At the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the Norrow of Mr. Metcalf's friends, and, in general terms, the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Rope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more cletailed, yet still inadequate memorial. As Colonel Rope justly remarked, the men who could do justice to this theme—such men as Jones, Chalfant, Bennett, Oliver, and Park—passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rearguard of the old metallurgical practice and the ran-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858: Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then knolrn in the United States; and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. SEVERAL investigations have been made concerning the effect of oxygen on the mechanical properties of titanium 1-6= In particular, the yield strength has received considerable attention. Finlay and snyder2 report a 0.2 pet strain offset yield strength if 49 kg per sq mm in titanium containing 0.1 pct 0 and 61 kg per sq mm in titanium with 0.2 Pct 0. These results are in good agreement with those of Jaffee, Odgen, and Maykuth3 who report values of yield strength

Mount Isa Mines Limited (Isamine) has process control computers in the major surface plants -- lead smelter, copper smelter, lead/zinc concentrator, and copper concentrator. HP computers are used to implement the more complex stabilizing control loops and control schemes aimed at optimizing plant performance. The choice of control strategies is discussed with particular reference to long-term performance in metallurgical plants. These control schemes must be understood by the process metallurgists who are responsible for the performance and initial fault finding. Major emphasis has been placed on the ability of the control systems to handle most of the common plant upset conditions as well as providing improved performance under normal operating conditions. To illustrate the approaches adopted, the lead/zinc concentrator crushing system and the process bag- house control system for lead smelter off-gas handling are reviewed in detail. The improvements in both of these areas resulting from control systems implementation are discussed.

One of the key elements essential to a productive and uninterrupted longwall mining operation is roof control. In several of the Island Creek Coal Company's mining sections, polyurethane has been infused 80 into strata to control severe roof failures in the face and gate entry areas. To date about 50,000 kgs (110,000 lbs) of the chemical have been consumed in a number of applications. Roof-to-floor convergence 60 and differential roof sag have been monitored to determine the need for polyurethane infusion and also to evaluate roof stability following the infusion. Stratascopic observations of the roof formed the basis 40 for confirming the need and also for estimating the required quantities of polyurethane. Both chemical infusion and roof control monitoring techniques have been applied successfully under very adverse roof 20 conditions; substantial production benefits have been realized. Operator acceptance of the system has been very good.

Today, there are four alternatives available for disposal of highly toxic, non-radioactive hazardous waste: deep well injection, chemical processing, landfill and incineration. However, based upon research conducted by the author, a fifth alternative now exists. Disposal in salt. Salt, because of its chemical characteristics, is an ideal medium for retention of inorganic hazardous waste. Except for a few elemental compounds such as lithium and potassium, there is no reaction with sodium chloride. In the family of inorganic wastes, there are basically seven suites of waste that may be mixed together without any chemical reaction. The process developed by the author would be to take a suite of waste, either dewater or add moisture, add a solidification agent to the mix and slurry pipeline the mass into a cavern. Residence time before hardening can be adjusted, but the nominal time until full solidification is 48 hours. Once solidified, the mass will reach compressive strengths exceeding 3000 psi. The slurry can be introduced into an evacuated cavern pumped free of brine, or it can be placed beneath the brine and the waste will force the brine to the surface. The latter technique requires a high degree of engineering control to prevent contamination of the brine leaving the cavern-thus creating more hazardous waste and additional problems. The Environmental Protection Agency endorses the concept both at the research level and within EPA Headquarters. The technology will soon be utilized in a salt formation in Texas.

