals and residual flotation chemicals in various waters draining from the mine site. These pollutants pose a direct threat to the environment and human health, and understanding their deportment and behaviour in the various waste streams is essential in the mineÆs environmental objectives to prevent or minimise adverse impacts arising from its operations. A geochemical assessment of the pollutants was carried out to compute a mass balance between the major sources of pollution and the distribution and fate of pollutants in waste streams from the mine site. Waste rock, tailings, surface water, ground water and sediments were sampled, tested and analysed. Mineral composition and water chemistry data show that geochemical reactions are responsible for the release of pollutants from waste rock, tailings and plant spills. Drainage from the mine area is near neutral due to buffering by magnesium carbonates in the fine fraction of the tailings. The natural wetlands that exist downstream of the waste rock and tailings dams are effective in reducing metal loadings to water courses. However, solutes and heavy metals are occasionally released to surface and ground water, when their concentrations peak during the dry season. The results demonstrate the necessity to understand the natural chemical processes that characterise the distribution of pollutants in nature and how such knowledge can be used to develop cost effective methods to remediate pollution in the natural environment.

Empirical methods are deeply rooted in geomechanics. This is a consequence of the recognised complexity of the nature of the rock mass. The usual assumptions of material continuity, homogeneity, isotropicity and linear elasticity often assumed for soil, concrete and steel are difficult to justify in a rock mass except for mathematical convenience. These assumptions form the bases for most mechanistic, analytical and numerical methods in geomechanics. Believers in empirical methods argue that the complexity of the rock mass and its interaction with structures developed in it is adequately accounted for in empirical methods, which compensate for our ignorance.Franklin (1993) defines empirical design as quantified judgement based on experience. He further states that empirical methods often prove ‘closer’ to the ‘truth’ than the apparently more precise predictions of theoretical analysis, adding that based on real data empirical methods provide a standard against which theoretical predictions are measured and can be judged. This paper takes a critical look at the common empirical methods in geomechanics – rock mass classification systems (Bieniawski, 1973; Barton, Lien and Lunde, 1974; Hoek, 1994a), Laubscher block caving design rules (Laubscher, 1994), the stability graph (Mathews et al, 1981), pillar design equations (Salamon and Munro, 1967; Hedley and Grant, 1972; and their derivatives), pillar design chart (Lunder and Pakalnis, 1997) and failure criteria (Hoek and Brown, 1980; and its derivatives). The common thread in the application of these methods is that in most cases they are often applied blindly without an understanding of the underlying assumptions and database limits. This paper emphasises that users of these methods need to know the underlying assumptions, database limits and inherent hidden risks that are often unmentionable for their satisfactory use. This paper reviews the instrumentation and monitoring of blasthole drills and electric mining shovels at a surface coal mine in western Canada. The drill monitoring component involved the development and implementation of microprocessor-based hardware on Bucyrus-Erie 45R and 60R drills. Over a two year period 3800 metres of blasthole drilling were monitored The drill data was subsequently correlated with core and geophysical logs towards identifying unique and reproducible ranges of performance parameter data for the different rock types penetrated. Using this technique, the geology of the study area benches was characterized in detail. Once these same benches had been blasted, the performance of a P&H 2800XP shovel was monitored as it worked through the blasted ground. In this regard, the influence of different digging conditions on shovel performance were identified in a range of blast and geological environments within the study area. The precise nature of these environments was confirmed by a correlation with the interpreted drill monitored data and muckpile size distributions obtained from a digital photo-analysis study. The excavation of 500 000 bcm of waste was thus monitored and a digging index derived which reflected variations in muckpile diggability. The paper concludes by proposing an integrated monitoring approach which, as a first step, uses interpreted drill data for explosive loading. This capability would permit greater accuracy in explosives loading ie. charge placement within higher strength lithologies, while avoiding weaker units. The performance of an instrumented shovel would then be monitored as it works through the resulting muckpile. Interpretation of the shovel performance data would determine the overall quality of the blast in terms of a digging index (DI), providing an indication of the relative digging effort and the effectiveness of the blast design.

