As a response to rapidly growing specialization in various branches of metallurgy, it is proposed that undergraduate education in metallurgical engineering should be built up around four principal scientific themes: 1—thermodynamics, 2—structure, 3—mechanics, and 4-—rate processes. THE following quotation from a recent article by von Bertalanffyl describes very well the situation which today challenges curriculum designers in all branches of science and engineering: "Modern scientific education is presented with a well known dilemma. The amount of facts in modern science, and in any of its smallest branches, is enormous. Life in general, and the academic curriculum in particular, is short. The abundance of factual data, as well as the intricacy of modern scientific techniques, experimental and theoretical, necessitates utmost specialization. This specialization, unavoidable though it is, involves serious danger for both the education of the scientist and the social function of science. "In so far as the advancement of science is concerned, history shows that interconnection of different fields and problems is a most important basis of progress. Many of the paramount achievements of science arose on borderlines, and from the synthesis of formerly separate fields . . ." Specialization in subfields of metallurgy has become a serious educational problem only in about the last decade. The growth in specialization, almost as a necessity, has paralleled the rapid growth in metallurgical knowledge during this period. Moreover, in planning future educational policies, the educator must be concerned not only with the rate of increase in metallurgical knowledge and with the concomitant rate of increase in specialization, but also with the second derivatives, that is, with the rates of increase of the rates of increase. These second derivatives are positive and large; the growths being dealt with are self-catalyzing, or like a chain reaction. As a measure of specialization, the length of the list of different kinds of metallurgies can be considered, the kinds of metallurgy which represent one person's particular interests and those of other practicing metallurgists. To start with, there are physical metallurgy, process metallurgy, and mineral dressing, then mechanical metallurgy, metal processing, foundry metallurgy, corrosion, solid state physics, high temperature metallurgy, welding, powder metallurgy, nuclear metallurgy, etc. Each of these fields is growing so rapidly that any one metallurgist can hope at best to keep up to date in only one or two. What is the impact of all these "metallurgies" on metallurgical education and metallurgical curricula? In answering this question, it can be said, first, that educators have resisted fairly well the temptations to split up metallurgy, with different curricula, different options, degrees with different labels, and the like—degrees are still given in plain Metallurgy and Metallurgical Engineering. In other ways, though, the pressures of specialization have had noticeable effects. The title of this short paper necessarily implies that friction articles comprise a distinct and unique field and are different from the other metal-powder articles, such as bearings, electrical contacts, and magnets. However, this distinction is rather hard to define in that it is really one of degree and not Of kind. It would appear that the main distinction is that friction are are articles of rather large pressing area. In other words, they are articles in which the area Of the mold in which the metal powder is pressed is relatively large. Other articles made from meta1 powders are generally of rather small area, usually a few square inches, while in friction articles the area ranges up to several hundred square inches. The satisfactory production of meta1-powder friction articles involves many production problems and a large number Of these are accentuated by the large area' Since it is impossible in the short space of this Paper to describe adequately all the problems involved, I have thought it best to merely mention some Of them and to place particular emphasis upon a problem that is common to all metal-powder articles, although it is of greater importance in the making of friction articles. This problem has to do with the effect On the properties of a friction article of small variations in the composition. However, before discussing the problems, it is probably appropriate that some mention be made of the limitations on the use of friction articles. Most engineers are familiar with the general field that can be characterized as constituted by clutch facings and brake linings, and undoubtedly have heard many stories of how metal-powder friction articles have had a service life 10 times as long as nonmetallic friction materials, and of instances where metal-powder friction articles have operated satisfactorily where no other material could be used. These instances should not be regarded as criteria for the assumption that metal-powder friction articles are capable of universal use in the friction field and will always outperform other materials. On the contrary, metal-powder friction articles are unsuitable for numerous applications, either on a performance or on a cost basis. Metal-powder friction articles will not replace wooden block brakes for wagon wheels nor cast-iron brake shoes for railway car wheels, to mention just two obvious examples. Metallic friction articles cannot be used where they must act as heat insulatorsl for they have a relatively high thermal conductivity as compared with asbestos. This is a detriment in some uses, as in certain airplane brakes having hydraulic actuators provided with rubber seals. The metallic friction material readily transfers the heat developed at the braking surface back through the material to the rubber seal and destroys it. Within its limited field, metal-powder friction material has proved satisfactory, but many problems are involved in the Selection of the proper material to use in an application and in the commercial pro-

