This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

This investigation examined the feasibility of altering the inorganic component of North Dakota lignite by ion exchange. Lignite of specific size consist was washed with various ionic solutions and examined for evidence of exchange. Ions of higher valance substituted preferentially at equivalent concentrations. Results indicate that a major portion of the inorganic material associated with lignite is combined in exchangeable form with the organic component. Particle size of the treated coal is a critical factor in determining the rate of exchange. The data indicate that monovalent ions are easily replaced by divalent and trivalent ions, and the presence of ionic material in slurries containing finely divided lignite significantly increases filtration rates.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common- wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables 'were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the production of auxiliary processing at or near the mines.

Two of the problems long associated with the complete extraction of level pillars in the wide ore bodies of Broken Hill have been: (1) The high cost of maintaining level gangways through areas of slow subsidence to provide adequate trucking roads for the transport of sand filling; and (2) The difficulty and high cost of completely filling depleted areas. This paper deals with the experiments conducted to devise an apparatus for transporting, with the aid of compressed air, sandfill from the underground sand passes to the stopes and describes the sand blower which has been developed. This apparatus has to a large degree overcome the difficulties and removed much of the hazard associated with the rapid extraction of level pillars.Special attention is drawn to the sizing analysis of the sand and to the fact that it is not dry material. Gold mineralisation at Porgera is inferred to have been derived from a deep differentiated magmatic source which is capped by a series of (now tilted) inward dipping sills and stocks, which comprise the Porgera Intrusive Complex. An arc normal transfer structure provides a conduit, at tile intersection with an arc parallel structure, into which basic magma derived from tile deep melting of mantle material has been emplaced. Two phases of mineralisation display an association with late stage feldspar porphyry intrusives. Stage I carbonate-base metal-style gold mineralisation occurs as early quartz-sericite, then massive sulphide and late zoned Mn-Fe-Mg-Ca carbonate vein/breccias. Magmatic fluids derived from the deep magma source, are interpreted to have migrated along me margin of a feeder stock to the sills, and south to Waruwari. Stage II epithermal Au-Ag quartz-style gold mineralisation occurs as early fluidised breccias and carbonate veining, followed by zoned quartz-roscoelite-carbonate-gold vein/breccias, and late carbonate and/or sulphate open space infill. Magmatic fluids are interpreted to have utilised the same plumbing system as the late stage feldspar porphyry intrusive, and then migrated into the Roamane Fault which was dilated by; dextral rotation on elements of the transfer structure, normal faulting, and refraction around the competent footwall hornblende diorite. Bonanza gold is localised in a jog in the Roamane Fault, hangingwall splits and at intersections with cross structures. Bulk low grade Stage I gold has been deposited by the mixing of magmatic fluids with cool gas condensate waters, whereas high grade Stage II gold mineralisation resulted from the rapid quenching of mineralised magmatic fluids by oxygenated groundwaters.

A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick mine concentrator to investigate the role of gas (air) superficial rate (Jg) distribution to the cells in the final Zn cleaning stage (bank of seven cells), i.e. the Jg profile. Three profiles were tested: “balanced” (each cell with same Jg), “increasing” (from cell 1 to 7 proportionally), and “decreasing,” along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was the response of the first cells in the bank where the increasing profile gave the highest selectivity of sphalerite against nonsulphide gangue (NSG). The other profiles gave lower selectivity and higher zinc recovery in the first cells, which combined to reduce overall bank performance. The higher selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG. The increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.

The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, and axisymmetric and plane joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

Displacement and stress changes in cemented backfill and ore pillars at the Buick Mine, near Boss, MO, were monitored by engineers from the U.S. Bureau of Mines and The Doe Run Co., St Louis, MO. A test area in this room-and-pillar mine was backfilled to provide support when remnant ore pillars were mined. Objectives of this research were to evaluate the effect of backfill on mine stability, observe backfill conditions during pillar removal, and calibrate a numeric model to be used to design other areas of the mine. Relative vertical displacements in the backfill were measured with embedment strain gauges and vertical extensometers. Other types of instruments used were earth pressure cells (to identify loading trends in the backfill), borehole extensometers (to measure relative displacement changes in the mine roof and support pillars), and biaxial stressmeters (to measure stress changes in several support pillars and abutments). Two-and three-dimensional numeric codes were used to model the study area. With information from these codes and the installed instruments, two failed pillars were identified and rock mass properties were estimated.

