(Cleveland Meeting, October, 1912.) ALEXANDER PARKES patented in England in 1851-52-53 a process for desilvering lead by means of zinc, making use of the greater affinity of silver for zinc than for lead, discovered by Karsten in 1842. The efforts in England to develop it commercially were not particularly successful, nor was the attempted introduction into the United States. This last was not surprising, as it was about the beginning of our Civil War, and at that period there was very little lead-bullion produced in the united States and there was no field for the process here. There was at that time on Staten Island an establishment that pattisonized lead, probably from Rossie, N. Y., and Chester, Pa., and possibly some Spanish lead, but the production of lead-bullion in the Far West had not yet begun. In 1864, Edward Balbach, of Newark, N. J., patented in this country a process for desilvering lead by means of zinc, and in 1867 Edward Balbach, Jr., patented a " movable black-lead retort with a neck, placed in a furnace," for the purpose of distilling the alloy of zinc, lead, and the precious metals. A brief comparison of the Parkes and the Balbach processes is interesting. The Parkes process as practiced in England consisted in stirring into silver-bearing lead, melted in a kettle, from 1 to 2 per cent. of zinc, cooling, skimming the alloy of lead, zinc, and silver that rose to the surface, liquating it in an iron retort, distilling the residual rich alloy in fire-clay retorts, thus regaining the zinc, and refining the desilvered lead at a low heat in a shallow cast-iron pan that formed the hearth of a reverberatory furnace. IF the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. Ten cc. of HNO3 (1.21) was added, and the bottle was heated until all traces of red fumes had been expelled. Before heating, the solutions were moderately turbid; and after heating, the turbidity greatly increased. I. DESCRIPTION. MONAZITE is one of the minerals which, for a long time, was considered rather rare in its occurrence, but, upon a commercial demand arising for it, prospectors and engineers soon located large deposits of it in the Carolinas and Brazil, and the supply has always been able to meet the demand. During 1908 further sources of supply of monazite have been discovered and developed in Idaho. North and South Carolina, however, are the only States that have thus far put any monazite on the market. Monazite is essentially an anhydrous phosphate of the rare-earth metals, cerium, lanthanum, and didymium (Ce, La, Di)PO;. There is nearly always present a varying but small percentage of thoria, ThO2, and silicic acid, SiO, which are very probably united in the form of a thorium silicate, ThSiO4 Some monazites contain but a fraction of a per cent. of thoria, while others have been recorded that showed the presence of from 18 to 32 per cent. ; but the majority contain from 3 to 9 per cent. of this oxide. It is the presence of the thorium oxide that gives the monazite its commercial value. The analysis occasionally shows also the presence of other constituents, as the yttrium and erbium oxides, zirconia, alumina, magnesia, lime, iron oxides, manganese oxide, and titanium oxide. Monazite is light-yellow, honey-yellow, reddish-, brownish-, or greenish-yellow in color, with a resinous to vitreous luster, and is translucent to subtransparent. It is brittle, with a conchoidal to uneven fracture, and is from 5 to 5.5 in hardness, and from 4.64 to 5.3 in specific gravity. PROCESSES employing controlled atmospheres in the heat-treatment of metals and alloys are now well established on an industrial scale, and the general principles involved and the advantages to be gained in the use of the technique have received considerable publicity over a period of years. During this time the greatest emphasis has been on the establishment of the process in industry, the main effort being devoted to development work on various types of atmospheres, their useful fields of application and the design of suitable heat-treatment furnaces in which they are to be used. The various types of controlled atmospheres are fairly well standardized, but there still remains a considerable field for the investigation of related problems, in connection with both the gas-generating equipment and the surface chemistry of the heat-treatment of metals, especially in complex controlled atmospheres. This paper describes certain investigations of this nature that were carried out in England up to 1939. The development of processes employing controlled atmospheres has been associated to a very large extent with the heat-treatment of steels, both because of the major importance of steel in industry and the many diverse and difficult problems of surface chemistry involved when steels of such a wide range of composition are heated in the presence of active gases Controlled atmospheres such as dissociated and burnt ammonia or charcoal gas are used in the heat-treatment of low-carbon and high-carbon steels, but from certain points of view a suitable atmosphere generated by the partial combustion of city gas is to be preferred. Both the