G. w. Thompson,* Brooklyn, N. Y.—This subject has two aspects, neither of which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how .tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. Row can this saving be brought about? The users of tin bearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. Korea, the ancient" Hermit Kingdom," is a peninsula jutting out from the coast of eastern Asia. By the natives it is called " Chosen," nfhich, translated, means " Land of the Morning Calm." It lies between the Yellow sea and the Sea of Japan. On the north it is separated from Manchuria and the Russian province of Primorsk by the Yalu and Tiumen rivers; on the south the Korcan straits interpose a rough voyage of 120 nliles to the nearest point in Japan. The entire country is situated between the parallels of 34O and 42O N. latitude. The surface of the country is made up of successive ranges of ul~glaciated mountains, separated by narrow, fertile, and more or less densely populated, valleys. Through all the obscure centuries of its history, Korea has succeeded in maintaining a monastic seclusion, over which, from time immeniorial until the late Chino-Japanese war in 1894, China exercised a shadowy sovereignty. Although Korea had been forced into slight foreign contact previously, her first forcign treaty was signed with Japan in 1876. Under the restraining guardianship of China, the Japanese treaty bore but infiignificant innovations for Korea; but when, in 1883, a treaty was made with the United States, the first of the western nations, a decade after the American gunboats, under Commodore Rodgers and Lieutenant Schley, forced their may up the Salee river, Korea awoke from her sleep of 4,000 years. The Eorean peninsula suddenly became the arena where the enterprises and individuals of many foreign nations met in fiercest rivalry. Out of this struggle grew two singularly successful American enterprises, both of which have played an important part in developing the natural resources of the country. THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

BECAUSE it is necessary that the powders made for casting have a magistery of salt water, I wish now to teach you to prepare the salt that must form this magistery, for without it these powders would not have the toughness to hold themselves together when they are dry. In short, you take the quantity [119v] of salt that you need to prepare and put it in a rough pot, either baked or, if it suits you better, raw but well dried. This is completely covered with a lid or is luted with well- made moulding clay. Then it is encircled with brick ends at a distance of three dita, like a drying furnace. This space is filled with good charcoal; fire is applied and it is left to stand until all the charcoal is consumed by itself* Then you take that quantity of this burned or rather melted salt which you wish to use for moistening the clay and which you think can be dissolved in the water so that it wd remain very salty. It is boiled in a pot with water and then left to stand. After it has settled, your powder is moistened with it and used for moulding. When you see by testing it that the powder stands up as you wish, it is good. If not, give it some more of this water again and continue until you see that it holds enough. For without this magistery it would return to the dryness that it had before as a powder, and you could not use it without fear that it would fall from the Games. In this way this earth, either natural or artificial, is prepared and made ready, and it is used as the need occurs.

No observations on the mechanical properties of iron-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,1 or whether the lack of ductility observed was due to impurities in the alloys that he studied. EXPERIMENTAL METHODS The alloys were melted in a 100-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb. ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon [ ] was added as ferrosilicon. The alloys forged without difficulty-and were given a 90 percent reduction to 3/4-in. rounds. The chemical analysis of the alloys is given in Table I. The forged rods were homogenized for [ ] 24 hr. at 1150°C. (2100°F.) and air-cooled. The alloys were tested in two conditions of heat-treatment: (I) as normalized from 870°C. (1600°F.) and (2) normalized from 870°C. and tempered for z hr. at 540°C. (1000°F.) and air-cooled. The tensile specimens were 0.505 in. in diameter with a 2-in. gauge length, and the impact specimens were V-notch Charpy. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

ARTHUR PHILLIPS,* Bridgeport, Conn. (written discussion?).-It is to, be regretted that the very valuable paper by Messrs. Bassett and Davis did not appear in the early war period. The data presented would have been of inestimable service to inspectors, of cartridge brass who, admittedly, had little or no knowledge regarding the relation of grain size to temperature of anneal, and no real appreciation of, the significance of the Brinell hardness test. The paper is of considerable interest to, metallurgists also. WALTER R. HIBBARD, ? Bridgeport. Conn. (written discussion§).-The writer has carefully studied Messrs. Bassett and Davis's paper with considerable interest, inasmuch as our laboratory has tested cartridge brass by means of a Brinell machine. In March, 1917, at the suggestion of the Technical Department of the American Brass Co., we started a comparison of grain-size measurements and Brinell hardness of-cartridge brass with a gage of 0.1 in. or greater. This was continued until March, 1918, when we adopted the Brinell hardness test as standard for brass 0.1 in. gage or greater, and discontinued grain-size measurements upon this metal. The data collected during the test showed that the Brinell hardness indicated more accurately how the metal acted in actual working operations. It was also more reliable because two manipulators check themselves closer by the Brinell test than by the grain-size measurements. It also consumed less time in making the tests. Alfred V. de Forest, formerly assistant research engineer of our laboratories, has described the apparatus and some of the checking results in a paper read June, 1918, before the American Society for Testing Materials.1 The writer hopes that a more satisfactory. method for testing cartridge brass and gilding in gages thinner than 0.1 in. may be devised than the present method of grain-size measurements.

