The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

For the purpose of determining confidence limits for ore grade estimates, an extensive simulated database was used, which included 1728 ore blocks with ?actual? grades and the corresponding estimates based on ordinary and simple kriging. The practical results show that conditional unbiasedness is essential and that acceptable confidence limits can then be set using Normal theory for the simulated error distribution based on the logarithms of the ratios of ?actuals?/estimates with a variance related to the kriging variance. The mean of the data used to prepare the variogram and the estimated block grade are to be used properly in this approach. A practical analysis was also done of the actual point and block data from a very large mined out Carbon Leader area. The distributions of the actual grades for two levels of block sizes with different levels of variability were fitted using three models, ie. two three and compound lognormal. The trends of tonnages, grades and relative profits for a range of pay limits, as well as the usual tonnage-grade curves, show a practical insensitivity for the choice between the three lognormal models considered.

The uranium-producing areas near Marysvale, Utah provide an unusual group of veins and replacement deposits associated with a Pliocene-Oligocene intrusive and extrusive igneous complex. Aside from several scattered occurrences in older volcanics, uranium-bearing veins occur in intrusive quartz monzonite or granite and in nearby rhyolite. The veins in general trend within a few degrees of N55-65°E, are more or less vertical, and are found along the western margins of a quartz monzonite intrusive. The replacement deposits are found in rhyolite intrusives and also in the lower portions of rhyolite flows close to places where veins forming solutions rising through quartz monzonite came into contact with the rhyolite. At least 14 veins have been mined since uranium mining operations began at Marysvale some 16 years ago, while ore has been extracted through about 10 miles of underground workings. The active mmmg area is approximately 3000 feet long and in the central portion 1500 feet wide. Ores have been found over a vertical spread of almost 2000 feet, between the highest occurrence on Jungfrau Hill ( ca. 7200 feet) and the deepest discovery of ore in a drill hole near the Prospector Mine (ca. 5200 feet). Under existing mining and marketing conditions, mining along the veins in the main area appears to have reached an economic limit at about 500-600 feet below the surface. However, orebodies in the rhyolite and in the upper portions of veins close to the rhyolite are subject to active mining. Isotopic dates indicate that the uraninitebearing veins and replacements are late Miocene or Pliocene (ca. 10-13 m.y.), the rhyolite is Miocene (avg. 17.5 m.y.), and the quartz monzonite and granite intrusives are late Oligocene (23.6 to 26.0 m.y.). The older Bullion Canyon Volcanic Series which encircles the area is Oligocene (28 to 31.1 m.y.). Two generations of alteration occur: ( 1) Earlier alunitic veins and replacement bodies are found in the Bullion Canyon Volcanic Series, none of which have produced uranium; (2) Later argillic alteration associated with the introduction of uranium is found along veins, replacing glassy rhyolite dikes and replacing phases of the rhyolite.

Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. MINES FaxBack is a simple-to-operate automated fax response system that operates 24 hours a day, seven days a week. All a user needs is access to a fax machine with a touch-tone telephone. MINES FaxBack can be accessed by calling (412) 892-4088, using the touch-tone telephone attached to the user's fax machine. The Osterberg (O-Cell) Method makes it possible to separate the side shear resistance (skin friction) from end bearing. The O-Cell is placed on or near the bottom of a drilled shaft and after the concrete is poured and cured, an equal upward and downward pressure is applied. From the test, the load-upward deflection curve in side shear and the load-downward deflection curve in end bearing are drawn. Typical curves are shown where the ultimate load in side-shear is reached and where the ultimate load in end bearing is reached. Several examples of tests in which the test load reached ultimate loads far in excess of what was expected are shown. The side shear in rock sockets is shown to be much larger than generally estimated. Examples are given of where side shear is smaller than expected and the reasons discussed. Disturbance of the sides of drilled holes due to poor construction techniques and ways to avoid these conditions are considered. Examples of bottom hole disturbance are given and ways to prevent the disturbance are discussed. A graph showing the actual measured capacity of drilled shafts compared to the estimated capacity as a function of the hardness and strength of the soil or rock is presented.