ammonia derivatives are comparatively expensive, and even if the burnt ammonia is regenerated, thereby reducing operating costs, the capital expenditure of the gas plant may make it prohibitive for the smaller type of furnace installation. Charcoal-gas generators are not without their operating difficulties: especially those associated with the quality of the charcoal, clinker formation and the removal of carbon dust from the generated gas. City gas has the advantage of being comparatively cheap and "on tap" in most if not all industrial centers. The use of raw city gas as a protective atmosphere in the heat-treatment of steels has been described,1 but it presents certain difficulties because of its complex composition and its explosive nature when mixed with air. These factors, together with the tendency toward sooting at elevated temperatures, arising mainly from the hydrocarbon gases present, all militate against its use as a protective atmosphere in industrial furnaces. THE future of the steelmaking industry of the Birmingham, Ala., district is closely related to and, in a large measure, dependent on the development of workable, economic processes of ore concentration. Operations thus far in the area have been possible only because of the fortuitous occurrence of iron ore, fluxing stone, and coking coal-all the primary iron-making materials- within a 25-mile radius of the blast furnaces. Commercial ore of the district consists mainly of a 10 to 20-ft hematite-calcite-silica bed locally known as the "Big Seam," a component of the Clinton formation of Silurian Age. At present mining rates, this ore will be available for a number of years. It is largely mined under 1000 to 2000 ft of cover and transported on 15 to 20" slopes that, in some instances, are as much as 10,000 ft long. Under these conditions, particularly with increasing distances from face to portal, mining costs are gradually becoming disproportionately high. Although not a major factor thus far, it should also be noted that the average annual ore output of the district is gradually be- coming more siliceous.

A LTHOUGH the practical importance of Fe-Cr--iV Mo alloys has long been recognized, constitution studies have been limited to a few alloys within rather narrow ranges of composition. The purpose of the present study was to establish the phase boundaries in the ternary diagram at a temperature of 1200°F (650°C).* The identification of phases and the determination of phase boundaries were based primarily on X-ray diffraction measurements and occasionally on microscopic observation. The methods used for locating the phase boundaries were essentially those described in detail by Andersen and Jette,' and by others.', The compositions of 180 alloys, prepared by powder metallurgy techniques, are shown in Fig. 1. The chemical analysis and mesh size of the powders which were used for the preparation of the alloys are given in Table I. The powders were mixed for 48 hr or longer, then compacted under 80,000 psi in a %-in. diam steel die. Each specimen weighed approximately 5 g. The compacts were sintered for 4 hr at 2500°F (1371°C) in an atmosphere of pure dry hydrogen (dew point near the temperature of liquid nitrogen). An open tray of chromium powder was placed upstream of the compacts to act as a "getter" for the last traces of oxygen or water vapor. In many cases this chromium powder was bright after sintering. Occasionally the upstream side of the powder was slightly greenish, but in all cases the downstream side was metallic. Some of the alloys contracted during sintering and some expanded as much as 20 pct. The latter alloys, which in all cases were brittle, were crushed in a tool steel mortar, repressed, and resintered for 4 hr at 2500°F. After sintering, the alloys were aged for ten days at 1200°F (650°C) in evacuated (105 mm Hg or better) fused silica tubes and were cooled rapidly to room temperature following the aging treatment. The use of the powder metallurgy technique in preparing alloys for structural investigation offers a simple method 'of avoiding contamination or non-homogeniety which could result from a melting operation. It is very often possible to dispense with chemical analysis of the alloys which have been prepared by the powder metallurgy method. In lieu of chemical analysis, it is necessary to determine the weight of the compact before and after sintering. The chemical composition of the alloy may be considered as that of the green compact, within the limits of accuracy determined by the loss of weight during sintering. In phase-diagram studies it is important to achieve homogeniety in structure, whether the alloys are prepared by powder metallurgy or by melting. Homogeniety means complete diffusion during the sintering of the alloys which are prepared by powder metallurgy. It has been found from experience that the best criterion for establishing the completeness of diffusion is the sharpness of the X-ray diffraction patterns. This criterion has been used throughout the present study. The X-ray diffraction data were obtained using powder cameras of either 214.86 or 71.62 mm diam. Copper, cobalt, or