A STUDY of the various ores that have been discussed impresses one with the need of beneficiation, in many cases. This applies to the ores that have lain dormant, due to necessity for further preparation, or to ores that now find a market due to a changed condition. Processes of beneficiation will come into their own as our richer ores become exhausted. Many efforts at improvement have been commercial failures, due to prematurity. Thomas A. Edison, with characteristic foresight, attempted concentration of the low- grade New Jersey magnetites some thirty years ago. Due to high costs and the discovery of the Mesabi range, his efforts were futile. However, a successful crusher, designed by Mr. Edison, resulted from this attempt. Agglomeration of concentrates had not, at that time, been brought to its present efficiency, when sinters and briquettes of excellent physical condition are obtainable. Recent efforts in the beneficiation of the lean magnetites of the East Mesabi resulted in an excellent sinter, but that operation is also ahead of its time.

IRON, iron everywhere, but hardly a particle of pure unadulterated iron for the metallurgist to use as a base for the protean characteristics that he develops in the alloys of iron-the modern steels. Iron, next to aluminum the most abundant metal in the crust of the earth; one of the oldest metals known to man and serving him as the most indispensable metal in both war and peace; yet man's knowledge of its properties is based on specimens that are not pure and hence probably differ considerably in their properties from the truly pure metal. Purification of iron has brought about startling changes in its electrical and magnetic properties and has modified its behavior in changing its crystal form with temperature, the basis of the heat-treatment of iron. So both the research metallurgist and the metallurgist of the steel plant are intrigued by the possibilities that might unfold were 100 per cent pure iron available in sufficient quantities to determine its properties.

NORWAY'S metallurgical development, which has extended over many centuries, is intimately associated with that country's unique topography and climatic conditions. It is a rugged mountainous country, with a most irregular shore line, bordered by thousands of islands forming a natural protection for shipping. AT the beginning of 1944 it was expected that the production of metallic zinc in the United States from domestic and foreign concentrates would exceed the 1943 figure though domestic production of concentrates was expected to drop below the 1943 rate, mostly in the Tri-State area. Imports of concentrates were estimated to more than take care of such deficiency. North American concentrate production, available for import to the United States or elsewhere during the year, was estimated at over 200,000 tons recoverable zinc content; South American at about 65,000 tons; Australian at about 50,000 tons. Production of both concentrates and metal in the United States, however, did drop, attributable in considerable part to man-power shortage in the industry. However production exceeded consumption, which fell off, and stocks of metal increased. These stocks have increased since the middle of 1942 but production and consumption are coming nearer to a balance. The A, B, and C premiums, which have played an important part in keeping up domestic production of concentrates, extend only to the middle of 1945 by present legislation. ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government. C. M. Marquard—The problem of the automatic control of a grinding-classification circuit is not nearly as simple as has been indicated and it cannot be universally solved through the application of this device. The sound emanating from a ball mill such as the metallic clink of the balls against the liners can at times be misleading. The fact that the sound level due to the balls hitting the liners may be at a minimum does not necessarily mean that the mill is properly loaded. I have in mind an ore we treat that has a soft talcy gangue. The soft fluffy nature of this material makes the sound from the ball mill a most misleading parameter that is worthless as a means for controlling the amount of ore fed to the mill. In every milling plant there are transportation lags due to the time it takes the ore to travel from the mill bins to the ball mill. In many plants there may be several different transportation lags due to varying distances of bins from ball mill. These transportation lags can most seriously affect the operation of a controller. It has been found that under many circumstances the transportation lags can be so bad as to cause the controller to hunt seriously. Hunting can and in many cases does become so serious as to render automatic control impossible because of the surges it causes. While it is possible to compensate for this type of lag, this apparatus does not lend itself readily to accomplish the required compensation. Further, if there are groups of bins at various distances from the ball mill, compensation for one may not be sufficient or may be too great for another. Each milling plant presents a separate problem. The apparatus as presently described does not appear sufficiently flexible to accomplish this. William Kent, New York, N. Y.:—The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is an admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly gives the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation of the headings of the address, grouped as below, shows this most clearly. Work of the Mechanical Engineer—Rock-drills, hoisting-machinery, tramming, pumping, ventilation, dredging, Sampling, concentration, briquetting, fume-recovery. Work of the Electrical Engineer—Electric machinery for hoisting, pumping, tramming, lighting and signaling, electric transmission, electric smelting. Work of the Chemist and Metallurgist—Explosives, chlorina-tion, cyanidation, roasting, lead-smelting, and copper-smelting. Work of the Geologist—Economic geology. Work of the Mining Engineer—Mine-mapping, surface-mining, timbering, tunneling; and planning and supervision of the work in general. KEYNOTE of the mining geology sessions was the preparation for an extensive war with all that this implies as to the need for strategic minerals, both metallic and nonmetallic. Nevertheless the sessions also included many papers of less urgent, more theoretical interest. The stress of wartime production had the effect of giving an unusually full and rich program, the longest in recent years, with sessions continuing virtually throughout the meeting. Some papers dealt with geophysical prospecting as applied to mining geology; others were concerned with the grand strategy of mineral reserves and thus involved the industrial minerals; such "borderline" subjects were presented before sessions held jointly with the Geophysics Committee or the Industrial Minerals Division.