BHP BillitonÆs (BHPB) Yandi ore deposit is a channel iron deposit (CID) in the Pilbara district of WA. The ore is predominantly a goethite-hematite pisolite and overlays a clay at the base of the deposit. Knowledge of the location of the contact prior to mining is critical to maximise ore extraction and minimise contamination from and mining of the underlying clays which contain high levels of alumina. The contact between the iron ore and the clay is highly irregular. Traditionally the contact has been delineated by closely spaced drilling û this can be expensive and since each drill hole only provides a point sample measurement, irregularities in the contact surface can be missed. In September 2001, three high resolution geophysical techniques were trialled to see if they could be used to improve the efficiency and accuracy of ore delineation. The three techniques were resistivity imaging, ground penetrating radar and electromagnetic conductivity imaging. The resistivity data showed a favourable correlation with the available ground truth data from drilling. Using this ground truth data as a calibration, an interpretation of the depth to the base of the channel iron deposit (CID) ore was constructed for the areas surveyed. A significant attribute of the method is that the position of the base of the ore is imaged continuously along the lines that are surveyed rather than at discrete points. No continuous well defined ground penetrating radar (GPR) reflections were observed from the base of the CID ore. There did appear to be some correlation between the range of echo times that reflections were observed and the drill data, however the precision to which the range of echo times could be estimated was of the order of several metres and therefore not adequate to replace current procedures. The electromagnetic data showed good correlations with the existence of shallow clays but did not discriminate between variations in CID ore depth. This technique is therefore not suitable for mapping the base of the CID ore but may still be useful as a rapid tool for mapping the position of clay bands.

Continuous monitoring of mining impacts on the surrounding environment is a necessary sustainability criterion. Traditional monitoring approaches such as in situ sampling and airborne and satellite-based remote sensing have several limitations. Over the past few decades, unmanned aerial vehicles (UAVs) have evolved into popular platforms for remote sensing. UAV-based remote sensing has been successfully applied in different sectors, including agriculture, forestry, urban environments and disaster management. However, the potential of UAVs for mine environmental monitoring has not yet been fully established. Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.

The Mine is an underground zinc (Zn), lead (Pb) and silver (Ag) operation in central New South Wales (NSW). Broadly speaking the Mine has two domains that require rehabilitation, the mine industrial area (MIA) and the tailings storage facility (TSF). The MIA has been used for the handling and processing of ore and contains elevated sulfate, sulfide and metals (Pb, Zn). The TSF receives the by-products of processing, that is, potentially acid forming (PAF) tailings which also contain elevate sulfate, sulfide and metals. Typically, the rehabilitation of a TSF involves two controls. Firstly, controlling the potential for PAF tailings to form acid rock drainage (ARD) by limiting interaction with oxygen. Secondly, once the tailings are unsaturated, limiting interaction with water (usually as rainfall) to reduce the potential for ARD to be transported to the receiving environment. These two controls are often employed in the form of a cover.In semi-arid environments there are many Australian examples of covers that have been built to limit interactions of mine by-products with oxygen and water. Typically, the covers contain one or more layers and are built from soil and rock which may include run-of-mine rock. The Mine however has limited supplies of stockpiled soil; and run-of-mine rock is not generated in large volumes because it is used as backfill underground. A cover design strategy was developed to cater for these limiting factors. The strategy identified soil, ore and rock accretion (the accretion) below the MIA could be a potential source of borrow material for the cover. The purpose of this paper is to describe the cover design process, the method and results of large (2 m tall) column trials that were used as a cost-effective way to trial three cover options and finally, the paper describes the water balance that was developed from the column trial results and subsequent modelling using SVFlux.CITATION:Rohde, T K and Jamson, N, 2018. Local communities are undertaking an increased role in mine project decision making processes, associated with growing pressure and expectations from regulators, financiers and the general public. This is particularly evident in international projects within developing economies. Environmental and social issues are often complex. Solutions demand difficult choices and trade-offs between sustainable development dimensions: economic growth, social equity and environmental integrity. Proactive stakeholder engagement can play a critical role in assisting decision-makers in determining the operational reality of sustainable development by jointly exploring project trade-offs between proponents and affected stakeholders. Good stakeholder engagement has other potential benefits, ranging from reduced financial risk due to regulator delays, legal disputes or negative publicity to increasing market share through good public image. Approaches to consultation and disclosure have changed from short-term regulatory based focuses, to longer-term, strategic tools for relationship building, proactive risk management and new business identification. Approaches to consultation form a significant opportunity to contribute to overall social sustainability. This paper discusses, based on authorsÆ experience, the broader concept of stakeholder engagement and its contribution to social sustainability of the mining industry. The focus is on key considerations for an effective stakeholder engagement. Three case studies outline how broad based, proactive stakeholder engagement can contribute to improved operation and overall sustainability. The case studies include: a greenfields project in Ghana; a long-term mine in Australia; and an open-pit mine in Vietnam.