Malmberget town is located in northern Sweden, approximately 70 km north of the Arctic Circle. Parts of the town overlie more than 20 iron orebodies, consisting mainly of magnetite with smaller quantities of haematite. The mine is operated by the mining company LKAB. Mining started in the 17th century, but not until the railway to the coastal city of Luleå was completed in 1888 did large-scale production commence. Around 1920, mining proceeded underground and today sublevel caving is the only mining method used. Sublevel caving causes subsidence of the ground surface, and buildings and residential areas have been relocated due to the mining activities for more than 50 years. The number of seismic events accompanied by strong ground vibrations is now increasing. In 2008 the mine received a permit from the Environmental Court of Sweden to increase production to 20 Mt of crude ore per year. A prerequisite for the permit was that the mine conducts a number of investigations regarding the environmental impact on the residents of Malmberget. One of these investigations concerned how seismicity will change as production increases and what measures could be taken to reduce inconvenience to the town residents. Today the mine possesses an extensive seismic monitoring system with more than 180 underground and surface geophones. For this study, eleven seismically active volumes in Malmberget mine were identified, and for each of them, a yearly future maximum magnitude interval was estimated based on the current production plan. Relationships between historical seismic events and measured ground vibrations in the town of Malmberget were established, and future ground vibrations caused by expected seismic events were estimated using a probabilistic approach. The outcome was the number of intervals of expected ground vibration per year and per monitoring point. Possible measures to reduce inconvenience for the town residents include blast restrictions, sequencing, and possibly preconditioning. The ultimate long-term solution is an almost complete relocation of Malmberget town. This process has recently been formalized and LKAB is taking an active part in realizing this goal.

This paper is the third of a series of reports on asbestos prepared by the Bureau of Mines. The reports already issued contain general information, including descriptions of deposits throughout the world.3/ The present paper deals chiefly with milling and marketing. Many grades of asbestos are marketed, and an important phase of milling is the grading of fiber; these subjects therefore are related so intimately that contiguity in their treatment is fully justified. Although the Bureau of Mines is interested primarily in the mining and preparation of raw materials, the fabrication of asbestos products has attained such importance in the United States that brief reference to processes of manufacture is included. CLASSIFICATION OF FIBER Canadian asbestos fibers are divided into three main groups - crudes, mill fibers, and shorts. The term "crude" is applied to fiber of spinning grade measuring three eighths inch or longer, that is. hand-cobbed and not passed through a mill. Mill fibers are obtained by crushing and beating the fiber-bearing" rock, until the, asbestos is freed and, then removing the fiber from the rock by screening or air separation. Shorts are the lowest grades of mill products.

The Austinville-Ivanhoe lead-zinc deposit occurs in the Lower Cambrian Shady dolomite. This deposit is located in southwestern Virginia in the faulted and folded Appalachian Valley and Ridge province. The ore bodies resemble the chimmey and manto deposits of northern Mexico and are formed by replacement and filling. They are confined to certain favorable zones of the Austinville and Ribbon members of the Shady. Structural and stratigraphic factors combine to control the location and form of the ore bodies. In certain places secondary oxide enrichment of the zinc minerals has contributed to the economic development of the area. It is concluded that the ore is epigenetic and is deposited by hydrothermal solutions rising through the fault "plumbing." Classification is epithermal-telethermal.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the flow of natural gas through high-pressure pipe lines. This report deals with that part of the study involving the design off pipe-line systems consisting of lines laid parallel to each other. The lines are referred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

The Bureau of Mines evaluated the potential availability of chrysotile, amosite, and crocidolite asbestos from 42 properties in market economy countries. This resulted in the development of tonnage-cost relationships indicating the quantity of grades 3 through 7 asbestos at various average total costs of production at 0% and 15% rates of return on invested capital. The availability of grades 2 and 8 was also evaluated, but since each is produced at only one property, no analytical results were given. Total demonstrated recoverable chrysotile fiber potentially available of grades 3 through 7 from the 42 properties evaluated follow: 1.59 million t, 21.00 million t, 16.74 million t, 15.54 million t, and 19.27 million t, respectively. The total amount of crocidolite is 1.69 million t. Owing to the good potential for discovery and development of new deposits, long- term availability of fiber of all three types is not in jeopardy. However, many of the crocidolite properties evaluated in the northern Cape crocidolite field of South Africa have relatively small demonstrated resources, and new deposits will have to be exploited by the late 1990's to sustain projected levels of production.

This study presents a method for recovering valuable metals and synthesizing anhydrite from steel slag using sulfuric acid leaching and solvent extraction. The process achieved high leaching efficiencies for V, Ti, Fe, and Mg, and produced anhydrite with 93.09% purity. The leachate was further processed to separate and recover V, Ti, Fe, and Mg using selective stripping and precipitation methods, offering a sustainable approach to steel slag utilization.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.