chromium Ka. radiation was used, the choice being based on the alloy composition. The powder samples were obtained by filing or crushing, depending on whether the alloy was ductile or brittle. In some cases, the powder was annealed for 4 to 6 hr at 1200°F in vacuum. Production of a coal preparation plant is governed by many restrictions, such as the tonnage of different products and blends that can be sold within a given period, capacities and output proportions of the cleaning and sizing units, blending proportions, quality specifications, and costs and prices for the various products. Determination of the tonnage of each product and blend that should be made in order to obtain the maximum profit can be difficult unless a systematic method such as linear programming is used. In this paper the basic method of linear programming is described briefly. The Old Ben No. 9 preparation plant is used as an example to illustrate in detail how eqwations can be written to form a linear programming model of a coal preparation plant. Three sample problems, each requiring 56 or more equations and 63 structural variables, were solved with an IBM 650 computer. Linear programming is one of several mathematical tools used for operations research. It has been applied to many fields and has been used by a number of industries either to maximize the profits of certain operations or to minimize costs. P. B. Nalle and L. W. weeks' have described the use of the method by the Riverside Cement Co. to minimize the cost of blending raw materials to make portland cement. Their problem is to obtain at minimum cost a mix with certain specifications from a number of possible materials which have various costs and various amounts of CaO, SiO2, Fe2O3, and other constituents. In a paper on the use of linear programming by the National Coal Board in England, K. B. Williams and K. B. Halley2 describe how the transportation method, a variation of linear programming, is used to minimize the cost of sending 37 grades of coal from 28 mines to seven central washing plants which produce coal for furnace coke and foundry coke. The various coals have different percentages of volatile matter, moisture, sulfur, ash, and phosphorous, so there is considerable choice in how they can be blended to meet the specifications of the two products. The purpose of this paper is to show how linear programming can be used to maximize the profits of a coal washing plant which produces individual final products as well as blends. The Old Ben Corp. furnished assumed sample data from their Old Ben Mine No. 9 preparation plant for this investigation. However, the data that have been used are entirely the author's responsibility. METHOD OF LINEAR PROGRAMMING Numerous articles and books have been written on the theory and applications of linear programming.3-5 However, since the method has not been widely applied by the mining industry, a brief, nontheo-retical discussion of its basic method seems to be in order. Linear programming (Table I) is used to determine the best possible solution to a number of interdependent activities. It is essentially a method for making systematic selections from a number of possible solutions to determine positively the optimum solution. There may be other equally good solutions but no better ones. Each activity must have linear coefficients and there must be a criterion to judge how good the solution actually is. Regional structural adjustments in early Tertiary time resulted in the development of the Republic graben, a major down-dropped block that is from 6 to 10 miles in width and more than fifty miles in length. The graben became the center of extensive volcanic activity during Eocene and Oligocene time, resulting in a thick sequence of water-laid tuffaceous sediments, volcanic flows, and associated intrusives. A younger series of sediments, pyroclastics, and flows were deposited in structural depressions within the graben following the period of widespread volcanic activity. The Republic mining district is located along one of the major intragraben structural zones, where continuing subsidence during the period of volcanic activity resulted in an increased thickness of flows and associated flow breccias and pyroclastics. Intrusive masses in part healed early graben-forming faults, but later subsidence reopened old faults and created new fracture zones which later became the control for the gold-quartz veins. Considerable block adjustment along the subsidence area is evidenced by the structural pattern in the mines, and telescoped vein structures indicate north-south compressional stresses and east-west graben-forming tensional stresses prior to and during the emplacement of the veins. The veins, varying from a few feet to more than 50 feet in width, are filled primarily by fine-grained quartz, commonly chalcedonic or porcelain-like in appearance. Finely laminated dark-gray to black concentric banding within the veins generally distinguishes the better-grade ore zones, which contain finely disseminated sulfides and ore minerals that include principally electrum, stephanite, naumannite, and native silver.

