A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

Efficient pre-concentration using natural and induced deportment starts with effective blast design. Leveraging these characteristics using Size-Based Grade Engineering® techniques requires detailed understanding and measurement of the particle size distribution (PSD) of the Run of Mine (ROM) ore. In turn, blasts must be designed to optimise fragmentation for the pre-concentration method. To be successful, fragmentation outcomes must be predicted and measured as part of the blast design process to account for the response ranking of the rock mass. The upgrade achieved using Size-Based Grade Engineering® methodologies will rely on the proportion of feed that reports to the screen undersize, so particle size distribution of the feed stock is of paramount importance if the potential benefits are to be achieved and maintained. Measuring actual fragmentation in the ROM ore and comparing with predictions allows the modification of subsequent blast designs to optimise fragmentation for pre-concentration scenarios. Automating this process can deliver significant increases in productivity and mine site profits. This paper discusses the importance fragmentation plays in Size-Based Grade Engineering® and explores technologies and methodologies used to measure it, consistently ensuring the best outcomes.

Most geophysical and geochemical data collected during regional exploration programmes are in vector form (location, value), and have traditionally been presented and interpreted in a profile or contour map format. However, the human vision system can interpret data presented in image format much more easily and new information is often revealed by the judicious application of powerful interactive computer image enhancement techniques. This paper describes a practical demonstration of the application of such tools to gravity and resistivity datasets from the Central Volcanic Region of theNorth Island.   Filtering, contrast enhancement, relief shading, pseudo-colouring and then overlaying of the gridded datasets in image format has helped identify inter-relationships such as the association between many low resistivity anomalies (epithermal deposits or geothermal resources) and the edges of large gravity anomalies (calderas or grabens). Similar revelations should result from the application of these tools to the integration of other mapped datasets from geophysical, geochemical and geological disciplines.

Best practice standards generally recommend assessment of the environmental and societal risks posed by tailings storage facilities, but they rarely specify how the analysis should be made. As a case study, this paper describes a safety assessment of the Zelazny Most tailings pond operated by the Hydrotechnical Unit of KGHM Polska Miedz SA in Poland. The complete assessment includes a failure mode effect criticality analysis (FMECA) that considers all conceivable failure modes, but this paper focuses on one key mode, the loss of stability during the planned raising of the crest above its current level. Reliability against static dam failure considers uncertainty on the safety factor in a limit equilibrium approach. The threat of dynamic (earthquake induced) instability is assessed by developing a model of future seismicity as a function of the mining plan and considering uncertainty on the induced permanent displacements along critical sliding surfaces. We quantify the additional level of protection against outflow provided by the beach using an event tree with expert-assigned probabilities. Continuous monitoring of the dam for premonitory signs of instability and a set of loss-prevention plans in the case of a spill provide additional layers of protection; their effectiveness is quantified by estimating the fraction of the population that could be evacuated as a function of warning time. Detailed landform designs were completed for six (integrated) iron ore waste rock dumps at a Western Australian iron ore mine site to meet closure objectives and to optimise material movements for closure. The designs were based on specific physical and geochemical properties of waste material and the design was undertaken to enhance long-term stability of the dumps and optimise material movements, and therefore minimise closure cost. Construction of the re-shaped waste rock dumps have been completed. Following construction, surface material characteristics were found to deviate from those used in the design assessment. Materials present at surface following re-shaping were generally finer textured than those sampled for modelling. It is anticipated that the embankment slopes may experience increased rates of surface erosion compared to the rates predicted from modelling and used in design. The finer textured material is thought to be generated from exposing finer material that has migrated into the coarser matrix over time or that was not present in the sampled top surface of the landforms. This is due to armouring processes over time and this phenomenon is likely to recur following further wet seasons. The majority of the waste materials present in the waste rock dumps were subgrade banded iron formations (BIF) and chert, which are generally competent and geochemically inert. Some waste material was known to have an elevated risk of erosion but present in relatively small quantities. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert). Beneficiation of Iron Ore - Washing with Surface-Active Agent The stability of the dispersed phase in 10 wt per cent slurry of iron ore slime and fines was studied at pH 5 and different concentrations of surface-active agents. The behaviour of the dispersed phase of iron ore slime and fines is different for different surface-active agents. The improvement of iron value of slime and fines in the presence of surface-active agent is best realized at pH 8, where the Al2O3/Fe and Al2O3/SiO2 ratios in the concentrates are appreciably reduced. The polar functional group like -COO- interacts with hematite surfaces and forms outer- and inner-sphere surface complexes depending on the suspension pH and adsorbate.