The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding. The ten years, 1879 to 1888, inclusive, have been notable in the history of iron-making for the great rise during the latter part of 1879 and the earlier half of 1880; for the maximum of production in 1882 ; for the gradual decline and the reduced product through 1883,1884 and nearly to the end of 1885; then, for the recovery through- 1886 and 1887; and the extraordinary outputs of our iron furnaces during the last three years. The price of pig-iron might be taken as an index to the condition of the iron-mining industry, and if represented graphically, they would shorn approximately parallel curves. The mining industry cannot always respond quickly to a rise in price and an increased demand for ore; nor can its production drop simultaneously with sudden falls in price of iron and of ore. Hence, the irregularities of the one are not reflected in the other. The statistics of the iron mines collected by the United States census, for the year ending June 30, 1880, exhibit admirably their condition at that time. The reports received from mine owners and managers, of the production for the year 1888, furnish the basis for a comparison and supply data for some notes on the changes in the iron-mining industry in New York which have taken place in this period of time. The iron-ores of New York may be grouped in the following districts: I. The Highlands of the Hudson (magnetites). II. The Lake Champlain and Adirondack Region (magnetites). III. St. Lawrence and Jefferson Counties (red hematites). IV. Clinton and Wayne Counties (fossil-ores of the Clinton Group). V. Dutchess and Colnmbia Counties (limonites). VI. The Hudson River (carbonates). VII. Staten Island (limonites). The ores of the first and second districts, as enumerated, are almost exclusively magnetites; those of the third and fourth are hematites;

In constructing a theory of the flow and hardening of metals, v necessarily make use of such phenomena as seem to be universal1 observed in metals. It is, therefore, a matter of concern to the con structors of such mnemonic systems if one or two of the group classific as metals show anomalous behavior. Such egregious phenomena observed in pure or nearly pure iron in the reaction of its mechanic properties to low-temperature annealing after cold work and to increase temperature of testing. In short it has been generally observcd tha iron, as an outstanding exception among metals, increases its hardnes and strength by low-temperature annealing after cold work,' and alt by increase of testing temperature to the range of 150" to 300" C. The investigation here recorded was made then with the object ( ascertaining if similar phenomena were observed in high-purity iro and, if not, to the presence of which impurities these phenomena coul be traced. Experimental Procedure Three kinds of iron were taken for a study of hardening by rehcatin after cold work: 1. Vacuum-melted electrolytic iron; melted in an Arsem furnace in a magnesia crucible. That this iron was of high purity is indicated b a magnetic permeability above 20,000. 2. Electrolytic iron melted in air in a small laboratory furnace. 3. Armco iron, commercial material. These materials in the form of forged bars, annealed at 980" C. in vacuum, were reduced 30 per cent. in thickness by cold rolling and the reheated to temperatures varying from 100' to 500' C. The Rockwe hardness number was measured after each treatment. The results and shown in Fig. 1, curves 1, 2 and 3.

