The effects of 0.006 to 0.20 pet Sn ml the hot workability and the annealed mechanical properties were investigated for Types 302, 410, and 430 stainless steel. The hot workability of these steels was not significantly affected by their tin content within the range studied, although some effects on mechanical properties were noted. Apart from the effect of tin, optimum hot-working temperatures and V-notch Charpy impact transition temperatures for these grades were determined. HIGH tin residuals in some heats of stainless steel have been blamed for the poor hot workability, particularly during secondary mill rolling. However, very little quantitative information has been available. Previous work1"6 with carbon steels indicates that tin increases tensile strength and hardness but de- creases tensile and impact ductility. Halley,7 in reviewing the sources and effects of residual elements in carbon and alloy steels, concluded that much of the surface checking (hot shortness) encountered in rolling was caused by copper, and that tin, arsenic, and antimony combined with copper to form low-melting constituents which further increase the steel's sensitivity to hot shortness. These elements had little effect in the absence of copper. A more recent paper by Langenberg and Johnson8 concluded that tin reduces hot workability but that researchers disagree concerning the amounts which will cause trouble. They state that laboratory investigations with small ingots seem to indicate a higher tolerable level of tin than do statistical studies of mill data, and also that statistical analysis of mill data indicate that small amounts of residual tin are detrimental to the surface quality of stainless sheet. The accumulative increase in the general level of tin and other tramp elements in steelmaking materials will present greater problems to steelmakers in the future. The purpose of the present study was to obtain quantitative information on the specific effects of tin on the hot workability and mechanical properties of such common stainless steels as Types 302, 410, and 430.

SINCE boyhood I have had a keen interest in mining engineering. To see the prospector with his pack outfit and his pan, followed by the assayer and the trained engineer, has always had -something of the lure of romance for me. It is appropriate that the American Institute of Mining and Metallurgical Engineers should hold a general meeting in California, since this State has long been a home of mining engineering. Here, after the early open methods of mining, it has been necessary for the universities to train men in geology and mining, so that the earth could be penetrated and the rich ledges opened. In the eighty years in which the mines of California have been offering experience to the miners of the world, we have seen mining engineering evolve from a comparatively simple art, covered largely by rule of thumb, into a complex group of specialties, each utilizing the very latest discoveries in the various fields of physical sciences. Mining, too, has become a great business requiring large financial support and the most careful handling. Those mining engineers who have applied new processes in special fields have thus been able to give a wide-flung range to their activities in all parts of the world. The hand of nature in distributing minerals over the surface of the earth has compelled the mining engineer to become a modern pioneer, facing the heat of the tropics as well as the frozen regions of the north. There has been a marked cosmopolitan aspect to mining engineering, since the engineer had to go wherever the prospector discovered favorable leads. This has meant dealing with the harshest of conditions, the handling of labor of all sorts, the control of sanitary conditions, and relations to all forms of transportation. Naturally this has called on some of the very best minds in all countries to unlock the stores of hidden wealth. To make them available for civilization has been the job of the mining engineer.

That our American civilization will have extensive postwar problems in such fields as economics, unemployment, and social adjustment is now well understood by all readers of the press and listeners to the radio. But precious little is heard from these sources regarding the impact of the war on education, though education is one of the fields where the effect of the war is going to be felt most-for youth is fighting the war. Unquestionably, serious educational problems will ;rise in the postwar period, challenging the best efforts of our educators. Most acute will be the problems at the college level of education, for it is this age group that will have had its educational process most thoroughly disrupted. The return of these students to our college and university campuses wiI1 bring about a new set of conditions which we might as well try to foresee and begin to prepare for now. To begin with, the average returning college student who has had his education interrupted by war service will certainly be more mature in both years and mental outlook, and possibly married. As a result he will want to finish his college education as quickly as possible. His natural action will be to shop around among the various schools of the country to see where he can get the most credit for work he has done or thinks he has done. It is just possible that what might impolitely be termed "dark - market" schools may arise to cater to his needs. These schools will not think of them- selves in this light, of course, but will be conscious only of a keen sympathy for the veteran student and an urgent desire to help him solve his pressing problems. A considerable number of American colleges are going to be pretty well impoverished before this present war is ended and unless some professional organization takes it upon itself to place this possible situation under supervision and regulation, we may well suffer a serious setback to the