Resource estimates are the corner stone of technical and investment decision-making. Prior to mining, resource estimation uncertainty has the greatest potential to lead to poor investment decisions, despite a significant component of resource estimation uncertainty being unknowable at this critical stage in the mining cycle. This presents a conundrum to the resource geologist in terms of risk evaluation and resource classification. Ahead of mining, there is normally considerable focus on drill hole spacing analysis to determine the ‘optimal’ drill hole spacing, taking grade and geological continuity into account; cost-benefit analyses balance improved resource definition against cost; the law of diminishing returns and the exponential cost increases acting together as spacing is reduced. Typically, a lower limit to the drill hole spacing is identified. After completing the resource drilling to an agreed spacing, resource estimation is then undertaken. At this point it is common to attempt to bracket the resource estimation uncertainty. In many cases conditional simulation is used, based on a modelled, but largely assumed, variogram model. It is also assumed that the histogram of the available drill hole sample data is representative of the in-ground mineralisation. The purpose of this paper is not to diminish the importance of drill hole spacing and simulation studies, but rather to illuminate an important aspect of estimation uncertainty that, although previously recognised, is typically overlooked – the question of how representative the available data set is in characterising the true (but unknown) distribution of mineralisation. To do this, we lift the lid on one of OceanaGold’s former operations, the mined-out Globe Progress Mine, by resurrecting a high quality, close-spaced, reverse circulation (RC) grade control data set. The Globe Progress Mine is within the West Coast Region of New Zealand, it was closed and transitioned to rehabilitation in 2016 and is now known as the Reefton Restoration Project. The exhaustive Globe Progress grade control data was used to repeatedly ‘redrill’ the deposit by extracting 35 m × 35 m spaced subsets from the original 5 m × 5 m spaced grade control data. Utilising closely spaced grade control data removed the need for assumptions regarding short range continuity, which are necessary with forward-looking analyses that are based upon broader spaced resource drilling. The extraction process used a nearest neighbourhood algorithm, repeatedly moving the origin in 5 mE, or 5 mN increments. Individual resource estimates were then completed for each of the extracted drill hole data sets (49 in total) as well as a grade control estimate based upon the exhaustive data set. Whilst the data unpinning each of the 49 estimates changed, the geological assumptions, variography, and modelling parameters remained constant. This approach was taken to isolate the impact of changing the input data. The 49 estimates were then compared against each other and the grade control estimate. The mean of all 49 sensitivity estimates was close to that of the grade control estimate in terms of contained gold, tonnes and grade. Whilst it is acknowledged that the grade control estimate itself is subject to some degree of estimation uncertainty, the close match between the average of the 49 estimates and the grade control estimate suggests that the resource estimation methodology is reasonable and appropriate. Whilst this comparison is important, the focus of this study is on the component of estimation uncertainty related to the underlying data, and this is reflected in the spread across the estimates. The spread across the 49 global estimates (highest to lowest) for this particular Mineral Resource Estimation Conference 2023 | Perth, Australia | 24–25 May 2023 142 case study was found to be significant (approximately 20 per cent in grade and metal) and that is attributable solely to the underlying data. This exercise quantifies a component of the estimation uncertainty that is inherent to all drill hole data and is distinct from the uncertainties associated with modelling methodology choices, sample and subsample quality and drill hole spacing-related interpolation uncertainty. Importantly, this uncertainty is unknowable prior to mining; we can only directly compare the resource drill hole data against grade control data after mining has taken place. For the case study, approximately 65 per cent of the estimates fell within 5 per cent of the grade control estimate for contained-gold, suggesting that for many projects the histogram of drill hole data is unlikely to differ noticeably from that of the in-ground resource. However, about 15 per cent of the estimates in this study differed by more than 7.5 per cent, suggesting that a not-insignificant proportion of estimates will be materially compromised. Whether or not the available drill hole data is representative comes down to the ‘luck of the draw’ and cannot be known at the time of resource estimation. Given the challenge of attempting to evaluate forward-looking estimation uncertainty, a component of which that can only be quantified retrospectively, what should we do as resource geologists? What are the implications for risk evaluation, resource classification and reconciliation? Furthermore, without rigorous post-mining data checks, resource geologists may conflate suboptimal modelling with the shortcomings of the underlying data. An example of this problem is discussed in the following section.