The flotability of crushed zinc oxide pellets which were doped to produce more n-type or less n-type (more p-type) properties was studied with a Halli-mond tube. Flotation data are presented to show that the pH at which 50% recovery occurs and the collector concentration for 50% recovery depends upon the concentration of doping agent added substitu-tionally for zinc in zinc oxide. The time of sintering of pellets has a slight effect on flotation behavior. A speculative model is proposed to explain the observed behavior in light of the fact that zinc oxide is a semiconductor and has a space charge region at the surface. Experimental verification is necessary before the proposed model can be established as correct. In recent years, the attachment of flotation reagents to minerals has been shown to depend upon the behavior of an electrical double layer which exists in the liquid near the mineral-liquid interface.' Thus, a mineral placed in water will undergo a surface re-arrangement, most likely be preferential dissociation of lattice atoms or by surface adsorp-tion-desorption reactions, to form a dissociation electrical double layer with the solution. Among the many factors which influence adsorption processes, the past history of the mineral itself is one of the most important. Because of trace impurities, minerals from different localities may exhibit marked differences in flotation behavior. This is not unexpected, since investigators who have studied the detailed structure of the double layer's3 have known for some time that the impurity content of many minerals may exert strong influence on double layer variables. For this reason, their studies were usually made with minerals of high purity. The precise relationship between impurities in a mineral and double layer parameters such as capacity and electrostatic potential has been obscure. However, impurities in a semiconductor type mineral which is in contact with a solution have been recently shown to produce changes in the properties of a space charge layer which extends into the bulk of the semiconductor to a distance of one micron or more.4 The double layer is influenced by the space charge layer, whose origin is best discussed in terms of the band theory of solids. A qualitative description of the behavior of impurities in the bulk of a semiconductor, from a chemical point of view, is useful at this point. Briefly, impurities or defects (lattice vacancies, interstitials, etc.) in semiconductors such as PbS, ZnS, FeS2, Cu2S, NiS, NiO, Fe2O3, ZnO, CdS, MnO2 and many others, behave somewhat like acids or bases in water. To modern civilization the platinum metals are of inestimable value. Their distinctive properties, both physical and chemical, render them indispensable in an age in which the processes of the laboratory are becoming an essential part of the daily life of the world. Generally, their function, though vital to particular processes, is not spectacular, and so remains unknown to all except the operators. Early Methods of Manufacture The properties of platinum were recognized as of prime importance for scientific work at a very early date, probably between 1750 and 1760. The difficulty of making articles from it seemed almost insurmountable, because no means of attaining the temperature necessary to melt it were known at that time. It is true that solid platinum could be obtained by fusing the metal with a more volatile metal such as arsenic, which was subsequently driven off by baking, but such a method, at its best, would give only a very brittle product, which was totally unsuitable for the purposes for which it was intended. Little, if any, progress could be made until it was discovered that platinum sponge, heated to white heat and hammered in an iron or clay mold, would metallize and retain the shape of the mold. This was a process that could not be wholly satisfactory but from it developed the method of pressing the sponge in a mold and forging it at white heat into wire or sheet. At present a somewhat similar process must be used for fabricating articles of tungsten, molybdenum and other metals of high fusing point, as with these metals we face today the same problems that the scientists of the eighteenth century encountered with platinum, but possibly the next significant advance in the metallurgy of these metals will be the devising of means to melt and cast them. TO some extent this method of preparing platinum has survived, particularly in Europe. There are one or two objections to it, but they are not serious, as they can be surmounted with proper precautions. In the first place, the material is spongy and its millions of cavities contain entrapped air. Unless this is removed by thorough forging above 1000" C. the resultant sheet shows blisters. The Enquirer of October 13, 1835 carried a letter signed "G," calling attention to the great number of Virginians who were leaving the state and to the lack of enterprise shown in not developing the ample natural resources available. He mentioned coal in particular and in closing said: "Besides the coal mines owned by individuals, the Black Heath company of colliers are carrying on extensive operations. Owing to the derangement of the currency, and the immense expenses incurred in boring and sinking new shafts, I understand that their dividends have not yet been so large, as they may be confidently expected in future.-Another company, under the title of the Midlothian Coal Mining Company, is now about being organized by the Messrs. Wooldridges of Chesterfield, for the purpose of establishing an extensive coal business. Having examined the lands embraced in the charter and the principles upon which the company is designed to be organized, I am persuaded that more productive stock can no where be found. The charter embraces a space nearly equal to a mile square, adjoining the mines of the Black Heath company, those of Mr. N. Mills, and those of Stone Henge, which space must contain coal of great thickness of excellent quality, as the strata of coal of those other mines pass through it; exhibiting a field so extensive, that centuries may elapse before it is exhausted. A shaft has been sunk on these lands, from which a very large quantity of the best coal is being raised. The terms of the charter require the Proprietors to sell one-half of these lands and mines, from the sale of which they will appropriate $100,000 as permanent capital, to purchase hands and engines, and to sink other shafts to work the property and thus going into operation with such decided advantages, as to produce a profit as great as a reasonable man should desire. Here is an opportunity for investing capital, which I think should satisfy the wishes of many Virginians who speak of emigrating. Will they not embrace it?