Cook, Pottstown, Pa.:—Many friends and acquaintances seem to be under the impression that the Warwick Iron & Steel Co. received a' license from Mr. Gayley, free of cost, as an inducement to adopt the process. This impression is not correct, since the license was paid for, and I think it was the first payment that Mr. Gayley received for the use of his process. As president of the Warwick Iron & Steel Co., I am responsible for its earnings, and with only the experience at the Isabella furnaces as a guide, the directors of the company considered that there was a great risk in expending the large sum of money required for the plant. They, however, acted favorably upon my recommendation, and to this extent I am responsible for the installation at the Warwick furnaces. I made the best agreement possible with Mr. Gayley, and naturally our company received certain advantages. It will be contrary to all experience if subsequent plants do not show some improvements and economies in construction. It is to our indirect benefit that all subsequent licenses granted by Mr. Gayley should be charged at a much higher rate than we paid; and I trust that he will see to it that all such licenses granted, especially to companies making merchant iron, shall be at a maximum figure. The Warwick Iron & Steel Go. is not interested in any way in exploiting the merits of the Gayley dry-blast process; on the contrary, looking at the subject from a narrow and selfish standpoint, it is to the advantage of our company that no merchant blast-furnace competing with our iron-product should be equipped with a dry-blast plant. Of course some fume settles out, but is immediately carried away by the screw conveyors. H. R. BIANCO —How effective are the soot blowers ? Do you have to use any hand lancing? T. J. WOODSIDE Only one point, which is right at the top of the economizer and which the soot blowers do not reach, we occasionally hand lance. But everywhere else the soot blowers have been very effective and no hand lancing has been done. L. V. DAVIDSON*—Do you have considerable variation in the lead content of the fume collected if the lead is higher, and is there greater tendency for the fume to stick on the boiler tubes ? T. J. WOODSIDE—There is very little variation in the lead content. From 5 to 7 pct is the widest range variation we have had and we have noticed no difference in the behavior of the fume. C. R. KUZELL—Mr. Woodside has been quite generous with data pertaining to metal and fuel economics. I think he stated that the coal consumption of the furnace was 21/10 21/10 for a pound of zinc recovered. I take it that that is the gross coal input to the furnace. I wonder what the net fuel consumption in terms of coal might be after crediting the fuel equivalent of the waste heat steam recovered? T. J. WOODSIDE—The fuel value of the waste heat steam is approximately 42 pct of the heat input to the furnace. A very large part of the heat, of course, goes out in jacket water—44 pct. A. D. TERRELL*—I would like to know how much lead is in the deleaded material. T. J. WOODSIDE—It is a little less than 2 pct now.

G. M. TAYLOR,* Colorado Springs, Colo.-The ore treated at the United Eastern is primarily a gold one and is cyanided-the counter-current decantation method being employed. One of our employees visited this plant a few months ago and, on his return, reported that the moisture in the tailing was carrying 20 c. per ton, which would appear to be somewhat high. As this type of plant has been advocated by one of the recognized cyaniding engineering firms in the country, and a number of these plants are in successful operation, it does not seem to me that the dissolved loss could be so high, and I would like to know if any one can give any definite information on this point? J. V. N. DORR, New York, N. Y.-I am very glad that Mr. Taylor has raised this question. When I first read Mr. North's paper and saw his statement, that they had an actual dissolved loss of 21.5 c. per ton, I was very much puzzled at this high loss which appeared avoidable by another decantation or the addition of a rotary filter. Reading it again, however, I noted that the actual dissolved loss of 21.5 c. given was evi-dently obtained by multiplying the assay of solution discharged from Z. thickener by the tonnage. On the basis of 283 tons milled per clay, this means $56.54 going to the clam. He states, however, that he returns from. the dam into the system, 70 tons daily assaying 40 c. per ton or $28 per day, so it would seem reasonable, unless I have overlooked something to regard the actual dissolved loss as $56.54 less $28 or $28.54, equaling 10.8 c. per ton. Even this loss, however, is much higher than good practice elsewhere, and can be accounted for largely by the tonnage being handled, which I believe is 30 per cent. above the capacity planned.

