The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

Hillgrove Resources (HGO) commenced open pit mining in 2011 and from 2011 to 2016 the geology team experienced a consistent negative reconciliation between grade control estimated copper (Cu) grade and the mill received grade. For the first four years, despite trialling various grade control strategies, the monthly variance between geology and mill copper grades fluctuated between -5 per cent to -17 per cent Cu metal depending on the style of mineralisation.In 2015, HGO embarked on various measures which resulted in changes to grade control practices under the advice of consultants. These changes to grade control sampling, estimation and block out practices resulted in six to seven months of consistently poor Mine to Mill reconciliations from -25 per cent to -28 per cent Cu.In an effort to mitigate these poor reconciliations the geology team reintroduced the preconsultant block out and geology driven grade control methods. Blockout reconciliations from this point emulated those seen originally from -8 per cent to -12 per cent (Cu per cent). Early in 2016 the geology team introduced conditional simulation for grade control as opposed to ordinary kriging to better characterise the grade distribution, introduced separate estimation parameters appropriate for every zone of mineralisation, implemented a maximum profit function to optimise the selection of ore and waste, and retained the geology driven block out processes. Since March 2016 the mine has experienced consecutive months of positive Mine to Mill reconciliations, the first seen in six years. Year to date the expected copper metal is within 1 per cent of mill reconciled copper metal.This paper will compare the various sampling methods, estimation algorithms and block out procedures from the past six years to arrive at a robust open pit operating procedure applicable for mineralisation with high short scale variability.CITATION:Reid, M and Arbon, H, 2017. In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

Organo-sulphur-based collectors (eg xanthates, dithiocarbamates and dithiophosphates) are widely used in the flotation of sulphide minerals. Xanthates (ROC(=S)Sû), for example, adsorb strongly at sulphide mineral surfaces, in a reaction that is electrochemically coupled with the reduction of dissolved oxygen. One of the oxygen reduction products, hydrogen peroxide, reacts directly with dissolved xanthate, leading to its oxidative decomposition. Experimental work has been conducted, using ethyl xanthate, to understand the molecular mechanism by which hydrogen peroxide reacts with xanthates. A number of degradation products have been identified, some of which have not been reported previously. This oxidative decomposition reaction pathway is discussed in the broader context of xanthate decomposition in flotation systems. One of the identified ethyl xanthate decomposition products, ethyl perxanthate (ROC(=S)SOû), has been observed in the process water of a number of mineral processing operations. The interaction of this molecule with goethite (α-FeOOH) particles, typical of that found in tailings dams, has been studied in more detail using attenuated total reflectance (ATR)-FTIR. The ethyl perxanthate molecule has been found to coordinate to iron (FeIII) at the goethite surface, and undergo a surface-catalysed decomposition process. In the presence of both PbII and goethite, a ternary surface complex is formed, where ethyl perxanthate is coordinated directly to surface adsorbed PbII atoms. The results obtained give some insight into the environmental fate of ethyl xanthate in tailings streams, and a basis on which to consider the environmental importance of such species in tailings dams. Strategies for the destruction of residual xanthate levels in waste water streams are discussed in terms of the likely reaction products.

"Open pit mines today have more technology and data available. The challenge is to effectively use resources to analyse and identify mine productivity improvements. AMC Consultants Pty Ltd (AMC) has completed more than 100 benchmarking studies worldwide. In the process of gathering cost and productivity data, insights have been gained on how mines are using data to drive productivity. This paper aims to share good practice on using data, what benchmarks operations should be aiming for, where mines are currently sitting, high value areas to target, and how to best prioritise improvement to meet operational goals.A key purpose of data is to assist in managing and improving operations. Key information is used to drive meetings, decisions, budget estimates and reports. Safety, equipment productivity, available stocks, grade and spatial reconciliation are examples of where data is important for management systems. The key is to keep reporting simple whilst maintaining access to source data for troubleshooting and analysis.Some operations still have paper-based reporting systems. Some operations collect data directly off machines and instruments, use cameras and have off-site control centres. The level of technology is a fit-for-purpose choice.Comparisons of productivity assumptions commonly used in feasibility studies with good practice productivity numbers sourced from AMC’s benchmarking database will be shared in this paper. A typical activity mining cost breakdown will highlight where the high value areas for productivity improvement sit.In addition to examining the productivity of each mining step it is also important to examine the impact on the mine plan. Equipment numbers, strip ratio, grade and material hardness can impact the results of bottleneck analysis. A bottleneck example case study will highlight how productivity and other factors can be used to identify and prioritise improvement opportunities.Keep it simple. Use only the critical data for meetings, decision-making, reports and plans. This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