DURING the year just ended we have had three great fires in the mines in the Wilkes-Barre district. One at the Empire Colliery, one at the Prospect shaft, and the other at the Baltimore old mine. It is proposed in this paper to give a brief history of the fire at the Empire Colliery, and the methods employed in extinguishing it. The fire was first discovered breaking out in the air-stack, alongside what is known as the " Kidder Plane," about one o'clock on the morning of December 31st, 1873. Subsequently it was ascertained that the fire originated in the return airway somewhere near the steam boiler, located inside the mine, near the head of No. 5 slope. The coal from this slope was hoisted to the shaft gangway, at a point nearly four thousand feet distant from the foot of the shaft. As there were from four to five hundred mine cars hoisted per day from this slope the steam boilers were located at this place. The mines being of considerable extent required a large volume of pure air for ventilation, and no fan having been erected at this slope at the time, the heat from the boiler was made use of to assist ventilation, by conveying the return air from No. 5 slope into the large airway made from these boilers to the surface through the old "Kidder slope" to the stack where the fire was first discovered. The length of this slope or airway was about one thousand feet, with a sectional area of about sixty feet. AN EXAMINATION of the Pachuca and El Oro. districts in July, 1920, although cursory and incomplete, disclosed facts of more than passing interest to the student of ore deposits; and inasmuch as the literature on these districts is limited and some of their features are little understood, a brief account may prove valuable as reconnaissance observations to be amplified by more thorough and competent observers in the future. Where no complete monograph of important mining camps has been published a partial presentation of the data is often useful, as it sometimes leads to fuller and more accurate descriptions, by stimulating discussion. The following notes are presented with the consent of Mr. A. F. Main, managing director of the El Oro Mining and Railway Co., whose fund of information and wide acquaintance with both districts alone made it possible to cover so much ground in a short time. I have also to acknowledge gratefully the aid of Messrs. C. A. Lantz and D: S. Calland of the Santa Gertrudis and Real del Monte companies, respectively, in connection with permission to inspect geological features of interest in their mines.

Results of a study aimed at assessing kinetics and mechanisms of the batch agglomeration process in suspension are discussed. A recently developed light backscatter technique which enables the increase of average particle size from 1 to 5000 µm to be followed, was used to determine agglomeration kinetics. Growth curves and agglomerate size distributions were obtained in a stirred vessel for various model systems and operating conditions. Four distinct growth regimes were identified, i. e. the flocculation regime, the zero-growth regime, the fast growth regime, and the equilibrium regime. Further, it was observed that large differences in the occurrence and duration of these regimes resulted from small variations in parameters, such as size distribution of the initial particles and the binding-liquid to solid ratio. Mechanisms that determine the occurrence of the relevant regimes are discussed. The growth process was described in terms of population balance equations. In this way, the growth rate, the equilibrium agglomerate size distribution, and the evolution of the agglomerate size distribution were generated. The agreement with experimental results is satisfactory.

GOVERNMENT ESTABLISHES DIVISION OF ENGINEERING Government supervision of employment for technical men has been inaugurated by the United States Employment Service, through the establishment of a Division of Engineering, with A. H. Krom, of Chicago, formerly Secretary of the American Association of Engineers, as Director. War demands on the engineering profession have already caused a serious shortage of men with mechanical designing experience and those with practical experience in chemical engineering. At present the professional organizing mediums reach less than 20 per cent. of the estimated 300,000 technical men in the country. This is not a satisfactory arrangement for war times. All the technical men of the country must be reached and, in addition, all men with technical experience must be carefully registered so that they will be immediately available. The advantages of such a governmental registering and systematizing of employment will be apparent at once, to the engineer. Considering that this is principally an engineer's war, the importance of Federal direction of distribution and conservation of the technical service of the country is apparent. The Service will he started through the office of the Director of Engineering, 29 S. LaSalle St., Chicago. All technical men desiring to register for emergency Government work or permanent advancement in positions meeting their qualifications, are urged to volunteer at once for registration, classification and employment.