he Wyalong goldfields were discovered in September, 1893, Messrs. Neeld and Sons, owners of the principal mine, being the pioneer prospectors. During the earliest days of the field the ore was sent to Barmedman, a distance of eighteen miles, for treatment at a battery there. The field rapidly increased in importance, and it was not long before a public battery was established on the spot. After some considerable quantity of ore was treated by this process, it became apparent that battery treatment was quite unsuitable for the richer ores, involving, as it did, considerable loss in the tailings. Recognition of this fact led to the erection, in 1895, of plants by the Wyalong Chlorination and Cyanide Works, owned by Mr. Walter Sully, for treatment by their processes; followed, at a later date, by Messrs. Neeld and Sons Chlorination Works. The Wyalong Chlorination and Cyanide Works, after a delay of twelve months in the erection of their plants, have since catered continuously up to the present time for the requirements of the field.Their plant consists of a No. 3 Gates' rock·breaker, a revolving dryer, a No. 5 Krupp mill, revolving roasting furnace with finishing hearth, two chlorination vats of 20 tons capacity each, "nine cyanide vats of 30 to 100 tons capacity, two Wheeler pans and three chlorine generators. The ores are purchased outright on assay at a fixed scale of charges, and treated by the owner of the works on his own account.

Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013. Telfer Gold Mine combines a world-class gold and copper resource and longevity of operation as a major gold and copper producer. Telfer Gold Mine has undergone a series of transformations since mining commenced as a high-grade narrow-vein oxide open pit operation in 1977. In 1986, the open pit operation converted from a narrow-vein, high-grade operation, to a low-grade high-volume oxide mining operation utilising dump leach processing technology. Mechanised underground mining of the high-grade narrow-veins commenced in 1990. Total recovered gold production between 1977 to 1999 has totalled 5.7 million ounces. The Telfer Extension Project consists of two pre-feasibility studies, the Surface Extension Project (SEP) and the I-Series Project (ISP). The combined studies represent one of the more significant resource evaluations undertaken in the gold industry in recent times. Geological activities for the SEP pre-feasibility study have included the drill definition of a large low-grade resource within an area of 25 km2 . The surface drilling program has completed 15 000 metres of HQ3 diamond drilling and over 30 000 metres of RC between last quarter of 1998 and late-1999. The ISP pre-feasibility study is currently evaluating the resource potential of both a high-grade low-volume and a lower grade bulk mining scenario, 800 m to 1200 m below the surface of Main Dome. 15 000 metres of underground diamond drilling have been completed between last quarter of 1998 and August 1999 as part of this study. Systems and cultures have been developed to maximise safety, monitor the quality assurance/quality control (QA/QC) on all aspects of the operation, and minimise impact on the environment. All data are stored in database systems, specifically designed for Telfer operations. 3D geostatistical resource estimation using ordinary kriging has been carried out for over 220 geological domains within the 25 km3 of mineralised system. Non-linear geostatistical techniques are being investigated as part of the pre-feasibility study.

