Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

"SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

"INTRODUCTION The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of life and damage to property, with special application to the mining industry.The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment, through improved types of lightning arresters, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures.LIGHTNING PHENOMENAIn 1751, Franklin proved that, lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition to define the various phases of the phenomenon. Estimation of iron ore grade distribution has been attempted using geostatistics and artificial neural network (ANN) based models for a banded iron formation (BIF) type iron ore deposit of East India. Geologically, it is a supergene iron ore formation through an enrichment process of parent material (BIFs) by gradual leaching of impurities, namely SiO2 and Al2O3. As the degree of leaching differs spatially, distribution of Fe varies depending on local controls of ore formation. While geostatistical methods work on models based on spatial correlations of mineralisation parameters, ANN models a non-linear distribution and is widely used as a global approximator. Spatial distribution modelling of Fe values has been carried out employing ordinary kriging (OK) and sequential Gaussian simulation (SGS). Non-linear modelling has been performed using hybrid neural networks (HNN) that provided an alternative option for grade estimation. Classical statistical modelling revealed a negatively skewed 3-parameter lognormal Fe population having a mean of 60.49 per cent with a skewness of -0.08 and a kurtosis of 2.60. Semi-variography and geostatistical estimation employing OK procedure led to block-by-block kriged estimates with associated kriging variance, which provided an overall mean kriged estimate and kriging variance of Fe as 60.29 per cent and 7.76 (per cent)2 respectively. SGS procedure revealed a mean of 60.71 per cent and a standard deviation of 5.89 per cent with minimum and maximum values as 45.12 per cent and 68.70 per cent respectively in respect of Fe. HNN model provided values of mean squared error (MSE) and correlation coefficient (R2) as 12.33 and 0.61 respectively, thereby exhibiting the robustness of the model to sustain maximum heterogeneity within the target domain. A comparison of Fe grade estimates obtained by kriging, simulation and HNN models more or less maintain similar distribution patterns that are close to the sample data. It is thus opined to carry out the grade prediction exercise employing all these three modelling approaches to obtain alternative scenarios for improved mine planning and design exercises. A study of the various components contributing to energy costs and their relationships to generally trended operating data, such as tonnage, operating costs, etc., over progressively shorter time periods provides information for an energy audit. A study of annual data gives some insight into the importance of various energy components. As the time frame of the study progresses through monthly, daily and, finally, into quarter hourly data, the variations become more evident and, most important, strategies develop to minimize energy costs. The results of an audit conducted during the summer of 1978 at Wesfrob Mines Limited are reported to illustrate this important phase, prerequisite to a meaningful energy cost avoidance program. The balance of the paper deals with the energy conservation program at Falconbridge Nickel Mines Limited's Sudbury operations, the metering and control equipment, the commitment, the new energy accounting practices and, lastly, the policies. Examples of successful energy conservation endeavours include automatic peak electrical load control, waste heat recovery from mine air and compressor cooling water, energy reductions resulting from lower building temperatures and curtailment of idling loads. The use of pulse meters to measure the flow of gas, steam, compressed air and electrical energy, with their signals interfaced to process computers, allows monthly, daily and, if necessary, immediate reporting of energy and energy per unit of production information The program so reported at Falconbridge's Sudbury Operations is credited with an annual cost avoidance of .9 million dollars in a 14.0-million-dollar annual energy account

"When confronted with the difficult decisions on advancing an exploration project to the feasibility and construction stages, it is important to know how various regions of the ore body will react in the milling and concentration processes. While bench scale test work is common and inexpensive, the results and information provided are somewhat limited due to the difficulty in accurately predicting the effects of recirculating middling streams or gradual changes in solution chemistry.Conventional Pilot Plants, processing 100 to 1,000 kg/hour of sample ore, provide the detailed engineering data required to develop a final process flowsheet and to size the equipment. They are, however, expensive to set-up and operate, and are really only viable for major projects that are well advancedIn the latter part of 1999, the Mineral Development Center at CVRD (MDC) purchased a new piece of mineral processing equipment which can run continuous flotation tests using drill core samples. To evaluate its performance, and to compare it with conventional testing methods, various types of flotation tests were carried out using two different types of copper ore. The limitations and advantages of open circuit and locked cycle bench tests, as well as the Mini Pilot Plant and the Conventional Pilot Plant were evaluated.Open circuit tests carried out at the bench scale only provide basic information. More complete and trustworthy information is obtained, in terms of the recirculation of flows and reaching a permanent and stable flotation regime, as the dynamics and complexity of the tests increases. The data obtained showed that the MPP’s metallurgical performance was equivalent to that of a conventional pilot plant."