This paper examines the process and specialised skills required to extract insight from data routinely collected by mine operations, maintenance, engineering and environmental departments. Typical insights include: enhanced understanding of root causes; recommendations for next best actions; and simulation of likely scenarios. The skills required for advanced analytics are not currently the domain of mining engineers. The professions required by tomorrow’s mines are likely to be diverse and multi-disciplinary, and will include control engineers, software engineers, mathematicians and statisticians. A case study is presented that correlates mobile equipment production delays with rainfall events across three mines on the east coast of Australia. One mine is shown to have significantly more rain related downtime than the other mines, providing compelling evidence to improve productive performance.

Higher bed height up to 680 mm, including 30 mm hearth layer of sized return sinter and high suction below the grate bars up to 1400 mm WG have resulted in increasing the productivity to a level of 33 t/m2/day and reduced coke rate to a level of 46 kg/tonne sinter. The ferro-wastes like blue dust, flue dust, mill scale, collection from dust catcher and gas cleaning plant, etc have been successfully added in charge mix to produce quality sinters. In this paper, brief description of the work done at Regional Research Laboratory (CSIR) in last few years and two case studies are discussed including the successful development of pan sintering units.

Greywackes of the greater Auckland Region (Brynderwyn Hills to Hamilton), when considered on a regional scale, have characteristic ranges of physical, mineralogical and other properties. Some properties (eg density, porosity, crushing resistance, clay index) generally cluster and correlate with the basement greywacke facies, regions and terranes recognised by geologists, and their diagenetic/metamorphic level. Other local factors, particularly variations in mineralogical composition, nature of matrix cement, grain size, and degree of weathering may produce aberrant properties. Some of these local variations, when extreme, have the potential to affect the aggregateÆs performance in roading or the concrete industries.   Smectite and the zeolite laumontite are the major deleterious minerals occurring in fresh greywacke rocks of the Auckland region, although weathered rocks may contain halloysite, an expanding member of the kaolin clay mineral group. These minerals, when found in abnormally high levels in greywackes cause expansion effects in the aggregate. Currently there are inconsistencies in the detailed correlation of shrinkage, clay index, clay mineral content and intrinsic expansion data that need further research to resolve them.

Antimony (Sb) is an element similar to arsenic that forms anions in surface waters, rather than cations like other metals. Little is known about natural mobility of antimony in the environment. However, recent studies have suggested that antimony has similar toxicity to arsenic. Current New Zealand drinking water guideline values are 3 parts per billion (0.003 mg/l) for antimony and 10 ppb (0.01 mg/l) for arsenic. Antimony occurs principally in stibnite (Sb2S3) in mesothermal vein deposits hosted in low grade metamorphic belts of eastern Australia and southern New Zealand. Many deposits have been mined historically, including one large deposit, at Hillgrove, NSW. Oxidation of stibnite and associated arsenopyrite and pyrite causes local acidification of natural waters but acid is readily neutralised by carbonates in mineralised zones and host rocks, and therefore waters are near-neutral (pH 6-8.5). Antimony dissolves readily in moderately oxidized, near-neutral waters. Experimental stibnite oxidation yielded up to 37 mg/kg (37 000 ppb) dissolved antimony, and mine and tailings dam waters at Hillgrove mine have up to 55 mg/kg (55 000 ppb) dissolved antimony. Natural stibnite can contain >5000 mg/kg arsenic in solid solution and therefore dissolution of stibnite, arsenopyrite and arsenian pyrite also releases arsenic into waters. Resultant dissolved arsenic concentrations are up to 3.6 mg/l (experimental) and up to 7.2 mg/l (mine and tailings dam seepages). Mine and tailings discharge waters have elevated antimony and arsenic where they emerge, but attenuation occurs by deposition of the metals on to amorphous iron oxyhydroxides which can contain >10% each of antimony and arsenic. Historic disposal of mineralised waste rock and tailings into the stream system at Hillgrove has caused contamination of sediments and waters with antimony and arsenic for at least 20 km downstream with effects traceable in sediments for 300 km. Other stibnite-bearing deposits are likely to have analogous environmental effects, particularly from historically-mined sites.