Sampling drawpoints in block cave mines has been a contentious issue for many years. Doubts have been expressed as to the validity of the process used at most mines. This paper outlines the sampling practice commonly in use, discusses the resulting issues associated with reconciliation and drawpoint closure decisions. The paper also looks to the future and highlights issues for some block cave mining operations currently planned to have in the order of one thousand active drawpoints. It is likely that these operations will require a new approach to drawpoint sampling. There are several potential technologies currently available although some appear to be better suited than others to replace the current approaches. CITATION:Ross, I T, 2012. Cerro Vanguardia SA (CVSA), property of AngloGold Ashanti, mines gold and silver from a system of vetiforme orebodies located in the south of the Argentine Patagonia, in the Province of Santa Cruz.Surface mining techniques are applied to develop a series of narrow pits with an average waste to ore ratio of 26:1. This quite unique constraint brings into focus the need to maximise inter-ramp and final wall angles, leading to a strong need to optimise wall control drilling and blasting in order to reduce back-break damage to an absolute minimum.The paper describes a program of applied investigation and design modification implemented during?2008?and?2009 in?two?separate pits of Cerro Vanguardia. Three distinct yet complementary damage mechanisms were identified and observed during the field components of the work; vibration induced strain fracturing, surface cratering around blasthole collars and quasi-static loading and unloading of the surrounding rock mass as a consequence of poorly controlled confinement.With these mechanisms identified, a measurement, modelling and modification campaign was conducted in order to reduce the incidence of each source of damage. Interactive design analysis and modelling, near-field vibration measurement, video capture and the application of electronic initiation technology were supported by seed wave modelling and topographic evaluation of the achieved results.Results point to the usefulness of simulation techniques for determining optimum delay timing to reduce vibration impact, while the visualisation of explosive energy distribution produced by drilling and explosive loading decisions assists in reducing the probability of over-confinement.This paper presents relevant aspects of the two fieldwork campaigns:1) describing the application of the techniques, and2) summarising the results obtained.

The paper provides an overview of the various analytical and microanalytical techniques currently in use to characterise the outcomes of pyrometallurgical processes, examining the advantages and limitations of these approaches. Specific focus with be given to quantitative microanalysis techniques including electron probe microanalysis and laser ablation, covering general principles, capabilities and limitations and recent development to address specific challenges associated with analysing molten slag, matte, and alloys, highlighting the necessity of embracing the application of these and other innovative analytical methodologies.

BHAS, together with the G.K. Williams Laboratory, and Ausmelt Pty. Ltd., has examined a number of possible alternatives to conventional silver cupellation in gas fired reverberatory furnaces. Of these alternatives, a Sirosmelt furnace was preferred for both technical and economic reasons. Small scale work on Sirosmelt processes was carried out at the G.K. Williams Laboratory at Melbourne University in 1985/86. Pilot scale work was carried out at the Ausmelt plant in Melbourne in July 1987. Board approval for construction of a full size plant was received in October, 1988, and construction of the plant is currently underway. The plant is expected to provide significant savings in operating costs and silver inventory. Hygiene around the furnace should also be greatly improved. An increase in cupellation rate of at least ten times is expected, compared with the conventional reverberatory furnace.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012.