PETROLEUM ENGINEERING deals with the production, transportation, and refining of crude oil. Refining is chiefly the work of the chemical engineer; production, that of the petroleum engineer. Production engineering only is discussed in this paper. Petroleum production engineering is closest related to and, in fact, is a branch of mining engineering. Formerly, many petroleum engineers were trained as mining engineers or mining geologists. The profession is related also to mechanical and civil engineering to about the same extent that mining engineering is. Petroleum production draws upon the mechanical branch for drilling and pumping machinery and upon civil engineering for the construction of transportation lines, water supplies, and water-disposal plants. Fundamentally, petroleum production engineering deals with the removal of the oil from the reservoir rocks, just as mining is concerned with the removal of ore. The process of oil production demands a specialized knowledge just as distinct from mechanical and civil engineering as mining is distinct from operating a Diesel engine. Even though the chief tools of the petroleum engineer are the drill and the pump, these may be of little avail, and certainly not efficient, if their selection and use is not based on a knowledge of the physical chemistry of oil, the geology of the formations, the structure of the oil sand, the hydrodynamics of the reservoir, and the interrelation of all these many factors.

MORE and more attention is being paid to the bonding of metals in their solid states. For a better understanding of this technique for joining metals and how it is affected by changes in temperature, pressure, and time at temperature and pressure, a detailed report concerning nickel to aluminum bonding has been published.' In order to broaden the knowledge accrued, some additional work concerning solid state joining of aluminum to copper and aluminum to zirconium was performed. The investigation of the Al-Cu system was considerably more extensive than the investigation of the Al-Zr system. For the A1-Cu system, not only were tensile sudies made but intermetallic penetration rate investigations also were carried out. The effect of temperature on intermetallic penetration rate for the A1-Cu system was determined at 11 tsi pressure, held 2 min. Procedure Apparatus: The hot pressing technique was the means of solid state reaction used and required the equipment depicted in Fig. 1. The following procedure was involved: The two metals to be reacted were placed in an aquadag-lubricated 18-4-1 tool steel die, 16 in. high by 1.440 in. ID, between punches of 1.366 in. diam made of the same material. A thermocouple well was located in the die body 3½ in. down from the top of the die, while another well was located centrally in the bottom punch 8½ in. from the bottom of the die. This die assembly was located in three cylindrical ceramic heating furnaces placed in tandem. Each furnace was controlled individually by a Variac power transformer. In turn, the die and furnaces were placed in a water-cooled stainless steel pot which could be evacuated. A cover, which contained a centrally located Wilson seal with an 18-4-1 1 in. diam ram running through it, was bolted on the pot. After sealing, the pot was evacuated by a roughing pump to 200 microns pressure, after which a diffusion pump was used to bring the pressure down to 5 to 15 u. At this pressure, the furnaces were turned on. As soon as they started to heat, out-gassing of the entire unit raised the pressure to 30 to 400 p. By the time the specimens were at temperature ready to be pressed, approximately 4/2 hr, the vacuum pumps had re-established the 5 to 15 u pressure. Once the desired temperature was reached, the required pressure was applied for a predetermined length of time to the 1 in. ram, through to the top punch, and to the specimen. When the time for keeping the specimen under pressure had elapsed, the pressure was released, the energizing coil current turned off, and the assembly allowed to cool. After cooling, the die was removed from the pot and the specimen was ejected. Specimen Preparation: Two different types of specimens were made for this investigation. One was for subsequent tensile testing, while the other was for determination of intermetallic alloy zone penetration into the parent metals. Tensile Bars—Commercially rolled copper pieces in. thick or zirconium sheet pieces 1/32 in. thick and 1.366 in. diam were placed between commercial 2-S aluminum rod 1 in. thick and 1.366 in. diam. This sandwich in turn was slipped into a 2-S aluminum sleeve 1.438 in. OD and 1.370 in. ID. This sleeve lined the couple up and prevented the aquadag lubricant from getting in between either the A1-Cu or Al-Zr interfaces. Immediately prior to the specimen assembly, the copper or zirconium was abraded on the flat surfaces with 320 grit silicon carbide paper, producing clean smooth surfaces. The aluminum was chemically cleaned just before assembly by: l—degrease in acetone, 2—distilled water rinse, 3—immersion for 3 min in 5 pct NaOH at 70" to 80°C, 4—distilled water rinse, 5—immersion for 2 min in 50 pct HNO3 solution at room temperature, 6—distilled water rinse, and 7—drying in a blast of gas. After the A1-Cu sandwiches were hot pressed and ejected, the specimens were machined such that the aluminum sleeve was removed, and the remaining aluminum was then threaded; the bar so produced was tested later for tensile strength. In all the instances where Al-Cu couples were tested, the specimens broke during the test at the Cu-A1 interface and never within the aluminum or copper. The ultimate tensile strength values at times showed considerable scatter for a set of given reaction conditions. Because of this, as many as three to five specimens were made for a particular set of conditions. The trend of the average tensile strengths obtained was not as conclusive as was the trend of the maximum tensile strengths, the latter values being obtained under optimum reaction conditions. Therefore, the values of ultimate tensile strength given herein are maximums.

FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

Chemically purified Zr95and Cb95 have been used in determining self-diffusion coefficients in the bcc phase of iodide zirconium over the temperature range of 900o to 1750°C. The temperature dependence of the diffusion coefficients could not be described by the usual Arrhenius-type equation over the entire temperature range. Values of the apparent frequency factors (D0)a and activation energies (Q)A for ZR95 varied from 4.8 x 10-6 to 2.5 x 10-2 sq cm per sec and 20,700 to 46,900 cal per mole, respectively, between 900°and 1750°C. Similarly, for Cb95, values of (Do) a and (Q)A varied from about 2.4 x 10'5 to 0.25 sq cm per sec and 26,500 to 56,800 cal per mole, respectively. The data may be described in terms of the a to ß transition temperature of 1136 °K and the absolute temperature of the diffusion anneals by the following eauations: SEVERAL studies on the diffusion of Zr95 in zirconium have been reported.1"5 The values of the constants contained in the usual Arrhenius-type equation for describing the temperature dependence of the diffusion coefficient, D = Do exp [- Q/(RT)], are summarized in Table I. The reported values of Do, the frequency factor, and Q, the activation energy, are seen to vary by factors of about 60 and 1.6, respectively. Examination of the data from any one study indicated reasonable consistency of measurements. The large discrepancies of over-all results, therefore, cannot be explained on the basis of experimental scatter. One possible explanation for the differences in results could be a varying impurity content of the zirconium. Another possibility is that the radioactive daughter, Cb95, influenced the values of some of the determined diffusion coefficients. Therefore, the first of the three purposes of this study was to reconcile the large differences in diffusion results that have been obtained. Several empirical relations have been proposed to relate the diffusion coefficients in solids with physical properties, such as the absolute melting point, the heat of fusion, and the heat of sublimation.

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. BY the end of 1943, the United States will be able to produce aluminum at a rate of 1,150,000 tons a year. How much aluminum is 1,150,000 tons? It is sufficient to replace every railroad passenger car in this country three times a year. Or, it would put a thirty-piece aluminum cooking utensil set in every one of America's 34,000,000 homes with enough metal left over to make 5,000,000 miles of aluminum transmission cable, such as was used in the electrification of much of rural America. Expansion of aluminum production capacity for the war program has occurred in three steps: (1) expansion by private industry; (2) the letting of contracts by the Defense Plant Corp. for the construction of additional aluminum plants which may remain after the war to compete with existing facilities; and (3) the more recently announced D.P.C. program for the building of emergency plants to make aluminum, using stand-by power available in large metropolitan centers power of relatively higher cost, making it questionable whether such plants, now gravely needed, will be able to compete in a peacetime economy.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. Of major importance is the accelerative growth of the productive ability of our economy. Inadequate consideration of its implications is partly responsible for periodic delays in solving our princi-

THE Board of Directors of the Institute has authorized the appointment of a committee to draw up rules of procedure under which awards can be made from time to time to petroleum engineers for outstanding contributions to the art of finding and producing oil and gas. These awards will 11e sponsored by the Petroleum Division and are the first recognition by any professional society of outstanding achievement in "oil mining." They will be in the form of either a gold medal, scholar- ship, or other suitable prize. The awards will be financed from the income of the Anthony F. Lucas Memorial Fund, which was started about fifteen years ago, shortly after' his death, by admirers of Captain Lucas.