The value of nonfuel raw mineral production in the United States for 1977 increased over that of 1976 by 5%, from $16.7 billion to $17.5 billion. Metals declined by 5% from $6.1 billion to $5.8 billion, chiefly because of strikes in the iron ore industry and a depressed copper market. Subsidization of mining industries in some foreign countries accounted in part for the excess of copper and some other metals on world markets. Weak metal markets and continued slowdowns in the world economy were the main reasons of the virtual absence of new mine projects. Increasing domestic governmental involvement affecting mineral industry activities, such as pricing controls, public land withdrawals, and the Surface Mining Control and Reclamation Act, effective August 3, continued to be controversial and to be criticized by various segments of the industry.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

Accurate measure of fragment size distribution is a key objective in all blasting and crushing operations. Several generic distribution functions have been devised to describe the degree of fragmentation for the representative range of fragments from selected measurements. The application of four distribution functions, i.e. Rosin-Rammler, Swebrec, Grady and Gilvarry, in describing fragment size distribution of impact-induced fragmentation of a limestone rock has been investigated. A modified Hopkinson Pressure Bar experimental set-up is used to control both impact velocity and energy input into the target rock. The feed size in the sample holder is varied from 6.35mm to 15.88mm in three ranges and the impact velocity up to 14m/s. The size distribution in the product is determined by sieve analysis for a range of impacts. The experimental results are fitted to the four distribution functions to examine their relative accuracy and reliability.

In the presence of oxygen, galena is oxidized in an aqueous medium containing ammonium acetate in accordance with the following reaction: PbS + 1/2 0, + 2 NH~Ac -» PbAc, + So + 2 NH: + H2O. This reaction was studied in an autoclave under oxygen pressure by polarographic measurement of the concentration of lead ion in solution. Oxidation rate is parabolic. The reaction products are lead acetote and elemental sulfur, the latter forming a film on the galena crystal. Reaction kinetics appear to be determined by the diffusion of lead from the galena phase to the solution interface through the film of sulfur. RECENT applications of pressure leaching on a commercial scale have emphasized the metallurgical importance of the oxidation of sulfide minerals in aqueous media by oxygen under pressure. Research experience has shown that sulfates, thio-nates, and metal oxides are the products of humid oxidation of sulfide minerals in basic solutions. The metal oxides may be solubilized in the presence of a complexing ion.' Certain oxide minerals are also amenable to treatment by this type of oxidation.' Several kinetic studies have been made of reactions of this type. Stenhouse' found that pyrite (FeS?) oxidized in a sodium hydroxide solution to produce a soluble sulfate and an insoluble layer of iron oxide and that the kinetics of the reaction were controlled by oxygen diffusion through the oxide layer. Andersen' studied the oxidation of galena (PbS) in a sodium hydroxide solution under oxygen pressure. He found the lead and sulfur to be simultaneously oxidized to produce plum bite ions and sulfate ions, and that the reaction rate was proportional to the surface area of the galena. The kinetics appeared to be determined by the reaction of oxygen and water with the galena surface. In each of the above reactions the metal and sulfur components of the mineral were oxidized simultaneously and at equal rates. In the present study the alkaline medium has been replaced by an approximately neutral solution of ammonium acetate in which lead sulfate is soluble. Under the conditions no sulfate was produced and no sulfur could be detected in the solution. The metal component of the mineral was solubilized and the liberated sulfur remained as a film of elemental sulfur on the surface of the galena crystal. A kinetic study of this reaction was undertaken to establish the kinetic mechanism and to determine the rate controlling step. Specific reaction rates were determined by oxidizing crystals of galena of measured surface areas in an autoclave maintained at the desired temperature and oxygen pressure. The rate of reaction was followed by measuring the concentration of lead in the ammonium acetate solution with a cathode ray polarograph, employing stationary platinum electrodes incorporated in the autoclave. The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah,4 and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co.5 at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

Since the initial start-up, the Toyo Smelter & Refinery has been operating in harmony with the ambient environment, and improvements have been implemented with technologies specifically developed for further protecting the environment. Toyo Smelter & Refinery is now planning to increase the copper production capacity from 280,000 tpy to 450,000 tpy, over a period of several years. In 2003, the first step of this smelter expansion and modernization plan was implemented. The production capacity of the P-S converter was increased dramatically, as it became possible to operate under a ?2 hot-2 blowing? schedule. In 2005, an additional converter will be installed, in order to allow operation under a ?3 hot-2 blowing? schedule. This report will describe the technical improvements on the P-S converters, as well as describe the Toyo expansion program and discuss the technologies applied to the fugitive gas collecting system.

The Greymouth Coal Project is a proposal to mine by the application of proven hydraulic, and room and pillar underground mining methods; and to process the equivalent of an average of 1.7 million tonnes per year over a forty-year period. The proposed mine site is located ten kilometres north of Greymouth, on the west coast of the South Island of New Zealand. Of the three separate mineable seam groups, the thick Main Seam Group, which makes up 77% of the total resource, will be mined by hydraulic mining technology.   It is proposed to market and produce a high volatile bituminous type coal with low ash (6%) and sulphur (0.4%). Because the inherent ash content is low, the requirement for coal treatment will only be the use of a single cell jig circuit to control the effects of rock dilution and partings. The resulting coal product is tentatively planned to be transported by rail to the port at Lyttelton for loading on to Panamax or Post Panamax size vessels.