A depleted county gravel pit was rehabilitated by contracting an artist to convert it into sculpture, rather than using traditional reclamation methods. The sculptor's ideas were generally implemented as designed, but problems arose because of a faulty survey and severe weather. Public reaction was critical. A design symposium was presented by retaining six artists to prepare designs for varied sites. A public forum was offered and video-documented for broadcast. A new art-reclamation project grew out of this project.

From 1981-84, Bureau of Mines personnel examined and evaluated mines and prospects in the highly mineralized 62,400 acre Inyo Mountains U. S. Bureau of Land Management (BLM) Wilderness Study Area (WSA), located east of Lone Pine, CA. The 62,400 acres studied is the part of the 87,145 acre WSA designated as suitable prior to February 28, 1983. The WSA is underlain principally by quartz monzonite and quartz diorite that have intruded sedimentary and volcanic rocks. Three types of mineral deposits are present: 1) gold in fissure veins, 2) silver in fissure and replacement veins, and 3) talc in metasomatic lenses. Of the 84 nines, mills, and prospects examined, 54 are significant: 1) 5 in the intrusive rocks total about 4.4 million tons of inferred marginal gold reserves averaging 0.24 oz gold and 0.74 oz silver/ton; 2) three associated with intrusive-sedimentary rock contact zones total about 280,000 tons of inferred subeconomic silver resources averaging 7 oz silver/ton; 3) 27 gold and silver occurrences in the intrusive and sedimentary rocks total about 1.2 million tons of material in poorly defined bodies too small or low grade to be resources; 4) 15 gold and silver occurrences in the intrusive and sedimentary rocks are too poorly exposed to estimate tonnage and grade; and 5) four talc deposits along intrusive-sedimentary contact zones have inferred marginal reserves totaling about 640,000 tons. The marginal gold reserves at $450/oz might be profitably mined (reserve) at a gold price of about $600/oz and the subeconomic silver resources at a silver price in excess of about $27/oz. The marginal talc reserves might become minable at prices of about $50/ton and $80/ton for unprocessed and processed talc, respectively, after present supply sources are depleted. At most of the 54 significant mines and prospects, additional reserves or resources would likely be disclosed by trenching or drilling. Present in the WSA are 13 gold mills, numerous small pits and cuts, 270 underground workings totaling about 36,000 ft, and 80 mining benches totaling about 11,000 ft. Gold, silver, or talc were produced from most of the workings. A total of 1,561 lode and 18 placer samples were taken.

With 13.7km of TBM tunneling in Atlanta’s hard gneiss well under way, drill and shoot work continues on several sites throughout the city. In order for the City of Atlanta to meet the consent decree imposed by the federal government, an aggressive construction schedule was a necessity. Construction consists of two deep, large diameter tunnels, four construction shafts, a pumping station, one overflow shaft, three large intake structures, and two connecting tunnels. Due to the multitude of blasting insensitive urban environments, a high standard of seismic and air-overpressure criteria, coupled with time restrictions, was adopted for the project. At any given time, drill and blast operations were under way at four of the seven sites requiring a certain amount of coordination between the TBM excavation, surface work, and the forces of Mother Nature. This paper addresses the challenges faced and the techniques used to safely and successfully complete the rock excavation of the West Area CSO Tunnel and Pumping Station project.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

The activity of silver in solid gold-silver alloys (electrum) has been measured with an electrochemical concentration cell based on the super ionic conductor silver-i3-alumina in the temperature range 200 to 80oaC.The measurements of the silver activity in the range 0.5 to 90.0 atom per eent silver were found to be highly reproducible although there is some disagreement with an earlier study which used a similar technique. At temperatures above 400° the silver activity exhibits both positive and negative deviations from ideality in the silver rich region.This method suggests a simple technique for the nondestructive determination of silver in electrum alloys.