High-voltage cable couplers are convenient and widely used accessories in modern coal-mine power distribution systems to help extend and retract power-feeder cables throughout a mine. Coupler design has tried to keep pace with the industry's desire to move to higher distribution levels, but the increase in recorded failures of 15-kV class couplers, which serve the 12.47-kV and above distribution levels, has inhibited this transition. Problems associated with the effects of partial discharge on high-voltage cable couplers are analyzed. The phenomenon of partial discharge is discussed, a testing standard is developed, and various coupler designs are subjected to its requirements. An analysis of test results and results based on field applications are provided.

SAFETY and industrial hygiene have always been recognized as highly important in company policy, and the co-operative support of the company officials and entire plant personnel has contributed largely to the present success of the Company's program in this field. Growth has necessarily been slow, and dependent, at times, on trial and error but the program in its present form combines the regulations, working methods, and equipment that have proved their value under actual operating conditions. Every effort is made to keep the program on a practical basis. Continuous experimental work is carried on in conjunction with the health and safety program, with resultant periodic changes for improvement. As a proof of accomplishment, in 1945 the frequency and severity rates for accidents were the lowest in the history of the operation. A full-time safety engineer was employed in 1933 and an assistant safety engineer in 1936. DISCUSSION shiou-chuan sun (author's correction) - Too late for revision, the author realized that the data on stability of froth presented in this paper were not based on the same height of froth column. It is recommended herein that the stability of froth is better calculated by dividing the time elapsed until the froth disappeared by the volume (in cu cm per sq cm) or height of the froth column, and is expressed in sec per cm. The stability data in Tables I, II, and III of this paper were recalculated, in accordance with this recommendation, and the results are shown respectively in the accompanying Tables VII, VIII, and IX. Compared with Tables I, II, and III of the paper, the stability data of Tables VII, VIII, and IX are more reliable in disclosing the persistence of froth of various frothers having different frothabilities. For example, the conclusion given in the paper that the stability of froth is generally proportional to the volume of froth becomes invalid when the stability of froth is expressed in sec per cm, as shown in Tables VII, VIII, and IX. Table VII shows that both the stability and volume of froth increase with the addition of small amounts of n-hexyl alcohol, and that further additions of n-hexyl alcohol decrease the stability but increase the volume of froth. Table VIII indicates that the stability of different types of frothers is governed by their chemical composition and is difficult to predict from their frothability. Table IX shows that the stability of different frothers with similar nonpolar groups tends to increase with a decrease of the hydro- philic property of their polar groups, and consequently with the decrease of their solubilities. This is further substantiated by the fact that the stability of frothers, as listed in Table IX, is generally lowered by the solvent effect of absolute ethyl alcohol. Table IX shows also that the stability of froth tends to increase with the decrease of the volume of froth* provided the frothers used have similar nonpolar groups and dissimilar polar groups.

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

E. Windsor Richards, London, England:—In reading this paper the most interesting point to me mas the question of the maximum percentage of phosphorus allowable in the steel rail. Mr. Colby said, and we will all agree with him, that the engineer knew, and even a steel-rail maker grants that phosphorus is the most undesirable constituent of steel. We in England have been for a long time considering a specification for the supply of steel rails. This matter has been taken up by the Institution of Civil Engineers, the Mechanical Engineers, the Iron and Steel Institute, the Institute of Naval Architects, and the Electrical Engineers. Committees have been formed,and the whole matter has received most careful attention. They arrived at last at an analysis which I will read: " The carbon is to be from 0.35 to 0.5 per cent.; the manganese from 0.7 to 1.0 per cent.; the silicon, not to exceed 0.10 per cent.; phosphorus, 0.07; and sulphur, 0.07 per cent." As to the phosphorus, which is the most important point of all in the analysis, we have for many years, and indeed until very lately, always agreed to supply steel which would not contain above 0.06 per cent. of phosphorus. Iron-ores are not quite as good now as they were formerly, and the manufacturers at the meetings of the committees referred to, tried to obtain an increase in the allowance of phosphorus. They asked the Sub-committee to agree to 0.08 per cent. of phosphorus. They tried all they possibly could to obtain that; but they failed. English engineers in Great George Street and all over England, representing the important Associa tions I have mentioned, would only agree to 0.07 per cent. and that is the maximum allowance of phosphorus. Mr. Colby is an able advocate, but with all his ability he would not have been able to persuade the English engineers to agree to 0.08 per cent.

THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.