This paper describes a model that can simulate the behaviour of a pneumatic intensifier that is generally referred to as an ?air pump? (AP). The AP is used in many South African underground mines, and utilizes compressed air with pressures between 0.3?0.6 MPa to pump water up to pressures of 12?18 MPa. The high pressure water is used in numerous underground mines to pressurize props and roof bolts that act as safety and roof support devices. The simulation model reproduces the intensifier's operation under various conditions and therefore can be used to investigate the AP's sensitivity towards environmental conditions, design parameters (such as spring stiffness, plunger diameter, nozzle diameter etc.) and operating conditions. Model validation by comparison with laboratory experiments showed good correlation. The model can subsequently be used to investigate design changes aimed at improving the AP's performance and reliability over a wider range of operating conditions.

A joint federal-provincial approach in gathering basic information from industry on mine production, concentrator operations and ore reserves, initiated during 1978, is a major step toward the goal of achieving better government-industry communication through a common data base. Information from questionnaires sent out by provincial governments is shared with the federal government; correct interpretation is ensured by mine visits conducted jointly by provincial and federal representatives. Initial focus is on nonferrous metal mines. The federal Department of Energy, Mines and Resources (EMR) is responsible for a national analysis that is aimed at the early detection of worrisome developments-and their reasons-in the flow from resources to reserves and from reserves to supply of these metals. The heart of the national analysis is the annual construction of a "monitoring curve", showing each metal's aggregated mine production as it would decrease over time if no new reserves and production capacity were to be added from the year of analysis. For a given metal, a comparison of monitoring curves from year to year can reveal early signs of supply stagnation. In anyone year, a monitoring curve in conjunction with foreseen needs for Canadian mine output will show the production gap that would have to be filled from reserves and production capacity yet to be developed. The production gaps for copper, nickel, zinc and lead, the four leading base metals mined in Canada, are shown for the 20-year period ahead, in the context of production achieved during the past 20 years. It is shown that reserve levels commensurate with likely future production levels would require that average annual reserve additions during 1978-98 exceed the average annual additions during the preceding 20 years. Reserve levels of all four metals have declined in recent years. A review of significant discoveries in the last five years suggests that this fall in reserves is not the result of a lack of exploration successes, but of stagnation in development for various economic reasons.

The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.

"AbstractThe Thames Water Tideway Tunnels programme involves the upgrade of London’s combined sewer and storm water system. The first section is the Lee Tunnel between the Beckton Sewage Treatment Works (STW) and the Abbey Mills Pumping Station. This will intercept the overflows currently discharging to the River Lee and has the capacity to store and transfer 350,000m3 of storm water and sewage. The project required 4 shafts and a 6.9km 7.2m diameter tunnel. The shafts are some of the largest ever constructed in the UK, with diaphragm walls up to 98m deep and 1800mm thick. As a result of the innovative methods of diaphragm wall design and construction adopted the 4 very large and deep shafts were able to be excavated and completed safely, with minimal water ingress and with extremely high quality.MVB, a joint venture of Morgan Sindall, Vinci Construction Grands Projets and Bachy Soletanche are delivering the £635m contract with Thames Water’s Project Management Team in a collaborative manner under an NEC contract. Mott MacDonald, Morgan Sindall UnPS & Bachy Soletanche are acting as designers.Some of the important advances in diaphragm walling made included:??Diaphragm wall design to both EC2 & EC7 taking into considering the assessment of chalk stiffness, high hoop stresses, large multiple openings and non-axisymmetric loadings.??Formation of shafts as a faceted circle from a series of overlapping panels, with primary panels up to 7.2m wide demanding concrete volumes up to 1300m3 be poured in one go. Overlapping secondary single bite panels cut into the grade C50/60 concrete.??Excavation of the full geological stratigraphy of London making bentonite management complex.??Panel verticality of 1:300 required over the full depth. The results achieved this and in many cases exceeded expectations with some panels coming in at up to 1 in 800 with the majority at 1 in 400 to 1 in 500. The project is also the first in the Soletanche Bachy Group to take data from the ultrasonic drilling monitor used to check the verticalty in electronic format in order to create 3D CAD as-built drawings.??Each diaphragm wall panel was reinforced over its full depth. Up to 18 separate pieces of reinforcing cage had to be installed in primary panels. Cages underwent a full range of temporary works designs to check that lifting, splicing and placing could all be undertaken safely. Fibreglass was used in the tunnel portals in the shafts to ease breakthroughs."

The object of this study was to determine the economic feasibility of hydraulically transporting Sandow (Tex.) lignite 100 miles and dewatering and thermally drying the transported lignite to a surface-dry condition. The most important factors involved in the feasibility of hydraulic transport, are the degradation incurred during transit, the length of the line, and the cost of alternative methods of shipment. In pipeline tests in which roughly 75 miles of hydraulic transport was simulated the percentage of minus-325-mesh solids increased from about 1 to 41 percent for both lignite and bituminous coal; in the micron sizes the coal fared considerably better than the lignite. Such degradation, even though it enhances flow through the pipe-line, severely aggravates the dewatering problem on lignite. Cost studies indicated that continuous vacuum filters offer the most economical means of dewatering minus-1/8-inch material. Surface moisture, if high, must be removed by relatively expensive thermal drying.