With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

extremely powerful tools for building predictive and generative models. ML can be used for building highly accurate regression and classification models. But without careful data science and statistical analysis, a regression or classification model could be highly biased and completely wrong – and we may not even realise. An example rock density estimation task will be used to illustrate the potential gains and possible pitfalls in using ML and AI in Mineral Resource estimation. What could possibly go wrong? Nothing! For most simple regression or classification problems, very little. For density estimation, using the global mean may be all that is possible, but the resource classification would need to reflect the uncertainty in global estimation of tonnage. Everything! From data collection and measurement, from selecting ML and AI techniques and designing the analysis workflow to our own cognitive bias. The things that could go wrong are vast and may include but not limited to asking the wrong question, not asking questions, data bias, measurement errors, insufficient data coverage, not collecting the right variables, not collecting enough observations, collecting clustered samples, unbalanced data, filtering out data without reason (outliers), clipping data (outliers), relying on automatic feature selection, including irrelevant variables, excluding relevant variables, geological interpretation, changing context, blindly following best practice, splitting small data sets, subsetting large data sets, using the wrong tool for the task, insufficient budget to complete the analysis, not allowing enough time for testing and experimentation (the science), focusing too much on building the model (the engineering), not learning from the data, our assumptions, our preconceptions, and our skill. This paper will explore the question of how training regression models to predict rock density are affected by gaps in the data (missing observations and missing variables). What could possibly go wrong?

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. Mine waste rock is unavoidable in the recovery of ore by open pit mining methods. Effective management of waste rock movement covers the removal and placement of the waste rock, generally in a surface dump in the most cost-effective way while satisfying the long-term environmental expectations. Since the 1960s, there has been significant research carried out into planning of ore movement from open pit mines such that the overall net present value (NPV) of the project can be maximised. Currently, several software packages are available to achieve this task as a common practice within the mining industry. However, planning of mine waste rock movement is still achieved manually, as the available software does not consider optimal waste rock movement and dump design. This paper describes a tool to optimise waste rock placement, which minimises the haulage cost while creating environmentally friendly waste rock dumps through selective placement and encapsulation of the reactive waste rock in the dump. The embedded methodology in this tool has been developed based on the mixed integer programming (MIP) modelling technique to optimise the waste rock movement. The methodology provides an easily-manipulated and fully-automatic tool for professionals to complete waste rock dump scheduling in four main steps: data input, model construction, model computation and solution retrieval. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.

The Rocklands copper project is a multilode, iron oxide copper gold (IOCG) + cobalt mineralised system located in the Eastern Fold Belt of the Mt Isa Inlier. Rocklands orebodies cover a range of oxidation zones from oxide, to supergene and primary. Each zone contains different economic minerals of interest. The supergene zones contain significant amounts of native copper and the primary zones are dominated by chalcopyrite. The juxtaposition of these oxidation zones and minerals make it an interesting mineralisation system.Current mine production sampling collects a nominal 3 kg drill chip sample from a 1 m composite, RC drilled interval. A site specific sampling procedure was needed to quantify introduced sampling error when taking grade control samples. Due to oxidation and mineralogical variation in ore zones we needed to develop a practically achievable sampling methodology that ensures minimum sample mass and sample error requirements are achieved to ensure ‘representative’ samples for all ore types.These issues are planned to be resolved using an experimentally derived method using principles from the Theory of Sampling. This method uses an experimental calibration of parameters K and a for Gy’s fundamental sampling error formula using a modified 32-piece sampling tree experiment to compile sampling nomograms for the primary and supergene ores. This paper demonstrates the process undertaken to improve the quality and standard of existing mine production sampling procedures at the Rocklands operation.Results indicate a sample mass of 5 kg for RC drill chips is appropriate for both the primary and supergene ores to achieve a fundamental error below 0.01 or 10 per cent relative error, which is slightly higher than the existing sampling protocol of 3 kg. An additional experiment is recommended to compile sampling nomograms using the exact laboratory comminution and mass reduction stage information to assess the use of a 3 kg sample. The results also indicate no changes are required to existing sampling protocols when sampling RC drill chips in primary and supergene ore at Rocklands.Sampling nomogram results also provide a useful ‘rule of thumb’ reference guide to other mining and exploration companies to help understand minimum sample mass requirements and sampling error during exploration drilling, resource evaluation and mining production stages when targeting similar IOCG mineralised systems. A sample mass of 5 kg is recommended when RC drilling similarly IOCG mineralised prospects and deposits in the Cloncurry area.