-I have confined my remarks to the coal mines, because they are in the heart of our State, and their operations are familiar to many who can verify the statements. I might extend them to the other mineral treasures of our State; but if I do so, they must be reserved for another number, this being longer than I intended, and perhaps longer than you can conveniently find room for in your crowded columns. The oil and gas fields of Michigan that have been under development since 1925 are in an area that extends across the middle of the lower peninsula from northeast to southwest, a distance of about 200 miles, and with a width of about 80 miles. In 19 years 70 fields have been discovered. Most of these are relatively small when compared with other oil-producing areas. This is borne out by the fact that since the first wells were drilled these fields have produced a total of only 204,000,000 bbl. However, Michigan is still maintaining its production, for during the past five years the annual production has remained fairly constant at approximately 20,000,000 bbl. Production for 1943, as reported by the Bureau of Mines, was 20,682,000 barrels. Roughly, one third oi Michigan's production in 1943 came from the Reed City field, which was discovered in 1941. During the year, 237 oil wells were completed in Michigan in 1943. The decrease of 56 from the 1942 total is probably due to the continuance of Government regulations requiring a 40-acre spacing pattern over most of the state. Fig. I shows the principal oil and gas fields of Michigan, and the columnar section, Fig. 2, shows the principal producing horizons in relation to the section drilled. The data of Table I and Table 2 have been carefully checked with previous reports to eliminate errors. Six new producing areas were discovered during 1943 and five areas discovered in 1942 were developed during the year. Both the new discoveries and the 1942 discoveries that were developed appear to be small and relatively unimportant. Goodwell Field.—The best discovery of the year is the Goodwell field, T. 14 N., R. 11 W., Goodwell township, Newaygo County. This small structure was located by core testing done by The Pure Oil Co. in 1942 and early 1943. The first producing well, C. R. Harris No. I, was completed on July 5, 1943, ill the Traverse limestone at a total depth of 2742 ft., with ail estimated potential of 1100 bbl. per day. By the end of the year, 18 wells had been completed in this field and approximately 281,000 bbl. of oil produced. The field operated under proration of 262 bbl. per day per well from Oct. I to Dec. I; 150 bbl. per day per well after that date. Woodville Field.—The small Woodville pool, T. 15 N., R. 11 W., 3 miles north of the Goodwell field, was discovered by core testing by the Ohio Oil Co. The discovery well was completed on May 5, 1943, flowing 650 bbl. of fluid, including 18 per cent salt water the first 18 hr., from the Traverse limestone at a depth of 2810 to 2815 ft. Seven wells had been completed by the end of the year and 67,000 bbl. of oil had been produced. Development is now practically at a standstill because further drilling does not aDDear economically iustified.

THE extension of metallurgical control of steelmaking processes has always made it desirable to have some quick method for determining the oxygen content of molten steel. To meet the practical demands of the steel industry, this method must also be simple enough so that the sampling can be done by the regular furnace crew. This requirement was kept in mind continually in the work to be described. An oxygen value is required for proper control, whether it be of a rimming steel or of a fully killed steel. However, two factors have discouraged the development of such direct methods: I. The reaction C + FeO -+ Fe + CO is rapid enough to make the correct sampling of the bath a difficult problem. The most generally accepted means of circumventing this difficulty have been the aluminum-killed bomb test of McCutcheon and Rautio1 and the aluminum-killed spoon test of Herty.2 The theory of these tests is that all of the oxygen in the iron is converted to A1203, which can then be determined by chemical methods. Even when simplified so that the analysis is made by a measurement of turbidity, this method is too slow to be used in routine control. Furthermore, the results obtained have never been entirely satisfactory, and some of the reasons for this will be discussed later in this paper. 2. The ordinary chemical methods of analysis for oxygen in steel are not reliable. The only analysis that seems to possess sufficient dependability to be of value is vacuum fusion,3 and the apparatus and technique developed for this have been too complex and slow for routine work. INDIRECT METHODS Indirect methods of estimating the oxygen have been resorted to in mill practice. Generally these depend upon the chemical equilibria involved. The oxygen in the bath is related to other components in the slag or metal that can be analyzed more readily. These methods have many difficulties in common. Steelmaking processes involve a complicated set of interrelated reactions, all of which tend to approach equilibrium at varying rates. The degree to which any particular equilibrium is approached, is not , well established. Moreover, a proper use of theoretical equilibrium constants requires a more extensive knowledge of the activities of the reactants than we now have. This is well illustrated by the irregularities observed when trying to determine the oxygen in the metal by its ratio to the iron oxide in the slag. Equilibrium relations may be used more readily if they are evaluated by plant experience, but the extent of approach to equilibrium remains an undetermined variable and lack of an entirely satisfactory means of determining oxygen for the calibration is felt keenly. For example, the statistical analysis of the relation between carbon and oxygen4 5 illustrates that even in a single plant wide variations exist under normal conditions of operation. INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units.