Pebble milling has been practiced in the reduction works of South Africa gold mines for well over 50 years. Originally flint pebbles were imported from Denmark to grind stamp-mill amalgamation- process tailing, which contained a good deal of extractable gold, but local operators soon found that large pieces of ore could be used for the same purpose. The ore is a hard, tough conglomerate in which quartz pebbles are cemented together by a matrix of redeposited silica interspersed with pyrite crystals. The gold, rarely visible, occurs as fine particles mostly segregated at the interface of the pebble and matrix, although a small fraction occurs within the pyrite crystals. There is seldom any gold in the pebbles themselves.

High grade jig and low grade flotation concentrates used in the following experiments, are produced from silver ore at the mine. The study was carried out to recover the silver and other metals from these concentrates by hydrometallurgical methods. The concentrates were subjected to two stage oxida¬tion leaches in a HNO3-H2SO4 medium. The dissolved metals were recovered by selective precipitation of: (a) silver chloride, (b) iron-arsenic-bismuth residue, (c) copper sulphide, (d) cobalt-nickel sulphide. The effluent solution contained only ammonium sulphate and ammonium nitrate. The silver chloride was further processed to the high purity silver powder by the AgCl ? Ag2S ? Ag2SO4 ? Ag° route. The recovery of silver from the concentrates was over 98% and other metals from 95 to 99%.

296. Definition of Specific Gravity. - The specific gravity of a mineral is the ratio of its density * to that of water at 4' C. (39'2' F.). This relative density may be learned in any case by comparing the ratio of the weight of a certain volume of the given substance to that of an equal volume of water; hence the specific gravity is often defined as: the weight of the body divided by the weight of an equal volume of water. The statement that the specific gravity of graphite is 2, of corundum 4, of galena 7-5, etc., means that the densities of the minerals named are 2; 4, and 7'5, etc., times that of water; in other words, as familiarly expressed, any volume of them, a cubic inch for example, weighs 2 times, 4 times, 7.5 times, etc., as much rn a like volume, a cubic inch, of water. Strictly speaking, since the density of water varies with its expansion or contraction under change of temperature, the comparison should be made with water at a fixed temperature, namely 4' C. (39'2' F.), at which it has its maxi- mum density. If made at a higher temperature, a suitable correction should be introduced by calculation. Practically, however, since a high degree of accuracy is not often called for, and, indeed, in many cases is impracticable to attain in consequence of the nature of the material at hand, in the ordinary work of obtaining the specific gravity of minerals the temperature at which the observation is made can safely be neglected. Common variations of temperature would seldom affect the value of the specific gravity to the extent of one unit in the third decimal place.

The historical background of on-strand cooling is given, together with a resume of recent practical developments. Laboratory test procedures are then considered in detail, for both productivity and quality parameters, with particular reference to the design of the Ravenscraig No 3 machine (Scotland). A heat transfer model is presented for a porous sinter with propagating cracks. The influence of cooling/sintering area ratio, sinter strength, granulometry, return fines, coke consumption and FeO levels are examined in relation to economics. A detailed comparison of capital and running costs for two different strands, designed for identical duties, but with off or on-strand cooling, is then given.

GOODALE, Butte, ,Mont.-While there are many points in Mr. Read's, paper which I am not prepared to discuss thoroughly, I am inclined to believe that difficulties are involved in the establishment of all employment bureau, which shall have exclusive control over the employment and discharge of workmen. I suppose you .have heard a great deal: about the so-called "rustling card? at the works of the Anaconda company. That is a very innocent sort of card, although the I. W. W. organization has made a great deal of noise about it. An applicant for a job is handed a blank on which he tells his nationality, his age, whether married or single, and the place of his last employment. The company then writes to the place where he says he was last employed to find out whether he is telling the truth; we do not ask the previous employer whether the man is blacklisted or has anything; against his record; but simply, "Was this man formerly in your employ?" A great hullabaloo has been made, about this practice by some of the men in Montana who are afraid, of their own records; but out of 53,000 applications for employment received by the Anaconda company since the employment bureau was formed, only 647 were rejected, which does