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. Future work will focus on small-scale sinters produced under tightly controlled conditions to study sinters with a wider range of quality values.CITATION:Harvey, T, O’Dea, D, Evans, G, Godel, B and Honeyands, T, 2017. The Bureau of Mines is currently conducting a four year mineral assessment of the 5.7 million acre Valdez Creek Mining District in Southcentral Alaska, as part of its ongoing statewide mining district evaluation program. This report is a summary of the 1987 field work, which included the examination of mines, prospects, and mineral occurrences in the study area. Placer gold has been the most important metal produced in the area, and production totaled 161,131 oz, with the majority of the production coming from the Valdez Creek Mine. Lode gold and silver production totaled 1,581 oz and 8,617 oz, respectively and came mainly from the Golden Zone Mine. Varying amounts of other metals, including copper, lead, zinc, molybdenum, antimony, chrome, nickel, cobalt, tin, tungsten and platinum exist in the study area. Occurrences of industrial limestone and coal are also located in the area.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

"INTRODUCTION In February 1945, Captain (now Commodore) W. G. Greeman, U. S. N., Director, Naval Petroleum and Oil 3hale Reserves, requested the Bureau of Mines to assist the Navy in its wartime development of Naval Petroleum Reserve No. 1, Elk Hills field, Calif., to assure adequate supplies of petroleum products in the Pacific theatre. Unit Operation 4/,engineers desired pressure volume-temperature and viscosity data on the reservoir oil in the shallow oil zone to augment data previously obtained for the purpose of calculating reservoir performance and oil reserves. Accordingly, arrangements were approved by the Operating Committee far, the Bureau of Mines to proceed with a program of field sampling and laboratory determinations designed to obtain the desired information.To carry out the assignment, the Bureau transferred the necessary person¬nel, subsurface pressure, temperature, and sampling instruments, and laboratory equipment for analyzing subsurface oil samples from the Petroleum Experiment Station, Bartlesville, Okla., and the San Francisco, Calif., office and set up a temporary field headquarters in the Elk Hills. The program of work as out-lined by Unit Operation required the 6 months period March-August 1945 to complete during which time individual reports comprising data on pressure-volume-temperature relationships and reservoir oil viscosities as determined on subsurface oil samples and recombined oil and gas samples for 5 selected wells were submitted to Unit Operation.This report is a summary compilation of the data contained in the original reports supplemented by correlations of some of the physical properties of the reservoir oil with the A.P.I. gravities of the produced oil. The report also includes material-balance calculations relative to one of the oil horizons in the shallow zone. The Bureau of Mines believes that publication of the results of these analyses is a worthwhile contribution to the petroleum literature and of particular interest to the California industry."

Hydroblasting is considered a distinct soil improvement technique from explosive compaction, though the blast designs for the two techniques are similar. Hydroblasting is a three step process developed for densifying unsaturated, collapsible soils, especially loess. The required steps are: prewetting the soil to an adequate saturation, placing and detonating the explosive charges, and consolidating the soil (squeezing the water out of the pore spaces between the soil particles under gravity) to a denser state.

Beneficiation of phosphate in the southeastern United States generates a slurry of finely divided clay. These clay-wastes are impounded to allow the particulates to settle. The aggregation of phosphatic clay-slime wastes and slimes produced from potash beneficiation by microbial processes was studied using several bacterial species known to produce polymeric substances. Experiments included flocculation capacity of clay-slimes by whole cells, the determination of respiratory activity of whole culls in the presence of phosphatic clays, observation of clay flocculation rates by polymers derived from these organisms, and clarity of polymer-flocculated clay suspensions. The polymer-producing organisms exhibited little capacity for flocculating phosphate and potash clay-slimes. Fungal spores of Cladosporium cladosporioides (isolated from a phosphate clay-waste impoundment), when agitated with clay-slime for several days, caused the clay to form pellets. Separation of the clay/fungal pellets (density 1.1 g ml-1) from the process water might he possible using a screening technique. Studies with C. cladosporioides included the determination of suitable energy substrates and supplements for growth, absorption studies of a pigment produced by the organism, determination of the time required for bioflocculant production by the organism, and an elucidation of the conditions required for the pelletization of clay-slimes by the fungus.

Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.