This paper addresses the problem of prediction of grade variables over volumes (block estimation) for an autonomous mine. Resource estimation is usually concerned with the prediction of the quality of material over volumes (blocks in resource models). This problem is tackled by developing Bayesian block estimation with the Gaussian processes (GPs) framework. GPs are commonly used for nonparametric regression and classification and offer an elegant solution to deal with incomplete knowledge and information. A GP is defined by its mean and covariance function. The parameters of the covariance function can be learnt by maximising the marginal likelihood of the data. This offers a way of automating the covariance fitting process, while at the same time allowing for an assessment of how well the covariance function fits the data. Within the GP framework the calculation of the average grade over a volume can be performed using Bayesian quadrature, which treats an integral as a random variable. First, it is demonstrated that the block kriging equations in geostatistics are the same as Bayesian quadrature. Then, it is determined when closed form analytical solutions for the integrals are possible and quadrature approaches for approximations are briefly discussed.

Water auditing and water conservation measures are fast becoming the quantitative tools for water balance reporting in the mining and minerals processing sector. Therefore, this paper was written to describe the process of water auditing in a goldmining environment and to contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research will assist with the assessment of water balances in mining and hydrometallurgical processes and ongoing probabilistic modelling for Newmont Mining Corporation, its wholly owned gold mines, and its joint venture operation of Kalgoorlie Consolidated Gold Mines (KCGM). Kalgold or KCGM are the managers of a joint venture project between Barrick Australia (50 per cent) and Newmont Mining Corporation (50 per cent) at Kalgoorlie, Western Australia (WA). Boddington Gold Mine (BGM), Western Australia, will commence operations this year and manage the new goldmine expansion project. BGM is 100 per cent Newmont owned and will operate to continue mining gold and copper from the existing (BGM) site that was decommissioned in 2001.

Nuclear logging was tested for the in situ determination of Fe, Si, and Al in iron ore blastholes with field tests at the BHP Billiton Iron Ore, Mount Waleback Mine. Prompt gamma neutron activation analysis (PGNAA) was used to determine percentages of Fe and Si while natural gamma logging was employed for the determination of Al. The accuracy given by nuclear logging is comparable to the accuracy provided by the laboratory analysis which was determined by taking the average of four samples collected from the cuttings deposited on the surface around the perimeter of a drill hole. The work also indicated that there is a chance of determining Al by PGNAA.

concentrations) and physical nature of receiving streams, which in turn affects the stream ecosystem. Benthic macroinvertebrates are used to illustrate these impacts, and to investigate natural recovery in affected streams. In Charming Creek, a severely impacted stream in the Buller District, the macroinvertebrate community recovers diversity and the proportion of sensitive species (EPT) in the community is more significant with increasing downstream distance from the source of AMD. This is most likely due to dilution of AMD contaminated water by tributaries to the Charming Creek mainstream. Other impacted systems with less dilution from tributaries did not display similar levels of recovery. The effectiveness of remediation products BauxsolÖ and Zeolite was investigated using laboratory trials. Both products mitigated the toxicity of AMD and enhanced the survival of mayflies exposed to AMD contaminated water. Such products may be of use in the New Zealand environment but are likely to be most effective in conjunction with other systems (eg wetlands). Mitigating the impacts of AMD on stream ecosystems needs to include systems to directly address water chemistry issues (low pH, high metal concentrations) as a component of a holistic approach to restoring environmental conditions.

The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015.