There were no radical changes in the petroleum situation in the Russian Soviet Union during the 1926 to 1927 operating year. The developments of the previous year were continued, but the major undertakings were far from being completed. The pipe lines from Baku to Batum and from Grozny to Touapse, and the large refineries on the Black Sea are delayed in their completion by the insufficient authorizations; until their completion the changes in the general situation will be necessarily of a halfway nature. The marketing situation was subject to much controversy during the past year and, though certain statements are quite true, the bulk of the criticism against the petroleum industry hardly deserves mention. The home market in Russia is steadily growing, with the per capita kerosene consumption already exceeding the prewar figure and fuel oil consumption obviously gaining. The foreign trade is making rapid and well-grounded success, but continues to suffer from low world quotations. There is no apparent sacrifice of home consumers in favor of export trade. The production of all Russian fields increased by 13,750,000 bbl. as compared with the 1925 to 1926 operating year, and next year's program anticipates a further increase of 9,720,000 bbl. (Table 1). The increased and improved refining facilities will make the real gain in production in the next year even larger than these figures indicate.

THE attention of physicists and metallurgists has been directed toward the study and explanation of the deformation textures in metals for the past 15 years. In 1920 N. Uspenski and S. Konobejewski1 were first able to show that the symmetrical X-ray diffraction effects that had been previously reported by E. Hupka2 and others in metal foils were caused by a directed arrangement of the crystallites. Since then, the systematic study of textures resulting from the application of the pure forces of tension or compression to polycrystalline materials hag been supple-mented by many investigations on deformed single crystals, which have greatly added to our knowledge of deformation. However, despite the valuable information secured from these comparative studies only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature. This lack of quantita-tive data is especially unfortunate because of the much greater practical significance of rolling textures and their effects in both cold-rolled and annealed materials. This investigation was undertaken for the purpose of specifying the deformation of rolled single crystals in the hope that such information might later facilitate the explanation of polycrystal-line textures.

THE term oil shale is defined. Foreign oil-shale developments are outlined briefly, The richest and most extensive oil-shale deposits in the United States lie in Western Colorado. The Bureau of Mines is opening two adjacent areas for underground mining in Western Colorado. From the first area the oil shale is mined selectively as required by the retorting plant. The second area is being developed as a unit of a full scale oil-shale mine to ascertain the most practical methods of mining oil shale and to determine costs. In both of these mining areas, research will be carried on to develop new and improved practices for mining oil shale.

SEVERAL years ago my firm was representing the Mt. Lyell Co. of Australia, which was shipping its blister copper to a refining works in the United States. After the contract had been running for many months, the superintendent of these works discovered that if water was poured upon the surface of the bars much of it would disappear into the interior through blow holes. -Some experiments made by him showed that this could be a considerable amount, so that copper which had been rained on before it was weighed, although the surface appeared dry, nevertheless would contain water. It had frequently occurred in our experience-as samp-lers that the drillings from a lot taken by boring would come out quite wet, and in some cases, indeed, water would drip into the sample pan placed below the bars, due to the fact that the drill had penetrated a cavity or cavities containing water, which presumably got into the cavities at the time the copper was water-cooled after casting, there being, perhaps, no outlet to the surface. So far as I know, until this discovery at the refining works, no. one had thought that rain could penetrate into the interior of blister copper; at least in any quantity sufficient to be considered.

THIS remarkable and well-known district lies about 320 miles south of Salt Lake City, in Washington County, near the Arizona border of the territory. It is now reached by the Utah Southern Railroad and its extension, and the last 100 miles are run by stages. These vehicles are called "jerkies" in the West, which name conveys a good idea of the comfort they afford, and the relief experienced when you alight. Arriving at Silver Reef, the main camp of the district, one sees at once that he stands where once a surging sea had its domain, marked now by heavy sandstone deposits of a red and white color. The town itself, a neat, clean, and orderly mining town, is encircled on the north by traohyte and granite mountains, skirting to the west.