(communication to the Secretary*).:-Mr. Hansell conies from a country where charcoal is the fuel, and fuel is therefore costly. The Swedes appreciate more than most Americans the value of ore-concentration, not only in fuel-economy, but also in its influence on the quality of metal produced. Neither in these particulars nor in our knowledge of the dressing of iron-ore do I think. we can claim to be their equals. A 60 per cent. ore is not merely- twice, but more than four times, as valuable as an ore carrying 30 per cent,. Failure to appreciate this fact explains many idle American stacks, erected in defiance of it. Next to the rule that the equipment-cost of a blast-furnace increases approximately as the square of the hearth-diameter, I know of no mathematical relations involved in smelting iron which are less appreciated than the disadvantages of lean ores. Mr. Orn told me, when I was in Stockholm, that 2,500 patents on magnetic concentration had been taken out. He may have been joking as to the exact figure, but his remark indicated the great activity of inventors in this field. The magnetic separators seem to represent two main ideas, namely, wet and dry separation. The wet separators, such as the Gröndal, are applicable to ores requiring the greatest comminution by reason of the small particles of associated minerals or because of the occurrence of magnetite with a soft mineral likely to cake, as in those of Cornwall, Pa. Of the dry magnetic separators some are well suited for large-grained ores, such as those of Mineville, N. Y. We have also magnetic separators, like the Wetherill, for ores not usually classed as magnetic.

Considerable difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be vl. The total head at the outlet is then h + „"• The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. Left be the friction loss in the straight duct, s the shock loss in the dif- fuser, and v2 the velocity at the end of the duct. Then ig. 1.—Fan on duct. If these two curves are plotted on the same chart, the intersection indicates the rate of flow when steady flow is established. We may look at this problem in another way. The static pressure at the outlet of the fan is the static pressure of the fan and it is also the static resistance of the duct from that point to the end. The friction in the straight duct is f. If the duct were the same area as the fan outlet, would be the static resistance of the whole duct system. In the present case, however, this resistance is decreased by the change of velocity head into static head in the expansion piece. If conversion were perfect, the static pressure recovered would be

The loss in toughness caused by phosphorus within commercial ranges was studied in AISI-SAE 1340 steel and in molybdenum modifications of this grade. The replacement of part of the manganese by molybdenum in amounts which maintain the hardenability of the standard 1340 grade was shown to counteract to a marked degree the detrimental effects of phosphorus. THIS paper deals with the effect of phosphorus on the toughness of 1340 steel and with the effect on toughness of replacing part of the manganese by molybdenum while retaining the same hardenability as that of 1340. In previous work1 a progressive decrease in toughness was observed when the phosphorus content of 5140 was raised from 0.020 to 0.036 pct; that is, from a moderate phosphorus level to one higher but yet within the AISI-SAE specification for this grade. The structural condition of the steel was tempered martensite. Toughness was evaluated by the transition temperature determined by V-notch Charpy tests. Replacement of a part of the chromium in 5140 by molybdenum provided a factor of safety against loss of toughness caused by phosphorus, especially where the steel was cooled slowly after tempering. Scope of the Study: In view of the improved tolerance for phosphorus obtained by replacing a part of the chromium in 5140 with molybdenum, it seemed desirable to investigate the possibility of obtaining similar improvement in 1340 by replacing part of the manganese with molybdenum. Heats were made at different phosphorus levels, in a series that began with 1340 and ended with steels containing 0.32 to 0.35 pct Mo with 0.82 and 0.90 pct Mn. The analyses of the heats are given in table I. In order to facilitate later discussion, the 1340 heats have been placed together in the order of increasing phosphorus content, and the molybdenum modifications have been grouped according to phosphorus

In practice, how does the screen efficiency calculated by the difficult-grain method compare with those computed by the usual undersize method? Is it possible by the author's method, to obtain a measure of efficiency that can safely be compared with that of another screen sizing a different ore? ROBERT K. WARNER.-The use of a testing sieve clothed like the mill screen being studied is desirable but not essential for routine work about a mill where the character of the feed varies little, as regards the shape of the grains and the sizing test. Close agreement in size of aperture between the sieve and the screen is, however, important if the data obtained are to be valuable to others working on a different feed. If the testing sieve is coarser than the mill screen, the efficiency will appear unfairly low; whereas if it is too fine one might get efficiencies greater than 100 per cent. because of the apparent oversize in the undersize. In either of these cases the usefulness of the difficult-grain method of calculation would be reduced. As screens wear, the undersize grows appreciably coarser so that it is desirable to test screens only when the cloth is new or else to provide testing sieves that are worn about the same amount. The futility of making efficiency observations on a. distorted or broken screen surface is obvious.

The motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, hut practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal department, lumber department, B. A. & P. railway; and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant; and also the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines, Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the R. A. & P. railway. Each of these group safety committces was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mine's or works that the committee served, as well as the safety engineer.
